SITUATION:
On December 16, 2013 at about 7:40 PM, our Station received a telephone call
from Station 10, Baguio City Police Office that the spouses Emilio Depano Tandoy, 62 years old
and Aleth Depano Tandoy, 46 years old, residents of Bancua, Poblacion, Tuba, Benguet and
both are engaged in jewellery business were held up by still unidentified suspects at about 7:15
on December 16, 2013 at Sitio Bancua, Poblacion, Tuba, Benguet. Personnel this Station led by
the Investigator-on-Case SPO3 Basil Chinayog responded. Initial investigation reveals that the
victims just came from their jewellery store located at 2nd floor, Shoppers Lane, General Luna,
Baguio city and when Emilio was about to park their vehicle two persons armed with short
firearms and both wearing bonnets went near them. One of them hit the right temple of Mr.
Tandoy with his firearm while the other one grabbed the shoulder bag of Mrs. Tandoy that
contains the following: Sixteen thousand pesos (Php16,000.00); Two Nokia Cellular phones
each worth two thousand four hundred pesos (Php2,400.00); Postal ID; TIN ID and other
important documents. Another two companions of the suspects went inside the house of the
victims and looking for something valuables. When they didn’t find any they fired successive
shots after which they escaped exited at the backdoor. The crime scene was processed by the
SOCO led by PCI Edward Gayados and they were able to recover five (5) empty shells of cal.45
and two (2) deformed slugs.

BACKGROUND

MISSION:

1. To intensify information gathering and identify the suspects and their affiliated group;

2. To know their modus-operandi; and


3. To gather pieces of evidence to support the filing of criminal case/s in court against
them.

EXECUTION:

a. The Concept of Investigation

This project requires Police Investigation Management and networking.


The ultimate goal is to identify, locate and arrest the suspects and put them behind bars
through conviction by strong evidence.

b. TACTICAL PLANS

Tuba Municipal Police Station shall undertake the gathering of


information and pieces of evidence leading to the identification/arrest of the suspects.
The action agents within the activity shall be tapped to conduct information gathering,
counter intelligence shall be done by undercover personnel of this office and other
intelligence units within the activity.

The conduct of operation will be done after evaluating information that


was gathered by the action agents and other available leads to conduct operation
against the suspects. Manpower assistance from other law enforcement agencies in the
area will be requested as member of support units.

II. SITUATION:

A. Background

2. On April 14, 2015 the undersigned received a verbal instruction from


Chief, PIDMB directing this Station to submit CIPLAN or budgetary requirements for
prioritized or solvable unsolved case.

This station is aiming to increase its CSE in order to lessen
unsolved cases reported. Hence, this station is conducting thorough follow-up by
dedicated investigators.

III. MISSION:

1. To conduct follow-up investigation of all solvable unsolved cases in order to


lessen the volume of unsolved cases and increase Crime Solution Efficiency.
2. To establish a joint innovative approach in order to strengthen the enforcement
against crimes.

3. To file necessary charges against identified personalities, criminal


groups/individuals responsible of the commission of crime.

IIV. EXECUTION:

A. Concept of Investigation

1. This plan sets forth the actions to be taken by the officers and
investigators involved in the implementation of this project.

B. Tasks

B.1 Case Manager

a. Oversee the proper implementation of this Case Investigation Plan


(CIPLAN)
b. Constantly monitor the project
c. Perform other tasks as required

B.2 Case Supervisor

a. Directly supervise those involved in the implementation of the project


b. Take the lead in the coordination with other line agencies
c. Timely submit reports to higher office
d. Perform other tasks as required

B.3 Case Investigator/s

a. Assist the case supervisor on investigation matters of the project


b. Observe the SOPs in investigation
c. Interview, interrogate, and take sworn statement/s
d. Prepare necessary documents for filing in court
e. Draft necessary reports
f. Perform other tasks as required

B.4 Photographer

a. Take photographs and encode required data


b. Maintain and keep the data base secured
c. Perform other tasks as required

C. Contingency
Lateral coordination should be done to the Crime Laboratory and Police
Stations that has jurisdiction over the place where follow-up investigation is being
undertaken. Their investigators shall be utilized in the investigation and case build up in
support of the case investigators until the filing of the case.

V. ADMINISTRATION AND LOGISTICS:

A. Personnel
The Case Manager/Supervisor shall tap the services of other police stations
in order to facilitate the accuracy and completeness of information that would be
incorporated in the filing of appropriate charges.

1. Cellular phones and other means of communication shall be applied during the
duration of the Case Investigation (CI) Plan.

2. All reports pertaining to the CI plan shall be approved only by the Case Manager
except if delegated to the Case Supervisor for approval.

3. Reports arising from the (same) CI plan with erroneous entry shall be only edited by
the approving officer.

VII. EFFECTIVITY:

This CI Plan shall take effect immediately upon approval.
