vBureaucracy is defined as , “a system for controlling or managing

a country, company, or organisation, that is operated by a large


number of officials employed to follow rules carefully”.

2. Grew up at a time when industry was moving from farms to factory.
3. Prior to weber , most organisations were based on traditional authority .
4. Weber saw it was unlikely that this was the best way to run an organisation.
At the end of the 19th century, it was german sociologist, MAX
WEBER who was the first to use and describe the term
bureaucracy. This theory is also known as Max Weber Theory.
He believed bureaucracy was the most efficient way to set up an
organisation, administration and organisations. In a bureaucratic
organisation, everyone is treated equal and the division of labour
is clearly described for each employee.
v The bureaucratic organizational business model is characterized by standardized processes
and strict rules. Each employee has a clearly defined role and responsibilities. A common
trait of bureaucracies is impersonality. Employees are hired based on their ability to perform
the tasks assigned to them, and personality has little to do with their success.

v In a bureaucratic organization, the recruiting process is formal and involves job-specific tests.
Promotions are merit-based, not dependant on seniority. Employees are highly specialized,
which is why this type of company may have hundreds of job titles.

“Bureaucracy is an organisational
structure that is characterised by many
rules, standardised processes,
procedures and requirements, number of
desks, meticulous division of labour and
responsibility, clear hierarchies and
professional, almost impersonal
interactions between employees”.
PRINCIPLE OF BUREAUCRACY
• CAREER ORIENTATION - Employees are selected on the basis
of their expertise. This helps in the deployment of the right people
in the right positions and thereby optimally utilising human capital.
As a result, it offers lifetime employment. It helps the employees to
specialise themselves further, so that they may become experts in
their own field and significantly improve their performance.

• FORMAL SELECTION - All organizational members are to be


selected on the basis of technical qualifications and competence
demonstrated by training, education or formal examination.
• Clear Chain of Command - The hierarchical structure of bureaucracy
makes it clear that who is going to give command and who is going to receive
orders or instructions so their is no confusion.
• Objective and Impersonal - The impersonal nature of bureaucracy is
often criticized, but this "coldness" is by design. Applying rules and policies
strictly and consistently reduces the chances that some people will receive
more favorable treatment than others.
• Expertise and Specialization - It tends to demand employees with
specialized education and expertise related to the departments to which they
are assigned. Along with ongoing training, this expertise helps to ensure that
the bureaucrats are able to carry out their tasks consistently and effectively
which makes then expertise.
