Detention Services Order 11/2014
Purpose
2. The purpose of this order is to ensure that contractors of Immigration Removal
Centres pre-departure accommodation and short-term holding facilities, as well
as escorting contractors are aware of who is entitled to have access to the SIRs
on detainees in their custody.
Procedures
3. Security Information Reports (SIRs) are written by any person who has
information of value, in their opinion, to the security of the establishment. They
are collected by the contractor and are fundamental to the dynamic intelligence
process collated within the establishment by the Security Department.
4. Security Information Reports (SIRs) are stored in the Security Office where they
are filed following enactment of any instructions written upon them by senior
management. In addition to the contractor, they are also available to the Duty
Directors and duty on-call senior managers operating within the Home Office
Detention Operations and the Detention Services Intelligence Team. They will
also be available for inspection by the Home Office Immigration Enforcement
Manager and their deputies operating in each establishment.
