Abstract
The present article aims to present the activities related to the Relationship with
Stakeholders of the Right-Of-Ways (ROW) carried out by Transpetro in the Amazonian logistic
context. Among the practices of relationship with stakeholders, we mention: lectures,
awareness campaigns, ludic activities and orientation of good practices in the cultural context
of fire use, among other problematic issues. These activities aim to minimize actions of third
parties in the facilities operated by Transpetro, thus, for its integrity, care for the environment
and, above all, safety of people.
1. Introduction
River “roads”, the main access way in the Northern Region of Brazil, becomes more
restricted during the ebb period, when the water level drops considerably, making it difficult
for the boats to reach the river banks and not allowing, for example, access to some riverine

communities and certain company facilities. In these cases, the channels and "holes" (narrow
river shortcuts that communicate themselves, facilitating the access to other sites) cease to exist,
extending even more the travel time.

In addition, in the Amazonian winter (rain season) the navigation becomes more
dangerous due to the low visibility, strong winds and “banzeiros” (formation of waves) that
leave the river extremely agitated.
In this challenging context, Transpetro is committed to ensuring not only the safety of
its facilities and the environment, but also the safety of people. In order to do so, the company
has a Public Awareness program of relationship with the communities around the Urucu-Coari-
Manaus ROWs, whose main objective is to prevent third-party actions that may involve direct
or indirect impacts on its facilities.

The themes worked by the stakeholders team of the Right-Of-Ways are focused on
safety, environment and health in order to contemplate safe practices of coexistence with the
facilities. Examples of preventive approaches to the community are as follows avoiding the
disposal of garbage and burning near the ROWs, not constructing nor excavating without prior
authorization, among others. The activities are usually carried out through regular face-to-face
periodic visits, ludic activities, lectures, meetings or a door-to-door approach.
In figure 05 there is a dialogue with residents in the place called "flour house", a wooden
structure in the forest where the cassava flour, tapioca and other products of Amazonian
cooking are made.

The particularities of working in the Amazon with communities and owners differ from
other regions of Brazil, not only because the communities are located in rural areas, but

especially because they are in inhospitable places, without access to fixed or mobile telephony
communication, internet or TV. Therefore, the relationship activities need to be presential (face-
to-face) with planning that takes into consideration long paths navigating on the Amazonian
rivers. For a large amount of the communities surrounding the Right-Of-Ways, the activities
developed by Transpetro become social events that have a positive impact and are often the
only actions carried out in the area. In the context of the Amazon there are still communities
without electricity, so a simple activity of the "Cine TRANSPETRO" Program (which takes
movies to communities), becomes complex, since there is a need to transport many equipments,
such as: generator and fuel (for video display). The snacks delivered to the public have to be
packed in thermal iceboxes to support the travel, the equipment setting and the duration of the
movie session.
The calendar of activities (meetings, lectures, ludic activities and others) should be
organized according to the seasonality of the rivers (flood and ebb). In the dry season (ebb), the
great apprehension is that the rivers become extremely small with a thin layer of water, which
hinders the water supply and there is concern that small fires become large fires due to
extremely dry vegetation and soil. In addition, the walk to the community headquarters becomes
more distant, since boats usually get stuck in the sand banks that form along the river, making
it difficult to access the community. In the flood season, the difficulty comes from the floods
themselves, period of the year when houses, schools, church and other structures are totally
submerged invaded by the waters of the rivers, having even suspension of the school calendar.
The main objective of the relationship with public authorities and emergency agents is
to strengthen partnerships for joint action in preventive actions, such as workshops and lectures
on the control and proper use of fire by residents. Another important objective is to bring the
knowledge of these stakeholders the existence of pipelines for, in case of any practice of land
use, take measures to ensure the integrity of the facilities and the safety of the community.
As support for the activities of Public Awareness Program, informative material such as
letters, posters and folders are produced that include good practices regarding the use of the
Right-Of-Ways and disseminate the company's service channel, Fale Transpetro 168.
Fale Transpetro 168 is a free communication channel that operates 24 hours a day,
disclosed in the activities of relationship with stakeholders, as well as being included on the
signboards along the roads. In case of doubts, complaints or emergencies, the community itself
can carry out the call alerting the company in case of any occurrence.
Due to the problem of the fires, the folder "Attention to the fires" was developed for the
Amazon with specific guidelines about the damages caused when the fire spreads. Figure 06
shows an activity of door-to-door visit with the orientations to the communities about fire care,
with the delivery of the folder "Attention to the fires".

of their integrity. The basic premise is to strengthen the relationship with good coexistence,
holding up the trust with communities, owners and public authorities, among others, along the
Right-Of-Ways. Figure 07 shows local residents receiving an informative folder about the
conforming uses of the ROW.

Among the various actions of the Relationship with Stakeholders program, we highlight
the fire prevention plan of Transpetro. Such prominence is due to the cultural practice of
burning for the preparation of the land for planting, because, according to the local residents,
the ashes would make the earth more fertile. However, indiscriminate and uncontrolled fire is
one of the factors that most carry risks to the Transpetro facilities, the environment and the
surrounding communities.
In the State of Amazonas, in the year 2015, the outbreaks of fires reached the apex
throughout Amazon. There were 5004 outbreaks of forest fire in September alone, totaling
13419 outbreaks throughout the year, according to information from the National Institute for
Space Research (INPE). The corresponding data can be found in Figure 08.

In the same year, Transpetro receives an increasing number of calls in the category of
Burns through the communication channel, Fale Transpetro 168, and implements the Fire
Prevention Plan. This plan consists of partnership actions between the company and the public
emergency agents to jointly, through events in the communities, alert people about the
consequences of burning and guide preventive measures.
The fight against fire occurrences in the Amazon is complex. It is noteworthy that of

the 08 (eight) municipalities where the Urucu-Coari-Manaus pipeline passes, only 04 (four)
municipalities have personnel and equipment for the Fire Department and, even in these, there
are no fluvial structure for displacement and emergency action in distant areas. Therefore, the
relevance of preventive work with these stakeholders, in order to raise the level of awareness
and, consequently, the reduction of the number of fires in areas near the pipelines.
As a result of the increase in fires, Transpetro strengthens the partnership with
representatives of the Civil Defense and Fire Department, especially in places with incidences
of fires near the pipeline. Due to the lack of structure and logistics of the public agencies,
Transpetro tries to enable the arrival of these professionals (public emergency agents) to the
riverside communities to opportune the preventive action of the door-to-door visit, talks with
leaderships, meetings and workshops capacity building.
The approaches to the Fire Prevention Plan call attention for the prohibition of the use
of fire in the period from August to October, according to the regulations of the Institute of
Environmental Protection of Amazonas (IPAAM), notifing the telephone number of the Fire
Department 193.
In 2018, a partnership between Transpetro and the Municipal Civil Defense Secretariat
of Coari/AM propitiated the realization of the Damper Production Workshop (Figure 09),
focusing on the training of residents of the local communities, neighbors to the Urucu-Coari-
Manaus ROW, to act in a safe way to combat the principle of fire. In the action, the communities
received practical notions of prevention, types of fire and their proper combat techniques, in
addition to learn how to make a manual damper (an efficient tool that confers security to the
control and extermination of small fire outbreaks). The initiative became a viable and low-cost
alternative, with truck chambers donated by the rubber factories to manufacture dampers and
only a few inputs had to be purchased. The main moment of the training was the execution of
a simulation in which the participants fought in practice burnout spots with dampers made by
themselves.
According to INPE, in 2011, there were 13419 fire outbreaks in the State of Amazonas
and in 2018, 11446 outbreaks were identified.
4. Conclusion
Even with all the logistical and cultural difficulties of the Amazon Region, the
Relationship with Stakeholders team of the Urucu-Coari-Manaus ROWs fulfill its role of
raising public awareness of the prevention of third-party action, reaffirming Transpetro's

commitment to keep facilities reliable, the environment preserved and the health of employees
and communities safe.
Despite the significant number of fires in the Northern Region, the number of fires
recorded in 2018 was approximately 15% lower than the number recorded in 2015, according
to the INPE data. It is also noteworthy that Fale Transpetro also registered a decrease in the
number of calls in "Fire" category, reaching the objectives of the Fire Prevention Plan, which
since 2015 has continued the partnership with public and emergency agencies, contributing to
raising the level of awareness of the residents of the neighborhoods of the Right-Of-Ways. From
this perspective, it is possible to verify that the various control fronts to the burnings in the State
of Amazonas are gradually taking effect.
