1. GENERAL
1.1 Summary
A. Scope of Specification
This specification prescribes the requirements for the excavation and the filling, including
embankment construction necessary to achieve the site grades indicated on the Drawings or
otherwise required by the contract documents. Also prescribed are the requirements for the
removal, replacement, and disposal of unsuitable materials, the disposal of surplus materials,
and the furnishing, placement, and compaction of borrowed material.

2. Coordinate work prescribed by this specification with work prescribed by the above
specifications.
C. Terminology
The following terms are defined as stated unless otherwise indicated:
1. Soil Classification Symbols
Where used in this specification, symbols for soil classification (e.g., GW, SW, CH) shall be
based on the Unified Soil Classification System as determined per ASTM D2487-11or
ASTM D2488-09a.
2. Satisfactory Backfill
Soil which meets the requirements for fFill material as prescribed in this specification.
3. Unsatisfactory Material
Soil or other material having insufficient strength or stability to carry the loads that will be
superimposed on the completed backfill without excessive consolidation or loss of stability;
material containing refuse, frozen lumps, large rocks, debris, or other materials that could
cause the backfill not to compact; and organic soils (PT, OH, OL).
4. Cohesive Material
Soils classified per ASTM D2487-11 or ASTM D2488-09a as GC, SC, ML, CL, or materials
classified as GM or SM when their fine fraction (material passing a No. 40 or 0.425 mm
sieve) has a plasticity index of 4 or greater.
5. Cohesionless Material
Soils classified per ASTM DC2487-11 or ASTM D2488-09a as GW, GP, SW, SP, and
materials classified as GM or SM when their fine fraction (material passing a No. 40 or
0.425 mm sieve) is non-plastic or has a plasticity index less than 4.
6. Rock
Solid, homogenous, interlocking crystalline material with firmly cemented, laminated, or
foliated masses, or conglomerate deposits that cannot be removed without systematic
drilling and blasting, drilling and the use of expansion jacks or feather wedges, or the use
of backhoe-mounted pneumatic hole punchers or rock breakers; also large boulders,
buried masonry, or other concrete masses (except sidewalks, pavements and slabs) larger
than 0.5 cubic metres in volume.
7. Modified Proctor Density
The maximum dry density achieved per ASTM D1557-09 when testing a sample of
material representative of that to be compacted in the field.
8. Optimum Moisture Content
The moisture content at which the Modified Proctor Density is achieved
9. Relative Density
The degree of compactness of a free draining granular soil with respect to the loosest and
densest conditions of the soil as determined by ASTM D4253-00(2006) and ASTM D4254-
00(2006)e1
10. Inspection and Testing Agency
The company, partnership, or corporation retained to perform the inspections and tests
required to determine and verify compliance of the work with the requirements of this
specification.
11. Geotechnical Engineer
The registered professional engineer (or designated representative) who is responsible for
evaluating the suitability of the soil and rock materials involved in the work, and for
verifying the compliance of the soil related work with the requirements of the specifications.
12. Topsoil
Dark-colored, fine-grained, silt, or sandy material with a high content of well-decomposed
organic matter, representative of agriculturally productive soils in the vicinity, that is free
from appreciable quantities of hard clods, stiff clay, gravel, brush, large roots, and other
deleterious materials.
13. Load-bearing Subgrade
The soil lying beneath and up to 1.5 m outside of the edge of pavements and structures
(either existing or to be constructed), and the soil lying within such other limits of
load-bearing subgrade as may be indicated on the drawings or elsewhere in the contract
documents.
14. Proof-Rolling
Applying test loads over the surface of a designated area to locate and permit the timely
correction of deficiencies in subsurface soils that are likely to adversely affect the
performance of an overlying pavement or structure.
1.2 References
The publications listed below form part of this specification. Each publication shall be the latest
revision and addendum in effect on the date this specification is issued for construction unless noted
otherwise. Except as modified by the requirements specified herein or the details of the drawings, all
work included in this specification shall conform to the applicable provisions of these publications.

structures in the vicinity of the work.
B. Water Control Plan
When required by the contract documents, a Water Control Plan shall be submitted for review
and approval no less than 10 days before the scheduled date for the start of earthwork
operations. The plan shall indicate the methods and techniques to be used for control of water
(both surface runoff and ground water) during work.
2. PRODUCTS
2.1 Materials
A. Satisfactory backfill materials
Satisfactory backfill material shall be free from frozen lumps, refuse, oversized rocks, or other
material that might prevent proper compaction, or cause the completed backfill to have
insufficient bearing capacity for the expected superimposed loads. Depending on their particle
size distribution and material characteristics, the satisfactory backfill materials can be classified
into 3 types based on its intended use. The use of different types of backfill shall be as specified
on the Drawings or as directed by the Construction Manager.
1. Type I (Rock Fill)
Material shall be granular material obtained from mine overburden or site excavation,
which conforms to the following:
a. Chemically inert
b. In accordance with the following gradations:

2. Type II (Common Fill)
Material shall be granular material obtained from in-situ excavation or from selected borrow
sources, which conforms to the following:
a. Chemically inert
b. Liquid limit less than 30 (Liquid limit is unitless)
c. Plasticity index less than 20
d. In accordance with the following gradations:

3. EXECUTION
3.1 Examination
A. General
Before starting work, thoroughly examine the site to ascertain conditions under which the work
must be performed.

at any point. Grout crevices in the surface with lean concrete. Backfill undercut areas with
cohesionless satisfactory material, placed and compacted in accordance with the
requirements for Fills and Embankments.
3.4 Ditches, Swales and Channels
Construct new and modified ditches, swales, and channels to conform to the lines, grades, and cross
sections indicated on the plans or otherwise required by the contract documents. Trim and dress rock
and other foreign materials exposed by the work to conform to the required surface. Do not over-
excavate.
Backfill to grade any excessive excavation using either:
A. Satisfactory materials thoroughly compacted to the density required for Fills and Embankments
or
B. Place stone or cobble to form an erosion resistant ditch lining.
3.5 Fills and Embankments
A. General
1. Construct Fills and Embankments by placing and compacting specified satisfactory
materials in successive, uniform, horizontal lifts of not greater than the loose thicknesses
indicated in the table below. Compact each lift to the specified density before placing
materials for the overlying lift.

3. For Type I Fill, moisture control is generally not required except for dust management. The
material shall be spread with dozers and compacted with loaded haul trucks or approved
vibratory rollers of 10 ton capacity (six (6) passes, and three (3) each in criss-cross
direction).
4. Where the required finished grade has a slope steeper than 1 vertical to 8 horizontal,
overbuild the slope by no less than 600 mm (measured horizontally) and trim back to
finished grade after compaction.
B. Fill and Embankment Foundations
1. Before placing the first layer of materials, scarify the surface of areas on which Fill is to be
placed to a depth of no less than 150 mm, and then compact to no less than 95 percent of
Modified Proctor Density (ASTM D1557-09).7
2. Where the existing ground surface on which the Fill or Embankment is to be constructed
has a slope steeper than 1 vertical to 8 horizontal;
a. Bench the surface so that each lift can be placed and compacted horizontally.
NOTE!!! Benching shall be of sufficient width to permit the safe and effective
operation of placing and compacting equipment.
b. Begin each horizontal cut at the intersection of the original ground surface and the
vertical sides of the previous cut.
c. Recompact material cut out for benching in conjunction with the compaction of the
new Fill material.
3. When the Fill or embankment is to be placed on an inundated area that will not support the
weight of the hauling equipment;
a. Construct the first lift by dumping successive loads of satisfactory materials in a
uniformly distributed layer, of a thickness not greater than that necessary to support
the hauling equipment while placing materials for the subsequent lift.
b. Compact the top of this special first lift to a firm and stable condition; however, it need
not be compacted to the specified density, provided it is overlaid by at least two (2)
additional lifts that are placed and compacted as required.
c. If the conditions are such that 2 full lifts cannot be properly placed over the special
lift, notify the Construction Manager so appropriate corrective measures may be
developed and implemented.
C. Large Rocks and Boulders
1. Rocks and boulders may be incorporated into deep Fills and Embankments subject to the
following size and depth limitations:
2. Carefully place oversized rocks and boulders incorporated into Fills and Embankments
pursuant to this provision so that no voids are created.
D. Compaction
1. Compact materials placed in Fills and Embankments to no less than 95 percent of Modified
Proctor Density (ASTM D1557-09).
2. Adjust the moisture content as necessary to achieve a condition suitable for compaction.
For cohesive materials, the moisture content at the time of compaction shall be within
2 percentage points of optimum.
3.6 Surface Drainage
Conduct excavation, Fill, and Backfill operations in such a manner and sequence that proper drainage
is maintained at all times in and around the work area. Promptly remove surface waters that become
impounded. Remove and replace with satisfactory materials, or stabilize (by drying, or by approved
mechanical or chemical amendment methods) materials that become loosened due to exposure to the
elements.
3.7 Soft or Yielding Subgrades
If an area of soft or yielding subgrade is detected during the performance of Work prescribed by this
specification, report this condition immediately to the Construction Manager for determination of
appropriate corrective action.
3.8 Proof-Rolling
Proof-roll areas designated on the plans, or elsewhere in the contract documents shall have a 15
tonne (minimum gross weight), pneumatic-tired roller. Cover the designated areas with a minimum of
two (2) passes using the roller. Where the width of the area to be proof-rolled is more than 25 percent
of the length of the area make the second pass of the roller in a direction perpendicular to that of the
first pass. Proof-rolling operations shall be supervised by the Construction Manager or the designated
representative. Correct deficiencies detected by proof-rolling in accordance with the instructions of the
Construction Manager.
3.9 Finish Grading
Trim and finish-grade the surface of areas involved in work covered by this specification to within plus
or minus 30 mm of the required grade. The resulting surface shall be reasonably smooth and free of
ruts, ridges, depressions, and other significant irregularities. Finish ditches so that no ponding occurs.
