Context

GlaxoSmithKline is a British multinational pharmaceutical manufacturing company with

headquarters in Brentford, London. It is has the extended industry in biotechnology and

consumer goods as well. Primarily, the company is a merger of more than two companies that

were in the same business, i.e. of pharmacy and consumer goods. Apart from its high revenues in

the national as well as international market, it has strong reputation in the market for its products

for treating migraine, asthma, cold sores, AIDS, and more. In 2000, it had more than 50

manufacturing facilities around the world with manufacturing plants in UK only (BBC News

UK, 2000).

GSK produced medicines for major diseases, including AIDS, Cancer, Diabetes, mental

health conditions, asthma, infections, and more. Other than the medicines and drugs, the

company has been manufacturing vaccines, nutritional products, and consumer goods such as

drinks, toothpastes, remedial items, etc. (GSK, 2015). It is world's sixth-largest pharmaceutical

company, is listed on the London Stock Exchange, and has shares in FTSE 100 index. According

to the annual report of 2013, GSK has the market capitalization of £79 billion, being the fourth-

largest company on London Stock Exchange and secondary listing in New York Stock Exchange

(Annual Report 2013, Online). Presently, GSK has offices in over 115 countries with exports all

over the world. The company has around 99 thousand employees, working in four different

facilities; research and development, biopharmaceutical products, manufacturing of prescription

products, and production of consumer products. The manufacturing process of the GSK is its

most important phase and to comprehensibly execute this and other functions of the organization,

it has devised a simple but well-explained mission and strategy. Their mission is to “help people

do more, feel better, and live longer” (GSK, Online). They describe their commitment towards

their work in terms “how we deliver success is just as important as what we achieve”

(Responsibility, Online). With this, they have three strategic priorities, intending to increase

growth, reduce risk, and improve the long-term financial performance. Their aim is to grow a

diversified business, deliver more and more products of high quality, simplify the operating

model, and conduct a responsible business. A definitive business strategy is required for a

responsible business that GSK functions through simplifying their operating model. Currently,

they are changing their way of work with healthcare professionals, evaluating investment

options, and increasing access to in other countries as well. Research and development is another

major function of GSK which, as they believe, encourages creativity and facilitates the discovery

and manufacturing of new products. During this, controlling the production and scheduling it are

crucial which requires a comprehensibly developed project plan. Importantly, their robust

management structure, called as Corporate Responsibility Committee (CRC), not only has clear

insight on the operations within the organization but also ensure accountability. A diagram

showing their board-level administration is presented below (Responsibility, Online).

“By including this statement I confirm that the attached assignment is my own work, and does not include work

Establishing Healthcare Facility for Ebola Patients in Guinea

The Ebola virus outbreak has taken almost 9000 lives and left more than 22,334 infected

in West Africa only (CDC, 2015). Dejectedly, the death toll is expected to rise there if suitable

measures are not taken by the medical professionals and manufacturers. GlaxoSmithKline,

realizing its corporate and social responsibility, has intended to establish a healthcare facility for

Ebola patients in Guinea, West Africa. When on one hand it is working closely with World

Health Organization in developing vaccines against Ebola, the company is building a healthcare

facility that will not only treat the patients there but also provide home care facility to those

patients that are either financially deprived or lack folks to take care of them during the ailment.

The project of formation of a healthcare facility is different from other business projects as it

requires certain compliance, sagacity of responsibility, and liability. The idea itself has the

necessity of care and consideration as it does not only offer potentials of strong profits but high

levels of legality and tangible outcomes also. In case of GSK, the circumstances are slightly

more complicated as GSK has never established any healthcare facility, being a very complex

project for the company. The project will consist of following steps:

1. Planning: Ebola is a deadly disease and Guinea is a third world country. The literacy rate

there is very less. No big hospitals are present in the country, weather is difficult –

particularly for the citizens of UK, and the culture can be problematic too. Above all,

establishment of a healthcare facility for the first time will be a challenge for GSK. A

business plan will be required, narrating the objectives and strategies for the healthcare to

be established.

2. Resources: Initially, the budget will be allotted for the establishment of the facility, such

that no large cuts are made in the budget plans for the four facilities mentioned above, i.e.

research and development, biopharmaceutical products, manufacturing of prescription

products, and production of consumer products. A part of budget allotted for formation of

healthcare in Guinea will be put in these four facilities, precisely for the patients in

Guinea.

3. Licensing: As GSK is working with W.H.O. to deal with Ebola, the first priority of the

company will be to attain the license of the healthcare facility form it. The company will

take permission from the government of Guinea for which we will consider and mention

all their requirements and stipulations for home health business. We will obtain the

medical as well as business license from the Guinean state.

4. Liability Insurance and Incorporation: Health and medicine are controversial areas of not

only life but also the business. Providing healthcare and using medicines are serious

businesses for which it is important to accept the fact that at some point, you will have to

face a lawsuit or a liability claim which if not taken care of suitable, may turn out

detrimental. To avoid and deal with such issues, GSK will have a team of legal

professionals that specializes in healthcare. In case employee(s) is/are caught up in any

such situation, licensing insurance will facilitate in protecting them and the business

eventually.

5. Hiring: Hiring nurses, clinicians, doctors, physicians, therapists, and other employees for

the healthcare require much consideration and foresightedness. For this, the three step

process of interview, selection, and recruitment, is helpful. The medical history of them

will be thoroughly checked, references will be contacted, their past experience will be

analyzed, and then the final decision of recruiting them will be made. The backgrounds

will also be checked as Guinea is a country open for criminals (Mitna, 2014).

Feasibility and Risks

The risks and feasibility analysis of the project of establishment of a healthcare facility for Ebola

patients in Guinea will be done in four ways; (i) analyzing the market, (ii) selecting the location,

(iii) considering the competitors, (iv) analyzing the finances and resources. First, the market of

healthcare in Guinea is not very wide. The number of healthcare facilities, both long-term and

short-term, is less. Not much competitors are present due this. The development in this field will

have prospects consequently. As still a great population is affected from the disease, the

company has opportunities to offer maximum services. However, since Guinea is a low-income

country, the costs of the treatment would also be low. As GSK has finances to buy land easily,

considerations will be taken in the location, visibility, ease to reach, and neighborhood, such as

calm and clean sites will be preferred. There are risks that citizens of Guinea will not reach out to

the healthcare facility of Guinea due to their introvert culture and traditions. As GSK plans to

hire labor from Guinea, lower salaries would have to be paid.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
Market Analysis:

This will include determining the current and projected prices of the services

that are provided to the patients and the costs of the manufacturing and

maintenance of the organization. Additional services would be provided to the

non-Ebola patients. The competition in the market will alos be studied.

Considering the Competitors:

The internal and external issues arising in the organization would be studied

along with the threats it is vulnerable to. The focus will be kept on the staffing

from the local areas. Secondly, technological operations in the organization

would also be organized.

Finances and Resources:

The analysis of two prior things will facilitate the researchers on determining

the availability and consumption of both tangible and intangible resources. The

financial outcomes would also be discussed.

In conclusion, GSK would have to operate within limited financial boundaries.

The business leaders would have to focus on the educational qualification as

well as professional competency of its workforce.

Goals and Success Criteria

The goals and objectives of GlaxoSmithKline regarding their project a safe and clean

world for which they have the mission to eradicate Ebola from the world, Guinea especially. For

this purpose, the company has set goals accordingly. The company will provide finest healthcare

and medical services to its patients, assuring preventive measures to his kin, and taking every

possible action to stop it from spreading. The staff will be vigilant, cooperative, understanding,

and the patients will be charged as much as they can afford. Only these things will help the

company in achieving success. To analyze and execute our objectives, we have set success

criteria. According to it, we have set a methodology to determine and analyze the outcome vs.

performance of the healthcare and employees. The financial management is another important

aspect of it which will tell us that how much we are spending and how much we are getting from

it. Promotional offers will also be given. We will hold campaigns in Guinea, educating people

about Ebola and creating awareness about it in the parts of the country where it hasn’t reached

yet.

All in all, the company has following goals and objectives for the to-be-

established healthcare facility for Ebola patients in Guinea.

 To demonstrate compassion

 To strive for excellence

 Respect diversity and cultural differences

 To deliver quality care

 To ensure patient safety and clinical effectiveness

 To make available well equipped and efficient healthcare facility to the

persons who cannot afford it easily

 Provide high standard care to men, women, and children

 Provide training and research opportunities to medical, Para-medical

and other interested staff

 To serve as an example to other medical researchers and facilities

 To educate people about the seriousness of the epidemic in the African

countries

 To create awareness among people about Ebola regarding its cure,

treatment procedure, survival and mortality rate, etc

 To help affected pregnant women recover from the disease

 To lay foundations for new medical facilities in the location

The role of the author in this project is to supervise the distribution of the

available resources and finances among all departments of the organization.

Project Management Tool

To plan the project and identify the financial and other resources required, we will use the

traditional approach of project management, consisting of four steps (Wysocki & McGary, 2003)

discussed below:

a. Initiation: analyzing the needs and requirements of healthcare according to the set

goals, making a budget, analyzing the finances and resources of the company,

determining the costs, benefits, expenditures, and schedules

b. Planning & Design: to plan how the resources and finances will be used, time will

scheduled, and risks will be managed.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
c. Execution and construction: Strategies will be made and executed about how the

work will be done

d. Monitoring and Controlling Systems: problems during the execution will be

determined and dealt with

e. Closing: The project will be completed, outcome will be analyzed, and reports will be

made.

Project Management Processes

1. Phase Management: Here, the phases of the project of establishment of long-

term healthcare facility for E-bola patients are determined and set. The ‘gates’

are identified and deliverables are planned.

2. Planning: The phases that were determined in the first step are planned,

such as the workforce, including doctors, managers, head of the departments,

etc; resources, such as medical apparatus, medicines, beds and sheets; capitals,

methodologies, required tools and strategies, for instance separating the wards

for the patients according to the intensity of the disease, etc.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
3. Controlling: Now, the scope and cost of the project are regulated. This

involves risks, issues, benefits, cost-effective plans, etc occurring in and at the

organization

4. Team management: Assigning, controlling, and managing the workers is

done here; skills, experiences, etc of workers is determined and then the team

is formed accordingly. The medical professionals will be managed by separate

HR manager than that for employees working in the finance department.

5. Communication: Building the relationship between the stakeholders and

managers of the business is the focus here. GSK would be using PR techniques

to interact with local and international fund providers, Moreover, the

communication between the team members and among teams is made here.

6. Procurement: Third parties are hired to manage purchasing the resources

and develop IT systems, such as referring to Dell Inc. for the more than 70

computers, pagers, etc.

7. Integration: All processes are associated with one another and then the

project is integrated with other related projects.

Project Team

The Country In charge of the Healthcare Facility for Ebola patients in Guinea will be the top at

the project team. He will be responsible for the entire project and will be answerable to the

company leadership. He will be present in Guinea during the project initiation, development, and

until GSK intends to shut down in Guinea. The Project Managers will be responsible for

ensuring that all operation in and about the company are taking place properly and they will be

answerable to the Country In charge. Heads of different departments will be made so that all

fields keep on running smoothly. These will include liability, accounts and finances, HRM and

complain, PR, medicine, and more. The entire project team will be report to the WHO committee

and the recruiters back in UK.

The responsibility matrix of the project team for a healthcare facility for Ebola

patients in Guinea will have differentiated roles and responsibilities for project

management and all stakeholders.

The project will basically be headed by the project sponsor who will be the

company’s management and executive planners. Along with these, stakeholders

such as investors, funding agencies, and United Nations team will be involved

in the management and progression of the project.

They head the entire project and project executive will be headed by them. In

this project, the country head of GSK for Guinea will have the responsibilities

of the Project Executive. He will appoint the project manager who will manage

the members of all teams. The team leaders will control and manage the

workforce, including labor, office workers, doctors, other medical

professionals, etc. The HR specialists, procurement officers will be

collaborating with these, forming the influential part of the workforce.

Successful Close of the Complex Project

As the executives of GlaxoSmithKline aim is to grow a diversified business, deliver more

and more products of high quality, simplify the operating model, and conduct a responsible

business, development of a dynamic healthcare is crucial for which they have been working on

numerous related projects, like technology implementation, facility planning, and many more.

Also, as we have gathered all the necessary resources and have set up the groundwork for

effective initiation of the project ‘Healthcare Facility for Ebola Patients in Guinea’, its successful

close depends on the efficiency of the project team, ability and steps to monitor progress,

suitable actions taken to rectify problems or recover failure, management of the project budget,

and ensuring full engagement of stakeholders. Below presented, are the ways, strategies, and

actions taken in accordance with these functions.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
Leading the project team

The effective initiation of the project is to be carried out by the collaborative teams that will have

expertise in the healthcare management as well as the ability to work in disaster stricken areas,

like Guinea. For this purpose, the entire hierarchy is to be prepared, experienced, and trained for

this. Starting from the Project Sponsors to the Managers and eventually the workforce,

establishment of the facility and achieving goals and objective related to it must be the foremost

preference of the entire project team. Leading the project team to achieve project milestones, first

of all requires building the team comprising of right members. These people should be

competent enough to perform their tasks before the given deadline, must be experienced, have

necessary skills, and possess constructive attitude towards the company. Moreover, the Project

Managers are the source of high morale and motivation for their subordinates. The goals, and

eventually the success will be achieved if the higher management leads by example. For this,

they have to be accountable for not only their own actions but also the practices of their

employees. Risk taking is another critical requirement of their leading-by-example style of

leadership. In simpler words, whatever they will demonstrate towards the organization, the

workers will potentially adapt and exhibit the similar approach.

Now, as the Project Managers along with their workforce, are rightly selected and possess the

positive attitude for the success of the project, they are to be guided accordingly. An action plan

is given below to help the Project Managers and Team Leaders of GSK in motivating and

facilitating the project team accordingly.

a. The employees feel more motivated and involved when they are aware of what they are

actually doing and what will be the outcomes of their functions. For this, clarifying the

purpose of their tasks is important. Secondly, the leaders are to make them understand the
“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
goals of the organization for which comprehending the objectives of the project is

essential. Now, when they have understood these things, team members will be

comparatively more considerate about the end results of the tasks they have been

performing. Importantly, knowing the goals and objectives of the project will help them

in setting their personal goals towards the project as well.

b. All projects comprise of things that are actually involved in them along with the things

that are not. What are these things? These might be the social factors, undefined goals

and benefits, and many things that might not be considered for the project but have

crucial role in the effective project management. Also, the outcomes might not be limited

to the project and the company only, but might be affecting the external factors as well.

For this, the Project Manager and Team Leaders have to clarify the scope of the project

as well. This assists the team members (employees) in determining their professional as

well as personal responsibilities in the project. In addition, the limitations and restrictions

on all these things are also simplified for them, then.

c. A good leader is the one who is empathetic towards his workers. He must understand the

abilities, strengths, weaknesses, problems, and attitudes of his workforce. Here, it is

important to understand that he has to be a ‘manager’ and not the ‘boss’. Being the boss

will develop a gap between him and his employees and the workplace environment will

become authoritative. Being the manager means that you are there to guide and help them

and in case you fail to achieve any goal, he will take responsibility for that. In

psychological terms, this sense of belongingness will bound them to turn to you in every

positive and negative thing.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
d. Now, when the Project Manager and Team Leaders have aligned their attitude and

operational approach with those of the employees, they must involve their team members

with them. The leaders believing in them will act as a map for motivating them along

with monitoring their actions and performances as well. Listen to them, ask them

questions, take their opinion, ask for feedback, help them’ all will help in leading the

project team in most appropriate ways to achieve the project milestones and goals.

Monitoring Progress

There are five universally accepted ways to monitor the progress of the project team. First, the

Project Manager and team Leaders will have to watch the employees working. This means that

the leaders keep an eye that whatever their team is doing, is it related to the project or not. This

will also be important as the leaders will be able to identify where the members are facing

difficulty or might even determine the flaws and error of the execution plan of the project.

Secondly, keeping the record is significant. This tells that what each member has done, what is

he assigned for, and what he has to do in what ways. Also, it is an effective way in managing

their accounts. Moreover, the employees must be encouraged to use the self-monitoring their

actions, operations, tasks, and their outcomes. How is it important? Because it is a powerful tool

of self-regulation that not only helps them in knowing the outcomes of their operations but also

restrict their unnecessary or irrelevant actions. Fourth way is to review the progress of the

assigned tasks and the project for which they are working. This will describe that how much

work the employees have done and what are the possible outcomes yet. The fifth way is that the

leaders engage the employees with them and then review their mindsets and working by
“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
analyzing the work they do with them. With help of this way, the Project Manager can more

easily and closely analyze and monitor their progress and performance.

These ways can be used to identify the problems and failure as well. Incident Management is a

very comprehensible and appropriate strategy for this. This helps in identifying, analyzing and

correcting the threats caused to the project. It focuses on the communications and infrastructure

of the workplace, defects in the project execution plan, goals and objectives, and the role and

involvement of the stakeholders. The human factors will help in determining both active and

latent factors of the failure. Furthermore, the Project Manager will have to check that the project

do not have any sloppy requirements, does not disturb the schedule, is within the limits of the

allotted budget, is free from scope creep, is comprehensibly and effectively planned and

estimated, is appropriately documented in regular intervals, and is based on effective

communications (Charvat, 2002).

Managing the Project Budget

The Project Manager is to manage the budget of his project through four ways. First, he has to

continually forecast the budget because frequent oversight will help in determining the financial

use and progress of the project and if any problem occurs, the financial impacts will be easy to

determine which will help in managing the budget then. Secondly, forecasting the usage of the

resources will help in knowing that how much more money will be required to purchase the

resources in the future and what can be cut or saved other than this. Third step is to keep the

entire team informed about the financial position and allotted budget which will develop a sense

of responsibility in them, about on what to spend and how. Fourth way is to consider the scope.
“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
This will help in knowing where to spend the budget first and what financial action to be taken

later.

Engagement of Stakeholders

Stakeholders have the most crucial role in achieving the goals and objectives and in the success

of the project. There are three major aspects for effectual and reliable stakeholder engagement.

i. Identification of the Stake of Persons and Entities: Here, the Project Manager

determines the role and stake of the people and organizations in the company and the

project. This includes who has the authoritative power, who provides the funds, who

makes and influences the strategies and more.

ii. Analyzing the Stakeholders: This explains which stakeholder has the most important

role in the project and their individual attitudes towards it and the organization.

iii. Engagement: Strategies are made and implemented to involve these stakeholders in

the functions and execution of the projects.

Evaluation of the Project

Now, as the project by GlaxoSmithKline ‘Healthcare Facility for Ebola Patients in Guinea’ has

been lead to a successful close, the Project Management Team would need to evaluate it in order

to ensure the appropriate execution, effective progress, and productive end.

“By including this statement I confirm that the attached assignment is my own work, and does not include work
completed by anyone other than myself and I have given credit when the ideas or concepts of others have
been used. I have completed the assignment in accordance with ILM’s instructions and understand the
implications of plagiarism.”
Evaluation Tool

Development and implementation of an appropriate evaluation tool for the project will help

GlaxoSmithKline’s team in achieving the above mentioned aims and objective and fulfill its

mission and vision. In this evaluation tool, focus will be on the following operations of the

project.

 Budget

 Deadlines

 Quality of services

 Customer care

 Audit counts

 Human Resources

 Performance of the employees

 Role of stakeholders

The stakeholder analysis will be carried out by analyzing their views and support for the project.

Our stakeholder analysis will revolve around the federal and state government and local

authorities of the Guinea, fund providers, investors, suppliers, sponsors, employees, and

importantly the customers.
