FORWARD
Over the course of the past two years, the Council of Commissioners and the senior administrative
team of the Lester B. Pearson School Board have engaged in extended discussions and analysis of the
board’s network of secondary schools. Specifically, the Council’s Long Term Planning Committee has
explored enrollment trends, demographic projections, programming, resource allocations and other
relevant information related to the board’s high schools. The committee commissioned surveys and
sponsored focus groups to solicit feedback on issues related to its secondary network.

Throughout, the committee members were cognizant of the rich histories and deep community
ties that each high school building possesses. The complexity of the high school network was also
evident, particularly the distribution of population across the central territory of the board. It was clear
to the committee that any reworking of the secondary network would involve more than one school
community, and necessitate admission changes as per the enrollment criteria.

Specific areas of interest which the committee explored:


Demographic shifts in the board’s territory have greatly impacted the distribution of its student
population. The number of English-eligible students in our territory has declined from 30,226 to 25,023
between 2009-10 and 2016-17. There has been a subsequent enrollment decline in our Secondary
schools from 11,979 to 8,314 students between 2007 and 2017. This decline presents some very
specific challenges to the network:

• The uneven distribution of population, the westward shift of the population base and the under-
subscription in particular sectors or schools.

• As of 2017-18, seven of our eleven secondary schools were operating at 60% capacity or less.

• The challenge of maintaining the range of programming and extra-curricular opportunities available
to and expected by students in schools with smaller populations.

• The financial implications of maintaining the existing network and range of programming and
services. This included explorations of staffing efficiencies across multiple employee groups.

• The pressures and demands for pupil places faced by our counterparts in the French sector and
our position relative to those challenges.

FORWARD
Unlike previous consultations where we solicited feedback on general directions and
orientations, this document includes some very specific possibilities regarding the distribution
of our student population. In some cases, there are multiple suggestions for the same school
building and differing time-lines applied. It goes without saying that the elements can be
connected into larger scenarios. The shift of a student population from one building may leave
that building free to accommodate population from another. Consolidating populations may
require redistribution of students to multiple locations. The elements contained herein were
produced by the Long Term Planning Committee as part of a larger vision of the high school
network.

We welcome your input and your feedback on the elements to follow. As always, should you, as
a consulting partner, wish clarification on any element of the consultation document, we would
be more than willing to provide it.

Dear Consultee,

At the recommendation of the Long Term Planning Committee and in compliance with the
School Board’s Major School Change Policy, the Lester B. Pearson School Board’s Council of
Commissioners, at its meeting of May 27, 2019, adopted a resolution to initiate a Major School
Change consultation in order that our students will continue to be provided with the highest
quality educational experience possible.

Amongst other things, the Major School Change process may lead to the amendment or
revocation of the Deeds of Establishment of schools or centres and to changes to the Board’s
Three-Year Plan of Allocation and Destination of its Immovables .

The following are the schools and centres identified in this consultation:

Secondary Schools:
Beurling Academy, Lakeside Academy, Lindsay Place, and St. Thomas
Adult & Career Centres:
Place Cartier (w/Allancroft Campus), and SACC (Sources Adult & Career Centre)

As you are aware, the School Board establishes each year a three-year plan for the allocation and
destination of its buildings after consulting with its stakeholders and the community, including
the municipalities and boroughs on its territory. This gives the opportunity to the School Board
to review and plan the distribution of the educational services it provides throughout its network
of schools and centres.

The planning of the distribution of educational services may trigger consideration for closing
a school or implementing changes to the level of instruction provided by a school. These
considerations must be submitted to a formal consultation process which is outlined in the
Policy on Major School Change.

It is hoped that the Lester B. Pearson community will take this opportunity to reflect on long-
lasting solutions that will provide stability to our School Board and its well earned reputation for
high quality education to our students.

In addition to the required public consultation, the process will involve setting up joint meetings
with representatives of the schools named. It will also require a commitment of time and a spirit
of open-mindedness. It will require examining any and all possibilities and looking to achieve the
greatest educational good for the greatest number of our students, all the while respecting our
legal obligations.

School Board administrators and Commissioners will be available to provide additional information
and to assist the Parents’ Committee, Governing Boards and other consultees as they work
through the process.

The consultation period will include:


• The distribution of a Consultation Document to all consultative groups
• Meetings of representatives of the Board administration, the Council of Commissioners
and Governing Boards of these Schools and Centres
• An information session to be held on June 18, 2019
• Public Hearing(s) on Tuesday, November 26th & Wednesday, November 27th

The final decisions are scheduled to be taken at a meeting of the Council of Commissioners on
December 16, 2019. Subsequent to the decisions made, the board’s Transportation Plan may be
modified to respect those decisions and brought to council in April 2020.

Long Term Planning Committee

MANDATE & COMPOSITION (PER RESOLUTION 2016-11-#11)


Mandate:
1. To study and develop a long-term plan for the delivery of services to students within the network
of schools of the Lester B. Pearson School Board; to ensure that pupil places are appropriately
distributed in response to student enrollment projections;

2. To make recommendations to the Council of Commissioners on the long-term organization


and distribution of, but not limited to, Registration and Admissions; Daycare; Educational Services;
Student Services; and Transportation Services, and to review the related policies of the School
Board, as applicable;

3. To provide leadership through a consultative process, and to make recommendations to the


Council of Commissioners on matters related to the Committee’s mandate;

4. To undertake any related tasks assigned to it by the Council of Commissioners.

Composition:
The Long Term Planning Committee is constituted of no greater than eight (8) commissioners,
including two parent commissioners, and by the number of administrators determined by the
Director General.

Legal basis (Education Act) 193.1. (...) The council of commissioners may establish other
committees to assist it in the exercise of its functions or the examination of specific matters.

The Long Term Planning Committee’s mandate includes studying and developing a “Long-term
plan for the delivery of services within the network of schools of the Lester B. Pearson School
Board.” In addition to its considerations regarding demographic trends, population shifts, en-
rollment projections and building capacities, the committee has also explored programming
options and orientations for its high schools.

In May 2018, the Long Term Planning Committee commissioned an online survey of LBPSB
students (Secondary III-V), parents and teachers regarding programming options for second-
ary schools. The survey was open to the public, so as to allow individuals who did not have
children in an LBPSB school the opportunity to participate if they were provided the survey link.
The intention of the survey was to gauge each stakeholder group’s level of interest in particular
programming options.

There were six programming options presented for consideration:

• Bilingual Project: English and French high school students in one building. Some classes
have both English and French students in the same class and some are taught separately.
Shared cafeteria, shared gym, common extra-curricular activities program.

• Independent/Project Based Learning: Students work outside the traditional block of 6 class-
es a day. They can work independently with teacher support. Students would spend part of
their school time studying issues or topics that interest them personally.

• Single Program Approach: No enriched class, or special education class – all students in the
same program; A single group of students moving together through the grades.

• Virtual Classroom/Virtual Campus: Some courses taught partly on-line, partly in class.
Some courses all on-line with teachers available for direction. Students could work on these
courses at home or at school in locations like the library.

• Vocational Option/Co-Comitance: After grade 9, a student chooses to take instruction for a


vocation at the same time as a high school leaving certificate. A head-start on becoming a
dental hygienist, electrician, etc. while finishing high school.

• Community School: Students attend the high school closest to where they live. Elementary
schools act as a feeder to each high school. Such a school would have 60% general pro-
grams and 40% specialized programs (enriched, etc.)

Focus Group Sessions:

In the fall of 2018, the Long Term Planning Committee commissioned a series of focus groups
across its territory to explore at greater depth the responses to the spring online survey. The
sessions were divided by respondent group (students, parents and teachers) and region (east,
central, off-island).

Focus group participants were asked to respond to four specific questions related to the three
best received program options from the online survey. Those options were the vocational, bi-
lingual and independent/project based studies. There were five guiding questions posed to the
focus groups which were used to elicit feedback:

1. Is there a clear understanding of each option and does clarity alter the feedback from
a particular group?

2. If there is a disparity in support for a particular option, what may explain that disparity?

3. How significant is the disparity?

4. Is there a disparity in support for a particular option based upon region?

5. What may be motivating support for a particular option by a particular group?

These questions were designed to clarify and validate understanding of the options and inform
the Long Term Planning process moving forward. What follows are bullet point highlights pro-
vided to the Long Term Planning Committee in summary of focus group feedback. These points
are to be considered in program implementation or modification subsequent to the consultation
process.

Focus Group Highlights:
The following bullet points summarize feedback from focus groups regarding the three most
popular program options from our online survey.

Vocational Option:
• Well understood by most participants.
• Did not prevent student from continuing studies in CEGEP
• Needed to be an optional program for students for it to be successful.
• General career counselling needs to be stressed with young people.
• Internship and career placement initiatives need to be supported by the system.

Project Based Independent Study:


• There was a range of understanding of this concept, suggesting it may not have been totally
clear to online respondents.
• A balance between traditional methods and project-based approaches was preferable.
• This sort of model would require strong buy-in from teachers.
• Professional development would be critical for success.
• This would imply a major rethinking of the school day and class schedules.

Collaborative Bilingual Project:


• Well understood and seen as a “Montreal School”
• While good in theory are we really doing the right thing by closing more English spots?
• Educational philosophies of the two cultures are decidedly different.
• Implementation of such a project would have to be gradual.
• Striving to build a single culture would be critical.

The respondent groups demonstrated particular preferences and articulated differing opinions
on the various options. Teachers, for example, demonstrated a range of support and trepidation
for working in a project based model but were universal in their concern for the impacts that mod-
el would have on organization and management of students. Students voiced more peer-related

CONSULTATION CONTEXT
The Long Term Planning Committee has proposed the revision of the current network of High
Schools in keeping with its mandate:

To study and develop a long-term plan for the delivery of services to students within
the network of schools of the Lester B. Pearson School Board; to ensure that pupil
places are appropriately distributed in response to student enrollment projections;

The proposed reorganization of High Schools, specifically on the island of Montreal, using
the newly adopted Major School Change Policy – a Policy for the Distribution of Educational
Services (“The Policy”) will enable the board to make adjustments, keeping in mind the results
of our surveys, to the distribution of educational services. Thereafter, on a continual basis and
in a more efficient and effective manner it will address specific areas rather than the disruption
of the whole school network.

This consultation is necessitated by constantly changing demographics and current Ministry


interventions. In particular, it will provide the opportunity for the board to rationalize its network
of secondary schools and insure a sustainable range of educational services, programs, and
high schools across the board’s territory.

Following are the specific features of this revised consultation process:

• This consultation will enable the board to analyse and adjust the distribution of educational
services to minimize school closures.

• This consultation addresses proposals to redistribute educational services focusing only


those schools that are impacted, and not the entire network of schools.

• The consultation process will occur over the maximum one-year period specified in the
Education Act, providing for better response to continually changing demographics.

• With the adoption of the Policy, the proposed changes are announced at the beginning of
the consultation period rather than at the end, as oppose to the previous MSC consultations.

Guiding Principles:

• Sustainability, seeking solutions allowing greater efficiency in staffing and resource allocation;

• While favouring to occupy superior facilities, consider real building cost (utility, projected
maintenance, and services offered to students) with all other factors for greatest possible
long-term efficiency;

• Minimize student displacement while considering population projections in a 4-7 year time-
frame;

• Prioritize the use of the buildings which are of greatest utility to our system as we are at risk of
ceding buildings to CSMB, should the Minister of Education intervene.

Criteria Considered:
In any process of organizational restructuring, priorities must be established to guide the decision
making process. Student success is at the root of all we do as an education system and any
decisions made, as a result of this consultation, will be arrived at with that as the ultimate goal.
Additionally, there is a responsibility to manage the system in an efficient, responsible, and cost
effective manner, maximizing resource allocation to the benefit of students. Beyond those
fundamental and foundational objectives, the Long Term Planning Committee, in collaboration
with Administration, identified a range of specific criteria related to the distribution of services and
population in its Secondary and Adult networks.

The elements and outcomes presented in this document reflect the consideration of the
following criteria:

POLICY ON MAJOR SCHOOL CHANGE


A policy on the distribution of educational services

Guided by its vision to achieve excellence, the Lester B. Pearson School Board (LBPSB)
aims for the success of all its students, taking into account its community, its mandate
and its resources. In order to ensure fair and equitable management of these resources
and based on the principles established in the Education Act, LBPSB reviews regularly
the continued operations of its schools and centres in the context of a changing
environment.

Each year, as part of its functions, the School Board must establish a three-year plan for
the allocation and destination of its buildings (section 211 of the Education Act). This gives
the opportunity to the School Board to review and plan the distribution of the educational
services it provides throughout all of its schools and centres. As part of this process,
section 212 of the Education Act stipulates that the School Board must follow a formal
consultation process when it considers closing a school or implementing changes to the
level of instruction1 provided by a school.

Depending on the change considered, the consultation delay may vary. The Education
Act requires a three-month process if the School Board considers implementing changes
to the level of instruction provided by a school (refer to Schedule A) and a one-year
process if the School Board considers closing a school (refer to Schedule B). These
changes may lead to the amendment or revocation of the Deed of Establishment of a
school or to changes to the Board’s Three-Year Plan of Allocation and Destination of its
Immovables.

The decision-making process begins with the primary objective of delivering quality
educational services to all youth and adults within the system. To guide its decisions, the
School Board takes into consideration factors such as:-
• student enrollment patterns and projections;
• program rationalization;
• population distribution;
• operating costs;
• staffing considerations;
• attendance zones and transportation zones;
• the optimal capacity and the condition of the facilities.

This list of factors is neither prescriptive nor exhaustive. They are presented here merely
as examples.

LEGAL BASIS
Education Act, sections 39, 40, 79, 193, 211, 212, 217, and 397.

CONSULTATION PROCESS
1. As per section 212 EA, the Council of Commissioners shall adopt a resolution allowing
the start of a consultation process prior to:
• the closure of a school;
• changes to the level of instruction provided by a school2;
• changes to cycles or parts of cycles of the level of instruction of a school3;
• the cessation of kindergarten education services provided by a school4.

2. The resolution shall include a brief description of the project, the consultation period,
the date(s) for public consultation meeting(s) and the date of the final decision of the
Council of Commissioners, in compliance with the timelines provided for in Schedule
A or Schedule B, as applicable. The relevant consultation documents will be made
available at the same time.

3. A public notice shall be issued:


• Not later than April 1 of the school year preceding any proposed changes to
the level of instruction provided by a school, or to cycles or parts of cycles of
the level of instruction, and on the cessation of kindergarten education services
provided by a school (refer to Schedule A), or

• Not later than July 1 of the school year preceding the proposed closure of a
school (refer to Schedule B).

4. The public notice5 shall state the date and location of the public consultation
meeting(s). This public notice will be published as follows:
a. in a daily newspaper circulated digitally or in print in the territory of the School
Board;
b. on the Board website at www.lbpsb.qc.ca; and
c. by posting a copy of the notice in every school/centre within the School Board.
d. in social media platforms of the School Board or any other communication
medium deemed appropriate.

5. The consultation documentation shall be made available on the Lester B. Pearson


School Board website during the consultation period.

6. The documentation shall include all relevant information on the project, particularly its
budgetary and educational impact and the name of a school board administrator
responsible for dealing with requests for additional information.

7. The School Board shall consult the Governing Boards of each of the affected schools
as well as the Parents’ Committee.

8. Any member of the public may present a written brief to the school board during the
consultation period.

9. All briefs received shall be made available to the public on the Lester B. Pearson
School Board website.

10. The Chair of the School Board and the Commissioner(s) of the electoral division
concerned must attend the public consultation meeting(s); other Council members
may attend.

11. At the meeting(s), the public shall have the opportunity to present their comments,
questions or concerns.

12. The final decision shall be made at a meeting of the Council of Commissioners to be
held :

• In the case of the one-year process: no later than January 15th, prior to the
start of the registration period. Where possible, the decision will be made at the
scheduled December Council meeting.

• In the case of the three-month process: at the scheduled June meeting of the
Council of Commissioners.

13. Once the Council of Commissioners has rendered a decision, a request for
reconsideration can only be asked on the same night or before the next Council
meeting by a Commissioner who has voted in the majority, if he or she has relevant
information that was not communicated during the debate on the resolution and that
may have influenced the decision.6

MEES Demographic
ADDENDUM Zones
4 - MEES DEMOGRAPHIC ZONES
There are 18 MEES (Ministère de l'Éducation et de l'Enseignement supérieur) demographic
zones in the LBPSB territory. These zones have been the foundations for our population
projections as there is correspondence with census data and eligible population forecasts from
the MEES.

There are four zones in the center of our territory where populations are distributed across
multiple schools. The correspondence to our established attendance/transportation zones is
not 100% exact, but is enough to provide a reasonable forward prediction of population. The
general descriptions of the zones are:

Zone 5: MEES identified as Pointe Claire. Territory north of Highway 20 and south of
Highway 40 between Blvd. des Sources and Blvd. St. Jean. Corresponds to our Zones 39 and
40 combined.

Zone 7: MEES identified as Pointe Claire/Beaconsfield. Roughly the St. John's/Sources


corridor from Highway 40 to Lakeshore plus our Zones 11 and 13 north of Hwy 40. South of
Hwy 40 corresponding to Zones 38, 41-44.

Zone 10: MEES identified as Pierrefonds. West of St. Charles and north of Antoine Faucon.
Corresponds to our Zones 14, 17 and 19.

Zone 11: MEES identified as Kirkland. West of St. Charles between Hwy 40 and Antoine
Faucon. Roughly corresponds to our Zones 15, 16, 18 and 20.

These are the four critical zones we have been focused on when we look at pure population
distribution because this is where the population is dispersed in significant pockets across
multiple schools. In the case of Zones 5 and 7, those schools are LPHS, JRHS, STT and BHS
(Zone 7). For Zones 10 and 11 PCHS replaces LPHS as the fourth school.

Population declines in Zones 5 and 7 are anticipated to end by 2026-27. Zone 12 (MEES
identified as Beaconsfield) has a similar profile with distributions in three schools.

The complicating issue for moving large volumes of population in the center of the territory is
that real declines in Zones 10-11 will not impact the secondary sector until 2023-24. That is
when we would have enough flexibility to have one north of Hwy 40 school absorb the Zone 5-7
north of Hwy population.

None of those predictions can account for the possibility that once space is available in specific
schools
