    ‘Practice Note for Authorized Persons, Buildings Department Registered Structural Engineers and” ADV-28 Registered Geotechnical Engineers Provision of Sanitary Fitments in Offices, Shopping Arcades, Department Stores, Places of Public Entertainment, Cinemas ‘and Other Public Places ‘The Building (Standards of Sanitary Fitment, Plumbing, Drainage Works and Latrnes) Regulations (the Regulations) stipulate the drainage requirements for private buildings in Hong Kong. Such requirements intr alia include the provisions of sanitary fitments for varius types of premises. As these requirements were developed inthe late 50s, the Buildings Department (BD) has commissioned a consultany stdy to review the ‘drainage regulations with a view to bringing them up-to-date, 2 In the course of the review, the consultant bas proposed a number of recommendations, which include, intr aia 2 new st of requirements on the provisions of sanitary fments. To address public concern on the inadequacy of sartay fitments for female persons in some conimercial buildings, Authorized Persons (AP) have been ‘strongly recommended since 2005 to adopt the recommendations as stout in the 2005 version ofthis pctice note voluntarily in new building projets to addres the deficiency inthe provision of sanitary fitments for female persons in offices, shopping arcades, department stores, places of public entertainment and cinemas 3 Upon completion of the consultany study, the BD has consulted relevant Stakeholders and revised and finalised the recommendations ofthe sty. To take forward the finalised recommendations, we will pursue amendments to the Regulations, In the ‘meantime, the finalised recommendations relating tothe provision of sanitary iments are set out below and AP are strongly recommended 0 adopt sich recommendations ‘voluntarily in new building projects. Males to Females Ratio 4 tis recommended that the ratio of male to female persors be taken a 1:1 {in the asessment of population forthe provision of sanitary fitments fo both male and {emale persons for office accommodation. In this regard, the Building Authority (BA) is prepared to favourably consider apliations for modification to vary the rao of male to Temale persons stipulated in section 5(5)) ofthe Regulations. 5. For the assessment of population in shopping arcades, department stores, places of public entertainment, cinemas, religious instons and funeral parlours, itis recommended thatthe rato of male to female persons be taken a :1.5 fr the assessment ‘ofthe populations foreach group. In this regard, the BA is prepared to gant modification to vary the ratio of male to female persons stipulated in setions 6(3)b) and 7(3)() of the Regulations. As for sports stadiums itis recommended thatthe ratio ef male to female persons be taken as I: in the assessment of populations for the provision of sanitary {itments for both male and female persons. 1 Assessment Assessment of Population 6 For the purpose of assessing the provision of sanitary fitment in shopping arcades, department stores, cinemas, places of public entertsinment, religous institutions ‘and funeral parlours without Fixed seating, itis recommended thatthe populations be assessed in accordance with Tables 1,2 and 3 respectively in Appendix 1 For cinemas and places of public entertainment with fixed seating, i is recommended that the populations be taken asthe total number of seats together with the cestimated numberof employees. 8 “The assessment of population for office shall be assessed in accordance with section 5(5\e) ofthe Regulations. Provision of sanitary ftments 9. In assessing the sanitary ftments for male and female pectons for shopping ads, department stores, places of public entrainment, cinemas, sports stadiums, religious insitutions and funeral parlour, it is recommended that Tables 4 0 18 in ‘Appendix A be adopted. In this regard, if there are eases where the umber of sanitary fitments provided in secordance with Appendix A is les than that required under the Regulations, the BA is prepared to favourably consider applications for moxiieation to vary the standards of provision of sanitary fitment stipulated inthe Regulations. 10. The provision of sanitary ftments fr office shall be assessed in accordance with section $1), (8) & (4) of the Regulations. Sanitary fitments for use by children , ‘To facilitate children to use sanitary ftments in shopping arcades and department stores and other public places, AP are advised to design some of the provisions (eg urinal, basin, water closet) Suitable forthe use of children, tak account the size, height and neods of children, ef. 0 as to ensue that the design of these sanitary fitment is fit fr the purpose. AS the water closes for use by children are normally not fit for use by adults, they shall not be counted as part of the prescribed requirements under section 4to 8 of the Regulations Provision of unisex tollets 2 ‘To cater for people having practical accessibility diffculy to use the traditional male/female toilets (eg. earepivers attending to persons witha disability of| ‘opposite sex, parents bringing along their children of opposite sex, men caring for babies cannot use traditional baby cae rooms which are usally proviced inside female toilets, et), there are aspirations from the community forthe provision of unisex toilets in shopping arcades, department stores and other public places. The provision of such facilities should take into account the usage, location and patronage of the premises Fconcemed ‘concerned. In assessing the sanitary iments for male persons and fenale persons for these pubic places, AP should indicate clearly on plans whether such unisex toilets are addtional provision or counted as provision for male or female persons with justifications. The BA is prepared to favourably consider such proposals taking account ‘ofthe special circumstances ofthe case. Mini 1um space requirements for sanitary ftments in public places 13. ‘The requirements forthe provision of toilets, W.C. cuticles, bathrooms and shower compartments for persons with a disability (including’ the space requirements for the sanitary Giments concemed) are set out in the Design Manual: Barrier Free Access 2008. As for the installation of sanitary ftmens in other public places for persons other than persons with a disability, adequate space should also be provided for access and manoeuvring so as to enable users to comfortably use the sunitaryfitments. Guidelines on the minimum space requirements for W.C. cubicles, Urinals and lavatory basins ae set out in paragraphs 14 to 17 below and sketches illustating the requirements are provided in Appendix B for refrence. AP are encouraged to adopt designs with the space provision for sanitary fiments in public places above the minimum requirements 14 Minimum space requirements for W.C. cubicles (including squatting toilets) (1) The internal dimensions of each W.C. cubicle shouldbe 2 ess ‘han 700mm x 1200mm; @) A minigun 700mm x 600mm clear Noor space should be provided in font ofthe water eloset within the W.C. cubicle. @) A circulation space not less than 700mm x 600mm should be provided outside the W.C. cubicle (Examples of W.C. cubiele layout ae ilustrated in Figures 1 to 2 at Appendix B. 1s, Minimum space requirements for urinals (1) Esch urinal should have a clear floor space of not less than 500mm x $0Omm infront of it. (@) The centelne ofthe urinal should be located atleast 250mm spar fom the side wal, @) there are more than one urinal provided, the urinals should be at least SOmm centre to centre apart from each other. Minimum space requirements for lavatory basins [Each lavatory basin should have a clear floor space of not less ‘than 600mm x 600mm in Font oft, ‘The centreline of the lavatory basin should be located at least 400mm apart from the side wal. more than one lavatory basin is provided, the lavatory basins should beat least 600mm centre to centre apart from each other. A circulation space not les than 600mm x 600mm shauld be provided in font of the clear loor space for user ofthe lavatory basin. Examples of lavatory basin layout are illustrated in Figures 7 to Bat Appendix B. The clear floor space provided for user ofan individual sanitary fitment should not be overlapped with the clear floorspace for another sanitary fitment wile the circulation space for different sanitary ftments may be overlapped Pra.
