“AMISOM has developed over the last three years a response framework for how
the police should handle gender-based violence, the unique thing about this
framework is that it relies on the participation of the community members and it
relies on the participation of all community members in order for it to be effective.
So the framework looks at what role community members can play, what role elders
can play, what role women can play and most importantly what role the police
should play and how the police should conduct themselves according to
international human rights standards”

“Speaking on behalf of the women in Somalia and Hirshabelle, it is my pleasure to
note that we are ready to tackle the persistent sexual and gender-based violence
against women. During our discussions, we have underlined the recurring gender-
based violence are due to lack of effective systems like police investigations, courts
and doctors“

“As police force, we have a responsibility to prevent, to protect, to prepare a report,
to bring the perpetrators to justice, to bring victims before the law for them to get
what they deserve, treat people with impartiality, access to justice to the victims of
gender-based violence. If the victims get justice and perpetrators are punished the
crimes within the community will decrease”
Addressing the participants, AMISOM Gender Officer, Stella Maranga said over the
last three years, AMISOM had developed a response framework on how the Somali
Police Force could tackle cases of sexual and gender based violence. “The unique
thing about this framework is that it relies on the participation of all the community
members in order for it to be effective. It looks at what role the elders, women and,
importantly, the police can play to curb cases of gender-based violence” she said.
Philemon Dantim of AMISOM Police said he was impressed by the large turnout of
women at the workshop, given the sensitivity of the subject of sexual and gender-
based violence and the perception of the community about the status and role of
women. The aim, he said, was to create a pool of champions who will constantly
work to prevent and report cases of sexual and gender-based violence.
“Previously, we have had many cases of gender-based violence due to the lack of an
effective
justice system, `` she said, “but we want to reiterate our resolve to tackle this
problem now more than ever.”
AMISOM regularly conducts capacity building training for the Somali Police Force to
improve skills in protecting vulnerable members of the community, especially
women and children.
