I am thinking on building up an African united website which would include data and information of the 
continent 

During the First World Conference on E-Management, held recently in Libya, where high level
dignitaries were present and shared their experiences, especially from the African continent which
have contributed in enriching the outcome of the Conference and deviated from the
recommendations and on the sidelines of the conference we tried to get closer to the ideas and
proposals of one of the participant, that was expert Sofia Bakilla of Ethiopia, the present advisor in
International Internet Organization and present the idea of building up of an website of Africa on the
international internet network, especially for Africa, which would help in connecting its peoples in
various continents, especially those in Europe and United States of America to their home countries
so that they can learn through it the accurate information pertaining to every person according to his
interests as the commercial side comes out through the introduction of the continent resources, its
capabilities, areas of investments, human resources and other matters. The united internet website
will break up the dependency of African countries and there will be a site of its own.

In this follow-up we try to identify those things from the expert Bakilla, who said: “The idea that I
am trying to achieve in reality is to create a website for Africa on widespread ground, which includes
all contents and information on this great continent, rich with its resources, culture and heritage,
because the present situation existing is that each country has a website like Libya, Kenya, Ethiopia
and others. All are doing their best, but better to join all in one site including everything from the
delivery of information to the public through the Internet. This is what we tried to explain through
workshops or paragraphs of the First International E-Management Conference, which received the
attention and admiration of the attendants, and motivated me to continue to work hard and, in order
to achieve this project on the real ground and see the light at the end of the tunnel, because the
purpose of its establishment is to serve the public and familiarize them with their Motherland. The
benefit of providing this program is to facilitate the task of entry to the individual who is looking for
information, instead of looking for information in an African country, and maybe obtained little
information, is forced to enter into other sites and obtain the same result of little information. He will
be able, after the establishment of this site, to write the address, look for a country that he wants to
learn of, from all aspects of its history, customs and traditions, its economy and projects, and here
we have facilitated the way for researchers and students who are willing to learn the culture and
economy of African States by spending limited time to access the information”.

Are there any other countries precedents in this area working on such a program?

Unto this moment there has been no country which has executed this project as it is huge and
requires a license from the company (Maindz Old Internet) and its role is limited to selling sites on a
global level and highest and best techniques... Instead of looking for information about each country
separately, we must have a comprehensive site of these courtiers entitled “www.africa.com” to
facilitate the work and research, as I think it is a pioneer project not preceded by any country... so we
hope that we can be the first in achieving it.

How did you find the first conference and what can be presented in the coming
meetings?

In fact, the conference is very organized well and the supervisors and participants were fully serious
in their work and in the provision of the ideas and proposals to advance the technological quality in
the Arab arena, specifically in E-Management... This is what surprised me and encouraged me to
submit the proposal and the confidence that it will be achieved on the ground and a website will be
the outcome for Africa continent with highest technologies... The Interesting thing is that the
participation was from all over the world, which indicates that Libya an open country pursuing
seriously for the betterment of the technical quality to activate the e-management in order to parallel
it to European countries,, I think their thoughts, actions and huge ambitions will be achieved soon
because Libya is the live heart of Africa continent.

What do you seek from the establishment of the Conference as the first of its kind?

We seek to establishing an African website as the first of its kind, which is a precedent for us and
is a strategic project for the African continent so that an African website is established on Internet,
for example, Libya site LY, Egypt EGS will be annexed with the rest of the African countries with
an united code. We have received support for this project from the President of African Union
Commission Mr. John Bean and from many personalities of African immigrants in Europe and
America, and now we aspire that rest of the countries participate in, especially Libya with their
support for application of this project scientifically and on a large scale, to show the world that
Africa is the continent have its own entity between the continents.

I think that there have been many bold steps taken by our brother leader Muammar Al Gadhafi for
the development of the African continent at all levels of economic - educational, social ... Etc.,
including the sophistication of the level of African societies and make them among the most
important responsible, by his distinct directives encouraging African peoples living abroad to
return to their homeland and to work hard to develop and beautify it. The beautiful thing is that
direct democracy existing in Libya through which people govern themselves freely and how to
communicate this systematic and logical idea to the African people and its application on the
ground, and I think that if the Leader was not, Africa has not arrived to a success that stunned the
world ... As well as his personal interest in the entity of African women for being an integral part
of the African continent, as she is half of the community, which evidence we see in this invitation
to participate in the International Conference on Electronic Management. Now, by virtue of the
Leader’s instructions and directives, African women became occupying an unique status in all
educational fields, health, economic, thought and many more.

Through Al Jamahiriya Newspaper I take this opportunity to extend a greeting of thanks,

appreciation and respect for the intellectual (Leader Muammar Al Gadhafi) for his invitation to us
to participate in the International Conference on E-Management. From here we are sure that an
entity and voice has become for African women reflect on themselves, their ambitions and projects
aimed to develop the level of the E-Management and economical performance at high eligibility.

So we hope that the Africa modern technology will succeed only with the support of African
countries so that a major website becomes of the black continent is placed on a high-level
comparable to other foreign websites that have invaded the world.

How do you evaluate the performance of E-Management in the Arab World?

I noted that the performance in terms of E-Management fairly good ... But it needs a lot for the
purpose of development is equivalent to be parallel to the European advanced performance in
terms of the benefit from the modern technology because they are important and essential for the
Arab States ... Besides the Arabic language took a privileged position on the Internet, which is a
guide for the contemporary technology, and among the proposals for the website (Africa)
contained on the Arabic language and English language to facilitate dialogue and understanding
for the acquisition of information.

It is noted also that most of the people with the percentage of 99% log in through the Internet
(.com) and thus the funds go to U.S. company which have established this site but for the Africa
website (.‫)إفريقيا‬, it is for Africa and therefore the funds will go to Africa to benefit from them in
raising the level and efficiency of all fields (economical, educational, social. .. etc.), which aspects
are very important as the countries benefited and live up their economy. Consequently the Arab
African countries must benefit from their capabilities in the field of technology in order to develop
and elevate the living and economic standard so that we export all kinds of economical products to
the European countries and earn profits to increase production. This is what we seek to uphold
through the site of Africa.

What is your impression on Great Jamahiriya?

Libya, for the first time I visit and am very happy with for being here ... I have met people on the
high degree of attention to sophistication the E-Management and how to use it to raise the
economic efficiency and through two rounds in this good country, I noticed that people are very
kind, and the atmosphere is wonderful and refreshing. All these things made me aspire to visit
Libya - resource & affection country, the land of all the people at other times.

Is there any message you would like to reveal it?

I wish with all my heart that Libya participate with us practically so as to be a part of this program,
because it is a huge program, and requires great efforts, continuous work and much jurisprudence
of all parties. The establishment of a site for the continent is not a simple work.
