Sent application for grant 1 mnth ago


Working on companies office. All complete back to 2016 (3 years); we owe $45/yr, request for name
reservation=$60 for a total of $225 with submission.
Need a second signer; letter from board that Robyn is on the board and that Robyn has signing authority.
Account has enough to cover, especially with grant.
**Joe made a donation in cash to cover the $225. There will be no record in the OSBRA account.
Lyndsey to write letter.
Robyn to go to La Casse with letter
Currently registered only in French name. Will be amended during review.

Topics to discuss: parking, process to communicate with city, feedback from developers

Lyndsey described past situation of confusion; différence between Riel board and board of adjustments (city
clerks). (see May meeting minutes). 825 Tache was another example of conflict.

City planners said should be consistent between boards. Will follow up with specific clerk to find out process.

Walter: proper recognition as a community board

Parking:
Walter: Survey: key word search – développer type words mentioned many times whereas taxpayers and
résidents not mentioned. Fastest growth in North St Boniface, however, not recognized. City of Victoria invites
résidence associations to the table for development opportunities.

Lyndsey : 225 Bertrand situation frustrating, Nathan Dyck’s unsuccessful proposals. Paragon’s unsuccessful
proposal due to parking.

Elise: She always refer developers to OSBRA. But Winnipeg has no manditory consultation. Perception amoung
developers that anything goes in terms of parking dimensions (accessible). Especially winter, need larger
widths. 50’ wide lot can fit 5 stalls perpendiular to lane. Have to balance évaluation of proposals to future
tenants. In St Boniface 40% walk, bike or public transit. Other areas (St Norbert, St Vital) parking ratio is 0.95.
210 Masion has 2 units without a car. Parking, especially underground is expensive. All contributed to coming
to final conclusion of allowing one unit without a car. Could have had required assessment of on street parking.

Letter of support : Notre Dame; they were not supportive, need to have more communication prior to
submitting letter to iron out détails. Key messages planners send to developers : projects need to blend into
community as much as possible with focus on pedestrian orientation, capturing this in multi-family projects.
Want to build off of strengths of community and add to qualtity. Also créâtes open line of communication for
us to relay important local information. For example, need space for garbage, recycling, compost carts (7 units
thresholds for carts).
**July 4 appeal for Bertrand and Thomas Berry. Another project on Tache (780). 13 story not supportive, 6 ish
supportive with specific adjustments.

Demolish current building


Rezoned commercial
2 story; 3000 sq ft main floor, mezzanine, 1000 sq ft 2 nd floor, 18 ft ceilings, main floor clinic, second floor
dispensary and lunch rooms
Dan Weibe – partner for medical facility
No longer going to have 2 upstairs rental units, main story not large enough for medical facility
Want to recruit francophone physicians
Has lived and worked in the community for a long time – commitment to the neighbourhood
Currently consulting with French speaking community
Already met with Elise. Will follow North St Boniface Plan.
Will have building plan with demolition plans

Lyndsey motions a vote in support of the demolition of 251 with the condition that plans are forthcoming and
city plans are being followed.

Joe seconds.

Unanomously passed

Next time to hold vote with interested party not in the room. It will give the board an opportunity to discuss
openly.

 Request re: Moving on Marion Street


Public engagement officer from the city. Requested to speak to someone in the next week. Walter or Dan
might have vested interest.
Lyndsey to follow up with them or will follow up with her to ensure we don’t loose out on this opportunity.

 780 Tache update (Landmark) – key stakeholder meeting June 27

Emailed to let us know their next round of consultations will be June 27. They are running them at CCFM from
1-2:30 and 3-4:30 pm and drop in 6:30-8:30 pm (more informal).
