“Safety in Confined Space Entry”

1. Hazards involved in Confined Space :-

Fumes & Gases
Oxygen deficiency
Heat

Exposure to live wire
Flaying particles
Noise

Spatters
Trips, Fall & Head Bumps
Spillage of oil

Flammable atmosphere
Fall of loose material
Fall/trap at opening

2. Definition of Confined Space as per Factory Act -1948:-

Area (Work location) having any of the following criteria comes under confined Space:-

Has limited or restricted means of Entry or Exit

Enclosed area that restricts natural movement of air

Has unfavorable natural ventilation due to stagnant air

Oxygen level by its own or by doing any activity is below 19.5% or above 23.5% by volume.

Not designed for continuous human occupancy( i.e. not for long time worker occupancy)

Has contaminated air with toxic or / and flammable gas, dust etc. . . .

Natural light cannot reach.

3. DO’s:-
 Confined space training to be provided to all entrants.
 JSA for the confined space and necessary emergency plan available (approved JSA from safety
dept. to be attached).
 People aware to be MSDS of Hazardous chemical.
 Obstructions free Entry & Exit to be provided.
 Provision of obstruction free walkway inside confined space with suitable scaffolding/ladder for
easy movement to be provided.
 Confined space cleaned up. (Free from cotton waste/oil/rags/plywood etc.)
 24V Lighting (Flameproof) to be provided with protection guard
 All electrical items & cables to be free from joints & leakages.
 Adequate ventilation to be provided continuously in each compartment (Blower + Exhaust to
remove welding/gouging/flammable vapours of DP, paint fumes) during operation.
 Confined space to be ventilated (at least 30 min.) before entry.
 Oxygen level to be measured and ensure it should be between19.5% -23.5% before entry.
 Lower Explosive limit (LEL) meter to be available with person working inside. (In case of DP
Painting operation)
 No hot work to be done along with DP/Acid cleaning in confined space and in the vicinity of
confined space.
 LOTO to be applied to Energy source in case of Confined Pit entry (e.g. Pit connected with
Rolling machine & Furnace, machine Pit in machine shop, etc.)
 Double Earthing to be (ELCB Connection) provided for 3 phase electrical equipment
 No gas line (NG/Oxygen/LPG/Acetylene) to be taken inside the confined space.
 All welding m/c and compressed gas cylinders to be kept outside the confined space.
 Display boards or Posters to be Titled “CONFINED SPACE WORK ENTRY PERMIT” placed at the
entry
 All entrants to be equipped with adequate PPE as per identified in JSA.

 Availability of Fire Extinguishers and water bucket/sand bucket to be kept nearby as per JSA
and concern persons are aware about its use.
 Mobile Phone, Match Box, Lighter or any things generating spark, to be deposited to standby
person before entering. (In case of DP/painting work/Chemical cleaning).
 In case of contract work, designated safety marshal from the contractor to be available at the
confined space location.
 Use of Cotton Boiler suit for all the entrants to Confined space.
In case of PT application, following to be ensured:
 No hot work to be performed.
 For volume upto 200 M3, entry is restricted to 2 persons. 400 M3- 4 persons. In no case more
than 6 persons are allowed to work.
 Developer shall be removed immediately once it is emptied.
 One person would be supplying filled Developer Can to the applicator.(not more than two per
applicator)
 All cotton waste, rags shall be removed immediately after usage inside confined space. They
are to be collected and disposed OFF at designated place as per EHS_OM_OCP_02
 Only cotton boiler suits to be worn.
 No other flammable material like matchbox, Mobile phone, oil, HSD etc. to be carried inside.
 Battery operated fame proof lights shall be used.
