“What you have put is not in vain. You have assisted and supported the Somalis in
getting back on their feet. You have written your names in the annals of the African
Union Police in Somalia. You have been identified and recognized in your various
areas of skills and indeed we are grateful for that. I will not conclude without
thanking the PCCs (Police Contributing Countries) that seconded you to this mission.
Without those PCCs we couldn’t have you. They are the main people who seconded
you and for them to release on of their best, to come and contribute to the mandate
implementation in Somalia is not easy. You have been released and so to those PCCs
we say a big thank you for giving us well qualified people that will implement the
mandate,”

“You are officers who are growing in career. Please let us be professional and try to
divorce your private life from your official life. They are two different things. As long

that work and improve and you will not have issues,”

“The mission has been challenging but we were up to the task. We have been able to
do our part and now we are observing a tradition of AMISOM to rotate so that we
can give an opportunity to other people to come and continue with the same
process. The other achievement is trying to mentor the police officers and we have
seen attitude change. From the time we have been in the mission, we have seen
attitude change. We have seen a person who did not have confidence, build
confidence in himself and in the communities that they police,”

20. SOUNDBITE: (English) Cecilia Kabubi, Chief Inspector

“As a mentor in Team Sites, we have been mentoring the SPF (Somali Police Force)
on a number of police duties. Our role here as mentors in Team Sites is not to effect
arrest but to advice, direct and give them skills and knowledge on how to go about
police work,”

Police officers from Sierra Leone and Zambia return home after distinguished service
to AMISOM
Mogadishu, September 30, 2019 – Police officers from Sierra Leone and Zambia, who
served for one year under the African Union Mission in Somalia (AMISOM), were given
a befitting farewell by AMISOM’s Police Commissioner, Rex Dundun, who thanked
them for their professionalism and discipline and building the capacity of the Somali
Police Force.
“What you have done an excellent work. You have partnered and supported the
Somali Police Force in improving their capacity and by this you have written your
names in the annals of the African Union Police in Somalia,” Mr. Dundun stated. He
then extended his gratitude to their respective countries, Sierra Leone and Zambia,
for allowing their officers to serve on the AU mission.
The Acting Police Commissioner appealed to other police officers still serving in the
mission to be professional and to dedicate themselves to ensuring that AMISOM’s
mandate is achieved.
Outgoing Sector Coordinator for Hirshabelle Assistant Commissioner of Police (ACP)
Mr. Kenneth Kangombe from Zambia, who was among the officers honored, said he
was happy with his contingent’s achievements during their tour of duty, especially in
the areas of training and mentoring of the Somali Police Force.
“The mission has been challenging but we were up to the task. We were able to do
our part and now we leave this mission so that we can give an opportunity to others
to come and continue with the process of strengthening Somalia’s Police Force,” ACP
Kangombe said.
The event was also attended by Senior AMISOM police officers includingthe AMISOM
Police Coordinator for Operations, DCP Daniel A. Gwambal and the AMISOM Police
Reforms, Restructuring, and Development Coordinator, ACP Maxwell Chikunguru,
among others.
The AMISOM Police component is made up of the Formed Police Units (FPUs) and
Individual Police Officers (IPOs). FPUs provide operational support, while the IPOs
train, mentor and advice the SPF officers.
AMISOM Police plays a critical role in ensuring that the Somali Police Force is
adequately capacitated and is capable of taking full charge of policing activities in
the country ahead of AMISOM’s exit in 2021.
