Violence against women is defined as any behavior that causes physical,


Project emotional, or sexual harm and is directed at a female based on their sex,
Background gender identity, or adherence to cultural expectations. Most commonly,
violence against women is committed by a member of the woman’s
household (known as domestic violence). The majority of domestic
violence is committed by a woman’s intimate partner (husband or
domestic partner). Violence directed towards a female by her intimate
partner is known as intimate partner violence, or IPV.1,2,3

In Bihar, a state-wide survey conducted in 2018 (Married Women of


Reproductive Survey) showed that 26% of women report experiencing
any form of violence in the previous year, with 96% of these instances
being committed by an intimate partner.4 For medical response within
health centers and hospitals, protocols for addressing IPV at the national
level exist. Yet few providers at primary health care (PHC) and district
health (DH) levels have been trained in the clinical management of cases
of IPV. Understanding that violence against women is not normal or
acceptable is lacking. Functionally in Bihar, the existing state-led
response to addressing violence against women and girls is weak and
faces critical challenges.

Building on CARE’s technical support role in Bihar, this pilot will focus
on health system response to address intimate partner violence in Bihar
through system preparedness and referral. Within selected district and

block facilities of Bihar, this pilot will seek to improve medical and
psychological care provided to survivors of violence, as well as improved
referral linkages for other services. In order to improve referral linkages,
this intervention will also engage front-line workers such as ASHAs to
provide information and linkages to community members seeking care for
intimate partner violence.

Consultation will occur with Department of Health, ICDS and WDC on


current referral pathways to update and formulate a referral mechanism
for FLWs and other health providers outlining the basic protocol for case
management, key contact and location information for each level of
service, and coordination mechanisms within pilot locations.
A technical advisory group will facilitate on cross-learning from
promising models within India as well as global approaches and best
practices for health system and FLW response to violence against women.

This pilot will build on the work of the Bihar Technical Support Unit
(TSU) and the unique opportunity to activate health systems response and
prevention. A Memorandum of Co-operation (MoC) was signed between
Government of Bihar (GoB) and Bill and Melinda Gates Foundation
(BMGF) in 2010. As part of this MoC, a Technical Support Unit (TSU)
was established in 2013 with CARE India as the lead development
partner. The Bihar TSU aimed to support the Health and Social Welfare
(ICDS) Departments of the GoB in their endeavour to achieve rapid and
sustainable change in health and nutrition. This support extends across
hierarchies – from State level support to Health Department, ICDS
department and State Health Society of Bihar (SHSB), to District and
Block level support across all 534 blocks in the State. The grant will
leverage the existing TSU structure.

Job Summary The field coordinator will report to the Project Coordinator. S/he will be
responsible for on the ground capacity building at the health system level
and coordination for implementation of pilot.

Contract/Key
Relationships The field coordinator will report to Project Coordinator. This person will
coordinate with other units within CARE’s TSU as well as different
government Program officers at state and district levels.

This is a field-based position in selected pilot blocks of Bihar


Essential:
Qualification
& Experience i. Graduation / Post Graduation Degree in Social Work / Social
Science / Public Health / Management.

Preferred:
i. 1 year of experience in implementation of health sector programs /
intimate partner violence
ii. Demonstrated experience of working with NGOs.
