2019 SIRIB MARIAN FILM FESTIVAL

A. MECHANICS
1. Interested participants must submit the following requirements on or before 6:00 PM of 13
September 2019 (Friday) to the Sirib Marian Film Organizing Committee, A215 Students’
Center.

• Duly accomplished Entry Form (please see attached entry form).


• Synopsis in Filipino or English (1 page, 12 pts font size, not more than 300 words) in
three (3) copies.
• Resume of proponent

All entries must be submitted in a long brown envelope properly labeled with:
• the proponent’s name
• title of film entry
• contact details

The sheets containing the synopsis must not bear the name of the proponent. Full scripts
will not be accepted.

The Sirib Marian Film Organizing Committee will give a go signal for the script and
production within 24 hours after the requirements were submitted.

2. Each of the entries will receive a seed production grant of P3,000 to be released after the
submission of the film.

3. The deadline for the submission of the completed short film is on December 06, 2019
(Friday).

4. The film entries will be reviewed by the jury during the whole month of January

5. The Awards Ceremony will be held at the Sacred Heart Center. (Date and time: To be
announced). The Committee shall give out cash prize for Best Picture, and Highest Grossing
Film.
B. RULES AND REGULATIONS

1. Entry is limited to a minimum of 20 minutes and a maximum of 30 minutes duration including


the opening and closing credits

2. The short film must be decent in nature. Nudity, profanity, attacks to religious beliefs, attacks
to real life persons and organizations, and disrespect to Indigenous culture will not be allowed.
Nevertheless, Experimental cinema is highly encouraged.

3. The film must be rated PG 13. Any film which includes lewd and violent scenes are only
exempted when they are done in a subtle way (not pornographic in manner and shown artistically
through camera tricks) and be employed when the topic of the film necessary justifies the call for
them. Violent scenes must not include murder scenes and other bloody scenes which go beyond
good taste and propriety.

4. Film genres shall only include Action, Drama, Adventure, [Romantic]Comedy, Love Story,
and Horror. The film must however best explore and communicate Marian virtues.

5. Film posters must be submitted. It must be on a vertical size image in digital and in print copy.
For digital copy, minimum pixel requirement is 1000 x 5000 resolution and be submitted in
JPEG format only.

6. The trailer must not exceed 2 minutes.

7. Final film entries that have been broadcasted or uploaded on the internet or in any public
viewing without having approved by Sirib Marian Film Organizing Committee will be
disqualified.

8. Judging of the film poster and trailer will be based on the online votes via the number of wow
or love reactions/views and the result of the actual scores from invited judges.

9. There is no limit as to number of participants. There is no restriction on the involvement of any


participant from any of the departments/schools but the main characters of the film must come
from the direct participating school. However, Faculty, staff, or personnel from the participating
council may participate but only to a maximum of 3 persons only.

10. All works must be strictly independent films and not produced by commercial producers in
order to guarantee the participants’ full creative control over the film.

11. Only entries by SMU enrolled filmmakers will be accepted. A parent’s waiver must be
accomplished for Senior High school filmmakers.

12. The members of the Sirib Marian Film Organizing Committee are disqualified from joining
the competition.

13. All works must have their premiere screening at the Sirib Marian Film Festival.

14. Works already in production phase prior to the confirmation of the Sirib Marian Film
Organizing Committee shall be disqualified.

15. All entries must be submitted in a data file HD format. The film must be saved as .mp4, .wmv
or .avi

16. There is no limit as to the production cost.

17. Pursuant to copyright laws, the music used in any entry must be original or in the public
domain. If incase adapted musical scores from varied sources were used, a valid permission must
be obtained from the composer/owner and must be acknowledged (name of album, composer,
and artist) in the final credits of the film.

18. Dialogue should be primarily in Filipino or any Philippine language as appropriate.

19. The proponent(s) will undertake the English translation and subtitling of his/her film.

20. The proponent(s) must assign a single representative to act on behalf of his team. All official
communications shall be addressed to the representative. The Sirib Marian Film Organizing
Committee shall not be liable for any controversy regarding the sharing of awards among the
members of the group.

21. The Festival shall ensure the safety of the films throughout the period in which the
cinematographic materials are in its custody.

22. Entries must be a brand new production. Entries that were used as an entry to other Film
Festivals will be disqualified.

23. The rights for the film will be with the (1) proponent, (2) to the team, (3) to the owner of the
film, shall it be different persons.

23. The decision of the Jury is final.

C. CRITERIA FOR FILM REVIEW AND EVALUATION

The films will be judged in the following areas

Storytelling (25%)
Does the story have a clear structure and plot?
Are the characters adequately developed and relevant?
Is the story original and engaging?
Are the images arranged logically and effectively in a way that fits the purpose of the film?
Does the Film have a pace and continuity?
Creativity and Originality (25%)
Does the writing and direction use imaginative and creative ways to convey the theme of the story?
Does the film exhibit originality?
Does the film display innovative ideas or story telling techniques?
Engagement (15%)
How strong does the film entry stimulate thoughts and ideas?
Does the film provoke an emotional response?
Technical Quality
Cinematography (15%)
Is the camera steady and are the shots framed and focused?
Are close-ups and camera angles used to add meaning to the story?
Is the lighting and camera positioning visually effective?
Editing (10%)
Does the editing help to clarify the story and enhance the pacing and flow of the story?
Are transitions smooth and well-paced or distracting?
Are the opening titles and closing titles appealing and easy to read?
Audio, Music, Sound Effects (10%)
Does the audio and soundtrack complement the story?
Is the dialogue and/or narration clear and easy to understand?
If there are sound effects, are they appropriate to the story or do they detract?

D. Awards

1. Best Picture is the top award given by the Sirib Marian Film Festival to the best movie (short
film) of the season as determined by the Sirib Marian Film Festival Organizing Committee

2. Highest Grossing Film Award is an award given to the film that deserves special mention
based on their total income from the screenings.

3. Best Actor/Actress in a Leading Role is an award given to actors based on their overall
performance and suitability to the role.

4. Best Actor/Actress in a Supporting Role is an award given to actresses based on their


overall performance and suitability to the role.

5. Best Director is a major award which celebrates the director’s vision fully realized the story
from the script and film, displaying the director’s creative and technical expertise of skillfully
blending all the visual and aural elements of the film together.

6. Best Cinematography is an award given to the director of cinematography whose camera


works, frame shots and lighting effects exhibit excellent visual composition.

7. Best Screenplay is an award is given to all writers of the film writing creatively explores and
eloquently weaves and articulates Marian Virtues.

8. Best Film Editing is an award given to the editors whose technical expertise in film editing
style demonstrates excellence in terms of manipulating the plot, score, sound and graphics of the
film to refine the overall story into a continuous and enjoyable film masterpiece.

9. Best Sound Direction is awarded to the sound engineer and the musical scorer for excellence
in the use of audio enhancement – music, natural sound and sound effects as well as the quality
of audio levels and clarity of voices.

10. Best Musical Score is awarded to musical corer and/or director whose exceptional
knowledge and skill in the employment of an original or adapted background or incidental music
to accompany the film contributes to the development and enhancement of “the dramatic
narrative and the emotional impact” of the different scenes.

11. Best Art Direction and Visual Effects is an award which honors art and visual directors
whose use of visual enhancements (transitions, titles, credits, and subtitles), visual effects, color

and textures in a film’s setting enhances the viewer’s perception of the characters or influence
the emotional impact of a scene.

12. Best Production Design is an award for the production designer and set decorator whose
collaborative work helps create the world of the film and design and populate that world,
bringing the sets to life to help to fulfil that vision.

13. Best Costume and Make-up is an award which recognizes the creative skill of costume
designers, wardrobe assistants and make-up artists in preparing the overall appearance of the
different characters in the film.

14. Best Film Poster is awarded to the art director/poster designer whose film poster
demonstrates artistic and advertising excellence in terms of creatively and effectively conveying
what the movie is about and attracting viewers.

15. Best Film Trailer is awarded to the editors and directors of the film trailer or preview for
excellence in creating an original and creative promotional film feature.
