Will SMEs beat GST blues?
In the first quarter of 2017-18, India’s GDP growth dropped to 5.7% - the
lowest in the last three years – mainly due to the sluggishness in the
manufacturing sector, which plummeted to 1.2%. This numbers show that
the country lags behind China, which reported a growth rate of 6.9% in the
June quarter.
With the volume of throughput from small & medium enterprises (SMEs)
going down in India, low GDP number should not be a surprise. This is just
a tip of the iceberg and many believe the situation is graver on the ground
as the data do not cover the performance of micro, small & medium
enterprises (MSMEs), which have been the worst affected due to double
whammy of demonetisation (DeMo) and GST.
Unlike DeMo, which was unexpected, the industry knew about GST in
advance. Despite this, transition to the new tax law is challenging, especially
for SMEs, due to the GST’s complex rate structure, rules and automated
filing system. While organised sector has coped up well, unorganised
segment is facing a tough time. Sectors such as textiles, leather and logistics
account for the most number of unorganised firms, who are expected to
take a longer duration to adapt to the GST T regime.
One of the key issues before SMEs in GST era is the need for increased
working capital. With their clients delayingg payments seeking clarity on
invoice-matching process, SMEs are facing g the challenge of stretched
working capital requirements.
Exporters are also feeling the pain as delays in processing tax refunds
under the new tax code has locked up their funds, thus hurting their
businesses. It is worth to note that about 40 percent of India’s exports come
from the SMEs sector.
The government is realising the need too take urgent steps to lessen the
woes of SMEs – which play an important role in keeping the economy rolling
and generating jobs. It is reportedly plann ning to unleash an economic
stimulus – targeted at SMEs and exports se ectors - to spur invest s me
st men nt and
create jobs for the swelling workforce. The e aim is to ease outt the heiriirr working
capital requirement. Government is also exploring the optti tion
