The Scheme of All India Quota Government/ All India Quota Government-Aided/Deemed University/

Central University/National Institute/ Private ASU& H Post Graduate Courses (MD/ MS) Online
Counseling (allotment process) has been started for the year 2019. All Candidates are requested to go
through the Counseling scheme carefully and understand before participating in online counseling
(allotment process).

A. The Scheme is further explained in the following Frequently Asked Questions(FAQs)

*Facility for New Registration will be available for Round-1, beginning


of Round-2 and mop-up round only, on dates as specified in
Counseling Schedule. For eligibility of registration please read
Frequently Answer Questions. There will be no fresh registration for
Stray Vacancy Round.

**Joining at allotted Institution is necessary, if candidate who has been


allotted a seat fails to join the allotted college/seat within stipulated
time, before last date of joining (as per counseling schedule), the
allotted seat will be cancelled

Q. No. 1: What is the process of online allotment?

Ans: ROUND-1

a) Main counseling Registration which will include payment of Non-


Refundable Registration fee and Refundable Security fee (to be refunded in
the account from which payment has been made as per the refund policy and
conditions).
b) Exercising of Choices and Locking of choices.
c) Process of Seat AllotmentRound-1

PLEASE NOTE THAT REGISTRATION FACILITY SHALL BE AVAILABLE AT THE


BEGINING OF FIRST ROUND, SECOND ROUND & MOP UP ROUND OF AACCC
ONLY ON NOTIFIED DATES. THEREAFTER, REGISTRATION FACILITY SHALL
NOT BE AVAILABLE. UNDER NO CIRCUMSTANCES ANY REQUEST (FOR ANY
REASON) FOR REGISTRATION, SHALL BE ENTERTAINED AFTER CLOSING OF
REGISTRATION.

Q. No. 2: When will online allotment process for this year start?

Ans: Online allotment process will start as per counseling Schedule for PG online
Counseling for this year.
Please See Schedule available on www.aaccc.gov.in website.

Q. No. 3: Do I have to report to any counseling center for registration or choice filling?

Ans: No. Online registration and choice filling can be done from place of convenience
(Including from home) using internet. Uninterrupted internet facility should be
ensured.

Q. No. 4: Do I require any documents to get registered on-line?

Ans: You will be required to fill up some of the information that you have given (filled up)
on your application form, and submitted to National Testing Agency (NTA), New
Delhi and information available on admit cards of AIPGET.
IMPORTANT
“Please keep information that you have furnished (filled up) on application form
and admit card, confidential, and do not share it with anybody as this
information will be required to register for online allotment process and to
submit choice. If somebody else uses that information, he/she can misuse your
online registration and prevent you from taking part in online allotment
process. Keep print out of application form ready for reference with you.”
Q. No. 5: What information do I require for online registration?

Ans: Please note that you will be asked to fill some of the information (we are not showing
it here for security reasons) that you have given in your application form, admit card
of examination during online registration and provided by the examination
conducting agency, (NTA) therefore keep a copy of your application form and admit
card ready for reference. These documents may be retained as they may be required
till you complete your PG course.

IMPORTANT
“PLEASE NOTE THAT ON REGISTRATION WINDOW OF ONLINE
ALLOTMENT PROCESS (on AACCC), YOU HAVE TO FILL IN
EXACTLY SAME SPELLING, NUMBERS ETC AS YOU HAVE FILLED
IN YOUR APPLICATION FORM of NTA AIPGET.”

Q. No.6: How do I get password for logging in?

Ans: During the process of online registration you will generate your own password.
Candidates are advised to keep the password that they have created, confidential to
them till the end of the counseling process. They can change the password after
creating. Password is very important for participating in online allotment process.
Sharing of password can result in its misuse by somebody else, leading to even
exclusion of genuine candidate from online allotment process.

Q. No.7: How much time will I be given to join the allotted course?

Ans: Candidates who are allotted seats will be required to join the allotted college/course
within stipulated time from the date of allotment as mentioned in the counseling
schedule. However, candidates are advised to join as early as possible and not to wait
for last day of joining, due to different schedule of holiday/working hours in various
ASU& H Colleges, also keeping in view that ASU&H colleges will have to furnish
information about joining/non-joining online to Medical Counseling Committee. In
some of the Colleges it takes 2 to 3 days’ time for completion of admission
formalities.

Q. No.8: What documents are required at the time of Counseling?

Ans: Since it is online allotment (Online Counseling) process, no documents will be


required for participating in online allotment process. However, you are required to
carry Original Certificates / Documents at time of Reporting for Admission.
Without Original Certificate/Documents candidates will not be allowed
admission.
Q. No. 9: What documents are required at the time of joining in allotted ASU& H
College?

Ans: Original documents required at the time of joining in allotted ASU& H College are
as mentioned below:
i. Admit Card issued by NTA
ii. Result/Rank Letter issued by NTA
Mark Sheets of BAMS/BUMS/BHMS/BSMS 1st, 2 & 3 Professional Examinations or

iv. BAMS/BUMS/BHMS/BSMS Degree Certificate/Provisional Certificate or
undertaking from candidate to submit Degree Certificate after completion of

Internship in case of candidate, who are completing their Internship by 31
October, 2019.
v. Internship Completion Certificate/Certificate from the Head of Institution or
College that the candidate shall complete the Internship by 31st October, 2019.
vi. Permanent / provisional Registration Certificate issued by CCIM/State Medical
Counsel. Provision Registration Certificate is acceptable only in cases where
candidate is undergoing internship and likely to complete the same on or before
31st October, 2019.
vii. High School/Higher Secondary Certificate/Birth Certificate as proof of date or
birth.
viii. Candidates allotted seat must carry one of the identification proofs (ID Proof) to
the allotted college at the time of admission (as mentioned in the information
Bulletin published by the National Testing Agency (NTA) for AIPGET i.e. PAN
Card, Driving License, Voter ID, Passport or Aadhar Card).
ix. The Candidate should also bring the following certificates, if applicable

a) SC/ST Certificate issued by the competent authority and should be in


English or Hindi language. Sub caste should be clearly mentioned in the
certificate.
b) OBC certificate issued by the competent authority. The sub-caste should
tally with the Central List of OBC. The OBC candidates should not
belong to Creamy Layer. The OBC certificate must be in the format as
mentioned in the prospectus.
c) Disability Certificate issued from a duly constituted and authorized
Medical Board for 21 Benchmark Disabilities as per the Rights of Persons
with Disability Act, 2016. No other PwD certificate, issued by any other
Authorities/ Hospital will be entertained. The format of Certificate of
Disability is attached as ANNEXURE-I

Candidates without original certificates/documents shall not be allowed


to take admission in allotted ASU&H College.
Candidates who have deposited their original documents with any other
Institute/ College/University and come for admission with a certificate
stating that "their original certificates are deposited with the
Institute/College/University” shall not be allowed to take admission in
allotted ASU & H College.
Q. No. 10: What are the various fees to be paid at the time of registration?

Ans: At the time of registration students must pay two kinds of fee
a) Non-Refundable Registration fee
Ø Rs. 2000/- For AIQG/AIQGA/Central University-National Institute UR/OBC
candidates, & Rs. 1000/- For SC/ ST/ PWD
Ø Rs. 5000/- For Deemed University/All India Quota Private candidates
b) Refundable Security Fee- which will be refunded to candidates after joining the
allotted college or if candidate did not get any seat during counseling to the same
account of candidate from which payment had been made.
Ø For AIQ/AIQGA / National Institute/Central University UR/OBC candidates –
Rs.10,000/-
Ø For SC/ST/ PWD –Rs. 10,000/-
Ø For Deemed University/AIQP-Rs50,000/-
For example:
1. Any candidate opting for Deemed University/AIQP will have to pay Rs
5000/- Non-Refundable Registration fee + Rs50,000/- Refundable
Security fee at the time of registration.
2. Any SC candidate opting for AIQ only will pay registration fee of Rs
1000/- + Rs. 10,000/- refundable Security fee.

Q. No. 11: In case candidate want to apply for both AIQG/AIQGA/NI-CU and for
Deemed University/AIQP, shall the candidate pay the fee for both?

Ans: No, in such case the candidate has to pay only the higher fee i.e. of Deemed
University/AIQP Rs. 5000/- and Rs. 50,000/- Refundable Security fee.

Q. No. 12: Is this Security fee refundable in all the cases?

Ans: No, this fee will be forfeited if the candidate who has been allotted a seat in the
second Round or Mop Up Round and does not join the respective institution
during the second round / Mop Up round of counseling conducted by AACCC. Also
the Security fee will be forfeited in case the candidate gives wrong information at the
time of registration on the basis of which a seat may be allotted and later cancelled by
the Admission Authorities at the time of reporting.

Q. No. 13: Where and when this fee will be refunded?

Ans: This fee will be refunded to the same account from which payment had been made.
No requests for the change of Account shall be entertained afterwards. Candidates
are also advised not to get their account closed till the time Refund has been made
into the account from which payment was made. This fee will be refunded only after
all the rounds of counseling are completed.

Q. No. 14: What are the instructions regarding OBC, SC, ST & PwD certificates?

Ans: Please read Information Bulletin for admission to post-graduate medical courses for
admission to ASU & H PG seats on All-India basis carefully. The certificate should be
issued by the Competent authority and as per the prescribed format of Government
of India. In case the candidate fails to produce proper Caste (and PwD, if applicable)
certificate at allotted ASU & H College then he/she will not be permitted to join the
allotted ASU & H College and his/her category will be changed, if otherwise eligible.
Further the reservation of seats under PwD Category have been increased from 3% to
5% in AIQ and the 21 Benchmark Disabilities as envisaged under the regulations of
Rights of Persons with Disabilities Act 2016 have been included presently, where
only the lower motor disabilities were included earlier.

The qualified Persons with Disability (PwD) candidates should get themselves
certified at one of the under mentioned Disability Assessment Boards, constituted in
various states. The list of Centers who will issue Disability Certificates as per 21
Benchmark Disabilities given under RPWD Act-2016 is attached as ANNEXURE-II.
The Central Council of Indian Medicine and Central Council of Homoeopathy have
issued Guidelines regarding admission of students with “Specified Disabilities”
under the Rights of Persons with Disabilities Act, 2016 vide Gazette Notification
No. F. No. 4-90/2018-P.G. Regulation (Ayurved) dated 24.07.2019 and No.12-11/2010-
CCH(Pt.II)(1) dated 02ndAugust 2019 respectively (Notifications enclosed as
ANNEXURE-III). The extent of “specified disability” in a Person with Disability
(PwD candidate) shall be assessed in accordance with these guidelines for the
purpose of issuing Disability Certificate and at the time of admission in the college.
Further, all the PwD candidates participating in the PG Counselling 2019 are
required to get themselves assessed for their disability and obtain a Disability
Certificate from any one of the designated Disability Centre’s. The Persons with
Disability (PwD) are required to bring their treatment papers related to their
disability, including the investigation reports, at the time of reporting to the above-
mentioned designated institutes for obtaining disability certificate.

IMPORTANT: Qualified PwD candidates are advised to get themselves examined


immediately at one of the above-mentioned disability assessment board and to
obtain Disability (PwD) Certificate. The qualified candidates are requested to send a
self-attested photocopy of disability certificate with mention of their Name, All India
Quota Rank, Postal Address, Mobile Telephone Number, alternative contact number
and E-mail id by email (address: pgcounseling.ayush@gmail.com) and by Speed Post
(to The Director (SRKV), AYUSH Bhavan, B Block, GPO Complex, INA, New Delhi,
Pin code 110023).
Q. No. 15: Is there any restriction for filling up number of choices of Institutions
(Colleges) or subjects in choice filling form?

Ans: No, you can give as many choices as you wish. However, choices should be in order
of preference, as the allotment is done strictly on the basis of choices submitted by the
qualified candidate in order of preference given by the candidate and as per
availability.

Q. No. 16: Is it necessary to fill up the choices and lock the choices to get seat allotted?
Or I will be allotted seat automatically from available seats?
Ans: After online registration (registration is compulsory to take part in online allotment
process), you have to fill in choice of subjects and Institutions/colleges in order of
preference. Once choices are filled in, it can be modified before locking it. During the
choice locking period it is necessary to lock the choices to get a print of your
submitted choices. If candidate does not lock the choice submitted by him/her, they
will be automatically locked on notified date at notified time, however you will be
allowed to take a print of your choices after that, but you will not be permitted to
modify your choices.

If you don’t register and fill in any choice, you will not be allotted any seat.If
you register and do not fill in any choice, you will not be allotted any seat.

IMPORTANT:

Don’t wait till the last minute to lock your choices and to take a printout. Please go
through your submitted choices before locking as once you lock the choices the same
cannot be modified or changed even if you have made a mistake. Mistake in filling
choices may result in allotment of a seat which you never wanted. Also, it won’t be
possible to unlock your choices at AACCC’s end.

Q. No. 17: Is it necessary to join allotted ASU&H College to get chance to participate in next
round (2ndRound)?

Ans: In case a seat is allotted during the Round-1 candidate may join the allotted
institution/college and complete the admission formalities however candidates who
have exited from Round I, availing the free exit may participate again in Round-2
after logging in with their earlier Registration details. It is noteworthy that the
candidates who want to avail the option of Free Exit after Round-1 need not report
at the allotted Institution. However, the candidates who have joined their Round-1
seat but do not get upgraded in Round-2 and now want to resign from the allotted
Round-1 seat, such candidates have to report in person to resign from their earlier
seat within stipulated time to avail the Free Exit.

Please note that in case you do not give option to participate in Round-2 at the time
of joining of seat allotted during Round-1, you will not be considered eligible for
participating in Round-2 i.e. for up-gradation of your choice (only for those
candidates who have joined & reported during Round-1 of Counseling).
Q. No. 18: What is second round of online allotment process?

Ans: Second round of online allotment process is Fresh Registration, Fresh choice filling and
fresh allotment of seat as per choice and merit. There will be fresh registration of
candidates and fresh Choice submission in 2ndRound for candidates who have not
registered in 1 stRound of Counselling and eligible candidates will be allotted seat on
basis of choice and merit of the candidate.

Who are eligible for 2 Round of allotment?
Candidates eligible for seat allotment in 2nd round would be from one of the following groups:
Group–I: Registered candidates who participated in Round-1 but did not get any seat

allotted in the 1 round.
Group-II: Registered candidates, whose 1st round of allotted seat got Cancelled during the
document verification on reporting for admission, who have secured seat
under reserved quota, due to change of Category from reserved to
Unreserved or PwD status from Yes to No, but are still eligible in the next
round of seat allotment, with changed Category, subject to fulfillment of
eligibility conditions.
Group–III: Candidates who have reported/joined at allotted institute during the joining
period of round-1 of allotment and submitted willingness for participating in
second round up- gradation as ‘Yes’.
Group- IV: Candidates who exited during Round-1 availing Free Exit can log in again
with their earlier registered details
Group–V: Candidates who has registered afresh and filled choices for 2 nd round of
Counseling.

Who are not eligible for 2 Round of allotment?
• Candidates who do not have valid documents at the time of admission.

The conversion of seats will be carried out during the second round of seat allotment for
AIQG/AIQGA/AIQP and Mop Up Round for Deemed and Central Universities, National
Institutes. Accordingly, the candidates are required to keep this aspect also in mind while
filling up the seats during choice filling period before allotment of Round-1. The
conversion of vacant reserved seats will be done as per the following algorithm after
allotment of seat during Round-2 of All India Quota & Mop Up Round of Central
Universities from PwD category candidates to other Reserved category candidates:

ST (PwD) - ST
SC (PwD) - SC
UR (PwD) - UR
OBC (PwD)–OBC
Q. No. 19: Do I have to fill-up choices of subject and College to participate in second Round
of online allotment process separately?

Ans: Yes, for Round-2 and Mop Up round of Deemed Universities/ Central
Universities/National Institute, candidates are required to submit fresh choices.
During the second round of online allotment process, the choice of higher preference
will be considered for up-gradation for those candidates who give option to upgrade
their choice at the time of admission at allotted ASU& H College. During Round-2,
fresh allotment will be considered for those eligible candidates who could not be
allotted seat due to non-availability of seat in Round-1, (subject to availability of seat)
and for candidates who have logged in again in Round-2 after Free Exit from Round-
1.

Q. No. 20: If sufficient number of qualified PwD candidates are not available then,
what will happen to those un-allotted PG seats, reserved for PH candidates?

Ans: The un-allotted PG seats earmarked for UR-PwD, SC-PwD, ST-PwD and OBC- PwD
will be reverted/converted to respective categories like SC-PwD to SC and so on,
during the allotment of second Round of AIQ/AIOP and Mop Up round (Deemed
Universities/ Central Universities/National Institute) of allotment process after
processing choices to PwD category candidates in second round and Mop Up Round.

Q. No. 21: If I give consent for up-gradation of my choice during Round-1 and if my choice is
upgraded, is it necessary to join at college allotted during second round? Or in case I change my
decision of upgrading choice, can I continue to study in college allotted through first round of
allotment?

Ans: In case candidate is allotted seat during the Round-1 of allotment process and his
choice is upgraded in Round-2, the seat allotted during the first round will be
automatically cancelled immediately (and allotted to somebody else eligible as per
merit) and candidate will have to join the college / seat allotted during second round.
If candidate does not join the college/seat allotted during the second round, with in
stipulated time, as per schedule his Refundable Security fee will be forfeited. After
joining the allotted institute in Round-2 the candidate will not be eligible to
participate in any other round of counseling (For AIQ as well as Deemed / Central
University counseling). The names of such candidates who have joined in Round- 2
of AIQ/AIQP/ Deemed Universities/ Central Universities/National Institute will be
circulated to all state counseling authorities for prohibiting them to participate in
any other counseling.

Seat can also be up-graded in the same college by change of category (i.e. ST / SC /
OBC to UR or PwD to non-PwD seat) in such a case the candidate has to take fresh
admission on the up-graded seat.
Q. No. 22: If I give option to participate in ROUND-2 at the time of joining college from
first round allotment, but later change my decision and want to continue
study at already allotted ASU& H College of Round-1, what is the procedure
to avoid change (cancellation) of already allotted college/seat?

Ans: The candidate need not fill any fresh choices for Round-2 and the earlier seat will be
retained.

Q. No. 23: If I forget my password that I have created during the process of registration,
how to retrieve it?

Ans: To retrieve the forgotten password, system facilitates the following process:

The candidate is required to enter the information that he/she filled at the time of
registration and then the security question & answer thereon to be entered as given
during New Candidate registration process. The above data submitted by candidate
will be validated with the registered candidates’ database. If the above entries match,
then only the candidate would be permitted to enter new password to proceed
further.

IMPORTANT
Candidates are advised to remember the password and also retain their application
form and admit cards printout ready till completion of admission process. It is not
possible for AACCC/NIC to retrieve such password.

Q. No. 24: In case I have Birth Certificate/Caste Certificate/other certificate(s) in regional


language, will it be acceptable at the time of reporting/joining?

Ans: Certificates issued by the competent authority should be in English or Hindi


language. Please remember that some of the states insist for certificate in English
language only. Candidates are advised to carry Certified Copy of English version of
the original certificate, in case certificate issued is in other than English language along
with original certificate.

Q. No. 25: If there is discrepancy in spelling of name in documents and application


form, what do I do?

Ans: If there is discrepancy in spelling in documents candidate must carry proof that the
documents belong to same person, in form of an affidavit/undertaking.
Q.No.26: Can I get prospectus (Information Bulletin) of All India Ayush Post Graduate
Entrance Test (AIAPGET)for the current year for admission to All India Quota post-
graduate Ayurveda/Siddha/Unani/ Homoeopathy courses for admission to 50% of total
seats on all- India basis?

Ans: Copy of prospectus is available on NTA website https://www.ntaaiapget.nic.in .

Q. No. 27: What about condition of Stipend / fee structure / course duration / bond
amount / rendering of service in rural / tribal area / other conditions.

Ans: Stipend /fee structure/ course duration / bond amount / rendering of service in rural /
tribal area/other conditions etc. may vary from State to State and Institute to Institute.
The allotment made through online allotment process will be firm and final.
Therefore, the candidates should well examine these points before opting for a seat at
ASU & H college. The AYUSH Admissions Central Counseling Committee (AACCC)
shall neither be responsible nor shall entertain any case on above grounds, if any. The
information received from various participating ASU&H PG Colleges has been made
available on Counseling website. Candidates are advised to visit the website of
college/ institution to check the further information. In case they require any
additional information, they can contact the college / institution on telephone.
AACCC has no role in fixation of Fee Structure of ASU & H Colleges. Therefore, AACCC
will not entertain any request or complaint regarding Fee Structure.

Q. No. 28: How to use registration and Choice filling form on website?

Ans: Candidates will have to log on to website www.aaccc.gov.in to get registered


(Registration facility will open on dates as mentioned in Schedule) and then fill in
choices. It is advised that after going through the seat matrix, a tentative list may be
prepared first as per your preference of subjects and colleges, before attempting to fill
choices on-line.

Q. No. 29: Difficulty in login, what may be the problem(s)?

Ans: Please read User manual for the candidates. Follow the instructions about use of
browser (Mozilla Fire Fox, Internet Explorer - (Latest Version), Google Chrome),
use of same spellings, same format of date (Use digits for day, month and year with -
in between) as in application form submitted to National Testing Agency(NTA), New
Delhi. The internet connection should be uninterrupted. If internet connection interruption
takes place, the IP address which is being monitored will change and session expired
message will be displayed. Please try to login from other computer from which other
candidate(s) has logged in successfully, if possible.
Q. No. 30: I have difficulty in Creating Password, what may be the problem(s)?

Ans: Creation of password should be as per password policy. Please follow the password
policy. Please use the internet browser as suggested in user manual, as it is difficult
to login from some of the other browsers. While creating password avoid using Caps
Lock key, instead of Caps Lock use shift key.

Q. No. 31: When I try to login for choice filling/submission, it say wrong roll
number password, what may be problem(s)?

Ans: This can happen if Roll Number/Testing ID typed is incorrect or password typed is
incorrect. Password is case sensitive, therefore use password which was created by
user exactly same as typed while creating. In case password is forgotten, try to
generate new password by using security question and its answer.

Q. No. 32: What are the guidelines for choice filling before round one of online
allotment process and Round-2 Allotment Process?

Ans: The Candidates are advised to fill in choice carefully for seats in (Higher
preference to lowest preference).

Q. No. 33: Can I modify my choices during the choice submission period for counseling?

Ans: Yes, you can modify, add or delete your choices during this period, before you lock
your choices. However, the registration (of New Users) is permitted up to date and
time specified in counselling Schedule, only.

Please note that you have to lock your choice by date and time specified in Counseling
Schedule.

Q. No. 34: I have not locked my choices before the time specified in counseling
schedule on last date of choice locking, what will happen to my choices?

Ans: After the specified time of last date/date of choice locking (or after choice locking)
print out can be taken from AACCC website after login by the Candidate, link is
available on the left- hand side of the page as “Print Lock Choice”.
Q. No. 36: If I opt to participate in second round of counseling whether my allotted seat
(of first round) will be cancelled?

Ans: In case you are not allotted any seat in the second round you will retain earlier
allotted seat (if you have already completed admission formalities and not resigned
from the allotted seat). However, on allotment of a seat in second round the earlier
allotted seat will automatically be cancelled and allotted to another candidate.

Q. No. 37: If I get an up-graded seat during second round of AIQG/AIQGA/AIQP/


Deemed University/ Central University/National Institute from
Round-1 can I join that college directly?

Ans: No, you will have to get a relieving letter from the earlier institute/college (of
ROUND-1) generated on- line, before you can join the next college/institution.

Q. No. 38: In case I get an upgraded seat but in the same college, because of change of
category, (e.g. from SC/ST/OBC to UR category) do I have to take admission
on the allotted seat again?

Ans: Yes, you have to get a relieving letter generated on-line for the earlier seat and then
get an admission letter again generated on-line for the upgraded category seat from
the concerned institution; otherwise your seat would be cancelled or surrendered to
state quota.

Q. No. 39: At the time of admission will my original certificates be retained by the
allotted college/institution?

Ans: Yes, all the participating colleges/institutions have been instructed to retain
original certificates of admitted students and release them only on up-gradation of
the seat or resignation by the candidate.

Q. No. 40: What will happen to seats which remain vacant after completion of Round
two of All India Quota Counseling of AIQG/AIQGA/AIQP?

Ans: All India Quota seats remaining vacant after last date for joining will be deemed to be
converted into State quota.
Q. No. 41: What is the procedure for Mop Up Round Counseling which will be
conducted by AACCC for Deemed & Central Universities?

Ans: The net vacant seats due to Non-Allotted, Non-Joining, Non-Reporting of Round-2
will be published in the seat matrix and eligible candidates have to submit fresh
choices and the result will be processed as per Choice & Merit.

Q. No. 42: Who will be eligible for AACCC Mop Up Round for Deemed
Universities & Central Universities?

Ans: The Following categories of candidates are eligible for Mop Up Round
a) Candidates who are registering for the first time.
b) Candidates who have registered but not been allotted a seat in Round-1 & Round2.
c) All candidates except those who are holding a seat of Round-1 or Round 2.

Ans: There will be three rounds of counseling for Deemed Universities


/Central Universities and National Institutes First, Second and Mop Up

times the number of vacancies will be sent by AACCC to Institutes which
would be exhausted strictly in terms of merit).

Q. No. 47: Whether Up-gradation is allowed from 2nd round counseling of

Ans: No, Up-gradation is not allowed once a candidate joins a seat allotted in
Round-2 of Deemed/ Central Universities& National Institute.

Q. No. 48: Whether the Security Fees which was submitted at the time of
Registration will be refunded back in case the candidate is not allotted any
seat during the two rounds of online counseling conducted by AACCC?

Ans: Yes, in case the candidate is not allotted any seat during the 2ndRound of
AIQ and Mop Up Round of Deemed/ Central Universities/National Institute,
in such case the Security Fees will be refunded back to the same account of the
candidate from which payment had been made.

Q. No. 49: I have registered for Round I. Should I register again for
Round-2 and Mop Up Round?

Ans: No, only those candidates who have not registered in Round-1 need to
register again.
Q. No. 50: Who is Eligible for Stray Vacancy Round of Deemed/ Central
Universities?

Ans: All Registered Candidates except the following three categories are eligible for
Stray Vacancy Round of Deemed/ Central Universities:
a) Candidates who joined the allotted seat in Round-2 of AIQ/ Deemed/ Central
Universities.
b) Candidates allotted a seat in Mop Up Round of AACCC.
c) Candidates joined a seat in Mop Up Round of AACCC.

Q. No. 51: Who are not eligible for Stray Vacancy Round of Deemed Universities?

Ans: Following Candidates are not eligible:


a) Candidates who joined the allotted seat in Round-2 of AIQ/ Deemed/ Central
Universities.

c) Candidates joined the allotted seat in Mop Up Round of AACCC.

Q. No. 52: Whether I am eligible for State Counseling if allotted a seat in 2nd Round of
AACCC?
Ans: If a candidate has been allotted a seat in Round-2 but not reported at the
allotted Institute, he/she can exit with Forfeiture of Fees i.e. the Refundable
Security Fee will be forfeited. However, once the candidate joins a seat allotted in
2ndRound (of AIQ/ Deemed University) he/she will not be eligible for exiting
the seat and not eligible for any other round of Counseling including State
Counseling. The names of such candidates who have joined in Round-2 of AIQ/
Deemed/ Central Universities will be circulated to all state counseling authorities for
prohibiting them to participate in any other counseling.

The above rule is due to the direction of Hon’ble Supreme Court in Dar-Us- Slam
case.

Q. No. 53: Who are eligible for “Exit with Forfeiture” option in Round-2 & Mop Up
Round?

Ans: Candidates who have been allotted a seat in Round-2/ Mop Up Round but do
not report at the allotted college may Exit with Forfeiture. (i.e. The refundable
Security fee will not be refunded in such a case). However, such candidates can
still participate in Mop Up Round after doing Fresh Registration.
Q. No. 54: What will happen to the All India Quota seats of Central Universities/
National Institutes / Deemed University remaining vacant after the second round of
All India Quota Counseling?

Ans: Seats of Central Universities remaining vacant after the second round of All
India Quota Counseling will be considered in the mop-up round of the counseling
conducted by AACCC.

Q. No. 55: How much money will be deducted as Transaction fee for Upgrading
to next round or for Resignation?

Ans: Candidates are advised to contact college authorities regarding Transaction


fee/ other related fees before joining the college as AACCC would not be
responsible for any Refund related issues.

Q. No. 56: What will be the eligibility criteria for 50% Institutional seats of Central
Universities which is being conducted by AACCC?
Ans: The eligibility conditions of the 50% Institutional Quota of the Central Universities
will be as per the eligibility given by the respective institutions at the time of counseling
and the information will be put on AACCC website. For additional information please
contact the concerned University.

REFUND INFORMATION CLAUSE
FAQ’s regarding Refund Issues:

Q.No. 57: When will the Refundable security amount be refunded if I am eligible as
per Refund Policy?
Ans. Refund will be initiated only after completion of all rounds of Counseling.

Q.No. 58: When and where this Security amount will be refunded?
Ans: (a) Security amount will be refunded only after 15 days from the date of publication
of refund details by AACCCC in their web-site www.aaccc.nic.in .

(b) The security amount will be refunded to the same account from where the security
amount was initially deposited by the candidate. E.g. If the security amount was
deposited through Card #1234XXXXXXXX5678, then the refund will go to Card
#1234XXXXXXXX5678 only. If the security amount was deposited from account #
123456789012 of State Bank of India ISF CodeSBIN0003567 then the refund will go to then
the refund will go to # 123456789012 of State Bank of India ISF Code SBIN0003567 only.

(c) Hence the candidate should keep their card/bank account active till refund process is
completed.

Q.No. 59: If the security deposit is remitted through unrelated card/bank account can
the candidate request for refund to different card/bank account?
Ans: NO, the security deposit will be refunded only to the account from where the
security deposit was initially deposited. The candidates are advised to not to use
unrelated card/bank accounts for remitting security deposit. AACCC will not entertain
such requests.

Q.No. 60: What happens if the candidate, by mistake, makes more than one payment
for the same Roll?
Ans: Candidate can approach the Financial Custodian after 15 days of closing of
Registration Window. The Financial custodian will refund the excess payment, if any,
within 30 days of receipt request from the candidate. The Financial Custodian will
deduct, towards their Admn. Expenses, 50% of the Registration Fee or Rs.500/-
whichever is less from the excess payment refund.

Q.No. 61: Do I have to request the Financial Custodian to refund the security amount?
What is the schedule for refund of security amount?
Ans:

(a) NO. Candidate need not approach the Financial Custodian for refund of
security amount.
(b) The AACCC will publish the list of candidates who are eligible for the
refund of security amount in the website of AACC www.aaccc.gov.in as and
when the counseling is completed. (Once all rounds of counseling are
completed). The Financial Custodian will complete the refund of security
amount within 20 working days of publishing the eligible list in the AACCC
Website.
(c) Once the Financial Custodian completes the refund, AACCC will publish
the refund details along with refund date & transaction# in the website of
AACCC www.aaccc.in .The refund will be credited, depending upon the
level of digitalization of candidate’s bank, to the candidates account
between 02 to 15 days from the date of refund by Financial Custodian.

Q.No. 62: Can candidate initiate refund proceedings through chargeback claim
through the card Issuing bank?
Ans: No, Candidates who have been allotted Roll # should not initiate refund
proceedings through charge back claim through the card issuing bank. If the chargeback
claim is initiated, the Financial Custodian will not be in a position to initiate direct refund
and refund of security amount will be delayed.

Q.No. 63: Who is the Financial Custodian?


Ans: HLL Life care Ltd, a Govt. of India Undertaking under Ministry of Health and
Family Welfare is the Financial Custodian. They will, on behalf of AACCC, collect non-
refundable Registration Fees and refundable security amount from the candidates and
refund the security amount, on the advice of AACCC, to the candidates.

Q.No. 64: How to contact the Financial Custodian?


Ans:

(a) The Financial Custodian can be contacted through mail

to the mails through mail id registered in the application form.
(b) Direct queries to AACCC regarding payment /refund will not be
entertained.
(c) Financial custodian will entertain only payment and refund related queries

Q.No. 65: Will AACCC bear the bank charges incurred by the candidate while
registering for counseling?
Ans: NO, Bank Charges if any, incurred by the candidate should be borne by them only.
Q.No. 66: Will the AACCC pay interest in the refundable security amount?
Ans. NO. AACCC will not pay interest on the refundable security amount.

Q.No. 67: Can candidate remit the Registration Fee and Security Deposit from NRI
Account.
Ans: NO, since AACCC cannot, as per Reserve Bank of India (RBI) Rules, refund
security deposit to NRI Account. If the candidate wants to use the funds available in his/
her NRI Account for registering for counseling, he/ she has to first transfer funds from
NRI Account to NRO Account and from NRO Account to AACCC. The refund from
AACCC will be credited to NRO Account only.

Q.No. 68: If the candidate does not get payment confirmation from payment gateway
provider, whom he/she should approach for payment confirmation?

Ans: The candidate should approach the Financial Custodian who will respond within 5
bank working days of closing of Registration window.

New Delhi, the 24th July, 2019
F. No. 4-90/2018-P.G. Regulation (Ayurved).—In exercise of the powers conferred by clauses (i), (j) and (k)
of sub-section (1) of section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970), the Central Council of
Indian Medicine, with the previous sanction of the Central Government, hereby makes the following regulations further
to amend the Indian Medicine Central Council (Post Graduate Ayurveda Education) Regulations, 2016, namely: -
1. Short title, commencement and application.—(1) These regulations may be called the Indian Medicine Central
Council (Post Graduate Ayurveda Education) Amendment Regulations, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
(3) These regulations shall apply to students who shall be admitted for post-graduate course from the commencement of
the academic session (2019-2020).
2. In the Indian Medicine Central Council (Post Graduate Ayurveda Education) Regulations, 2016, (hereinafter referred
to as said regulations), in regulation 8, in sub-regulation (2),-
(a) in clause (iv), the following proviso shall be inserted, namely:-
“Provided that-
(a) the all India quota for admission in the Government and Private Deemed Universities shall be hundred per cent.;
(b) those Universities and Institutes which are already having more than fifteen per cent. all India quota seats shall
continue to maintain that quota;
(c) five per cent. of the annual sanctioned intake capacity in Government or Government-aided Institutions shall be
filled up by candidates with benchmark disabilities in accordance with the provisions of the Rights of Persons
with Disabilities Act, 2016 (49 of 2016), based on the merit list of ‘All India AYUSH Post Graduate Entrance
Test (AIA-PGET). In respect of such candidates with benchmark disabilities the minimum marks shall be at 45th
percentile for General Category and 40th percentile for Schedule Castes, Schedule Tribes and Other Backward
classes.
Explanation.-For the purposes of this clause, the “Specified Disability” contained in the Schedule to the Rights
of Persons with Disabilities Act, 2016(49 of 2016) is specified in Appendix ‘A’ annexed to these regulations
and the eligibility of candidates to pursue a course in Indian systems of medicine with specified disability shall
be in accordance with the guidelines specified in Appendix ‘B’ to these regulations, and if the seats reserved for
the persons with disabilities in a particular category remain unfilled on account of unavailability of candidates,
the seats shall be included in the annual sanctioned seats for the respective category.”;
(b) for clause (v), the following clause shall be substituted, namely:-
“(v) The designated authority for counseling of States and Union territories quota for admissions to post-graduate
course in all Ayurveda educational institutions in the States and Union territories including institutions established
by the State Government, University, Trust, Society, Minority Institution, Corporation or Company shall be the
respective State or Union territory in accordance with the relevant rules and regulations of the concerned State or
Union territory Government, as the case may be.”;

(c) for clause (vi), the following clause shall be substituted, namely:-
“ (vi) The counseling for all admissions to post-graduate course for seats under the all India quota as well as for all
Ayurveda educational institutions established by the Central Government and all Deemed Universities both
Government and private shall be conducted by the authority designated by the Central Government.”.
3. In the said regulations, after regulation 20, the following Appendixes shall be inserted, namely:-
“Appendix “A”

SCHEDULE relating to “SPECIFIED DISABILITY” referred to in clause (zc) of section 2 of the Rights of Persons with
Disabilities Act, 2016(49 of 2016), provides as under:-
1. Physical disability.—
A. Loco motor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both), including—
(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest
deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in
normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly
after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4feet 10 inches (147 centimeters) or
less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the
human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents
them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle
weakness, defects in muscle proteins, and the death of muscle cells and tissue; (e) "acid attack victims" means a person
disfigured due to violent assaults by throwing of acid or similar corrosive substance.
B. Visual impairment—
(a) "blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200(Snellen) in the better eye with best
possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to10 degree.
C. Hearing impairment –
(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;
(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;
D. "speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or
aphasia affecting one or more components of speech and language due to organic or neurological causes.
2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning (reasoning,
learning, problem solving) and in adaptive behavior which covers a range of every day, social and practical skills,
including—

(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing
language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do
mathematic calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia,
dyspraxia and developmental aphasia;
(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life
that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently
associated with unusual or stereotypical rituals or behaviours.
3. Mental behaviour,— "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands
of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person,
specially characterized by sub normality of intelligence.
4. Disability caused due to—
(a) chronic neurological conditions, such as—
(i) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around the axons of
nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in
the brain and spinal cord to communicate with each other;
(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor, muscular rigidity, and
slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal
ganglia of the brain and a deficiency of the neurotransmitter dopamine.
(b) Blood disorder—
(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male
children, characterized by loss or impairment of the normal clotting ability of blood so that a minor would may result in
fatal bleeding;
(ii) "thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of haemoglobin.
(iii) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and various
complications due to associated tissue and organ damage;"hemolytic" refers to the destruction of the cell membrane of
red blood cells resulting in the release of hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a
condition in which a person may have combination of hearing and visual impairments causing severe communication,
developmental, and educational problems.
6. Any other category as may be notified by the Central Government.

1. The “Certificate of Disability” shall be issued in accordance with the Rights of Persons with Disabilities Rules,
2017,published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i),vide number G.S.R. 591 (E),
dated the 15th June, 2017.
2. The extent of “specified disability” in a person shall be assessed in accordance with the “guidelines for the purpose of
assessing the extent of specified disability in a person included under the Rights of Persons with Disabilities Act,
2016 (49 of 2016)”, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number
S.O. 76 (E), dated the 4thJanuary, 2018.
3. The minimum degree of disability should be 40% (Benchmark Disability) in order to be eligible for availing
reservation for persons with specified disability.
4. The term ‘Persons with Disabilities’ (PwD) is to be used instead of the term ‘Physically Handicapped’ (PH).

F. No. 11-77/2018-Unani (P.G. Regulation).—In exercise of the powers conferred by clauses (i), (j) and (k) of
sub-section (1) of section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970), the Central Council of
Indian Medicine, with the previous sanction of the Central Government, hereby makes the following regulations further
to amend the Indian Medicine Central Council (Post-Graduate Unani Medical Education) Regulations, 2016, namely: -
1. Short title, commencement and application.—(1) These regulations may be called the Indian Medicine Central
Council (Post-Graduate Unani Medical Education) Amendment Regulations, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
(3) These regulations shall apply to students who shall be admitted for post-graduate course from the commencement of
the academic session (2019-2020).
2. In the Indian Medicine Central Council (Post-Graduate Unani Medical Education) Regulations, 2016, (hereinafter
referred to as said regulations), in regulation 8, in sub-regulation (1),-
(a) in clause (v), the following proviso shall be inserted, namely:-
“Provided that-
(a) the all India quota for admission in the Government and Private Deemed Universities shall be hundred per cent.;
(b) those Universities and Institutes which are already having more than fifteen per cent. all India quota seats shall
continue to maintain that quota;
(c) five per cent. of the annual sanctioned intake capacity in Government or Government-aided Institutions shall be
filled up by candidates with benchmark disabilities in accordance with the provisions of the Rights of Persons
with Disabilities Act, 2016 (49 of 2016), based on the merit list of ‘All India AYUSH Post Graduate Entrance
Test (AIA-PGET). In respect of such candidates with benchmark disabilities the minimum marks shall be at 45th
percentile for General Category and 40th percentile for Schedule Castes, Schedule Tribes and Other Backward
classes.
Explanation.-For the purposes of this clause, the “Specified Disability” contained in the Schedule to the Rights
of Persons with Disabilities Act, 2016 (49 of 2016) is specified in Appendix ‘A’ annexed to these regulations
and the eligibility of candidates to pursue a course in Indian systems of medicine with specified disability shall
be in accordance with the guidelines specified in Appendix ‘B’ to these regulations, and if the seats reserved for
the persons with disabilities in a particular category remain unfilled on account of unavailability of candidates,
the seats shall be included in the annual sanctioned seats for the respective category.”;

(b) for clause (vi), the following clause shall be substituted, namely:-
“(vi) The designated authority for counseling of States and Union territories quota for admissions to post-
graduate course in all Unani educational institutions in the States and Union territories including institutions
established by the State Government, University, Trust, Society, Minority Institution, Corporation or Company
shall be the respective State or Union territory in accordance with the relevant rules and regulations of the
concerned State or Union territory Government, as the case may be.”;
(c) for clause (vii), the following clause shall be substituted, namely:-
“(vii) The counseling for all admissions to post-graduate course for seats under the all India quota as well as for
all Unani educational institutions established by the Central Government and all Deemed Universities both
Government and private shall be conducted by the authority designated by the Central Government.”.
3. In the said regulations, after regulation 20, the following Appendixes shall be inserted, namely:-

SCHEDULE relating to “SPECIFIED DISABILITY” referred to in clause (zc) of section 2 of the Rights of Persons with
Disabilities Act, 2016(49 of 2016), provides as under:-
1. Physical disability.—
A. Loco motor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both), including—
(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest
deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in
normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly
after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4feet 10 inches (147 centimeters) or
less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the
human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents
them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle
weakness, defects in muscle proteins, and the death of muscle cells and tissue; (e) "acid attack victims" means a person
disfigured due to violent assaults by throwing of acid or similar corrosive substance.
B. Visual impairment—
(a) "blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200(Snellen) in the better eye with best
possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to10 degree.
C. Hearing impairment –
(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;
(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;

D. "speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or
aphasia affecting one or more components of speech and language due to organic or neurological causes.
2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning (reasoning,
learning, problem solving) and in adaptive behavior which covers a range of every day, social and practical skills,
including—
(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing
language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do
mathematic calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia,
dyspraxia and developmental aphasia;
(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life
that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently
associated with unusual or stereotypical rituals or behaviours.
3. Mental behaviour,— "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands
of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person,
specially characterized by sub normality of intelligence.
4. Disability caused due to—
(a) chronic neurological conditions, such as—
(i) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around the axons of
nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in
the brain and spinal cord to communicate with each other;
(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor, muscular rigidity, and
slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal
ganglia of the brain and a deficiency of the neurotransmitter dopamine.
(b) Blood disorder—
(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male
children, characterized by loss or impairment of the normal clotting ability of blood so that a minor would may result in
fatal bleeding;
(ii) "thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of haemoglobin.
(iii) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and various
complications due to associated tissue and organ damage;"hemolytic" refers to the destruction of the cell membrane of
red blood cells resulting in the release of hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a
condition in which a person may have combination of hearing and visual impairments causing severe communication,
developmental, and educational problems.
6. Any other category as may be notified by the Central Government.

Guidelines regarding admission of students, with “Specified Disabilities” under the Rights of Persons with
Disabilities Act, 2016 (49 of 2016), in Post Graduate course in Ayurveda
1. The “Certificate of Disability” shall be issued in accordance with the Rights of Persons with Disabilities Rules,
2017, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R.
591 (E), dated the 15th June, 2017.
2. The extent of “specified disability” in a person shall be assessed in accordance with the “guidelines for the
purpose of assessing the extent of specified disability in a person included under the Rights of Persons with
Disabilities Act, 2016 (49 of 2016)”, published in the Gazette of India, Extraordinary, Part II, Section 3,
Sub-section (ii), vide number S.O. 76 (E), dated the 4thJanuary, 2018.
3. The minimum degree of disability should be 40% (Benchmark Disability) in order to be eligible for availing
reservation for persons with specified disability.
4. The term ‘Persons with Disabilities’ (PwD) is to be used instead of the term ‘Physically Handicapped’ (PH).

F. No. 18-12/2018 Siddha (Syllabus PG).—In exercise of the powers conferred by clauses (i), (j) and (k) of
sub-section (1) of section 36 of the Indian Medicine Central Council Act, 1970 (48 of 1970), the Central Council of
Indian Medicine, with the previous sanction of the Central Government, hereby makes the following regulations further
to amend the Indian Medicine Central Council (Post-graduate Siddha Education) Regulations, 2016, namely:—

1. Short title, commencement and application.—(1) These regulations may be called the Indian Medicine Central
Council (Post-graduate Siddha Education) Amendment Regulations, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.

(3) These regulations shall apply to students who shall be admitted for post-graduate course from the commencement of
the academic session (2019-2020).

2. In the Indian Medicine Central Council (Post-graduate Siddha Education) Regulations, 2016, (hereinafter referred to as
said regulations), in regulation 8, in sub-regulation (2),-

(a) in clause (iv), the following proviso shall be inserted, namely:-

“Provided that-

(a) the all India quota for admission in the Government and Private Deemed Universities shall be hundred per cent.;

(b) those Universities and Institutes which are already having more than fifteen per cent. all India quota seats shall
continue to maintain that quota;

(c) five per cent. of the annual sanctioned intake capacity in Government or Government-aided Institutions shall be
filled up by candidates with benchmark disabilities in accordance with the provisions of the Rights of Persons
with Disabilities Act, 2016 (49 of 2016), based on the merit list of ‘All India AYUSH Post Graduate Entrance
Test (AIA-PGET). In respect of such candidates with benchmark disabilities the minimum marks shall be at 45th
percentile for General Category and 40th percentile for Schedule Castes, Schedule Tribes and Other Backward
classes.

Explanation.-For the purposes of this clause, the “Specified Disability” contained in the Schedule to the Rights
of Persons with Disabilities Act, 2016 (49 of 2016) is specified in Appendix ‘A’ annexed to these regulations
and the eligibility of candidates to pursue a course in Indian systems of medicine with specified disability shall
be in accordance with the guidelines specified in Appendix ‘B’ to these regulations, and if the seats reserved
for the persons with disabilities in a particular category remain unfilled on account of unavailability of
candidates, the seats shall be included in the annual sanctioned seats for the respective category.”;

(b) for clause (v), the following clause shall be substituted, namely:-

“(v) The designated authority for counseling of States and Union territories quota for admissions to post-graduate
course in all Siddha educational institutions in the States and Union territories including institutions established by
the State Government, University, Trust, Society, Minority Institution, Corporation or Company shall be the
respective State or Union territory in accordance with the relevant rules and regulations of the concerned State or
Union Territory Government, as the case may be.”;

(c) for clause (vi), the following clause shall be substituted, namely:-
“ (vi) The counseling for all admissions to post-graduate course for seats under the all India quota as well as for all
Siddha educational institutions established by the Central Government and all Deemed Universities both
Government and private shall be conducted by the authority designated by the Central Government.”.
3. In the said regulations, after regulation 20, the following Appendixes shall be inserted, namely:-

SCHEDULE relating to “SPECIFIED DISABILITY” referred to in clause (zc) of section 2 of the Rights of Persons with
Disabilities Act, 2016(49 of 2016), provides as under:-
1. Physical disability.—
A. Loco motor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both), including—
(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest
deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in
normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly
after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4feet 10 inches (147 centimeters) or
less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the
human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents
them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle
weakness, defects in muscle proteins, and the death of muscle cells and tissue; (e) "acid attack victims" means a person
disfigured due to violent assaults by throwing of acid or similar corrosive substance.
B. Visual impairment—
(a) "blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200(Snellen) in the better eye with best
possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to10 degree.
C. Hearing impairment -
(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;
(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;
D. "speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or
aphasia affecting one or more components of speech and language due to organic or neurological causes.
2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning (reasoning,
learning, problem solving) and in adaptive behavior which covers a range of every day, social and practical skills,
including—

(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing
language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do
mathematic calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia,
dyspraxia and developmental aphasia;
(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life
that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently
associated with unusual or stereotypical rituals or behaviours.
3. Mental behaviour,— "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands
of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person,
specially characterized by sub normality of intelligence.
4. Disability caused due to—
(a) chronic neurological conditions, such as—
(i) "multiple sclerosis" means an inflammatory, nervous system disease in which the myelin sheaths around the axons of
nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in
the brain and spinal cord to communicate with each other;
(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor, muscular rigidity, and
slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal
ganglia of the brain and a deficiency of the neurotransmitter dopamine.
(b) Blood disorder—
(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male
children, characterized by loss or impairment of the normal clotting ability of blood so that a minor would may result in
fatal bleeding;
(ii) "thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of haemoglobin.
(iii) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and various
complications due to associated tissue and organ damage;"hemolytic" refers to the destruction of the cell membrane of
red blood cells resulting in the release of hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a
condition in which a person may have combination of hearing and visual impairments causing severe communication,
developmental, and educational problems.
6. Any other category as may be notified by the Central Government.

Guidelines regarding admission of students, with “Specified Disabilities” under the Rights of Persons with
Disabilities Act, 2016 (49 of 2016), in Post Graduate course in Siddha
1. The “Certificate of Disability” shall be issued in accordance with the Rights of Persons with Disabilities Rules, 2017,
published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 591 (E), dated
the 15th June, 2017.
2. The extent of “specified disability” in a person shall be assessed in accordance with the “guidelines for the purpose of
assessing the extent of specified disability in a person included under the Rights of Persons with Disabilities Act,
2016 (49 of 2016)”, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number
S.O. 76 (E), dated the 4thJanuary, 2018.
3. The minimum degree of disability should be 40% (Benchmark Disability) in order to be eligible for availing
reservation for persons with specified disability.
4. The term ‘Persons with Disabilities’ (PwD) is to be used instead of the term ‘Physically Handicapped’ (PH).

NOTIFICATION
New Delhi, the 2nd August, 2019
No. 12-11/2010-CCH(Pt.II)(1).—In exercise of the powers conferred by clauses (i), (j) and (k) of sub-section
(1) of section 33 read with sub-section (1) of section 20 of the Homoeopathy Central Council Act, 1973 (59 of 1973), the
Central Council of Homoeopathy, with the previous sanction of the Central Government, hereby makes the following
regulations further to amend the Homoeopathy (Post Graduate Degree Course) M.D.(Hom.) Regulations, 1989,
namely:—
1. (1) These regulations may be called the Homoeopathy (Post Graduate Degree Course) M.D.(Hom.) Second
Amendment Regulations, 2019.

(2) They shall come into force on the date of their publication in the Official Gazette.
(3) These regulations shall apply to students who shall be admitted for M.D.(Hom.) course from the
commencement of the academic session 2019-2020.
2. In the Homoeopathy (Post Graduate Degree Course) M.D.(Hom.) Regulations, 1989, (hereinafter referred to as
said regulations), in regulation 4, in sub-regulation (2), in clause (ii), after sub-clause (b), the following sub-
clause shall be inserted, namely:-
“(c) Five percent of the annual sanctioned intake capacity in Government or Government aided higher
educational institutions shall be filled up by candidates with benchmark disabilities in accordance with
the provisions of the Rights of Persons with Disabilities Act, 2016 (49 0f 2016), based on the merit list
of ‘All India AYUSH Post Graduate Entrance Test (AIA-PGET)’. For this purpose, the “Specified

Disability” contained in the Schedule to the Rights of Persons with Disabilities Act, 2016 (49 of 2016)
is annexed in Annexure ‘I’ and the eligibility of candidates to pursue a course in homoeopathic
medicine with specified disability shall be in accordance with Annexure ‘II’. If the seats reserved for
the persons with disabilities in a particular category remain unfilled on account of unavailability of
candidates, the seats shall be included in the annual sanctioned seats for the respective Category.”
3. In the said regulations, after Regulation 13, the following Annexure shall be inserted, namely:-
“Annexure “I”

A SCHEDULE is annexed regarding, “SPECIFIED DISABILITY” clause (zc) of section 2 of the Rights of Persons
with Disabilities Act, 2016 (49 of 2016), that states as under,
1. Physical disability
A. Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and
objects resulting from affliction of musculoskeletal or nervous system or both), including—
(a) "leprosy cured person" means a person who has been cured of leprosy but is suffering from—
(i) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest
deformity;
(ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in
normal economic activity;
(iii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful
occupation, and the expression "leprosy cured" shall construed accordingly;
(b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle
coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly
after birth;
(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4feet 10 inches (147 centimeters) or
less;
(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the
human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents
them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle
weakness, defects in muscle proteins, and the death of muscle cells and tissue;
(e) "acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive
substance.
B. Visual impairment—
(a) "blindness" means a condition where a person has any of the following conditions, after best correction—
(i) total absence of sight; or
(ii) visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; or
(iii) limitation of the field of vision subtending an angle of less than 10 degree.
(b) "low-vision" means a condition where a person has any of the following conditions, namely:—
(i) visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200(Snellen) in the better eye with best
possible corrections; or
(ii) limitation of the field of vision subtending an angle of less than 40 degree up to10 degree.
C. Hearing impairment -
(a) "deaf" means persons having 70 DB hearing loss in speech frequencies in both ears;
(b) "hard of hearing" means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears;

D. "speech and language disability" means a permanent disability arising out of conditions such as laryngectomy or
aphasia affecting one or more components of speech and language due to organic or neurological causes.
2. Intellectual disability, a condition characterized by significant limitation both in intellectual functioning (reasoning,
learning, problem solving) and in adaptive behavior which covers a range of every day, social and practical skills,
including—
(a) "specific learning disabilities" means a heterogeneous group of conditions wherein there is a deficit in processing
language, spoken or written, that may manifest itself as a difficulty to comprehend, speak, read, write, spell, or to do
mathematical calculations and includes such conditions as perceptual disabilities, dyslexia, dysgraphia, dyscalculia,
dyspraxia and developmental aphasia;
(b) "autism spectrum disorder" means a neuro-developmental condition typically appearing in the first three years of life
that significantly affects a person's ability to communicate, understand relationships and relate to others, and is frequently
associated with unusual or stereotypical rituals or behaviours.
3. Mental behaviour,— "mental illness" means a substantial disorder of thinking, mood, perception, orientation or
memory that grossly impairs judgment, behaviour, capacity to recognize reality or ability to meet the ordinary demands
of life, but does not include retardation which is a condition of arrested or incomplete development of mind of a person,
specially characterized by sub-normality of intelligence.
4. Disability caused due to—
(a) chronic neurological conditions, such as—
(i) "multiple sclerosis" means an inflammatory, nervous system disease in which themyelin sheaths around the axons of
nerve cells of the brain and spinal cord are damaged, leading to demyelination and affecting the ability of nerve cells in
the brain and spinal cord to communicate with each other;
(ii) "parkinson's disease" means a progressive disease of the nervous system marked by tremor, muscular rigidity, and
slow, imprecise movement, chiefly affecting middle-aged and elderly people associated with degeneration of the basal
ganglia of the brain and a deficiency of the neurotransmitter dopamine.
(b) Blood disorder—
(i) "haemophilia" means an inheritable disease, usually affecting only male but transmitted by women to their male
children, characterized by loss or impairment of the normal clotting ability of blood so that a minor would may result in
fatal bleeding;
(ii) "thalassemia" means a group of inherited disorders characterized by reduced or absent amounts of haemoglobin.
(iii) "sickle cell disease" means a hemolytic disorder characterized by chronic anemia, painful events, and various
complications due to associated tissue and organ damage;"hemolytic" refers to the destruction of the cell membrane of
red blood cells resulting in the release of hemoglobin.
5. Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness which means a
condition in which a person may have combination of hearing and visual impairments causing severe communication,
developmental, and educational problems.
6. Any other category as may be notified by the Central Government.
Note: Any amendment to the Schedule to the Rights of Persons with Disabilities Act, 2016(49 of 2016), shall
consequently stand amended in the above Schedule.

Guidelines regarding admission of students with “Specified Disabilities” under the Rights of Persons with
Disabilities Act, 2016 (49 of 2016) with respect to admission in Postgraduate Courses in Homoeopathic Medicine
Note 1. The “Certificate of Disability” shall be issued in accordance with the Rights of Persons with Disabilities
Rules,2017 notified in the Gazette of India by the Ministry of Social Justice and Empowerment [Department of
Empowerment of Persons with Disabilities (Divyangjan)] on 15thJune 2017.
2. The extent of “specified disability” in a person shall be assessed in accordance with the “Guidelines for the purpose of
assessing the extent of specified disability in a person included under the Rights of Persons with Disabilities Act,

2016(49 of 2016)” notified in the Gazette of India by the Ministry of Social Justice and Empowerment [Department of
Empowerment of Persons with Disabilities (Divyangjan)] on 4thJanuary 2018.
3. The minimum degree of disability should be 40% (Benchmark Disability) in order to be eligible for availing
reservation for persons with specified disability.
4. The term ‘Persons with Disabilities’ (PwD) is to be used instead of the term ‘Physically Handicapped’ (PH)
