Users Guide for ECC Applicants

Please take a moment to read the instructions below before using the ECC Online
Application System.
This document includes the following:

A. Registration
1. From the default page, click the ‘Continue’ button to open the login page

2. From the login page, click the ‘Sign-up Now’ link.

3. Review the Terms and Conditions and tick the checkbox


4. Click the ‘Continue’ button
5. Provide the Business and user information
6. Select the scanned copy the required attachment by clicking the ‘Browse’
button. The system accepts PDF file only with size not be larger than One (1)
Megabyte.
7. Review the information and click the ‘Register Now’ button. You will be
automatically logged in once successfully registered as shown below:

B. Preparing an ECC Application


1. Login to the system
2. From the menu, click ‘New Application’
3. Follow the instructions in each step
4. In Step 2, type in the keyword in the textbox for the project type. In this
case ‘water’
5. Click the Search icon.
6. Locate the appropriate category/specific type from the list.
7. Provide the actual project size (capacity) in the corresponding box based
on the parameter. Numbers and period only are acceptable. Do not
include comma and spaces.
8. Click the Arrow (select) icon.
9. Follow the instruction in the next steps
10. In Step 4, you have to add first the area type before you can add the
coordinates. Pad trailing and leading spaces for longitude and latitude with
‘0’. You can click on the ‘map’ icon to view the geo-area in using google map.
11. Follow the instruction in the next steps
12. In Step 6, the system will generate the downloadable documents for you
to fill up and notarize.
13. Click the title to download the PDF file.
14. Click the ‘Next’ button to view the list of the requirements.
C. Submission of ECC Application
Once you have notarized the checklist and prepared the scanned copies of all
requirements, please follow the steps below to resume the pending application:
1. Click the ‘For Action’ from the menu
2. Locate the Pending Application from the list and select the corresponding
Arrow (Select) icon.

3. Navigate to pages by clicking the ‘Next’ button until you will arrive at
Step 7 where you can upload the scanned copy of the documents.

4. Click the Browse Button to select the file then click the Blue Arrow icon
to upload the document. The system accepts only pdf file not larger than
10 Megabyte. Attach file to all requirements except for the ‘Others
(Optional)’. You can view the uploaded file by clicking the description.
5. Click the ‘Next’ button once all files were attached.
6. Click ‘Next’ button to confirm submission.
D. Verifying Status of ECC Application
Once your application is submitted, you can verify its status and location by
clicking the ‘ECC Applications’ from the menu. Sample page shown below:

E. Application for Action


There are instances that the application may be returned to you for additional
information or for the notarization of ECC. In this case, the application requires
appropriate action on your part.
1. From the menu, click ‘For Action’

2. Locate the Application and click the corresponding ‘Select’ icon to open
application action page as shown below:
3. Select from the list of the required document
4. Click the browse button to select the pdf copy of the document.
Remember, pdf file size should not be larger than 10Megabytes.
5. Click the blue ‘Upload’ icon
6. Provide Remarks
7. Click the ‘Return’ button

F. Downloading the Decision Document (ECC/Denial Letter)


Once the application is approved by the Regional Director, you can now
download the electronic ECC. Please follow the instruction below:
1. From ‘For Action’ from the menu

2. Locate the approved application and click the corresponding ‘Select’ icon
3. Click the Recent Activity Status to download the ECC as shown in the
image.
G. Uploading of the Notarized ECC
The notarized ECC shall be submitted to EMB to complete the process. Follow
the steps below:
1. From ‘For Action’ from the menu

2. Locate the approved application and click the corresponding ‘Select’ icon
to open the action page as shown below:
3. Select ‘Notarized’ ECC from the list and browser for the pdf copy of the
document.
4. Click the upload icon
5. Add Remarks.
6. Click the ‘Return’ button

H. Changing Password
For security purposes, it is recommended that you change your password
periodically. Follow the steps below:
1. Hover your mouse over the Welcome menu located at the right top
portion of the page as shown below:

2. Click the ‘Account Information’


3. Provide the current and new password
4. Click ‘Change’ button
