Preliminary report
A preliminary report is an evaluation that discusses in depth, the findings on a particular
specimen/subject. Data is gathered from the subject in order to make a determination. A
preliminary report is not the final results on a subject but rather an analysis.

Step 1

Write an introduction, giving an overview of your subject.

The project is about a car rental application whereby everyone over the age of 18 is able to
rent a car more especially if they meet our minimum requirements. The user will log in and fill
the form, check which car they want to rent, select the payment method then therefore we
can be able to assist them.

Step 2

Discuss your research methods by including any interviews or samples.

Questionnaires

What do I need to hire a car?

To book your car, all you need is a credit or debit card. When you pick the car up, you'll need:

 Your voucher, to show that you've paid for the car.

 The main driver's credit / debit card, with enough available funds for the car's deposit.
 Each driver's full, valid driving license, which they've held for at least 12 months (often 24).
 Your passport and any other ID the car hire company needs to see.

How much does it cost to rent a car?

The average cost to rent a car can vary dramatically depending on duration, date, discounts,
loyalty programs and location. Look for rental deals without hidden fees by checking online
discount sites and the company’s website.

4
How old do I have to be to rent a car?

For most car hire companies, the age requirement is between 21 and 70 years old. If you're
under 25 or over 70, you might have to pay an additional fee.

Can I book a hire car for someone else?

Yes, as long as they meet these requirements. Just fill in their details while you're making the
reservations.
How do I find the cheapest car hire deal?

We work with all the major international car hire brands (and lots of smaller local companies)
to bring you a huge choice of cars at the very best prices. That's how we can find you cheap car
hire deals at over 60,000 locations worldwide. To compare prices and find your ideal car at an
unbeatable price, just use our search form.

What should I look for when I'm choosing a car?

 Space: You'll enjoy your rental far more if you choose a car with plenty of room for your
passengers and luggage.
 Fuel policy: Not planning on driving much? A Full to Full fuel policy can save you a lot of
money.
 Location: You can't beat an 'on-airport' pick-up for convenience, but an 'off-airport' pick-up
with a shuttle bus can be much cheaper.

Are all fees included in the rental price?

The vast majority of our rentals include Theft Protection, Collision Damage Waiver (CDW), local
taxes, airport surcharges and any road fees. You'll pay for any ‘extras' when you pick your car
up, along with any young driver, additional driver or one-way fees – but we'll explain any
additional costs before you book your car (and taking your own child seats or GPS can be an
easy way to reduce your costs). For more details on what's included, just check the Terms
&Conditions of any car you're looking at.

Step 3

Discuss any results, new information and questions raised or found during the investigation.

5
 Long-term rates: Many companies offer a deep discount on the daily rate when you rent a
vehicle for a week or more. Always ask about weekly rentals, since the cost of a weekly may be
less than a five-day rental. Holidays and special event weekends may not be included.
 Programs and discounts: Companies that have loyalty programs may offer special promotions
or have discounted rates for those employed by partner companies. Ask about employee
discounts, convention rates, group pricing and other discount programs before confirming a
rental.
 Weekday pricing: The price of a rental car often goes up over the weekend. If any of the rental
days are weekdays, be sure to ask about special weekday rates. Check company websites for
the best rates.
 Hourly: Drive cars by the hour or day. Car share programs include gas and insurance and usually
have a membership fee. Each location has different rates.
 By-the-ride: Fare estimators are on the app for each service, giving you the most accurate fare
estimates directly to your location. Beware of surge pricing before you agree to the ride.

What are car rental fees?

When driving a rental car, tolls, gas, parking violations and other fees are the responsibility of
the driver, which can add to the total cost. Some rental companies allow renters to prepay
expected costs.

 Prepaid tolls: Prepaying toll costs allows drivers to take express lanes and avoid backups on
highways, toll roads, over bridges or through tunnels. Some rental car agencies offer a
statewide pass for toll lanes and will bill your credit card upon return.
 Prepaid gas: Every rental car comes with a full tank of gas, but it's the renter's responsibility to
return the vehicle with an equally full tank. Customers who won't have the time to refuel
before dropping off a rental can prepay the fuel fee when picking up the car. Some companies
will offer a partial refund if a minimal amount of fuel is used and you have prepaid for the full
tank of gasoline. Ask before you purchase the prepaid fuel plan.
 Company refuel: This service is similar to prepaid gas except the fee is paid when dropping off
the rental. This fee is typically higher than the per gallon fee available at gas stations.
 Violations and Fees: Parking tickets, parking garages and other fees associated with your rental
are solely the renter’s responsibility.

6
Feasibility Study

Preliminary investigation examine project feasibility, the likelihood the system will be useful to
the organization. The main objective of the feasibility study is to test the Technical, Operational
and Economic feasibility for adding new modules and debugging old running system. All car
rental system is feasibility study portion of preliminary investigation:

 Technical Feasibility
 Operational feasibility
 Economic feasibility

Technical feasibility of car rental system project

The technical issue usually raised during the feasibility stage of the investigation includes the
following:

 Does the necessary technology exist to do what is suggested?

 Does the proposed equipment’s have the technical capacity to hold the data required to
use the new system?
 Will the proposed system provide adequate response to inquiries, regardless of the
number or location of users?
 Can the Car rental system systems be upgraded if developed?
 Are there technical guarantees of accuracy, reliability, ease of access and data security

Earlier no Car rental system existed to cater to the need of ‘Secure Infrastructure
Implementation System’. Thus it provides an easy access to the users. The database’s purpose
is to create, establish and maintain a workflow among various entities in order to facilitate all
concerned users in their various capacities and roles. Permission to the users would be granted
based on the roles specified. Therefore it provides the technical guarantee of accuracy,
reliability and security.

We used different tools and technology for the development of this project.

Definitely these tools and technology has fully command and maintenance and development
for this project in today and future in web designing. All tools done different work like HTML
(hypertext markup language) used for built a basic structure of project (Online Car Rental
System), CSS (Cascade Style Sheet) used for the design of this project, JS (Java Script) used for

7
different alerts authentication checking, PHP (Personal Home Page) used for database
connectivity like insert view delete and update the data.

Operational feasibility of car rental system project

Operational feasibility is dependent on human resources available for the project and involves
projecting whether the system will be used if it is developed and implemented.
Operational feasibility is a measure of how well a proposed system solves the problems, and
takes advantage of the opportunities identified during scope definition and how it satisfies the
requirements identified in the requirements analysis phase of system development.
Operational feasibility reviews the willingness of the organization to support the proposed
system. This is probably the most difficult of the feasibilities to gauge. In order to determine
this feasibility, it is important to understand the management commitment to the proposed
project. If the request was initiated by management, it is likely that there is management
support and the system will be accepted and used. However, it is also important that the
employee base will be accepting of the change.
The essential questions that help in testing the operational feasibility of a system include the
following:

Does current mode of operation provide reliable services

· Are the services flexible and expandable?

· Are the current work practices and procedures adequate to support the new system?

· If the system is developed, will it be used?

· Manpower problems

· Labor objections

· Manager Resistance

· Organizational conflicts and policies

8
· Social acceptability

· Government regulations

· Does management support the project?

· Are the users not happy with current business practices?

Economical feasibility of car rental system project

Economic feasibility have more two types.

 Cost Estimation, further two types in which

 One time cost
 Recurring cost

 One Time Cost:

 Before the development of project In which we use
 Laptop
 Operating system
 Application
 Notepad++, Google Chrome, xampp.
 Total cost before development is round about 50000/-
 Recurring Cost:

There are two types of ongoing estimation.

 Operational Cost
 Maintenance Cost

We have our own software and we also have extra tools and technology. If there occurs any
fault in these components then it’s cost round about 10000.

Project plan
The first thing to consider before launching this business is the niche of car rental businesses
you intend to operate. You will have to know the niches available – contract hire and daily hire
et al, and decide which you want to go on. Contract hire is usually for business customers who
hire the vehicles for a set period of time, while daily hire is for individual customers who hire
the vehicles usually for a shorter period of time.

The next thing to consider before launching a car rental business is how to get your fleet of
reliable cars. The options available are outright purchase or leasing; outright purchase is usually
more expensive than leasing. You will also have to decide how many number of cars you intend
to start with, bearing in mind that the higher the number of cars your business owns, the more
earnings your business makes.

The cars have to be well maintained, so that you could enjoy a high turnover. You could decide
to contract the maintenance out, or hire your own maintenance staff, which could prove more
expensive for your start-up business initially.

Publicity and Advertising Strategy

Fast 6® Car Rental Services, Inc. is set to create a standard for car rental services business in
Kempton Park and throughout South Africa which is why we will go all the way to adopt and
apply best practices to promote our car rental services business.

Good enough, there is no hard and fast rule on how to advertise or promote a car rental
services business. The challenge is that most car rental services companies are not as proactive
as we intend to be when it comes to effective publicity and advertising.

We will ensure that we leverage on all conventional and non – conventional publicity and
advertising technique to promote our car rental services business. Here are the platforms we
intend leveraging on to promote and advertise Fast 6® Car Rental Services, Inc.;

 Encourage our loyal customers to help us use Word of Mouth mode of advertisement
(referrals)

20
 Advertise our car wash and auto detailing business in relevant magazines, local
newspaper, local TV stations and local radio station
 Promote our business online via our official website
 List our business on local directories (yellow pages)
 Sponsor relevant community programs
 Leverage on the internet and social media platforms like: Instagram, Facebook , twitter,
et al to promote our brand
 Install our Bill Boards on strategic locations in and around Kempton Park– Florida
 Leverage on direct coupon mailing approach
 Engage in road show from time to time in target communities
 Distribute our fliers and handbills in target area
 Ensure that all our staff members wear our branded shirts and all our official vehicles
are well branded with our company logo et al.

Expenditure (Budget)
We have been able to pull cash that will be enough for us to successfully launch a standard car
rental services company with fleets of comfortable and reliable cars. We will leverage on
leasing opportunity as against outright purchase of cars meant for rental services. So also in the
bid to cut cost, we will contract the servicing and maintenance of all our cars.

These are the key areas where we will spend our start – up capital on;

 The Total Fee for Registering the Business in Kempton Park – Johannesburg– R500.
 Legal expenses for obtaining licenses and permits – R1 500.
 Marketing promotion expenses (2,000 flyers at R 1 per copy) for the total amount of
R2000.
 Cost for hiring Business Consultant – R1 500.
 Cost of accounting software, car tracker software apps, CRM software and Payroll
Software – R2,000
 Cost for leasing standard office facility with large space for parking our cars- R150 000.
 Cost for facility remodeling the facility- R65 000.
 Other start-up expenses including stationery – R1000
 Phone and utility deposits – R3,500
 Operational cost for the first 3 months (salaries of employees, fueling, maintenance,
payments of bills et al) – R2500,000
 The cost for Start-up inventory – R20,000
 Cost for store equipment (cash register, security, ventilation, signage) – R15,750
 The cost for the purchase of furniture and gadgets (Computers, Printers, Telephone,
TVs, Credit card machine, POS, tables and chairs et al): R10 000.
 The cost of Launching an official website: R700

21
 The cost for our grand opening party: R7,500

We would need an estimate of R2.6 million to successfully launch our mobile car rental services

Gantt Chart
A Gantt chart is a project management tool used to schedule, organize and co-ordinate tasks
within a project. The Gantt chart is named after Charles Gantt, and is not an acronym. It is a
schedule (time ordering listing) of planned events.

A Gantt chart is a horizontal bar chart developed as a production control tool in 1917 by Henry
L. Gantt, an American engineer and social scientist. Frequently used in project management, a
Gantt chart provides a graphical illustration of a schedule that helps to plan, co-ordinate, and
track specific tasks in project. Gantt charts may be simple versions created on graph paper or
more complex automated versions created using project management application such as
Microsoft Project or Excel.

Pert chart
PERT Chart
A PERT chart is a project management tool that provides a graphical representation of a
project's timeline.

A PERT chart uses circles or rectangles called nodes to represent project events or milestones.
These nodes are linked by vectors or lines that represent various tasks. Dependent tasks are
items that must be performed in a specific manner. For example, if an arrow is drawn from Task
No. 1 to Task No. 2 on a PERT chart, Task No. 1 must be completed before work on Task No. 2
begins. Items at the same stage of production but on different task lines within a project are
referred to as parallel tasks. They're independent of each other, but they're planned to occur at
the same time.
