Board of Supervisors
At the regular meeting of the Campbell County Board of Supervisors held on the I" day of October
2019 in the Board of Supervisors Meeting Room of the Haberer Building, Rustburg, Virginia:
‘On motion of Supervisor Hardie, it was resolved the Board of Supervisors adopts the following
resolution:
WHEREAS, the Region 2000 Service Authority was formed in 2008 to manage the solid waste
disposal needs of the counties of Campbell, Appomattox and Nelson, as well as the City of Lynchburg; and
WHEREAS, during the formation of the regional authority, both the City of Lynchburg and
‘Campbell County made their landfill capacity available to the regional effort; and
WHEREAS, both Appomattox County and Nelson County joined the Authority, availing
themselves of reduced operating costs and low tipping fees without providing any actual landfill capacity
for the regional entity’s use; and
WHEREAS, the organizational documents of the Regional Authority anticipate that Campbell and
Lynchburg will be compensated for the air space provided to the regional partnership on an annual basis,
dependent upon how much commercial tonnage is received; and
WHEREAS, in every year of the Regional Authority's existence, these payments for air space
have been awarded; and
WHEREAS, forthe firs time in the organization’s existence, the representatives from Nelson and
Appomattox County have voted against authorizing the annual payment to compensate Campbell and
Lynchburg for the air space each has provided; and
WHEREAS, this action has a significant, adverse financial effect on the citizens of Campbell
County; and
WHEREAS, by voting against this annual repayment, Nelson County and Appomattox County are
effectively using a resource contributed to the regional authority without paying for it
NOW, THEREFORE BE IT RESOLVED, the Campbell County Board of Supervisors does
hereby condemn the action taken by the Region 2000 Authority Representatives from Nelson and
Appomattox Counties; and
BE IT FURTHER RESOLVED, the Campbell County Board of Supervisors does hereby direct
staff to take any and all necessary measures to convey Campbell County’s dissatisfaction and to pursue all
legal avenues for the County’s proper recompense for these damages.
