1.0 Background
• improve the awareness in area of industrial disaster risk management with all
stakeholders,
• promoting the civil administration, industries and communities to develop a
disaster resilience society jointly by establishing the dialogue,
• concept development of hazards identification and risk assessment (HIRA)
and its application in overall emergency development,
• on-site and off-site emergency planning development to reduce the
vulnerability of the industries and society respectively,
• make aware of iDRM web platform www.hrdp-idrm.in and make the wider
utility by involving the various stake holders to it.
In the iDRM project operation plan, approved by MoEF, the need for transfer of
knowledge, demonstration of state-of-the-art technologies and processes that can
create multiple effects in the area of industrial disaster risk management was
expressed with organisation of a series of the awareness and training programmes.
To make it more effective, a series training / awareness at the regional level with
various stakeholders have been planned. The programme at Chandigarh in north is
planned to cater India’s Industrialised and rich state Punjab with the following thrust:
The overall objectives of the workshop is to impart awareness and knowledge in the
area of iDRM with all key stakeholders
Registration
The programme started as per schedule on Thursday, January 07th, 2010 with the
registration of the participants. The participants assembled in the Reception Counter
for registration at 9.30 am.
Inauguration
Shri Tiksham Sud, Ho’ble Minister for Forests and Labour, Govt of Punjab,
Chandigarh inaugurated the programme at 10.30 am. In the inaugural speech he
informed that District Crisis Groups (DCGs) have been notified under the
chairmanship of respective Deputy Commissioners in all districts of the Punjab to
monitor and enforce the regulations of chemical/industrial disaster management. He
stressed the need of the training to refresh the reflex action during the emergency
and highlighted the importance of disaster mock drills for improving the response
mechanism of the civil administration.
The local news papers widely covered the inaugural function, the media coverage by
leading Chandigarh Tribune, Chandigarh of dated January 8th, 2010 is attached
herewith as annexure I.
After inauguration programme was started as per the schedule given in annexure II.
The session by activities is listed below:
Session 1: Dr Rakesh Dubey started the 1st technical session and delivered talk on
“Present Scenarios of Chemical (industrial) Disaster Risk Management in India”. He
highlighted the importance of preparedness and response parts in overall disaster
management. He stressed the application of hazards identification and risk
assessment (HIRA) process in both on-site and off-site emergency planning for
effective emergency planning. The spatial planning at local and regional level can
only be possible when proper simulation of chemical releases is carried out with the
support of reliable software and trained manpower. He was of the view that to control
hazards the following protocol should be applied in national action plan:
o Elimination,
o Substitution,
o Engineering control,
o Administrative control,
o PPEs.
Session 3: The regulatory activities on iDRM was presented by Sri Sodhi Mall,
Joint Director, and Directorate of Factories Punjab and requested to all MAH
industries to follow and take all necessary steps in making compliance of the legal
provisions to reduce the chemical risk at acceptable level. He also highlighted the
off-site emergency plans prepared by DMI in reducing the risk in the districts.
Session 7: The second day started at sharp 9.30 am with Dr Rakesh Dubey who
made a presentation of RRPTC Punjab. RRPTC is the data management of various
industries located in the different district. It was appreciated by all participants
because the data is available at one place and can be used by various agencies for
emergency purposes. The RRPTC is prepared by DMI for the state of Punjab and is
available with the Punjab Pollution Control Board.
Session 9: How we should do the HIRA and how it should be applied in on-site
emergency management plan was discussed in detail. The off-site emergency plans
prepared by DMI were discussed in detail. Certain software were also demonstrated
in this session.
Session 10: Chlor-alkalies plants carry a very high degree of risks within the plant
and outside the plant due production, processing, storing and transportation of
Chlorine gas. How we should minimise the risks was discussed beautifully with
numbers of slides and photographs by Shri Sanjeev Verma, Sr Manager, M/s Seil
Ltd., Rajpura, Patiala.
Session 11: US Communication model for community information was discussed so that
technical information can be disclosed to local community for their preparedness. A film on
Risk assessment was also shown to have better understanding of the risk.
Session 12: After evaluation of the programme was done by participants through a format
the valedictory programme was organized for concluding the programme. Shri N K
Wadhawan, Punjab Labour Commissioner was the Guest of this session.
Participants express their views about the programme and made remarks that such
programmes should be organised at least twice in year to upgrade and refresh their
level of knowledge in the area of industrial disaster management. With the
distribution of certificate of participation the programme was concluded and all
participants dispersed to their respective places after tea.

5.0 Participants
Altogether more than senior and middle cadre level 100 participants as per the
annexure III, participated in the programme. All participants are responsible for
formulation & implementation of industrial disaster risk reduction programmes in their
respective industries and were present from all MAH industries of the state of
Punjab. Officers from the state of Punjab from Directorate of Factories were also
participated and interacted with MAH industries to review the overall emergency
preparedness for accident reduction. Short Description about participating
Institutions is given in following paragraphs:
The National Disaster Management Authority (NDMA), headed by the Prime Minister
of India, is the Apex Body for Disaster Management in India. The setting up of the
NDMA and the creating of an enabling environment for institutional mechanisms at
the State and District levels is mandated by the Disaster Management Act, 2005.
DMI was established in 1987 in the backdrop of world’s worst ever chemical disaster
in Bhopal. The President of the organization is the Chief Minister of MP and the vice-
president is the Minister of Environment of the state. The principal objective of the
institute is to evolve the techniques for and enhance competence in prevention,
mitigation and management of natural as well as industrial disasters in India.
NCDC was founded on 29th April 1957 at Nagpur as Central Emergency Relief
Training Institute (CERTI) to offer advanced and specialist training for efficient
conduct of relief operation after any disaster. The training programmes of CERTI
primarily focused on response mechanism during and after emergency necessary to
be organized for civil protection. CERTI was renamed as National Civil Defence
College in 1968 after the passage of Civil Defence Act, 1968 by the Parliament.
Sri G S Saini, Director, NCDC participated in the programme and delivered a lecture
in the programme to improve the civil defence in the area of iDRM.
MAH industries from the state of Punjab participated actively and reviewed their
overall emergency preparedness. A few of them presented their preparedness in the
training programme. The following categories of industries were present across the
whole state of Punjab:
Chemical fertilisers,
Chlor-alkalies,
Pharmaceuticals,
Metallurgical,
Heavy Engineering,
LPG,
Refineries,
Spinning mills,
Paper and pulp,
Etc.
6.0 Conclusions and Recommendations
The second day concluded with valedictory session with the following
recommendations:
1. In the northern region, Punjab Govt will support national efforts in reducing the
industrial accidents by better planning and all participants agreed that such
programmes should be organised twice a year.
2. Participants were of the view that such programmes should also be organised
to RTOs for reducing and controlling the road disasters while transporting the
hazardous chemicals.
3. Since M/s Seil Chemical Ltd., Rajpura has better preparedness plan for
Chlorine disasters hence Seil model can be replicated to other Chlor-alkalies
plants of the country and Directorate of Factories of Punjab will support DMI
and NDMA in this regards. Further action may be finalised at DMI level.
4. M/s Ranbaxy Lab has also good emergency planning procedures for the
pharmacy sectors hence the experience of M/s Ranbaxy can be utilised to
other pharmacy units. Ranbaxy is ready to share their experience for capacity
building measures in the area of chemical emergency planning.
5. Participants were ready to use www.hrdp-idrm.in platform for knowledge
sharing.
6. Participants were happy to know the RRPTC of Punjab and off-site plans
prepared by DMI Bhopal.
