Mission (NEEM) under AICTE Regulations (NEEM) regulations,2017 to your
establishment – Request to submit Application and Affidavit for notification
– reg.

We are happy to inform that All India Council for Technical Education
(AICTE) has given approval to BOAT(SR) to implement the NEEM Scheme as
NEEM facilitator in the establishment for a period of one year (2018- 2019).

The objective of National Employability Enhancement Mission (NEEM) is

to offer on the job practical training to enhance employability of a person either
pursuing his or her Post Graduation/graduation/diploma in any technical or non-
technical stream or has discontinued studies after Class 10thto enhance his/her
employability.

Prerequisites:

1. Your Establishment should be an active partner in our National

Apprenticeship Training Scheme (NATS).

2. If your establishment is not enrolled in NATS, Please enrol yourself as

an establishment under NATS and then your request for NEEM training
will be considered.

The guidelines for implementing NEEM scheme including eligibility of a

NEEM Trainee, Norms of contract, Period of training, Termination of contract,
Designated trades, Basic training, Hours of work, compensation for injury,
Conduct & Discipline, Post training support, Remuneration / stipend, Records &
penalty are available in Gazette copy of AICTE (NEEM) regulations 2017.

BOAT(SR) developed a framework to make the implementation of NEEM

more vibrant & effective , to the establishment . which is in line with
AICTE(NEEM) Regulations 2017. It puts more onus on establishment using
NEEM scheme and BOAT (SR) as facilitator will supervise the NEEM Scheme in
Establishment.

Following conditions need to be accepted by the Establishment willing to

engage NEEM trainee.

a) A Contract shall be signed between the establishment and the NEEM

Trainee to capture all terms & conditions which would govern the
relationship.

b) The establishment registered with BOAT(SR) shall pay all enrolled NEEM
trainees a remuneration/stipend which shall be at par with the prescribed
minimum wages for unskilled category.

c) If personal injury is caused to a NEEM trainee, by incident/accident arising

out of and in the course of his training as a NEEM trainee, the
establishment shall be liable to pay compensation which shall be
determined and paid, so far as may be, in accordance with the provisions
of the Workman Compensation Act, 1923 as amended from time to time.

d) All NEEM trainees shall be given a training completion certificate at the

end of training period by the establishment.

e) In all matters of conduct and discipline, the NEEM trainee shall be

governed by the rules and regulations as may be prescribed by the
establishment or by the company/industry where the NEEM trainee will be
placed for training.

f) The training establishment would be responsible for enrolling the NEEM

trainees in any online courses.

g) A trainee shall be entitle to such leave as may be prescribed and to such

holidays as are observed in the establishment. where he is undergoing
training.

If you are agreeing with the above conditions (i.e. a-g) , you may submit
the following documents for issuing notification from BOAT(SR) – a NEEM
Facilitator to your establishment .

1. NEEM Notification Proforma as per Annexe “A”,completed in all respect

of BOAT(SR).

2. Authorization letter from Executive of Senior Management of the

organisation (CEO,CMD,MD, President, Vice-President, Director)
authorizing his/her senior level officer (Dy. GM and above) of HRD or
 IR departments to carryout official transaction and sign all office
documents on behalf of their establishment with BOAT(SR). (Annexe-
B)

3. Two affidavits as per Annexe-C & D from the officer assigned by the
establishment on a non- judicial stamp paper of Rs.100/- duly sworn
before a First Class Judicial Magistrate or Notary or an Oath
Commissioner.

4. Request letter on company letter head addressing to The Director for

issuing NEEM Notification.

5. Training Module for the period proposed in engagement of NEEM

trainee.

 Salient features of the NEEM scheme:

1) Eligibility: (1) A candidate persuing or completed his/ her Post

Graduation / Graduation / Diploma in any Technical or Non- Technical
stream, or may have discontinued studies after Class 10th.

2) Period of training : One year from the date of commencement of their

Training during the year 2018 – 2019.

3) Stipend: The Establishment has to pay all enrolled NEEM trainees a

remuneration/stipend which shall be at par with the prescribed minimum
wage for unskilled category of the city through Bank, to the trainee Bank
account, before 10th day of the following month .The BOAT(SR) will not
pay any reimbursement or any other financial commitment to the NEEM
training establishment in this regard.

4) Training Module: The training establishment has to formulate a

“Training Programme” for the training of NEEM Trainee and shall make
suitable arrangements for facilitating the same.

5) Certificate: Training establishment has to issue training completion

certificate to the NEEM Trainee.

6) Age limit: NEEM trainee shall be at least 16 years of age and not more
than 40 years of age as on the date of registration.

7) BOAT (SR) Survey: The BOAT (SR) -NEEM facilitating official will be
visiting to your establishment for survey for verifying the details mentioned
in your records and affidavit attached with the proposal to your
establishment. The training establishment has to organise visit of
BOAT(SR) officials- NEEM facilitator during visit.

Therefore, you are hereby requested to send the dully filled application A &
affidavit B along with the covering letter to BOAT(SR) for issuing NEEM approval
to your establishment.
