The illegal settlers within the Salvage Zone and Timberland Area of Sitio
Mangingisda, Port Barton, San Vicente Palawan has an increasing population
detrimental to the environment. This is a long overdue problem in the area and the
previous local government of Barangay Port Barton and the Municipality of San
Vicente lax in the implementation of the law . Our Office sent Notices to Vacate as
our initial action but these illegal settlers refused to vacate the area. With close
coordination with the new Local Government of Barangay Port Barton and
Municipality of San Vicente, it was agreed that the only remedy is to relocate these
people in order to rehabilitate and restore the area to its original condition and both
LGU’s are willing to look for a potential relocation site.
Chapter 1: INTRODUCTION
Barangay Port Barton is within the Municipality of San Vicente located in the
northwest coast of Palawan. It has a total land area of 21,439.1541 hectares and has
twelve (12) sitios and five (5) puroks. Lately, it is becoming a popular tourist
destination site mainly for its islands and white sand beaches. Aside from being a
proposed landscape and seascape protected area, because of its scenic natural and
rural beauty, the whole Barangay of Port Barton is included in the TIEZA master
plan which envisions to be the instrument to help the economy attain inclusive growth
through tourism.
Background/ Rational
Sitio Mangingisda is one of the twelve (12) sitios of Barangay Port Barton, San
Vicente Palawan wherein there are more or less fifty (50) families illegally
occupying the salvage zone and timberland area. The Barangay of Port Barton
previously failed to remove these illegal settlers and now they become the perennial
problem of the new LGU of Barangay Port Barton and Municipality of San Vicente.

Analysis of the Problem
The Salvage Zone and Timberland Areas in Sitio Mangingisda, one of the twelve (12)
sitios of Barangay Port Barton, San Vicente, Palawan has been for so long illegally
occupied by illegal settlers. Lately, the other areas of Barangay Port Barton is
becoming a popular tourist destination site mainly for its islands scenic natural beauty
and white sand beaches and most of the income of the residents depends from the
visitors and tourists visiting the area. Barangay Port Barton is also a proposed
Landscape and Seascape Protected Area and the Initial Protected Area Plan was
already submitted to the Regional Office for review.
Recently, our Office received a report that there is an increasing number of illegal
settlers in the area particularly in Sitio Mangingisda of Barangay Port Barton. One of
the reasons is the lack of political will to implement the law of the previous
administration and these illegal settlers refused to vacate inspite of the Notices to
Vacate issued by our Office instead, they stayed and invited more illegal occupants.
The current inventory of illegal settlers are more or less fifty (50) households.
Observation shows that there is an increasing volume of garbage dumped by the
residents along the beach and they also discharge their waste water directly into the
beach. There is no water sampling done in the area to determine the water quality.

Illegal settlers are given six (6) months to one year to relocate & vacate the area. All
financial aspects in the relocation and rehabilitation are from the LGU funds.
