General encroachment policies :-

it is all towards the whatever the legal development which happens in the city and
whatever the public place that is one cannot have it private business because that place is
used for people for example the road, footpath which is more for mobility and walking ,one
should cannot be encroaching of this places because it causes so much issues. The issues are
facing congestion, generation of waste, parking problems, as foothpath design for
pedestrian, they can’t walk on the foothpath, they came on the road, accident can be
happen because of this. Adding on this, on a very larger scale there are shops, which are
authorise shops and in front of those shops on a foothpath ,shopkeeper spent lots of money
to buy authorise shops and here someone is getting free shops on the foothpath. The same
urban stage, so its not fair on a society level.

Hawkers laws :-

As per government of Maharashtra we will allocate a space, of say 1 metre by 1 metre , so


that in the day time you can do your business, and then at the end of the day all things go
away. Hawakers cannot have permanent setup over there.

Metro :

It is entirely depended SPV by the government of india so it has got the rights of
construction but while constructing metro in the river bed they have put up the pillars in the
river bed. So the pillars and metro rail would be elevated , so it is about 5.5 meter above the
highest breach levels. So what will impet the follow of water is only the pillars, the
foundation of pillars and these pillars inline the follow of river water. So therefore the cross
section area which won’t affect the water will be the first pillar and the rest of the pillar
inline in that. On the stretch of the metro in the river is 1.7 km, not the whole complete
metro is going ,complete metro is around 13 km around first phase, out of 1.7 in the river.

Illegal construction in the river :

River has caught the boundary two-three ways :

1) Natural boundary of flow of water which is define as red and blue line :
Where red line is 100 year flood line and blue line is 25 year flood line, and within
the blue line is completely prohibited zone, no body is allowed to construct.
Between the red and blue line it is an restrictive zone, where something like
landscaping and such things there is no permanent construction that is allowed by
the irrigation department. And no permanent construction should be done within
the red line. As we see development of cities has been there since it was a village,
specifically in the pet areas lots of building already there within the red and blue line.
So there is consistence in the river width, but if you see the land ownership of the
people on the both side of the river. There is satbara utara of people who got land
within the river also. Legal ownership of land but since that land falls in the red and
blue line, they do not do construction though to own their land. It is nothing but it is
an green belt and that’s all.

The cities urbanised along the river because All the city developed along the river.
But there is need for restricting the growth on both the banks. The flood discharging
in the river is safe. So for keeping the flood water safe and not allowing the not
getting into household. So we have plan of river front development and that plan is
available on the pune municipal corporation site. Details plan is prepared in which all
the study are done. And there is proposal to do proper cross section of the river so
that it allow safe passage of flood.

Interaction of hawkers with institution :


There is always and difference with opinion what they want and what is legal so
ideally we should not have any hawkers and vendors on the street. We do not want
because it is basically an encroachment. But as a society people buy vegetable from
them.

Comments on mula mutha river :


The river from the PMC boundary around 4-5km upstream Khadakwasla Dam so the
technically the river start from the khadakwasla dam around the 5km enters the city.
It is not only the pune city but the villages upstream and downstream most of the
sewage from these urbanised area getting into. As far as pune city is concern around
60% of sewage generated through sewage treatment transmission and to treat the
remaining sewage we had given the proposal to government of india, and that
proposal was approved and sanscation And we started with the construction of new
sewage transmission so around 4-5 years down the line we will able to achieve the
100% sewage treatment. Nevertheless if we keep pune boundary a side. There are
lots of villages who are not only releasing their sewage they don’t have seawage
treatment plant but also throwing their households waste in the river. And this is the
household waste we can see coming in the river, after the floods occurs mostly
occurs in the rainy season. It comes all the waste from the waste which are dumped
in the upstream and finally the river being humartity it travels to downstream to the
soo many villages and solhapur as well.

Role of people :
The role of people is that once should the less water, actually the big buildings they
should have own sewage treatment plants, the society are interested in having
drinking water or the water can we use for kitchen and bathroom. But if they have
own sewage treatment plant now body’s is pay for the electricity bill, so then it is
important to treat its own sewage first before letting out the municipal sewers.
Privatisation :

Wastern ghats area is very important biological reserve for the country can be kept
intact completely and no development should be done.

Problems of rivers :
Rivers are facing the problems of urbanisation every where and there is important
to protect these rivers from illegal activity. May be protection from land, protection
from dumping waste, Dumping of construction and demolishing waste. Rivers being
is an such an intity it passes through different jurisdication and different department
have different role to play. Irrigation department have role to play only in
hydraulics, the land of the river department is owned by the revenue department as
the collector therefore the since khadki and pune municipal boundary, so whenever
the river passes urban local bodies to take care so that it cannot be damaged. So
river needs really take care of complete river basin approach. Instead of our very
peaceful approach.

The pressure and constraints is only in the during the flood and pollution. From past
few years there is no construction which is done between the red and blue line. But
there are constructions which is beyond the municipal boundary.

PMC has need huge amount sewage treatment plants and we need to it protect it
from the dumping soild waste and there are times people do dump their
construction demolishing waste. If we think of security the river length is around
45km. if we consider two banks than it is 90km. for these area security it requires
huge manpower so it is an quite an expensive things to take care of the river because
society as a whole not taking responsibility . it means they requires good citizen and
cooporation.
