ANNEX 9: CABLE 110kV

General

High voltage 110kV cable consists of: round multi-stranded aluminum compact conductor,
semiconductor reel bar, conductor screen, XLPE insulation, insulation screen, semiconductor reel bar,
electrical protection incorporating fiber optics for the DTS system, reel straps, aluminum copolymer
tape and polypropylene (HDPE) sheath. The insulation system (conductor screen, insulation and
insulation screen) must be designed using "Triple extrusion cross head" technology with
vulcanization and cooling without the presence of water.

The cable must be designed and tested in accordance with IEC 60840 or equivalent.

Conductor

The conductor is round, with a cross-section of 1000mm2, made of compact aluminum rope. The
conductor must be watertight in the axial direction, with a swelling band placed in each layer. The
semiconductor strip will be wound around the conductors to avoid intrusion into the conductors of
the conductors screen conductors.

Isolation

The insulation must be made of extruded cross-linked polyethylene (XLPE) material that forms as a
concentric dielectric around the conductors. The program of the 110kV cable production process is
such that the purity of the extruded insulation on the cable core is ensured. The insulation must be
free of cavities larger than 25 mm and impurities larger than 100 mm.

The number of impurities must not exceed 15 per cubic cm of insulation. The thickness of the
insulation must be at least as the minimum average value measured according to IEC 60840 or
equivalent. The mechanical, physical and chemical properties of the insulation shall be in accordance
with IEC 60811 or equivalent.

The manufacturing process of making an insulation system - conductor screen, insulation, insulation
screen ("Triple extrusion cross head": all three layers are formed in one extruder head - conductor
screen, insulation, insulation screen) must be done in a dry process - dry vulcanization process and
dry cooling process on a sprocket or vertical vulcanization line.

Conductor and insulation screens

The screens should be perfectly continuous, continuously interrupted, with a constant average
thickness, with no irregularities, and in perfect contact with the insulation layer under normal
operating conditions. Also, there must be no undesirable effects in contact with the immediate
elements of the cable, especially diffusion in the cable insulation.

The conductor screen must be made of semiconductor material that is fully compatible with the
conductor and cable insulation. The outer surface of the semiconductor layer must be smooth and
cylindrical.

The insulation screen must be made of semi-conductive material that is fully compatible with the
extruded insulation and metal screen.

Metal screen - Electrical protection

The metal screen must be made of copper annealed wires that are wound helically around the core
of the cable.
The contact between the wires will be made of copper tape.

The metal screen must withstand the specified earth currents, fault currents, without damaging the
insulation screen and insulation.

The metal screen area must be designed to prevent moisture from penetrating axially, in the event of
damage to the outer jacket. For this purpose, the semiconductor kidney strap must be laid under the
metal screen.

The second layer is a non-conductive swelling band that is placed over the wire screen.

Protective straps

Protective waterstops must be made from semiconductor material under electrical protection and
insulation material via electrical protection.

Outer protective sheath

The outer protection consists of an Al copolymer strip and a high density polyethylene (HDPE)
sheath. Al foil serves as a radial barrier against the penetration of water in the cable.

The mechanical and physical properties of the jacket shall be in accordance with IEC 60840 or
equivalent. The HDPE sheath shall have a hardness equal to or greater than 58 Shore-D.

Cable marking

At a distance of not more than 1 m, legible and permanent markings shall be affixed to the cable
sheath:

 Manufacturer's name,
 Year of production,
 Cross section of conductors
 The rated voltage of the cable,
 Cable type.

The markings must be embossed directly on the polyethylene sheath. The letter height and numbers
must not be less than 4 mm. The marking will be on two sides of the sheath, 180 ° offset. Marking
may be intermittent, but the distance between the end of one print and the start of another print
should not be more than one meter.

Construction of cable accessories

All necessary cable assembly equipment must be very carefully constructed and manufactured. The
components must be made of quality material. The Bidder will provide manuals and workshop
drawings so that on-site contracting authorities can monitor the installation of cable accessories -
terminals and couplings.

Cable endings

The cable end consists of several elements with an outer porcelain insulator end that is filled with
synthetic insulating oil. Control of the electric field is performed by a prefabricated deflector - eng.
stress zone. The sealing between the insulator and the electric field control element is achieved by
inserting a compatible pipe. The end body must be made of corrosion-resistant metal.
Porcelain insulators with suitable creep tracks shall be of the cable termination structure with XLPE
insulation, cross section 1000mm2 Al / 95mm² Cu, for outdoor installation.

Insulators must be made of completely kompaktanog, homogeneous porcelain, without having any
air bubbles or porosity and painted outer surface. This varnish must be resistant to the action of
water, nitric acid or base and to changes in temperature.

Basic working conditions

Cable operating temperatures

Maximum permitted conductor temperatures:

• Load at permanent operation 90ºC

• Load at the necessary drive 130ºC

• In case of short circuit 250ºC

Climatic conditions

The altitude of the site planned for cable installation is less than 100m above sea level. The climatic
characteristics of the area are characterized by a mild climate with long and very warm summers and
short and mild summers.

Offered cables for cable line for connection of 110kV transmission line from two-pole pillar No.1 DV
2x110kV Podgorica 1 - Smokovac up to 110kV plants in TS Podgorica 1 must be able to operate
without any problems with full load in the worst climatic and atmospheric conditions that may occur
in exploitation.

Thermal soil conditions

The three cable lines will be in contact with each other, a triangle formation, laid in a trench about
1m wide, average depth 1.3m to 1.7m, medium depth 1.5m. Laying of a 110kV cable line is in a
trench or pipe on free surfaces, below the sidewalks and pavements.
Electrical conditions with respect to earthing protection

The cables are laid in a triangle, the electrical protections at both ends of the cable line are grounded
at one point, which can be opened at the request of the user. Any electrical protection must be able
to withstand maximum short-circuit current without damage.

PACKAGING, DELIVERY AND TRANSPORT

110kV cable

The cables must be supplied on spools of suitable structures of a minimum diameter of 20D (where D
is the outer diameter of the cable) via a covered continuous metal sheath.

Each length of the finished cable must be wound on a spool of suitable construction, and each end of
the cable must be sealed before delivery. The spool are coated with strong adhesion to the slats or
continuous metal linings, which will be fixed to prevent damage to the cable. Spools and coverings
must be strong enough to withstand the conditions of delivery.

The spool should have an opening of adequate size to accommodate a spindle with a diameter
sufficient to carry the gross weight of the spool. The spools will be designed so that the spindle circle
must have smooth internal flanges to accommodate an equal number of turns per layer.

Each end of the cable coming out of the spool must be protected from damage.

Each spool must wear identification number for identification, clearly legible, on the outer surface of
the steel flanges.

Each spool must be marked with the following information:

1. Cable type,

2. Direction of rolling,

3. Rated voltage and cross-section of conductor,

4. Length,

5. Cable weight, net and gross,

6. Manufacturer / trade name,

7. Year of production,

8. Number of the Contract.

The terminal ends of the outer protection of cables - PE sheath must be properly sealed to prevent
entry of moisture.

The spools must be of good quality. Care must be taken that the cables are not damaged during
transport, storage, etc.

Cable accessories

In Chapter 2.6 Packaging, delivery and transportation are given basic requirements for packaging,
delivery and transport equipment. When delivering the equipment, each box (pallet or box
containing the equipment) must be marked with the following information:

1. Type of cable accessories,


2. Weight, net and gross,

3. The name of the manufacturer / trade,

4. Year of production,

5. Contract number.

Care must be taken to ensure that cable accessories are not damaged during transport, storage, etc.

The Bidder is considered responsible for the following:

1. For the loading and transportation of equipment and materials from the place of production to the
final destination Podgorica, Montenegro;

2. To obtain permission from the relevant Montenegrin authorities to use docks, airports or free
unloading points, main roads and bridges, etc. The means necessary for the transportation of their
equipment;

3. To provide security for the required good in transport.

4. To obtain and verify all information regarding transportation restrictions;

5. To obtain and verify all information regarding the proper handling of equipment for unloading the
heaviest pieces of equipment;

6. To bear all costs of repairing or replacing equipment resulting from damage during transport and
unloading;

7. He shall bear all the additional costs arising from the choice of such routes in order to choose the
appropriate route, according to his needs.

All damage incurred during shipment and transportation shall be borne by the Supplier.

CABLE LAYING 110kV

Scope of work

 Transport of equipment (cables, cable accessories and other equipment) required for
connecting the section of 2x110kV Podgorica -Smokovac transmission line to the Podgorica 1
substation.
 Construction works:
o Construction of a trench for laying the power cable,
o Placement of the placenta,
o Installation of protective strips,
o Installation of protective panels,
o Trench backfill,
o Laying of 110kV cables and performing all works on construction of 110kV
cable line in pre-made cable trench according to project documentation,
o Installation of cable terminations and performance of all work required for
cable terminations according to project documentation,
o Connection of boxes for transposition of electrical protection, box for
grounding and grounding of electrical protection according to the project
documentation, testing of equipment before commissioning and putting into
operation - 110 kV cable line TS 220/110 / 35kV Podgorica 1 and pillar No.1
of the transmission line section 2x110kV Podgorica - Smokovac with TS
Podgorica 1.
o Lead the organization in laying 110kV cable lines and coordinate work,
o Removal of all remaining elements from the construction site, transport to
the warehouse or place specified by the Client.

The Bidder undertakes to carry out the complete installation of the complete cable line and the
necessary tests before commissioning.

The cables are laid directly in the ground, installed in cable ducts, pipes, concrete ducts in accordance
with the requirements and modern practice. During the laying of 110kV cables, special care must be
taken in parallel running and crossing with other installations, approaching trees, lawns and other
objects.

The Bidder must comply with all restrictions on manufactured cables in terms of exposure to solar
radiation, maximum temperatures and permitted mechanical stresses during cable laying. The Bidder
is obliged to report any damage that occurs during the laying of cables, on the jacket or in general
cable, to the Client. The size and location of the damage must be accurately recorded before
repairing it and any damage to the PE cable sheath must be repaired.

Earth works

Earth works consist mainly in the excavation of the open cable trench, and they include a series of
preparatory and executive actions which Bidder works must strictly to comply to prevent a damaged
cable as well as to facilitate the normal functioning of the infrastructure where the works are carried
out.

Excavation is done by hand (pick, ax, shovel). The excavation ground should be laid along the same
side of the cable trench along the entire length of the route. The other side should be free to stretch
the cable. The bottom of the cable trench should be straight. Before laying the cables, make sure to
inspect the trench. During the excavation work, make sure to unload the cable tray.

Cable tray

The cable is laid in a trench in the cable tray. Use special mixtures f.g.a. to make the cable tray. 0-16,
without and with the addition of 2% cement, which have a certain origin (mineralogical-petrographic
composition) and certain types (granulometric composition and degree of compaction). Filling of the
trench shall be performed after the Contracting Authority controls the prepared bedding on site and
gives its consent for its application. A special blend without the addition of 2% cement is applied over
the entire length of the cable trench except at the heat-critical points where a special blend is added
with the addition of 2% cement.

The thickness of the layer of cable bed between the bottom of the trench and the 110kV cables
should be 20 cm, for a trench filled with cement-free mix, and 20-25cm for a trench filled with a
special mixture with the addition of 2% cement.

The thickness of the layer of cable bed between reinforced concrete slabs and 110kV cables in the
trench should be 30-35cm.

At all expected thermal critical points of the 110kV cable line, make the cable bed of special mixtures
f.g.a. 0-16, with the addition of 2% cement on the length of the section 10m in front and 10m behind
in relation to the position of the heat-critical point, and at the length of the part of the route 5m in
front and behind in relation to the position of the heat-critical point, fill the rest of the trench with
the special with a mixture of fga 0-16, without the addition of 2% cement.

The recipe for preparing a special blend of f.g.a. 0-16 without cement and quartz sand is:

• f.g.a. 0-4 (so called one) ............70%

• f.g.a. 4-8 (so called two) ............15%

• f.g.a. 8-16 (so called three) ........15%

Special mixtures in a completely dried (dry) state at 95% compaction have a certain value of specific
thermal resistance:

• special blends of f.g.a. 0-16, no cement 1.5 Km / W

• special blends of f.g.a. 0-16, with 2% cement 1.0 Km / W

• special blends of f.g.a. 0-16, with 2% cement and 5% quartz 0.7 Km / W

Provide control of the granulometric composition of the special mixture f.g.a. 0-16 when ordering,
procuring and installing in a trench, when laying cables 110kV.

Before installing a special mix, compact the bottom of the trench with a compact (vibrating plate) of
appropriate width, with the previous leveling of the existing soil at the bottom of the trench.

When installing a special mix in the cable trench, ensure that up to 95% compaction is compressed.

Compaction should be done in layers of 20-30 cm, with optimum moisture content (8-10%), machine
(using vibrating plate).

Provide 3-4 passes with a vibrating plate. Provision should be made to control the degree of
compaction of the embedded special mixture in the trench, in the upper layer of the cable tray.

Provide control of the thickness of the layers of the cable tray using easily visible markers that would
be placed on the sides of the trench before installing special mixtures.

Provide laboratory measurement of specific thermal resistance of specimens of special mixtures


when procuring and preparing for separation and when installing in cable trenches on the route.

When purchasing a special blend, take into account the origin of the material. Provide control of the
content of quartz minerals in the selection of separation and in the procurement of materials for the
manufacture of cable bedding, or to provide for the attestation of the mineralogical-petrographic
composition of the materials for the production of cable tray.

Predict the specific preparation of the mixture. The preparation of the special mixture is done by
mechanical mixing, on separation, at an optimum water content of 8-10%. The special blend can be
prepared without cement or with 2% cement content if needed.

Closing openings in floors and walls

Where openings and holes have been made through the floors and walls for the installation of cables
and the accessories of the cable line, the Tenderer shall close after the cable laying has been
completed.
By closing openings and holes, it prevents access to the gully and the passage of air or gas. The
materials used for sealing cannot be magnetic or aggressive to the cable lining - the sheath and will
be fire resistant.

Recording of the 110kV cable line

Upon completion of laying the cable, before recording the second layer of the bed, the correct cable
route must be recorded. In the graphic plan, the intersections with other cables and installations,
connecting points, the exact length of the cable and tracks, etc. should be marked separately.
Recording must be carried out within 24 hours of the completion.

Backfilling the trench

 Immediately after the location of the cable and cable joints has been taken, finishing work is
started to bring the surfaces to their original condition and street space as soon as possible to
enable public traffic.
 First, the second layer of the bedding is placed, followed by the mechanical protection of the
cable from reinforced concrete slabs.
 The plastic warning strips above the cable should be installed in a timely manner when the
cable is backfilled.
 The PVC warning strip should be red with an imprinted warning that there is an energy cable
under the tape. Its features are:
 tensile strength, min. 150 kp / cm
 relative elongation at break 200%
 min. temperature of use - 40 ° C
 max. temperature of use + 70 ° C
 Persistence of the text of the warning on the PVC tape: on acids, bases, oils, fuels,
water, etc.
 tape width 15 cm
 As a rule, the cable backfill is carried out from the excavation in layers according to the order
of the Client. The earth from the excavation should be fine-grained, free of rubble, rot,
stones and other coarse material. It is forbidden to use motor rammers to fill the bedding
and soil layers. Use only vibratory rammers.
 The 10cm final layer in the sidewalk must be either gravel or material left over from the
pavement breaking. This prevents the formation of mud if the sidewalk is not repaired
immediately.
 Transfer excess land from site to landfill designated by competent authorities.
 In August, the entire trench is filled with gravel.
 Bring all surfaces to their original condition.

Cable line marking

For cable terminations, cable plates with the type of cable, section, voltage and the name of the
object in which the other end of the cable is located shall be placed. Mark the 110kV cable line along
the route in accordance with the design documentation.

Two types of markings are affixed to the surface of the earth (on regulated and unregulated terrain):

 track markings and cable joints in unregulated terrain,


 Marks placed on regulated terrain.
For marking the route of cable lines, brass tiles - markings are applied separately for each line:

 a dash line whose number indicates the number of cables (of the same voltage level) in the
trench,
 a dash curve with a dash number denoting the number of cables in the trench,
 Crossing mark with plumbing,
 intersection mark with TT lines,
 cable connection mark,
 cable sewer end marking, pavement cable marking in the pavement to be placed on the
sidewalk to the side of the 2m axle.

110kV CABLE TESTS

General

Cables, cable accessories and materials will be tested in accordance with IEC or equivalent standards.

Tests will be carried out to determine whether the equipment, materials and apparatus comply with
the technical specification. All tests must be carried out according to representative operating
conditions as accurately as possible.

All test results are subject to the approval of the Client.

Tests and qualitative admission will be performed with the equipment and material manufacturer.

The Bidder shall regularly inform the Client about the production and testing progress and the results
obtained.

The program tests will be negotiated and agreed with the Bidder. The bidder shall notify, within a
period of not less than ten days, the Client about dates of the study plan, so that Purchaser can plan
its presence test.

The Bidder shall submit three copies of all test reports to the Client immediately after the completion
of each test.

The Bidder must submit the relevant report that the type tests on high voltage cables have been
successfully carried out by an independent authorized laboratory. Proof that the goods offered are
type-tested must be submitted on qualitative admission.

All Tests - Tests generally must be performed in accordance with the following standards,
recommendations and publications or equivalent:

Routine testing

110kV cable

Routine tests shall be carried out on all finished cables to demonstrate their soundness and quality,
in accordance with IEC 60840 or equivalent, and shall include the following:

o Partial discharge test

o High voltage test

o Sheath stress test

o Measurement of electrical resistance of conductors

o Measurement of electrical resistance of electrical protection

o Capacitance measurement.

These tests - testings - of measurements will be made during production on each completed cable
(coil) and the results will be recorded. During the qualitative acceptance, before the delivery of the
cables, the test results must be submitted to the Client and included in the report.

Cable accessories

Routine tests shall be carried out on all finished parts of the cable accessories to ensure that they are
in good working order and quality, in accordance with IEC 60840 or equivalent standards. Routine
testing for cable accessories (cable connectors and cable terminals) is performed according to IEC
60840. Routine tests include material testing and accessories sizing.

These tests (tests - measurements) will be performed during production on each completed cable
accessory - cable tie or cable termination, and the results will be presented in tables. During the
qualitative reception, before the delivery of the cable accessories, the test results must be submitted
to the Client and included in the report.

Special tests
110kV cable

The Bidder shall perform the tests, on representative samples selected by the Client, detailed in IEC
60840 or equivalent, depending on the type of test.

Samples will be randomly selected from finished and routinely tested cable spools during factory
factory testing, or otherwise agreed upon. Test specimens must be taken from the spool (minimum
40% of the total quantity) and must be available for selection to perform verification tests and check
the cable dimension. Each sample must be labeled with a spool number.

If samples from any length of the selected test coils have not passed the test test then the relevant
point in IEC 60840 or equivalent shall apply.

Specific tests include the following:

o Visual inspection of cable packaging and appearance of coils,

o Repeat the complete routine test as per item 9.2.

o Measurement of thickness of insulation and non-metallic sheathing

o Thickness measurement of metal sheaths

o Checking the electrical protection dimension (wire diameter)

o XLPE insulation hot test

o Check all cable dimensions to the values guaranteed in the technical specification

o Bending test and partial discharge

o PE sheath abrasion test.

Reports must be submitted in accordance with point 9.1.

Cable accessories

The Bidder shall perform the tests, on representative samples selected by the Contracting Authority,
in accordance with IEC 60840 or equivalent, depending on the type of testing.

Samples will be randomly selected from finished and routinely tested products, cable accessories -
cable joints and cable terminations, during factory factory testing, or in any other agreed manner.

Test specimens must be available for selection to perform verification tests and to verify the
dimensions of cable accessories. Each sample must be numbered.

If samples from selected products, cable accessories, have not passed the test for testing then the
relevant point in IEC 60840 or equivalent shall apply.

Type tests

110kV cable

The manufacturer shall carry out type testing on a 110kV cable, as specified in IEC 60840 or
equivalent, corresponding to the cable type, to demonstrate satisfactory performance required by
the construction. The type test report shall be submitted at qualitative reception for the same or
similar 110kV cable system (clause 12.1 of IEC 60840), including power cable, cable terminals and
couplings. Types of grounding box test reports should also be submitted at qualitative reception.
Electrical tests

Electrical tests include the following tests described in IEC 60840 or equivalent:

 Partial discharge test


 Bending test, plus partial discharge test
 Measurement of tg d, tangent of loss angle
 Cyclic warming test
 Surge voltage impulse test

Non-electrical tests

Non-electrical type tests shall be performed in accordance with IEC 60840 or equivalent, including
moisture absorption testing.

Cable accessories

Cable accessories are subject to type testing in accordance with the relevant IEC standards.

Typical tests include checking the components, including the sealing of the ends during assembly,
and the suitability of joining the contacts previously tested for impact voltage and for testing their
dielectric strength.

The manufacturer shall carry out a type test as specified in IEC 60840 or equivalent to conform to the
type of cable accessory in order to prove the satisfactory performance of z9.5.

Factory tests

The Bidder shall submit to the Contracting Authority for approval a program for each type of testing:
special and type testing. The program must contain the following information:

 List of tests and link to applicable standards


 Test description
 Test test form, to be used during testing
 List of test equipment and date of calibration of test and measuring equipment and their
expiry date.

Upon completion of the examination, the Bidder shall submit to the Contracting Authority a report
for approval. The report must include the following information:

 General provisions (names of parties and project title, date and place of qualitative
reception, names of persons who attended the reception, quantity of goods, etc.)
 Special test results (sample tests)
 Results of routine testing
 Copies of Certificates of Certificate - calibration of measuring devices
 Certificates of raw materials and materials used
 Material quality certificates from suppliers
 Packing list.

The Bidder is obliged, after qualitative acceptance, to send to the Client together with a report on
receipt of 110kV cables, cable accessories, optical cables and temperature monitoring system (DTS)
and supporting elements and a shipping document and request approval for delivery. Upon receipt
of these documents, the contracting authority shall issue a written approval for the delivery of the
equipment referred to in that document.
Testing after laying

The Bidder shall, after laying the cables and installing the cable accessories, instruct the Client to
inspect the program of testing and commissioning of the cable line (equipment). After obtaining
approval from the Client for the testing program and commissioning of the equipment, the Bidder
shall perform all preparatory actions for testing the cable line with all details of connecting the
equipment and recording the obtained results. After a positive test result of the cable line, the
process of commissioning the cable line goes into operation.

The Bidder shall inform the Contracting Authority in writing about the time of testing and
commissioning of the equipment with the list of test equipment to be used.

The Bidder will provide all the necessary test equipment and the necessary experienced personnel to
work with the test equipment during the testing and commissioning of the cable line.

Upon completion of the examination, the Bidder must submit two copies of the report with the
results obtained during the testing of the cable line for approval by the Contracting Authority. If the
results of the testing of the equipment are satisfactory, the Contracting Authority shall give its
consent to the commissioning of the equipment. Copies of the test results report after cable laying
shall be retained by the Contracting Authority for its documentation.

If the results of the cable test after installation are not satisfactory, the Bidder is obliged to remedy
all defects at his own expense. After rectification of defects on the cable line, the tests are repeated.

Cables & Cable Accessories

All examinations are performed in the presence of the Client and include:

 Low frequency voltage test between conductor and cable electrical protection, according to
IEC 60840
 DC outer sheath testing according to IEC 60840
 measuring the resistance of conductors,
 measurement of current in electrical protection,
 Measurement of insulation resistance.

The following type tests must be performed unless there are reports of type tests performed by an
independent laboratory. (Proof: Attachment offers "Type Certificate").

Routine testing

The following routine tests will be performed:

Object tests

Upon arrival at the Construction Site and during and after completion of the installation, all
equipment positions will be checked and inspected to avoid any delay in handing over the facility due
to the delivery of improper or damaged equipment.

The field tests are divided into three phases:

- tests during and after completion of assembly,

- handover tests,

- tests during the warranty period.
