INTRODUCTION

Proficiency in english is neccessary to students participate in which English is the


languageof introduction.This beliefs have shaped thinking about other education issues. as well
including the following. to what extend should ELS begin to learn English before. Schooling in
English? What is the importance of developing the first language . ( l1 ) during the perschool
year in supporting ENGLISH LANGUAGE and academic success in school? Should ELS
recieve academic instuction in the home labguage to ensure thier ability to meet academic
objectives while they learn English and should achievement in non language subject (such as
mathematics or science ) abd in english such as Reading and Writing be assessed in the same
ways and in he case of english proficiency,using the same bench marks student?

Although the focus in this chapter is on the developement of English Proficirncy , it is important
to point out that language proficiency is not necessarily the only or even the most important
barrier to academic success among ELS depending on the background of specific children or
group of els thier academic success can be Jeoporalized by issues related such factors as poverty
poor health trauma linked to immagratio.

Between home and school: state district and school policies and practices including assesment
the quality of education materials instruction and cirruculum teachers attitude and in adequate
teachers. Preparation individuals els can experience a number of defferent challenges
simultaneusly with significant and commersurate of different challenges.

The question of how long it does or should take Els to achieve proficiency in English so they
can benefits from participation in classroom in which english is the language of instruction has
engaged bresearcher policy maker. The media and the public since the 1924 supreme court
dicition in LAU NICHOLS quanted linguistic accomindition to student with limited proficiency
is critical to discussion of how best to educate these children and youth for several reason.
RESEARCH QUESTIONER

This study tries to determine and analyze the relationship of ENGLISH LANGUAGE
PROFICIENCY AND LEARNING ABILITY.specially it seeks answer to the following

1.What is the perception of the student respondent on the extent of English Language Proficiency
in terms of:

2.what is the perception of the student respondent on the level of Learning Ability.

THis study focused on the English Language Proficiency in relation of Learning Ability with
total of in EMA EMITS COLLOGE PHILIPPINES S.Y 2019-2020.
