NOTIFICATION FOR FILLING UP OF VARIOUS NON-FACULTY POSITIONS

Indian Institute of Petroleum and Energy (IIPE), is an Institute of National


Importance at par with all other IITs and IIMs and enacted by Parliament vide the Indian
Institute of Petroleum & Energy Act, 2017 (No : 3 of 2018). It has started its operations
in Visakhapatnam, Andhra Pradesh, engaged in teaching, research and development
and it requires non teaching staff.

Applications are invited for the following non-faculty positions, and all the
positions carry scales of pay at appropriate levels of VII Central Pay Commission of the
Government of India, as applicable to all the IITs.

1. Post : REGISTRAR (Re-Advertisement)

The Institute invites applications from Indian Nationals possessing excellent


academic track record, commitment to top quality teaching and proven credentials for
carrying out outstanding research and development for its various Departments. The
selected candidate shall be appointed for three years as Registrar and can be
extendable for another two years (not more that five years all put together).

Job Description:

The post of the Registrar is one of the key positions in the administrative set up
of the Institute. He is the head of the administrative wing of the Institute. Administration
in IIPE is a service function, with the main goal of providing support to the academic
side of the Institute. The key function of the Registrar, therefore, is to ensure that the
administrative wing provides efficient and courteous support to students, faculty,
academic functionaries, etc. so they can excel in teaching and R&D while ensuring that
all statutory requirements are being met. The roles and responsibilities of Registrar
include (but are not limited to):

• To provide necessary support to Director for running / day-to-day activities of the


Institute.

• To coordinate with government agencies, statutory bodies, and


other institutions / organizations.

• To supervise all sections/ wings of the Institute administration including Academic


section, HR, IT, Student Affairs, Stores & Purchase, Library, Operations, Estate &
Works, Security, Facilities, Placements and Corporate Communications etc.

• Preparation of Board agenda notes, recordings of minutes of the meeting,


keeping records of the apex bodies of the Institute, issue of notices for the
convening of meetings of all committees and sub-committees appointed by any
of these authorities, where he is Secretary. Taking action and submitting
compliance report on the directions/advises of such bodies.

• To be the custodian of the records and such other property of the Institute as the
Board of Governors may commit to his/ her charge, and to ensure proper record
keeping and digitizing of records.

• Human Resource Development of Non-teaching employees, including


recruitment, training, promotions, and incentives, etc. for attracting and retaining
talent.

• To handle legal matters of the Institute, and to represent Institute in suits or


proceedings by or against the Institute, sign power of attorney and perform
pleadings or depute his/ her representative for the same.

• To ensure the adherence of Institute rules and regulations, and statutory


compliances.

• To conduct the official correspondence on behalf of the Institute.

• To enter into an agreement, sign documents and authenticate records on behalf


of the Institute.

• To safeguard the movable and immovable assets of the Institute.

• To perform other duties as specified in the IIPE Act or as assigned by the


Director or Board of Governors of the Institute from time to time.
Pay and Other Benefits

Depending upon the experience, educational qualification, etc. the pay scale will
be at Level 14 of VII CPC - Rs. 1,44,200 – 2,18,200. DA will be applicable as per the
rates applicable to the staff of the Government of India. Other benefits like HRA, LTC,
NPS etc., which are generally applicable to the staff in other IITs, will be applicable. The
option of Campus Housing is also eligible, subject to availability. Advance increments
may be granted to the deserving candidate, on the discretion of the Selection
Committee, if he/she is otherwise eligible.

Qualifications and Experience

Essential:

1. A postgraduate degree with 1st division or equivalent grade from a reputed


Institution.

2. At least 15 years of administrative / teaching experience, with at least 8 years of


administrative experience at a senior level (e.g. Deputy Registrar/General Manager or
equivalent/ or above.) in a reputed Institution / University / Corporate Organization.

Desirable

1. A postgraduate degree in Engineering/Law/Management from a reputed Institution.

2. Administrative experience in reputed education/research institutes.

3. Good knowledge of Govt. rules and regulations on all matters viz. establishment,
works, procurement, general financial rules etc.

4. Experience in financial management, project management, human relations and


personnel management, industrial relations; coordinating and leading a team.

General Information/ Condition/ Instructions :

1. The applicant should not be more than 55 years of age. However, this can be
relaxed for suitable candidates. The appointment will be either on deputation or on
contract for a period of up to three years, which can be renewed by two years (not more
than five years all put together). The age of retirement will be 60 years.

2. As this is re-advertisement for the post of Registrar, the applicants once applied
already to our earlier notifications need not apply, and even if they applied for this
notification, those applications will not be considered.

2. Posts – JR. ENGINEEER (CIVIL) – 1 Nos.
JR. ENGINEER (ELECTRICAL) – 1 Nos.

Pay and Other Benefits

Depending upon the experience, educational qualification, etc. the pay scale will
be at Level 6 of VII CPC – Rs. 35,400 – 1,12,400. DA will be applicable as per the rates
applicable to the staff of the Government of India. Other benefits like HRA, LTC, NPS
etc., which are generally applicable to the staff in other IITs will be applicable. The
option of Campus Housing is also available, subject to availability.

Qualifications and Experience

Essential:

(a) Bachelor of Engineering or equivalent in appropriate field with 2 years of


relevant experience or Diploma in Engineering of three years duration in
appropriate fields with 3 years of relevant experience.

(b) Valid supervisory license / permit issued by the Chief Electrical Inspectors
in case of Electrical Works or knowledge of Computer applications, experience in
Design & Estimation, Construction & Maintenance of buildings, etc in case of
Civil Works, etc.

Maximum Age limit : 32 years

Work Responsibilities :

Key tasks of the Civil Engineer :

• Overall In-charge of all civil activities of IIPE which includes construction


activities of all projects / Infrastructure.

• Effective supervision and monitoring on survey of sites, analysis of site


conditions.

• Checking technical designs and drawings to ensure compliance to all IS


standards.

• Ensuring projects meet agreed specifications, budgets or timescales.

• Liaisoning with clients, sub-contractors and other professional staff, especially


consultants, architects / statutory authorities for smooth construction.

• Providing technical advice.

• Ensuring that health and safety sustainability policies and legislation are
adhered to.
• Maintenance of all amenities of IIPE as per standards including working of
hostel complexes.

Key tasks of the Electrical engineer:

• Over all In-charge of electrical facilities of IIPE.

• Working on 11KV, 440V, 3 phase systems as per IS standards and CEA rules.

• Effective monitoring of all electrical projects and ensure all electrical equipment
procured are as per the specified norms and standards.

• Liaison with electrical authorities / consultant / contractors for obtaining


electrical clearances for IIPE.

• In-charge of electrical maintenance at the IIPE campus. Attend to all


breakdowns in a short time and safely. Upkeep of all electrical licenses.

3. Post – ACCOUNTANT – 1 NOs.

Pay and Other Benefits

Depending upon the experience, educational qualification, etc. the pay scale will
be at Level 5 of VII CPC – Rs. 29,200 – 92,300. DA will be applicable as per the rates
applicable to the staff of the Government of India. Other benefits like HRA, LTC, NPS
etc., which are generally applicable to the staff in other IITs will be applicable. The
option of Campus Housing is also available, subject to availability.

Qualifications and Experience

Essential:

(a) Minimum Qualification : Bachelor’s Degree in Commerce or CA (Inter) qualified


with 3 years of relevant experience as Junior Assistant in the GP of Rs. 2000 (in VI
CPC) or equivalent level-4 in VII CPC or equivalent. Knowledge of Computer Office
applications like MS Word, MS Excel, Tally, etc and exposure to office procedures like
maintenance of Files, Noting and Drafting, etc are essential Computer Typing skill of 35
wpm (equiv. to 10500 KDPH) with an average of 5 key depressions for each work.

(b) Preference will be given to the candidates who can have exposure with Tally and
all commercial organizations work exposure with EPF, NPS, ESI, Income-Tax, GST,
Auditing, Employees pay fixations, Leave Rules and all such other accountancy
procedures. He is responsible to handle all the correspondence with the outside
organizations relating to accountancy matters.
(c) IIPE reserves right to select suitable candidate, even by relaxing age limit and
other prescribed limits when the Selection Committee prefers such candidate is suitable
for the post in all respects. No correspondence will be entertained in the matter. IIPE
decision is final.

1. The candidate must be a citizen of India.

with enclosures sending by e-mail jobs@iipe.ac.in so as to reach on or before
26th October 2019. One physical copy of the application along with required enclosures
and a copy of the mail and Demand Draft of Rs.500/- (Non-refundable) drawn in favour
of “Indian Institute of Petroleum & Energy payable at Visakhapatnam” may be sent
by REGISTERED POST so as to reach on or before the date mentioned above, duly
superscribed on the cover and on the application as follows:

3. Candidates are advised to write their name and post applied for on the back side
of the Demand draft. In case, the candidate applies more than one post, he/she has to
enclose separate Demand Draft worth Rs. 500/- for each application.

4. Candidates belonging to SC/ST, PwD category and Women candidates, need


not attach any Demand draft; but however they have to imperatively attach the
respective valid Community Certificate issued by the competent Government authority.

5. Reservations are applicable as per Government of India rules wherever required.

6. The candidates should give detailed resume / application in the prescribed


format, clearly bringing out achievements, along with justification (limited to one page) in
support of their candidature, a career plan (limited to one page), and contact details of
at least two distinguished individuals, well acquainted with the candidate’s work as per
the format of application appended hereunder.

7. Mere meeting of the specified criteria does not qualify a candidate to appear for
the interview or the selection.

8. All appointments shall be done after obtaining the approval of the Competent
Authority based on the recommendations made by the Selection Committee.
9. Persons employed in Government Departments, Autonomous Organizations and
Public Sector undertakings, should send their applications through proper channel (with
an endorsement of ‘No Objection’ to relieve in case of appointment at IIPE). And other
conditions as per Government norms wherever they are applicable, they shall be
applicable for these applicants also.

10. The qualifications prescribed should have been obtained from recognized
Universities/Institution.

11. Candidates applying for more than one post have to apply separately for each
post with separate Demand Drafts wherever applicable;

12. The prescribed qualifications / experience indicated are bare minimum and mere
possession of same will not entitle the candidate to be called for interview/selection.
Where number of applications received in response to an advertisement is large, it may
not be convenient or possible to call all the candidates. The Institute may thus restrict
the number of candidates to be called for written examination / skill test / interview to a
reasonable limit at its discretion;

13. Relaxation in age, educational qualification and/or experience may be considered


in case of outstanding and exceptional candidates at the discretion of the competent
authority;

14. No interim enquiries / correspondence/ communication of any sort will be


entertained on the matter;

15. Canvassing in any form and /or bringing any influence, political or otherwise will
be treated as a disqualification for the post applied for and such application/s shall
summarily be rejected;

16. Incomplete and improper applications shall summarily be rejected;

17. List of short listed / selected candidates will be communicated to their individual
mail Ids and no separate communication will be sent;

18. When called for written examination / skill test / interview or selection process, as
per the required method of selection process depending on the Level of posts as
applicable, the candidate/s will have to bring printed copy of their entire application with
self- attested certificates / credentials;

19. The Institutes reserves the right to rectify any discrepancy of the Advertisement,
if found later on. In case of any inadvertent mistake in the process of selection which
may be detected at any stage even after the issue of letter of appointment, the Institute
reserves the right to modify/withdraw/cancel any communication made to the candidate;

20. Applicant shall be responsible for the correctness of the information provided in
the application. If it is found at a later date that any information given in the application
is incorrect / false, the candidate / appointment shall be cancelled / terminated;

21. Any dispute with regard to the selection / recruitment process will be subject to
Visakhapatnam jurisdiction only;
22. Institute will not be responsible for non-receipt of applications within the
stipulated date or for postal / transit delays or the mails that went to spam box or for loss
of application / documents not attached / incomplete application;

23. Applications received through external placement / sourcing agencies etc., and
the applications that are not in the prescribed format shall not be accepted.

24. Candidates are not entitled for any Travelling allowance / Dearness allowance
when they are called for interview/skill test etc., except for the post of Registrar to whom
II AC Train fare to and fro shall be reimbursed, subject to production of valid proof.

25. The Director also reserves the right to appoint the persons on contractual basis
on consolidated pay suitable to the post, in case the IIPE decides to do so.

26. Superannuation of the employees is as per the rules of the Government of India.

27. The Director also reserves the right to accept or reject or cancel in partial or full
any post/s at his discretion at any stage without assigning any reason thereof;

28. If any legal dispute arises, the Visakhapatnam is the sole jurisdiction for all
purposes.
