RESOLUTION NO. 01-09

RESOLUTION REQUESTING FOR A USUFRUCT BETWEEN THE OFFICE OF THE

SANGGUNIANG KABATAAN NG BARANGAY MAGTAKING, SAN CARLOS CITY,
PANGASINAN AND THE DEPARTMENT OF EDUCATION, DIVISION I, SAN CARLOS CITY,
PANGASINAN FOR THE CREATION OF A KALANGWERAN HUB

WHEREAS, in Section XIII of the 1987 Philippine Constitution it is stated that “The State recognizes the
vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual,
intellectual, and social well-being”;

WHEREAS, the State shall inculcate in the youth patriotism and nationalism, and encourage their in
public and civic affairs;

WHEREAS, one of the objectives mentioned in 4.7 Active Citizenship, Table 55 of the Active
Citizenship Overview Matrix of the Philippine Youth Development Plan for 2017-2022 is to increase
facilities available for youth groups;

WHEREAS, there is a need to provide for safe spaces for the youth in order to develop them into nation
builders, better members of the community, and better members of society;

WHEREAS, it is a joint motion of all SK Council members present and the SK Chairperson to request a
usufruct with Department of Education Schools Division of San Carlos City, Pangasinan for a parcel of
land;

WHEREAS, the usufruct for the parcel of land shall be intended for the development of the youth of
Barangay Magtaking, San Carlos City, Pangasinan and its neighbouring barangays (Turac, Paitan-
Panoypoy, Payapa, Ilang, Cobol, Tarectec, Sapinit, Longos, Cobol, Lilimasan, and Tarece);

WHEREAS, the lot shall be used for the construction of a Kalangweran Hub or a youth center in order to
address the needs of the youth;

WHEREAS, the Kalangweran Hub shall be a modern multi-faceted approach to youth development and
shall have the following salient facilities: a mini library, electronic library, a sports room, a small
conference room/office for the Sangguniang Kabataan, and a mess hall for the youth to do various
programs and activities;

WHEREAS, on the motion of the SK Council Members to copy furnish a duplicate of the resolution to
the Office of the Schools Division Superintendent of San Carlos City is approved unanimously;

WHEREFORE, on the motion of SK Chairperson Lemuel Gio Fernandez Cayabyab and duly seconded
by all members be it resolved.
