This document only provides guidance for feature activation. Feature deployment and feature
gains depend on the specifics of the network scenario where the feature is deployed. To achieve

Description 3 Overview

3 Overview

Auto Neighbor Group Configuration (ANGC) enables the eNodeB to collect measurement
reports (MRs) from UEs on the network, analyze the MRs, evaluate the overlap relationships
between cells, and automatically set related attributes in the neighbor relationships. This
reduces the time for manual parameter configurations and improves the operation and
maintenance efficiency.
The related attributes set in the neighbor relationships by ANGC can be used for reference
only when the number of MRs collected by the eNodeB reaches a specified threshold.
This document covers the following functions:
l Automatic setting of overlap indicators for neighboring cells
This function enables the eNodeB to automatically set
EutranInterFreqNCell.OverlapInd in inter-frequency networking scenarios, facilitating
the use of mobility load balancing (MLB) functions.
l Automatic setting of SCell blind configuration flags
This function enables the eNodeB to automatically set
CaGroupSCellCfg.SCellBlindCfgFlag in carrier aggregation (CA) scenarios,
facilitating the use of CA functions.
The eNodeB uses additional measurement to ensure sufficient MRs. When MRs required by a
function are insufficient, the eNodeB will deliver additional measurement configurations to
UEs, instructing them to measure neighboring cells with the strongest signal strength. The
UEs will then send MRs to the eNodeB. The eNodeB stops delivering additional
measurement configurations when it has received enough MRs.
In this document, the original measurement is called common measurement and the
measurement result is called common MR. The strongest-cell measurement triggered by the
eNodeB is called additional measurement and the measurement result is called additional MR.

Neighboring Cells

4.1 Principles

4.1.1 Process
To enable automatic configuration of EutranInterFreqNCell.OverlapInd, the
OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch parameter
must be selected.
Figure 4-1 shows the configuration process.

l After the function enters sleep state, it will be restarted immediately when any of the
following occurs:
– The value of the CellMlbAutoGroup.StatPeriod parameter is changed.
– The OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch
parameter is selected again.

– The OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch


parameter is selected at cell reestablishment.
– The MicroOverlapIndSwitch and MicroGroupOverlapIndSwitch options of the
CellAlgoSwitch.MlbAutoGroupSwitch parameter are reselected when the
OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch
parameter is selected.
l After the function enters sleep state, if inter-frequency neighboring cells have been
added to or removed from the serving cell and CellMlbAutoGroup.SleepPeriod has
timed out, the function will be restarted. This mechanism prevents the function from
being frequently restarted while neighbor relationships are being changed.

4.1.2 Automatic Configuration of Overlap Indicators in Macro-


Macro Networking Scenarios

4.1.2.1 MR Collection

4.1.2.1.1 Operations in a Measurement Period


When the EutranInterFreqNCell.CtrlMode parameter has been set to AUTO_MODE for a
neighboring cell, MRs related to this cell will be collected. That is, the function takes effect
on this cell. When this parameter has been set to MANUAL_MODE for a neighboring cell,
MRs related to this cell will not be collected. That is, the function does not take effect on this
cell.
After the end of the measurement period specified by CellMlbAutoGroup.StatPeriod, the
eNodeB evaluates the number of collected MRs.
l If the number of collected MRs reaches the threshold specified by
CellMlbAutoGroup.OverlapIndAutoSampleNum, the eNodeB will proceed to evaluate
the coverage relationship. For details, see 4.1.2.2 Coverage Relationship Evaluation.
l If the number of collected MRs does not reach the configured threshold, the eNodeB will
extend a measurement period of the same length and continue to collect MRs.
– If CellMlbAutoGroup.AddedMeasCfg is set to ALLOWED, the eNodeB will
initiate additional measurements in the extended period. For details, see 4.1.2.1.2
Additional Measurement.
– If CellMlbAutoGroup.AddedMeasCfg is set to NOT_ALLOWED, the eNodeB
will not initiate additional measurements in the extended period but continue to
collect common MRs.
To trigger common MR collection, any of the following conditions must be met:
l Adaptive CA is enabled and blind SCell configuration is disabled as follows:
– The FreqCfgSwitch and AdpCaSwitch options of the
ENodeBAlgoSwitch.CaAlgoSwitch parameter are both selected.
– No CaGroupSCellCfg MO is configured for any cell on the carrier identified by
the SccFreqCfg.SccDlEarfcn parameter, or the
CaGroupSCellCfg.ScellBlindCfgFlag parameter is set to FALSE.
For details about the parameter functions, see Carrier Aggregation.
l Connected-mode MLB is enabled as follows:
– The InterFreqMlbSwitch or InterFreqBlindMlbSwitch option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected.

– The CellMLB.MlbTriggerMode parameter is set to PRB_ONLY or


UE_NUMBER_ONLY, and SynchronizedUE is selected for
CellMLB.InterFreqUeTrsfType.
For details about the parameter functions, see Intra-RAT Mobility Load Balancing.
l Service-based inter-frequency handovers are activated. That is, the
ServiceBasedInterFreqHoSwitch option of the ENodeBAlgoSwitch.HoAlgoSwitch
parameter and the SrvBasedInterFreqHoSw option of the
CellAlgoSwitch.HoAllowedSwitch parameter are both selected. For details about the
parameter functions, see Mobility Management in Connected Mode.
l Inter-frequency handovers based on eMBMS service interest indication are activated.
That is, the SERVICECONTINUITYSWITCH option of the
CellMBMSCfg.MBMSServiceSwitch parameter is selected. For details about the
parameter functions, see eMBMS.

MRs are collected for the following events:


l Inter-frequency measurement event A4 for CA
l Any of the following events with the RSRP value of the best cell being greater than or
equal to the threshold for inter-frequency measurement events triggered by MLB
(InterFreqHoGroup.InterFreqLoadBasedHoA4ThdRSRP +
EutranInterNFreq.IfMlbThdRsrpOffset):
– Inter-frequency measurement event A4 for MLB
– Inter-frequency measurement event A4 or A5 for service-based inter-frequency
handovers
– Inter-frequency measurement event A4 or A5 for inter-frequency handovers based
on MBMS interest indication
– Strongest-cell measurement event for an additional measurement or fast ANR

4.1.2.1.2 Additional Measurement


When CellMlbAutoGroup.AddedMeasCfg is set to ALLOWED, the eNodeB can start
additional measurements in the extended period and instruct UEs to report MRs. For details
about additional measurement, see 3 Overview.
l If the number of accumulated MR samples has reached the threshold specified by
CellMlbAutoGroup.OverlapIndAutoSampleNum when the extended period ends, the
eNodeB stops additional measurements and proceeds to evaluate the coverage
relationship.
l If the number of accumulated MR samples has not yet reached the configured threshold
when the extended period ends, the eNodeB will not evaluate the coverage relationship.
The function enters sleep state and waits to be triggered again. For details, see 4.1.2.5
Sleep State.

Additional measurements are performed only for UEs that are newly admitted to the cell or
that have been handed over to the cell. The following restrictions apply:
l For VoIP UEs, additional measurements are not performed. If a non-VoIP UE for which
additional measurements are being performed initiates a VoIP service and a QCI 1 bearer
is then set up, the eNodeB determines whether to cancel the UE's additional
measurements based on the GlobalProcSwitch.VoipWithGapMode parameter value.
l For CA UEs, the eNodeB determines whether to perform additional measurements based
on the ANR.CaUeChoseMode parameter value.

– ANR.FastAnrIntraRatMeasUeNum, which specifies the maximum number of UEs


that are allowed to perform measurements simultaneously
– ANR.FastAnrIntraRatUeNumThd, which specifies the maximum number of UEs
that are allowed to perform measurements per minute
– ANR.FastAnrRprtInterval, which specifies the interval at which UEs report
additional MRs

If additional measurements are required but the number of times that additional measurements
should be triggered on the network is expected to be as less as possible, the following
methods can be adopted:
l Set CellMlbAutoGroup.StatPeriod to a larger value.
l Set CellMlbAutoGroup.OverlapIndAutoSampleNum to a smaller value.

4.1.2.2 Coverage Relationship Evaluation


At the end of each regular or extended measurement period, the eNodeB checks the number
of MRs that have been collected for a potential target E-UTRAN frequency for MLB. If the
number is greater than or equal to the value of
CellMlbAutoGroup.OverlapIndAutoSampleNum, the eNodeB evaluates the percentage of
overlap between the serving cell and each inter-frequency neighboring cell on the frequency
and determines whether to reset overlap indicators for the neighboring cells based on the
evaluation results. For details, see 4.1.2.3 Decision-Making.

Percentage of overlap between an inter-frequency neighboring cell and the serving cell =
(Number of MRs in which the inter-frequency neighboring cell ranks first/Total number of
MR samples about neighboring cells on the frequency) x 100%

For example:

Table 4-1 lists the MR samples about cells on a neighboring E-UTRAN frequency that can be
used as a target frequency for MLB.

According to Table 4-1, the percentage of overlap between the serving cell and cell 1, cell 2,
cell 3, or cell 4 can be calculated. Table 4-2 lists the percentages of overlap between them.

4.1.2.3 Decision-Making
If the overlap percentage of an inter-frequency neighboring cell for which the overlap
indicator (EutranInterFreqNCell.OverlapInd) has not been set is greater than or equal to the
value of CellMlbAutoGroup.OverlapIndAddThd, the eNodeB determines that the overlap
indicator should be set to Yes for this neighboring cell.
If the overlap percentage of an inter-frequency neighboring cell for which the overlap
indicator has been set is less than the value of CellMlbAutoGroup.OverlapIndDelThd, the
eNodeB determines that the overlap indicator should be set to No for this neighboring cell.

4.1.2.4 Configuration Execution


Configurations are executed only for neighboring cells whose
EutranInterFreqNCell.CtrlMode is set to AUTO_MODE. If this parameter is set to
MANUAL_MODE, the eNodeB does not execute the configurations.
The execution of these configurations is controlled by CellMlbAutoGroup.OptMode, which
can be set to FREE or CONTROLLED.
l If this parameter is set to FREE, the eNodeB can automatically set
EutranInterFreqNCell.OverlapInd after the decision takes effect.
l If this parameter is set to CONTROLLED, the eNodeB sends the decision result as
modification advice to the U2020 after the decision takes effect. On the menu bar of the
U2020, choose LTE MLB. The LTE MLB tab page is displayed. The eNodeB sets
EutranInterFreqNCell.OverlapInd only after manual acknowledgment.
After the configuration execution is completed, the function enters sleep state and waits to be
triggered again. For details about the sleep state, see 4.1.2.5 Sleep State.

4.1.2.5 Sleep State


The eNodeB does not collect MRs, evaluate coverage relationships, make configuration
decisions, or execute configurations when the function is in sleep state.
If CellMlbAutoGroup.SleepPeriod is set to 65535, automatic configuration of overlap
indicators will never enter sleep state. The eNodeB will continue to periodically collect MRs,
evaluate coverage relationships, make configuration decisions, and execute configurations. In
this situation, additional measurements are not recommended.

4.1.3.1 Automatic Configuration of Overlap Indicators for Micro Cells


After the OverlapIndAutoSwitch and MicroOverlapIndSwitch options of the
CellAlgoSwitch.MlbAutoGroupSwitch parameter are selected, if a micro cell detects that it is
almost completely within the coverage area of a macro cell, the micro cell can proactively
request the macro cell to configure an overlap indicator.
In this scenario, the micro cell collects MRs, evaluates the coverage relationship, and makes
decisions. Then, it instructs the macro cell to configure EutranInterFreqNCell.OverlapInd.
Figure 4-2 shows automatic configuration of the overlap indicator.

4.1.3.2 Automatic Configuration of Overlap Indicators for Micro Cell Groups


After the OverlapIndAutoSwitch and MicroGroupOverlapIndSwitch options of the
CellAlgoSwitch.MlbAutoGroupSwitch parameter are both selected, if multiple micro
neighboring cells are within the coverage area of a macro cell, the macro cell regards all the
inter-frequency micro cells on the same frequency as one micro cell group.
In this scenario, after collecting MRs, the macro cell evaluates the coverage relationships and
makes decisions for the micro cell group, and configures EutranInterFreqNCell.OverlapInd
for all micro cells in the group. Figure 4-3 shows automatic configuration of overlap
indicators for a micro cell group.

4.4.2 Activation Verification

Using MML Commands


When CellMlbAutoGroup.OptMode is set to FREE, the value of the overlap indicator is
changed immediately after configuration execution is complete. You can run the DSP
EUTRANINTERFREQNCELL command to check whether the value is changed. The
configured value, however, takes effect only when the start time specified by
eNodeBSonDBCfg.StartTime is reached. You can run the LST
EUTRANINTERFREQNCELL command to check whether the value has taken effect.

When CellMlbAutoGroup.OptMode is set to CONTROLLED and manual acknowledgment


is performed, the value of the overlap indicator will be changed immediately after
configuration execution is complete. You can run the DSP EUTRANINTERFREQNCELL
command to check whether the value is changed. The configured value takes effect
immediately. You can run the LST EUTRANINTERFREQNCELL command to check
whether the value has taken effect.

Querying SON Logs


SON logs record information about successful configuration execution after the function is
enabled. For details about how to view SON logs, see section "Viewing SON Logs" in the
U2020 product documentation.

SON logs contain the following information:

l Local cell ID, downlink EARFCN, and site ID


l Information about inter-frequency neighboring cell for which overlap indicators are
successfully added (including site ID, cell ID, and downlink EARFCN) and relevant

5.1 Principles

5.1.1 Process
To enable automatic configuration of CaGroupSCellCfg.SCellBlindCfgFlag, the following
options must be selected:
l BlindScellAutoSwitch of the CellAlgoSwitch.CaAutoGroupSwitch parameter
l FreqCfgSwitch of the ENodeBAlgoSwitch.CaAlgoSwitch parameter

l The BlindScellAutoSwitch option of the CellAlgoSwitch.CaAutoGroupSwitch


parameter is selected for a cell that is being reestablished.
After the function enters sleep state, if inter-frequency neighboring cells have been added to
or removed from the serving cell and CaMgtCfg.SleepPeriod has timed out, the function will
be restarted. This mechanism prevents the function from being frequently restarted while
neighbor relationships are being changed.

5.1.2 MR Collection

5.1.2.1 Operations in a Measurement Period


When this function is enabled, the eNodeB collects MRs only for secondary component
carriers (SCCs) whose SccFreqCfg.CtrlMode is set to AUTO. If this parameter is set to
MANUAL for a given SCC, the eNodeB does not collect MRs for that SCC. In this scenario,
automatic setting of SCell blind configuration flags will not take effect on the SCC in
question.
The eNodeB checks the number of MRs collected during a period specified by
CaMgtCfg.StatPeriod.
l If the MR quantity is greater than or equal to the value of
CaMgtCfg.BlindScellSampleNum, the eNodeB proceeds to evaluate the coverage
relationship. For details, see 5.1.3 Coverage Relationship Evaluation.
l If the MR quantity is less than the value of CaMgtCfg.BlindScellSampleNum, the
eNodeB will extend a period and continue to collect MRs within the period.
– If CaMgtCfg.AddedMeasCfg is set to ALLOWED, the eNodeB will start
additional measurements in the extended period. For details, see 5.1.2.2 Additional
Measurement.
– If CaMgtCfg.AddedMeasCfg is set to NOT_ALLOWED, the eNodeB will not
initiate additional measurements in the extended period but continue to collect
common MRs.
To trigger common MR collection, any of the following conditions must be met:
l Adaptive CA is enabled and blind SCell configuration is disabled as follows:
– The FreqCfgSwitch and AdpCaSwitch options of the
ENodeBAlgoSwitch.CaAlgoSwitch parameter are both selected.
– No CaGroupSCellCfg MO is configured for any cell on the carrier identified by
the SccFreqCfg.SccDlEarfcn parameter, or the
CaGroupSCellCfg.ScellBlindCfgFlag parameter is set to FALSE.

l Connected-mode MLB is enabled as follows:
– The InterFreqMlbSwitch or InterFreqBlindMlbSwitch option of the
CellAlgoSwitch.MlbAlgoSwitch parameter is selected.
– The CellMLB.MlbTriggerMode parameter is set to PRB_ONLY or
UE_NUMBER_ONLY, and SynchronizedUE is selected for
CellMLB.InterFreqUeTrsfType.

l Service-based inter-frequency handovers are activated. That is, the

MRs collected for the following events are valid:
l Inter-frequency measurement event A4 for CA
If the serving cell has an inter-frequency neighboring cell for which SCellBlindCfgFlag
is set to TRUE, CA-related inter-frequency A4 MRs from cells working on the
frequency of this neighboring cell will not be collected for the serving cell.
l Any of the following events with the RSRP value of a neighboring cell being greater
than or equal to the threshold for CA event A4 (CaMgtCfg.CarrAggrA4ThdRsrp +
SccFreqCfg.SccA4Offset):
– Inter-frequency measurement event A4 for MLB
– Inter-frequency measurement event A4 or A5 for service-based inter-frequency
handovers
– Inter-frequency measurement event A4 or A5 for inter-frequency handovers based
on MBMS interest indication
– Strongest-cell measurement event for an additional measurement or fast ANR

5.1.2.2 Additional Measurement


When CaMgtCfg.AddedMeasCfg is set to ALLOWED, the eNodeB can start additional
measurements in the extended period and instruct UEs to report MRs. For details about
additional measurement, see 3 Overview.
l If the number of accumulated MR samples has reached the threshold specified by
CaMgtCfg.BlindScellSampleNum when the extended period ends, the eNodeB stops
additional measurements and proceeds to evaluate the coverage relationship.
l If the number of accumulated MR samples has not yet reached the configured threshold,
the eNodeB will not evaluate the coverage relationship. The function enters sleep state
and waits to be triggered again. For details, see 5.1.5 Sleep State.
Additional measurements are performed only for UEs that are newly admitted to the cell or
that have been handed over to the cell. The following restrictions apply:
l For VoIP UEs, additional measurements are not performed. If a non-VoIP UE for which
additional measurements are being performed initiates a VoIP service and a QCI 1 bearer
is then set up, the eNodeB determines whether to cancel the UE's additional
measurements based on the GlobalProcSwitch.VoipWithGapMode parameter value.
l For CA UEs, the eNodeB determines whether to perform additional measurements based
on the ANR.CaUeChoseMode parameter value.
l ANR.FastAnrIntraRatMeasUeNum, which specifies the maximum number of UEs that
are allowed to perform measurements simultaneously
l ANR.FastAnrIntraRatUeNumThd, which specifies the maximum number of UEs that
are allowed to perform measurements per minute
l ANR.FastAnrRprtInterval, which specifies the interval at which UEs report additional
MRs

If additional measurements are required but the number of times that additional measurements
should be triggered on the network is expected to be as less as possible, the following
methods can be adopted:
l Set CaMgtCfg.StatPeriod to a larger value.
l Set CaMgtCfg.BlindScellSampleNum to a smaller value.

5.1.3 Coverage Relationship Evaluation


At the end of each regular or extended measurement period, the eNodeB checks the number
of MRs that have been collected for a frequency. If the number of MRs collected is greater
than or equal to the value of CaMgtCfg.BlindScellSampleNum, the eNodeB evaluates the
percentage of overlap between the serving cell and each inter-frequency neighboring cell on
the frequency. The results of this evaluation will serve as an input to the decision phase

is as follows:
Percentage of overlap between an inter-frequency neighboring cell and the serving cell =
(Number of MRs in which the inter-frequency neighboring cell ranks first/Total number of
MR samples about neighboring cells on the frequency) x 100%

5.1.4 Decision-Making and Configuration Execution


Decision-Making
If the percentages of overlap between the inter-frequency neighboring cells and the serving
cell are greater than or equal to the value of SccFreqCfg.BlindScellAddThd, the eNodeB
groups these candidate neighboring cells by frequency, selects the neighboring cell with the
highest overlap percentage for each frequency, and performs as follows:
l The eNodeB adds a CaGroupSCellCfg MO and sets
CaGroupSCellCfg.SCellBlindCfgFlag to TRUE for the cell if no SCell blind
configuration flag has been configured for it.
l The eNodeB changes the value of CaGroupSCellCfg.SCellBlindCfgFlag to TRUE for
the cell if an SCell blind configuration flag has been configured for the cell and the value
is FALSE.
If the percentage of overlap between an inter-frequency neighboring cell and the serving cell
is less than the value of SccFreqCfg.BlindScellDelThd, the eNodeB performs as follows:
l The eNodeB deletes the CaGroupSCellCfg.SCellBlindCfgFlag setting and the
CaGroupSCellCfg MO for the cell if an SCell blind configuration flag has been
configured and the value is TRUE.
l The eNodeB does not perform any actions in other situations.

Configuration Execution
Configurations are executed only for inter-frequency neighboring cells on the SCCs whose
SCCFreqCfg.CtrlMode is set to AUTO. If this parameter is set to MANUAL, the eNodeB
does not execute the configurations.
The execution of these configurations is controlled by the CaMgtCfg.OptMode parameter,
which can be set to FREE or CONTROLLED.
l If this parameter is set to FREE, the eNodeB can automatically add, change, or delete
the CaGroupScellCfg.ScellBlindCfgFlag setting after the decision takes effect.

l If this parameter is set to CONTROLLED, the eNodeB sends the decision result as
modification advice to the U2020 after the decision takes effect. On the menu bar of the
U2020, choose LTE CA. The LTE CA tab page is displayed. The
CaGroupScellCfg.ScellBlindCfgFlag setting can be added, changed, or deleted only
after manual acknowledgment.

After execution of the configurations is complete, the function enters sleep state. For details,
see 5.1.5 Sleep State.

5.1.5 Sleep State


The eNodeB does not collect MRs, evaluate coverage relationships, make configuration
decisions, or execute configurations when the function is in sleep state.

If CaMgtCfg.SleepPeriod is set to 65535, automatic setting of SCell blind configuration flags


will never enter sleep state. The eNodeB will continue to periodically collect MRs, evaluate
coverage relationships, make configuration decisions, or execute configurations. In this
situation, additional measurements are not recommended.

Network Impacts
Assume that the eNodeB has not added an SCell blind configuration flag or changed the flag
setting for any inter-frequency neighboring cells of a serving cell before automatic setting of
SCell blind configuration flags is enabled. After automatic setting of SCell blind
configuration flags is enabled for the serving cell and an SCell blind configuration flag is
successfully added or the flag setting is changed for its inter-frequency neighboring cells, the
values of the counters listed in Table 5-1 may increase for the serving cell.

If the function works in FREE mode or if it works in CONTROLLED mode but manual
acknowledgment is performed, you can query the operation result of the function by running
the LST CAGROUPSCELLCFG command.
In the command output, you can learn the operation result by checking whether a
CaGroupSCellCfg MO is added or deleted or querying the value of ScellBlindCfgFlag.

Querying SON Logs


SON logs record information about successful configuration execution after the function is
enabled.
For details about how to view SON logs, see section "Viewing SON Logs" in the U2020
product documentation.
SON logs contain the following information:
l Site ID, cell ID, and downlink EARFCN
l Information about inter-frequency neighboring cells for which SCell blind configuration
flags are successfully added or modified (including site ID, cell ID, and downlink
