This document only provides guidance for feature activation. Feature deployment and feature
gains depend on the specifics of the network scenario where the feature is deployed. To achieve
the desired gains, contact Huawei professional service engineers.
Software Interfaces
Any parameters, alarms, counters, or managed objects (MOs) described in this document
apply only to the corresponding software release. For future software releases, refer to the
corresponding updated product documentation.
3 Overview
Auto Neighbor Group Configuration (ANGC) enables the eNodeB to collect measurement
reports (MRs) from UEs on the network, analyze the MRs, evaluate the overlap relationships
between cells, and automatically set related attributes in the neighbor relationships. This
reduces the time for manual parameter configurations and improves the operation and
maintenance efficiency.
The related attributes set in the neighbor relationships by ANGC can be used for reference
only when the number of MRs collected by the eNodeB reaches a specified threshold.
This document covers the following functions:
l Automatic setting of overlap indicators for neighboring cells
This function enables the eNodeB to automatically set
EutranInterFreqNCell.OverlapInd in inter-frequency networking scenarios, facilitating
the use of mobility load balancing (MLB) functions.
l Automatic setting of SCell blind configuration flags
This function enables the eNodeB to automatically set
CaGroupSCellCfg.SCellBlindCfgFlag in carrier aggregation (CA) scenarios,
facilitating the use of CA functions.
The eNodeB uses additional measurement to ensure sufficient MRs. When MRs required by a
function are insufficient, the eNodeB will deliver additional measurement configurations to
UEs, instructing them to measure neighboring cells with the strongest signal strength. The
UEs will then send MRs to the eNodeB. The eNodeB stops delivering additional
measurement configurations when it has received enough MRs.
In this document, the original measurement is called common measurement and the
measurement result is called common MR. The strongest-cell measurement triggered by the
eNodeB is called additional measurement and the measurement result is called additional MR.
4.1 Principles
4.1.1 Process
To enable automatic configuration of EutranInterFreqNCell.OverlapInd, the
OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch parameter
must be selected.
Figure 4-1 shows the configuration process.

l After the function enters sleep state, it will be restarted immediately when any of the
following occurs:
– The value of the CellMlbAutoGroup.StatPeriod parameter is changed.
– The OverlapIndAutoSwitch option of the CellAlgoSwitch.MlbAutoGroupSwitch
parameter is selected again.
4.1.2.1 MR Collection
Additional measurements are performed only for UEs that are newly admitted to the cell or
that have been handed over to the cell. The following restrictions apply:
l For VoIP UEs, additional measurements are not performed. If a non-VoIP UE for which
additional measurements are being performed initiates a VoIP service and a QCI 1 bearer
is then set up, the eNodeB determines whether to cancel the UE's additional
measurements based on the GlobalProcSwitch.VoipWithGapMode parameter value.
l For CA UEs, the eNodeB determines whether to perform additional measurements based
on the ANR.CaUeChoseMode parameter value.
If additional measurements are required but the number of times that additional measurements
should be triggered on the network is expected to be as less as possible, the following
methods can be adopted:
l Set CellMlbAutoGroup.StatPeriod to a larger value.
l Set CellMlbAutoGroup.OverlapIndAutoSampleNum to a smaller value.
Percentage of overlap between an inter-frequency neighboring cell and the serving cell =
(Number of MRs in which the inter-frequency neighboring cell ranks first/Total number of
MR samples about neighboring cells on the frequency) x 100%
For example:
Table 4-1 lists the MR samples about cells on a neighboring E-UTRAN frequency that can be
used as a target frequency for MLB.

According to Table 4-1, the percentage of overlap between the serving cell and cell 1, cell 2,
cell 3, or cell 4 can be calculated. Table 4-2 lists the percentages of overlap between them.
4.1.2.3 Decision-Making
If the overlap percentage of an inter-frequency neighboring cell for which the overlap
indicator (EutranInterFreqNCell.OverlapInd) has not been set is greater than or equal to the
value of CellMlbAutoGroup.OverlapIndAddThd, the eNodeB determines that the overlap
indicator should be set to Yes for this neighboring cell.
If the overlap percentage of an inter-frequency neighboring cell for which the overlap
indicator has been set is less than the value of CellMlbAutoGroup.OverlapIndDelThd, the
eNodeB determines that the overlap indicator should be set to No for this neighboring cell.

5.1 Principles
5.1.1 Process
To enable automatic configuration of CaGroupSCellCfg.SCellBlindCfgFlag, the following
options must be selected:
l BlindScellAutoSwitch of the CellAlgoSwitch.CaAutoGroupSwitch parameter
l FreqCfgSwitch of the ENodeBAlgoSwitch.CaAlgoSwitch parameter
l AdpCaSwitch of the ENodeBAlgoSwitch.CaAlgoSwitch parameter
Figure 5-1 shows the configuration process.
After the function enters sleep state, it will be restarted immediately when any of the
following occurs:
l The value of CaMgtCfg.StatPeriod is changed.
l The BlindScellAutoSwitch option of the CellAlgoSwitch.CaAutoGroupSwitch
parameter is reselected.
5.1.2 MR Collection
If additional measurements are required but the number of times that additional measurements
should be triggered on the network is expected to be as less as possible, the following
methods can be adopted:
l Set CaMgtCfg.StatPeriod to a larger value.
l Set CaMgtCfg.BlindScellSampleNum to a smaller value.
Configuration Execution
Configurations are executed only for inter-frequency neighboring cells on the SCCs whose
SCCFreqCfg.CtrlMode is set to AUTO. If this parameter is set to MANUAL, the eNodeB
does not execute the configurations.
The execution of these configurations is controlled by the CaMgtCfg.OptMode parameter,
which can be set to FREE or CONTROLLED.
l If this parameter is set to FREE, the eNodeB can automatically add, change, or delete
the CaGroupScellCfg.ScellBlindCfgFlag setting after the decision takes effect.
l If this parameter is set to CONTROLLED, the eNodeB sends the decision result as
modification advice to the U2020 after the decision takes effect. On the menu bar of the
U2020, choose LTE CA. The LTE CA tab page is displayed. The
CaGroupScellCfg.ScellBlindCfgFlag setting can be added, changed, or deleted only
after manual acknowledgment.
After execution of the configurations is complete, the function enters sleep state. For details,
see 5.1.5 Sleep State.

Network Impacts
Assume that the eNodeB has not added an SCell blind configuration flag or changed the flag
setting for any inter-frequency neighboring cells of a serving cell before automatic setting of
SCell blind configuration flags is enabled. After automatic setting of SCell blind
configuration flags is enabled for the serving cell and an SCell blind configuration flag is
successfully added or the flag setting is changed for its inter-frequency neighboring cells, the
values of the counters listed in Table 5-1 may increase for the serving cell.
