In pursuance of the Delegation of Powers as mentioned in Rule 23 (d) read with Rule 7.3
(c) of Rules and Bye Laws ofICAR Society, Secretary, Indian Council of Agricultural Research
has been pleased to delegate the powers to sign the Vakalatnama and to verify and sign pleadings
on behalf of TCAR to the Legal Adviser, IeAR suhject to the following conditions :-

(i) A copy of this Office Order will he attached with each Vakalatnarna signed by the
Legal Adviser. This is to obviate the difficulty that arose recently when due
authorization to the person who had signed was questioned in Court and TeAR could
not locate the f le /order by which the authorization was given.
(ii) Neither the Assistant Legal Adviser nor the advocate receiving the Vakalatnama are
authorized to give commitment on behalf of ICAR, or make any pleading regarding
leAR policies, without the specific approval of ICAR Hqrs. While giving the
Vakalatnama, the Legal Adviser I Assistant Legal Adviser may write a politely-
worded letter to the above effect to the concerned advocate, with a copy to the
Director of the Institute.

In the absence of Legal Adviser, leAR, the same will be done by Director (Personnel) or
Director (Admn.), leAR subject to the same conditions as ahove.
