Sensitizing General Public of KP with respect to Crime Scene Management through Media
Engagement
UNODC Country Office Pakistan has signed an agreement with the Government of Pakistan to
provide technical assistance in the area of Counter Terrorism through its project “Pakistan’s Action
to Counter Terrorism with special reference to Khyber Pakhtunkhwa (KP)” which aims to improve
the processes related to pre-investigations, investigations, prosecutions and adjudication. The
overall objective of the project is to improve the skills and knowledge of law enforcement officials,
prosecutors and judges while enhancing coordination between the provincial and federal
authorities including Counter Terrorism Department (CTD) of KP Police and the National Counter
Terrorism Authority (NACTA) of Pakistan.
The Khyber Pakhtunkhwa (KP) Police along with its Counter Terrorism Department (CTD) and other
Law Enforcement Agencies (LEAs) are striving to develop a proactive response mechanism to
effectively counter the emerging threats of terrorism and associated crime scenes. The concerned
departments through consultations and assistance of UNODC have identified many requirements to
undertake Crime Scene Management at collective levels. According to the findings and
recommendations by the Crime Scene investigation official, the attitude and conduct of general
public plays an important role in securing the crime scenes. It had been identified that many
failures to crime scene investigation occurs due to inappropriate response by the general public at
the time and after a terrorist incident. The crime scene management in general and effectively
managing the crime scene to secure evidences in particular are extremely significant tasks of
investigation because evidence that originates at the crime scene provides a picture of an event for
the court to consider its deliberation. UNODC in partnership with KP police and other concerned
law enforcement departments has planned to launch a public awareness campaign on the
importance of general public responses to a terrorist incident.
UNODC under its PACT programme requires services of media buying /PR/advertising firm for the
development and execution of awareness campaign plan that must entails

1. Purpose of Media Engagement
The sole purpose of media engagement is to ensure that general public understand the
complexities arises on the part of LEA’s with respect to Crime Scene Management due to
unanticipated response by the public at the times when crime scene occurs. The initiative is
aimed at raising public awareness regarding protection and preservation of the crime scene.
Overall, this public awareness campaign will aid LEA’s work by sensitizing the public, media
and police personnel on the importance of protecting the crime scene in order to ensure
better collection and preservation of evidence.
2. Scope of services
The overall scope of the project is divided into planning and execution phases. The firm is required to
ensure completion of tasks as mentioned below:
1. Coordination with the media or other vendors for the developed content and ensure
wider dissemination of the information material.
2. Ensure dissemination of information to the general public at the identified hotspots
(areas that ensure maximum outreach) through the mediums already decided.
3. Coordinate with the radio channels for broadcasting of the developed messages and
programme on “General Public role in Preserving the Crime Scenes” shall be broadcast
during work hours on any working day. The radio programme must also accommodate at
least 2 experts from UNODC – PACT project for interview/discussion on the said topic as
if required. The airtime of the radio show should not be less than 30 minutes.
(transmission certificates/ or other form of documented evidence is required as
completion of deliverables).
4. Arrange a press/news conference at Peshawar Press Club in which at least 20 working
journalists of Crime Scenes along with 10 other guests shall participate. The firm shall
arrange all logistics including invitations, seating, hall and refreshments. The event
should be held during routine work hours on a working day. The firm shall be provided
English and Urdu final draft of the press release arising out of the press/news conference
and firm shall circulate it to all print media for publication/appearance in at least 3

English, Urdu and Pashto newspapers which are printed and circulated and ensure that it
is published in newspapers. Press coverage report (clippings in original) along with event
report is required as evidence of deliverable completion. Any online newspapers/blogs
shall not be considered as fulfilment of the deliverables. However, those shall be
counted as only value addition but not as replacement of any deliverable(s).
5. Coordinate for development and publication of 5 opinion articles (Op-Eds) on the
editorial pages of at least 3 Urdu dailies and 3 Pushto dailies besides 2 letters to the
editors, all on need to address journal public awareness to preserve the crime scenes in
the province of KP with reference made to PACT as an initiative in the right direction by
UNODC, European Union and partner law enforcement agencies.
6. Ensure collaboration with educational institutions including universities and schools to
undertake debate competitions and awareness raising activities with respect to role of
journal public in crime scene preservation and management
7. Ensure dissemination of content through social mediums including Facebook, Twitter
and Instagram with proper demographics with particular reference to KP province and
selected districts
8. Coordinate with UNODC – PACT team for collection of data and details about the
programme
9. Submit a complete action plan with timelines and methodologies
10. The firm shall submit “Completion Report of Media Engagement 2019” to the UNODC
Country Office Pakistan along with all relevant proofs of completion of deliverables
It is mandatory to use the logos of UNODC, European Union and KP-Government/CTD Department
on all the material that is required to be developed or published during the campaign
7. Requirements:

Contractual Arrangements and Supervision:
The firm will be hired under UNDP/UNODC terms of contract and supervised by the UNODC
Programme Officer solely for the purpose of delivering the above outputs, within the agreed
time frame. There shall be no payment if the firm is unable to deliver the tasks listed above. The
firm agrees to pay back the mobilization advance to UNODC in case of failure to deliver this
project in its entirety. The UNODC shall not bear any other costs other than the agreed lump
sum amount.
Risk Disclosure:
It is expected of the firm to understand, as per industry practice, that any damage (during
travelling and performance of work) to the equipment of the firm or any harm to its staff would
be sole responsibility of the firm and that UNODC, its donors or any of its staff is not liable for
compensation of any damage and harm to either equipment or to firm's personnel throughout
the contract period.
Remuneration:
The firm shall be paid based on the financial proposal submitted for this consultancy, as per
following break-up.
o 30% payment upon signing of contract and on submission and approval of work plan
o 70% final payment upon submission of the final completion report of "UNODC-PACT
Media Engagement Activity" along with proofs of deliverables.
