On June 26, 2019, I was directed by Lieutenant Kevin O’Brien, Commander of the Internal Affairs Division, to conduct an investigation into the off-duty conduct of Hartford Police Officer Joven Gonzalez. 2. On Wednesday, June 25, 2019, at 1507 hours, a call was received through dispatch from cellular number of claiming to be Ms. ‘who’s the guardian of Ms. ‘The caller reported Ms. is in a sexual relationship with Officer Joven Gonzalez, and is seventeen years-old. When the dispatcher asked the caller for an address to send an officer to further investigate, the caller disconnected the line. 3. On June 26, 2019, I received an Interdepartmental Memorandum from Lieutenant Kevin O’Brien. A summary of the memorandum is as follows: On June 25, 2019, at 1700 hours, Lieutenant O’Brien made contact with the caller on cell phone number The caller again identified herself as Ms. The caller further stated she was looking through her daughter's cell phone » When she retrieved photographs and videos that were sexually explicit in nature, indicating Officer Gonzalez was engaging in a sexual relationship with Ms. ‘That after the information was discovered, became upset and left the residence. The caller further informed Lieutenant O’Brien she never had contact with Officer Gonzalez and does not know him. She claimed a friend of hers identified Officer Gonzalez through photos and videos. Pile # 2019-012 On June 26, 2019, at 0935 hours, Lieutenant O'Brien again made contact with the caller. He was informed Ms. did not return home and stated she was unsure if she would cooperate with police if located. The caller also relayed that the friend who told her about Officer Gonzalez. gave her the phone number of sis Officer Gonzalez contact number and told her he also goes by the name of “Marcus.” On June 26, 2019, Lieutenant O’Brien made contact with Inspector Emory Hightower informing him of the allegations made, After Inspector Hightower spoke with Hartford Siate’s Attomey Gail Hardy, Inspector Hightower advised more information would be needed to determine if there would be a separate criminal investigation into the allegation, At this time, contact had not been made with Ms. or Ms. confirming the allegations. 4, On June 26, 2019, at 1232 hours, | attempted to make contact with the caller, utilizing the contact information provided to Lieutenant O’Brien, who identified herself as Ms. 1 identified myself and explained I would be the lead investigator for the complaint. I asked that we set up an interview to discuss the matter in detail. When I inquired as to the identity of the caller, the phone disconnected. I called back four times and the line was picked up, before quickly discomecting each time. 5. On June 26, 2019, at 1320 hours, I responded to » the address originally provided. A canvass of the three family house was conducted, confirming Ms. was not a tenant, Information was obtained through dispatch that the last address known for Ms. was A male juvenile answered the door at that address and confirmed that his mother is in fact Ms. and his sister is Ms. ‘The juvenile called Ms. at work and was able to make contact with her. informed Ms, _of the complaint and my involvement. At that time, Ms, surprised and sfated she did not report anything to the police. She expressed concern with the nature of the complaint. Ms. agreed to meet with me immediately at her place of employment. 6. On June 26, 2019, at 1402 hours, Sergeant Pacheco and I met with Ms. at ', Connecticut. Ms. agreed to take past in a recorded interview on site, A summery of Ms. interview is as follows: Ms. _; reiterated she did not make the complaint to dispatch and confirmed her daughter is Ms. Ms, fhas not stayed in Ms, residence since April or May of 2019, and her last known address was +, Hartford, Connecticut. Ms. ‘was staying with a friend by the name of > later identified as Ms. File 2019-012 While speaking with Ms. she received a phone call from Ms. Amy Giovanucci, Ms. social worker through the Department of Children and Families. Ms. Giovanucci confirmed Ms. new address and stated it was the most recent she had been provided by Ms. Ms. Giovanueci was told the roommates name was Ms. further stated Ms. sent her a message through social media on June 19, 2019, at 1031 hours, informing her she has some questions and concems regarding Ms. ‘When Ms. sealled her, she was told Ms. stole money from Ms. and Ms, proceeded to tell her they both had gone to a hotel recently where Ms, engaged in sexual interactions with two different men, one of the men was in his twenties and the other an officer with the Hartford Police Department. Ms. then told her one of their names was “I” and the last name of one was “Gonzalez.” That recently, Ms. posted Ms. birth certificate online because she often tells people she is nineteen years-old, Ms. later provided me with copies of the messages between her and Ms. via email. When Ms. later made contact with Ms. she claimed the accusations were false and Ms, is saying these things about her because they ate no longer fiends. Ms. called Ms, during the interview and placed her on speaker, allowing me to speak with her. Ms. claimed she and Ms. are no longer roommates or friends. Ms. denied knowing any police officer or having any knowledge of Ms. accusation. Ms, agreed to meet with me June 26, 2019 at 1630 hours, to firther discuss the matter. Ms. further informed me her daughter suffers with “ADHD, mood disorder and unspecified bi-polar disorder.” She further stated Ms. in the past “has made allegations that are not accurate at all.” DCF has conducted investigations as result of it. When Ms. ‘was in a juvenile detention center, Ms. received a call from a counselor, consoling Ms. for the death of her son waich had never occurred. Ms. ‘was given counseling in the facility as a result of this, 7. On June 26, 2019 at 1526 hours, Sergeant Pacheco and I went to to speak with Ms. Ms. ‘was located and agreed to take part in a recorded interview on site, A summary of Ms. interview is as follows: Ms, stated she met Ms. through a mutual fiiend. Ms. moved in with Ms. on May 12, 2019, but was asked to leave approximately a week after, when she was caught steeling from Ms. Ms. made contact with Ms. and told her Ms, has a sexually transmitted disease and is homeless, File # 2019-012 ‘When I asked Ms. about Officer Gonzalez, she stated she did not know him personally fut has seen him when Officer Gonzalez, met up with Ms. in front of. Ms. home, while on-duty, but has never entered her residence, Ms, told Ms. that Officer Gonzalez had arrested her in the past, and that’s how they met. Ms. shared she is in a sexnal relationship with Officer Gonzalez, and he “pays for her phone bill, her hair and her nails.” Ms. stated although this information was told by Ms. she “lies a lot.” Ms. described Officer Gonzalez as “black, tall and appeared to be strong.” Ms. never engaged in conversation with him but Knows who he is. Ms. has seen posts of Ms. and Officer Gonzalez. on Snapehat, often captioning her post as “me and my bae” and “me and my baby.” The last time she saw them together was in the month of June, but was unsure of the exact date. 8. On June 26, 2019, at 1555 hours, I received a voicemail from Ms. canceling the interview that we has scheduled for 1630 hours. At 1646 hours, I returned her call and she said she was out of town for the weekend and that she would make contact with me at a later time to reschedule, 9. Oni June 27, 2019, at 0957 hours, I placed a second call to Ms. at in an attempt fo schedule an interview. She did not answer, and an option to leave a message ‘was not available. 10. On June 27, 2019, at 0959 hours, I made contact with Ms. requesting she contact Ms. ‘and ask that she call me, Ms. staied Ms, will not listen to her and was sure she would not meet with me. 11. On June 28, 2019, at 1100 hours, I placed a third call to Ms. on z left a detailed message requesting a phone call back. 12. On July 2, 2019, at 1045 hours, I placed a fourth call to Ms. A voicemail could not be left. An automated message played stating the caller could not accept calls at the time. 13. On July 2, 2019, at 1148 hours, I made contact with Ms. Giovanucei. I confirmed that she had a scheduled appointment with Ms. at 1400 hours on July 2, 2019. Ms. called her and canceled, stating she was in the State of New Jersey for the week. I asked that Ms. Giovanucci make contact with me when the appointment is rescheduled, in an aitempt to make contact with Ms. at her office. 14. On July 3, 2019, I received a City of Hartford Interdepartmental Memorandum from Lieutenant O’Brien. A summary of the memorandum is as follows: On July 2, 2019, at approximately 2033 hours, Officer Gonzalez made contact with the front desk supervisor Sergeant Christopher Hunyadi, Officer Gonzalez called to report an 7 EPile# 2019-012 off-duty incident that occurred at his residence, which resulted in the Windsor Police Department responding. Officer Gonzalez. requested they meet in person at the Hartford Police Department to discuss the incident further. Sergeant Hunyadi was directed by Lieutenant O’Brien only to obtain basic information from Officer Gonzalez. On July 2, 2019 at 2050 hours, Licutenant O'Brien made contact with Sergeant Simone of the Windsor Police Department. Sergeant Simone confirmed the Windsor Police Department responded to Officer Gonzalez residence. Sergeant Simone informed Lieutenant O’Brien the response was at 0100 hours. Officer Gonzalez’ wife called the Windsor Police Department to report Ms. attempted to “run her off the road.” Officer Gonzalez reported to the Windsor Police Department officers that Ms. was an “unofficial informant,” who he developed a sexual relationship with. Officer Gonzalez further reported to Windsor Police officers that when he met her, he was told she was twenty years-old, and when he found out she was in fact seventeen years-old, he stopped the sexttal relationship. 15. Windsor Police Case Incident Report 1900019323 was obtained. A summary of the report is as follows: On July 1, 2019, at 2137 hours, Officer Michael Feltman responded to » Where Officer Gonzalez, resides . The complainant, Mrs. ; reported at approximately 2137 hours, she was walling in the roadway when she observed a silver Buick with chrome rims turn onto the street. The vehicle sped up in Mrs. direction, forcing her to jump on the grass. The vehicle then came to a complete stop near her residence. A female who she immediately recognized as Ms. exited the passenger side and yelled “where Joven at!” She then got back in the vehicle and left. Mrs. reported she recognized Ms. from a prior incident in May 2019, when she was looking for Officer Gonzalez. and found him off-duty on Street in Hartford, with Ms, sitting in his vehicle, Officer Feltman further investigated the incident and ultimately submitted an arrest warrant for Ms. regarding the incident, 16. Windsor Police Case Incident Report 1900019327 was obtained. A summary of the report iss follows : On July 1, 2019 at 2241 hours, while conducting the above listed investigation Officer Feltman was also advised of a separate incident involving Ms. Mrs. reported Officer Gonzalez sent her a video of Ms. threatening to Kill Officer Gonzalez. and his entire family. Mis. played the recording for Officer Feltman and confirmed the conversation was between Officer Gonzalez and Ms. Ms. states “I'm real psycho, I'm going to kill your kids, your wife and everybody is 8 File # 2019-012 dying.” She futher went on fo state she will be “poping windows.” Officer Gonzalez responds that he did not want any problems and did not want her to come to his house, Ms. responded “I don’t give a fuck about the police Joven. You and your kids are going to die tonight make sure your kids don’t sleep there cause I’m definitely going to pop the windows to your house.” Mis. then called Officer Gonzalez, who came to the residence and provided a statement to the Windsor Police Department. Officer Gonzalez, informed Officer Feltman he had a brief, two-week intimate relationship with Ms. Officer Gonzalez, reported she identified herself to him as twenty years-old. When he found out she was seventeen years-old, he terminated the relationship right away. When he did, Ms. became angry and threatened Officer Gonzalez with bodily injury. The Windsor Police Department investigation showed that on June 25, 2019, at approximately 1906 hours, Officer Gonzalez received numerous calls from Ms. threatening to kill his wife and kids if the relationship did not continue. That when this conversation took place, he recorded it from a separate phone. Officer Gonzalez, stated since the phone call, he has seen Ms. in front of his residence when returning home with his wife and kids. Officer Gonzalez stated he has great fear for the safety of his family. He did not provide an excuse of why he waited a week to report the incident. During the interview on scene, Ms. called Officer Gonzalez, at which time he picked up and placed her on speaker. Ms. stated she was coming to the house and ‘when Officer Gonzalez informed her police were on scene, the line was disconnected. Officer Gonzalez provided Officer Feltman with several addresses Ms. frequents. Officer Feltman made contact with Ms. at her residence, where he was informed Ms. is a habitual runaway with mental health issues. Ms. further stated she may be off her medication and she has not heard from or seen her. She also stated Ms, has a habit of telling people she is nineteen years-old, and provides fake names, addresses, and birth dates. Officer Gonzalez provided a written statement to Officer Feltman regarding the incident, ‘The recording was also obtained by Hartford Police Department IAD investigators, reviewed and is consistent with Officer Feltman’s report. 17. On July 3, 2019, I placed a fifth call fo Ms. on the cell phone number of ‘There was no answer and I was not able to record a message. 18. On July 3, 2019, In-House records revealed that on April 14, 2019, Ms. was arrested for Larceny in the Sixth Degree. The arresting officer was Officer Gonzalez, Ms, ‘was attested under the alias of “Ms, with a birth date of . At the time of incident Ms. ‘was sixteen years-old but identified herself as 9 Fite 2019-012 nineteen years-old. This incident was documented under Hartford Police Case Incident Report 2019-12152, A summary of the report is as follows: Officer Gonzalez was dispatched to 1066 Capital Avenue, on a larceny of a taxi fare complaint. When Officer Gonzalez arrived, he was approached by the complainant who stated he picked up two younger females from a hotel in Manchester. When they arrived to ‘the destination, the taxi fare totaled $42.00. Ms. and Ms. exited the vehicle and ran inside the apartment. The complainant did not pursue them further and made contact with police, Officer Gonzalez made contact with Ms. and Ms. the other juvenile in the taxi, after being invited into the residence by the homeowner, who was unavare of the incident or how they arrived. Initially Ms. and Ms. denied the accusation but then admitted to not paying the fare. Ms. and Ms, were given the opportunity to pay the cab fare and were unable to do so. Ms. and Ms, ‘were transported to the City of Hartford Booking Facility and charged with Larceny in the Sixth Degree. 19. On July 3, 2019, Axon Body Camera Serial Number X81326414 was exported from evidence.com. The camera is assigned to Officer Gonzalez and is one hour and thirty-two minutes in duration. The recording is of Ms. and Ms. initial arrest on Aptil 15, 2019. A summary of the video is as follows: Officer Gonzalez meets the complainant in front of 1066 Capital Avenue and is briefed on the incident. Officer Gonzalez and Officer _ enter the residence from the rear door and met with a woman who confirms she has two daughters but that she had just arrived home herself. There were four girls in the residence, two of which were her daughter’s friends. ‘The woman was cooperative and allowed the complainant to enter her home, stating she “wants to know what's going on.” The complainant entered the residence and identified Ms, and Ms, as the two females who fled from paying the taxi fare. Ms. continued to be uncooperative and denied involvement, Officer Gonzalez, gave them the opportunity to pay the cab driver to avoid arrest. Officer Gonzalez then asked that they both step outside the residence to speak privately. Officer Gonzalez. asked both Ms. and Ms. how old they were and both responded eighteen years-old. Officer Gonzalez asked Ms. for her identification and stated she doesn’t have it with her. Officer _asked for her name at which time she stated Officer Gonzalez responded “how am I supposed to believe you now you already lied to me like a million times.” Ms. was able to produce identification. As Officer Gonzalez. wrote in his department issued notebook, Ms. spelled out her name as * and gave a birth date of yand an address of ., Hartford Connecticut. Please note, by giving this date of birth it would male her nineteen years-old and not eighteen years-old as she claimed. 10 Fite # 2019-012 Officer Gonzalez then asked for her phone number and Ms. responded “my phone is off He asked her to still recite it at which time she states . Officer Gonzalez asked her to repeat the number at which time she then gave a different number which was «After gathering their information, both of the accused began to call fiiends and family for a loan to pay the fare. Officer Gonzalez, walked out front to speak with the victim and mutes the camera at 14:37. He then walks back to the residence and unmutes the video at 17:50. When he re-enters the residence, they are still attempting to gather money to pay the fare. Officer Gonzalez then asks Ms. iff she has identification or has ever had one at which time she responds “no.” This is inconsistent with her first statement regarding her identification. During the investigation, Officer Gonzalez, begins to lecture them about lying and states “trust me I earned my lesson, I'm lucky I got this job.” At 42:20, Ms. looks at Officer Gonzalez and says “why are you staring at me.” Officer Gonzalez. demands she walk out the room with him and beginning to lecture her about her actions and poor behavior. He then states “hold up stay right there,” mutes his body camera at 42:20, has a short conversation with her and then he walks back with Ms. at 43:59 while unmuting his camera. He then mutes the camera and keeps it muted for the remainder of the recording. Shortly after, Officer Gonzalez, walks outside with Ms. and placed her in the rear of his cruiser and does not immediately search or handculf her. After Officer secures Ms. in the rear of her cruiser, she then has Ms. exit Officer Gonzalez’ cruiser. Officer conducts @ search incidental to arrest and secures Ms, in handenffs. Ms. then re-enters the rear of Officer Gonzalez’s cruiser and is transported to Hartford Police Booking Facility. You can see Officer Gonzalez hands moving throughout the transport as if he is engaged in a conversation with Ms. ‘When he atrives at the Detention Facility, he gives Officer paperwork. Shortly after, Officer Gonzalez, deactivates the camera while weiting to get into the Detention Facility. 20, On July 3, 2019, Lieutenant Eric Leonard of the Support Services Bureau, was notified of Ms. alias entered info the NCIC and AFIS system on the date of arrest. Lieutenant Leonard made proper notification, redacted the information and assigned Officer Peter Crieco, the Court Liaison, in submitting a juvenile arrest warrant for Ms. 21. On July 26, 2019, Ms. arrest warrant was submitted by Officer Cricco and notarized by Lieutenant Leonard. The narrative was consistent with Officer Gonzalez” original report and added the discovery of her cortect name and date of birth. The charges ‘were Larceny in the Sixth Degree, Interfering with an Officer, and Criminal Impersonation. Tt EFile # 2019-012 22, On uly 29, 2019, at 1414 hours, Sergeant Early and I conducted a recorded interview with Ms. Her mother, Ms. was also present, This interview took place at the Internal Affairs Division Conference Room. A summary of the recorded interview is as follows: Ms, stated when Officer Gonzalez. atrested her in April, he was complimenting her by telling her she was “pretty and has cute eyes and stuff like that,” while she was in the back seat of his cruiser. It was pretty obvious he “caught feelings.” During the transport to booking, he kept asking her about her life, including her age, and shared things about his He asked her for her Instagram name and added it in his phone, immediately “following her.” Ms, stated when she was released from detention, she looked at her Instagram and “messages was floating” from Officer Gonzalez. Ms, stated that April 30, 2019, was their first date. Officer Gonzalez picked her up. on Garden Street and took her out to dimer at Olive Garden, by the mall. She stated they {go out often and attend parties together. That they communicated often through Facetime, as well as other social media and messaging, ‘They began their relationship in April, but are “currently separated.” She has been intimate ‘with Officer Gonzalez but has not hed sex with him in approximately three weeks. Ms. stated she has never had sex with Officer Gonzalez. on-duty, and never entered a police cruiser with him. She confirmed going to a hotel with Officer Gonzalez, alone, and hhas never been forced to have sex. Officer Gonzalez. would spend time with her while working, bringing her food and money. Ms. later stated her friend, Ms. told Officer Gonzalez her real age when they first met and that Ms. also told him as well. Ms. then back tracked and stated “since day one he has known my real age.” Ms. also claimed he had given her marijuana and claimed he stole the drugs while on-duty, That she would be on Facetime, while watching him steal it. Officer Gonzalez would keep his phone in his front outer carrier pocket, allowing her to view him on his calls often. Ms. stated she has seen him take some marijuana from one bag and place it in a smaller bag for her, while saying “babe this for you but don’t say nothing.” Ms. also stated he stole the marijuana from a girl who had two bags on her, but took the smaller bag and placed the marijuana in his pocket. Ms. could not provide dates and times or descriptions of the call for service that he allegedly stole from. Ms. stated they have only had sex twice. However she then stated Monday ‘through Friday they would go to her friend's house ( ) and have sex. Ms. further stated Officer Gonzalez has never broke up with her. That a week ago, she initiated the first break up and “he wasn’t going for it, he kept stalling her, pulling up to all of her locations.” 12 Fle # 2019-012 Ms. socused Officer Gonzalez of being a “dirty cop, a hood dirty cop.” She also stated that recently his ear had been “shot up” on Westland Street. Officer Gonzalez, told her this happened while he was driving but she doesn’t believe his story. Ms. further alleged that they would frequent the after-hours clubs within the City of Hartford and at times, he would drop her off and pick her up. In addition, she claimed she would smoke marijuana and drink alcohol in his presence, but he would not engage in the consumption with her. Ms. also alleged that Officer Gonzalez worked security for the after-hours clubs but could not produce evidence to support these claims. 23. On August 12, 2019, at 1041 hours, I made contact with Inspector Hightower, reiterating the allegations made in the compliant and also confirming the sexual relationship between Ms. and Officer Gonzalez complaint and Inspector Hightower referred the investigation to the Intemal Affairs Division, 24, On August 13, 2019 at 1258 hours, Sergeant Pacheco and I conducted a recorded interview with Officer This interview took place at the Internal Affairs Division Conference Room. Officer was advised that this interview was part of an administrative interview and her Gartity Rights applied. Furthermore, Officer elected, under the Weingarten Ruling, to have Union Representative Officer Anthony Rinaldi present. A summary of Officer interview is as follows: Officer remembers Ms. initial arrest as Officer Gonzalez documented in his incident report and seen on body camera footage. She does not remember the details of the conversation between Officer Gonzalez and Ms. when he muted his body camera multiple times. Officer said Officer Gonzalez did not express any attraction towards Ms. ‘That since that arrest, she has not discussed any details with Officer Gonzalez regarding the incident. 25. On August 13, 2019, at 1711 hours, Sergeant Ragion and I conducted a recorded interview with Officer Gonzalez. This interview took place at the Internal Affairs Division Conference Room. Officer Gonzalez was advised that this interview was part of an administrative interview and his Garrity Rights applied. Furthermore, Officer Gonzalez elected, under the Weingarten Ruling, to have Union Representative Officer Josh Walsh present. A summary of Officer Gonzalez’ interview is as follows: Officer Gonzalez first met Ms. when he arrested her in April for larceny. Officer Gonzalez. briefly reiterated what was documented in his report and what was seen on the body camera. When asked why he muted his camera several times during the recording, he could not provide a reason. He does remember muting the camera while speaking with Ms. 13 Fite # 2019-012 and thought it was appropriate to do so while having a private conversation. Officer Gonzalez stated he was simply telling her that he was doing her and her friend a favor by allowing them the opportunity to come up with the stolen cab fare. When asked why he deactivated his camera while in line at the detention facility, he stated in training he ‘was told they did not have to record while waiting at the detention doors for processing. Officer Gonzalez could not remember who told him this but was sure he could do so. Officer Gonzalez did not realize Ms. gave him two different names, and that the date of birth did not match the age given, He also did not realize she gave him two different contact numbers. Officer Gonzalez stated that he transported Ms. to the Detention Facility, the only conversation in the cruiser was regarding the incident. He did not have an inappropriate conversation, compliment her, or exchange social media information. It wasn’t until approximately two weeks later that Ms. connected with him on social media. They spoke for several days and eventually met up, exchanged phone numbers and often spent time together. Officer Gonzalez stated he was “absolutely in a relationship with her.” Approximately three months later, he found out her age and real name. Officer Gonzalez stated he saw her birth certificate in her purse and it was then when he realized she had lied to him, When asked if he ever met up with her on-duty, he stated “no.” The question was asked a second time and he then responded “I have,” and that she lives in the North End Hartford area, where is commonly assigned and they would meet up. Officer Gonzalez has given her rides in the police vehicle and stated when he has done so, he would notify dispatch he was conducting a transport and activate his body camera. He mentioned picking her up from the Capital Avenue area and transported her the Edgewood Street area. Officer Gonzalez, further stated he has only seen her approximately three times when working and once he has brought her food to & ‘He further stated that Ms. told him she was given community service related to his anest, which she completed, Officer Gonzalez believed her claim and did not do any research on his own to prove otherwise. Officer Gonzalez “wasn’t suspicious” on what she had stated, He did not use his authority to pursue Ms. to date him, ‘When asked if he thought it was appropriate to start dating someone he arrested, Officer Gonzalez responded “not necessarily” but he did not foresee it being an issue. It was asked again how he found out her name and date of birth and he stated “she sent it to me, she sent me a picture of it because I was using it to help her find a job.” When I repeated his statement he changed his response saying “no she didn’t send it to me I saw it in her purse.” He said she left the purse inside his car when they went to the park and he saw it. He realized she had been lying and “That was the beginning of all his troubles here.” Officer Gonzalez immediately addressed the issue and “broke things off” Later on that day, Ms. told him if she was going to lose the most important thing to her, referring to him, ‘he was going to lose the most important thing to him, referring to his job. Ms. had ‘threatened to get him fired. Officer Gonzalez stated she has told him this in the past “plenty 14 Ete # 2019-012 of times” that she would accuse him of beating her, sexually assaulting her and also claim he always knew he age. Officer Gonzalez stated he also has text messages proving she lied about her age, apologizing to him for doing so. I asked Officer Gonzalez, if he thought he should notify the Hartford Police Department when her correct name and date of birth was discovered, due to the fact that she had been processed as an adult. Officer Gonzalez responded “nope, I never even thought about it, I didn’t even think about work. I was just thinking about the chaos she was causing in my personal life.” Ms. had also admitted to Officer Gonzalez that she called the police station and made a false complaint, but he was unsure if she did because she had threatened to complain in the past and had not. Officer Gonzalez stated after the threats involving his job and finding out her age, they would still meet up “to have talks.” Officer Gonzalez further stated Ms. had got into his phone and activated his location through Snapchat, which is how he believes she found out where he lives. He explained his wife knows about Ms. and was okey with their relationship. He stated they have never met or had contact prior to the incident at his house. Officer Gonzalez. was informed in the Windsor Police report that it states Mrs. had been driving around Hartford one day looking for him and located him and Ms. on Street. Officer Gonzalez then responded “Oh yeah. She did, yup you're right. [ completely forgot about that.” When asked how that interaction went he stated “rather peacefil, she was only looking for me because I didn’t answer my cell phone.” Officer Gonzalez stated his wife was upset with him because she felt he wasn’t being truthful although they have established an open relationship. At no point was there an argument or confiontation. His wife and Ms. hhad a conversation, at which time Ms. allowed his wife to go through her phone and read the text messages between them. Officer Gonzalez was honest with Ms. about his marriage but she was always “a little jealous.” Officer Gonzalez was asked to explain the reported incident at his home, He stated Ms, showed up at his house, knocked on the door and was greeted by his mother Jaw. His wife then woke him up from the couch to tell him his “little girlftiend was outside ‘causing problems.” When Officer Gonzalez. walked outside, Ms. had already sped off. Officer Gonzalez became flustered while explaining this incident, stating “there is ‘more than one incident “I don’t want to get them confused.” He then claimed they were all reported to the Windsor Police Department. Officer Gonzalez, was questioned how many times he contacted by the Windsor Police Department, at which time he stated “I believe my wife is the one that made the calls, maybe three.” When asked how many incidents he reported to his supervisor he stated “both, or all three, two or three,” further stating he was not trying to be evasive. Officer Gonzalez. was then asked to explain the first incident when Ms, came to his residence. More specifically, he was asked if he contacted the Windsor Police Department. Officer Gonzalez had a difficult time communicating at this point stating “this 15 File # 2019-012 is a lot guys.” After a short pause, he stated the first time she came to his home, Officer Gonzalez. was sleeping on the couch and en argument between his mother-in-law and Ms. took place, He did not witness or hear the argument. When his mother-in-law addressed her concerns about Officer Gonzalez and his wife’s lifestyle, she told him, “You ccan’t let people bring this kind of drama to your house.” Officer Gonzalez. explained to her he didn’t.” Officer Gonzalez. stated the second time Ms, went to his home, she made threats “to [believe burn it down and kill everyone inside.” When she showed up to his residence, Ms. tried to hit Mrs. with a car, Officer Gonzalez stated he did not know what kind of car she was driving but his wife had gone out to get the mail and Ms. was outside waiting. Ms. then attempted to hit his wife with the vehicle. Ms. then exited the vehicle, arguing with Mrs. and asking for Officer Gonzalez. Officer Gonzalez stated he did not witness the incident because he was in the shower when Mrs, ran inside to tell him what had occurred and he advised her to call Windsor Police Department. When he exited the residence, he observed the vehicle his wife described drive off. He did not see who was driving but believes his wife did. Officer Gonzalez. stated the Windsor Police Department was called, but he “does not believe” he notified the Hartford Police Department. Officer Gonzalez stated for the third incident, he “doesn’t believe” Ms. showed up at his house, Ms. sent him a video and pictures of her holding a loaded magazine of a firearm stating “she was going to his house to murder his wife and kill his kids.” Officer Gonzalez stated he still has the videos and pictures in his phone and would provide ‘them. Officer Gonzalez stated this incident was reported to the Windsor Police Department and he made contact with Sergeant Hunyadi, also coming to the police station to report the ‘matter. When informed that the Windsor Police documentation stated Officer Gonzalez received the threats on June 25, 2019 but did not make the report, he respond “oh, okay, I remember. Yeah, yup okay.” He was asked why there was a delay and he stated “I have my ‘own measures of protecting my family I didn’t think I needed to call the police but my wife,” Officer Gonzalez. didn’t finish his statement. Officer Gonzalez further stated “I have security measures at home, I have an alarm system, I obviously own a firearm.” that at first, he dida’t think it was a valid threat, even though these threats were made after she had come to his residence and attempted to run over his wife. Officer Gonzalez said he was not advised by any supervisor in the Hartford Police Department to cease contact with Ms. although he acknowledged he should have. Officer Gonzalez. further stated “the problem here is when I don’t entertain any contact with her, she doesn’t stop. I get 80 missed calls, 100 back to back texts, she will show up to my home things like that and if I can prevent her from showing up to my house by just having a text conversation with her I just did.” When asked if he also spends time with her he stated “occasionally.” Officer Gonzalez denied claims of stealing and supplying her with drugs. Officer Gonzalez stated he would pick her up and drop her off at the after-hours clubs but would not attend with her. He did state he has been to the clubs alone but never inside, He stated he would frequent the front and back yards. He also denied knowing the ‘ovmer and denied claims of providing security. 16 E-Pite# 2019-012 Officer Gonzalez stated the questions being asked make him “feel pretty foolish for meeting up with her.” Officer Gonzalez again expressed concerns with the threats made to him by Ms. to call his job and stated he kept in contact wither her to not make further false complaints. He stated Ms. is “Just lying and terrorizing me so I did.” 26. On August 14, 2019 at 1727 hours, I made contact with Mrs. on the cell phone number of - Mrs. confirmed an interview for August 15, 2019 at 1100 hours. Before disconnecting the line, she informed me Windsor Police Department ‘were called to her residence on Sunday, August 11, 2019. Mrs. stated that she continued to receive threats from Ms. on her cell phone and had the incident documented. 27. On August 20, 2019, the Hartford Courant published an article regarding another incident between Officer Gonzalez and Ms. that occurred in Bloomfield, Connecticut while on-duty, The article published Ms, being a juvenile and that they had an “intimate and sexual relationship” after he arrested her for Larceny. 28 On August 21, 2019, Hartford Police Officer \ reported she read the article in the news and believes to have met Ms. in the parking lot for officers” personal vehicles. Officer further stated on July 17, 2019, she parked her vehicle in the gravel lot of the police station, When Officer _ exited her vehicle, she observed a gray Jeep with the rear passenger window broken. Officer _took a photo of the registration plate and damaged window before approaching it. As she got closer to the vehicle, she observed a young, black female who appeared to be in her early teenage years, sitting in the driver’s seat, with the vehicle on. Officer «asked if there was anything she could assist with and the female informed Officer _- she was waiting for Officer Joven Gonzalez to get out of work and the vehicle belonged to him. Officer» inquired on the damage to the window and she told Officer the radio had been stolen when parked at Officer Gonzalez’ residence. 29, On August 22, 2019, at 1631 hours, Sergeant Pacheco and I conducted a recorded, follow- up interview with Officer Gonzalez. This interview took place at the Internal Affairs Division Conference Room. Officer Gonzalez. was advised that this interview was part of an administrative interview and his Garrity Rights applied. Furthermore, Officer Gonzalez elected, under the Weingarten Ruling, to have Union Representative Officer John Rolando present, A summary of Officer Gonzalez’ interview is as follows: Officer Gonzalez, stated that when Ms. sent him a picture of her social security card, he noticed her name was difierent. When he inquired about the name difference, she 7 Eile # 2019-012 fold him her name is hyphenated as Officer Gonzalez, told her if that statement was true, the full name would be on her social security card. Officer Gonzalez stated if “he would have to guess,” it was within the following week after discovering her name, he saw her birth certificate and learned her true age. Officer Gonzalez was asked to describe where he was again when he saw her birth certificate and could not provide the detail When Officer Gonzalez discovered Ms. real name and birth date, he failed to report it to the Department to have the official Departmental records corrected. Officer Gonzalez stated “honestly I was so shocked by what I was dealing with I didn’t even think of it. I wasn’t even thinking about work at all, I was just thinking about the situation that was unfolding in front of me.” Oificer Gonzalez. acknowledged a juvenile’s information should not be in the adult criminal justice system or in the detention facility with adults. He further stated he did not have intentions of protecting her, he “just wasn’t thinking about work.” The only thing he thought of was getting in trouble for “being involved with someone under the age of eighteen. This was like a nightmare for me.” Officer Gonzalez. was asked to reiterate the incident that occurred at his resitlence with Ms. and his wife. He again stated he was in the shower when it occurred. He was informed the police report indicates he wasn’t home at the time of the incident and asked if he could possibly be confusing the incident. He stated that the Windsor Police Department may have made an error in the report. He reiterated being in the shower, then going outside and did not see anyone, He then stated him not being home sounds familiar but not from that incident. Officer Gonzalez was asked to explain the incident he was thinking and paused, stating there have been “so many” incidents but he vividly remembers this day because “she tried to take my wife's life away from her.” Officer Gonzalez further stated she has “been a terror to me and my family.” Officer Gonzalez was asked why he reported to the Windsor Police Department that Ms. identified herself as a twenty year-old. He then paused and asked “do the Windsor police have body cams because this would be the second inconsistency?” He was then informed he also wrote this on his written statement provided to the Windsor Police Department. He was also reminded in the statement he wrote he found out she was seventeen years-old after having a brief, two-week intimate relationship with her. Officer Gonzalez stated if he wrote that he was unsure why. He was asked if there was a possibility the inconsistencies were because his wife was present and he attempted to minimize the details and he then stated his wife knows everything. I reminded him Mrs. reported first meeting Ms. on Street, when she went out looking for him. He stated this was not because she didn’t trust him but because he “was supposed to pick up his kids and had to go somewhere with her.” He was supposed to be with his family ‘and not Ms. He further stated he “never intentionally meant to mislead anyone,” while referting to the inconsistencies in his statements. That every statement he wrote he “gave exactly what he believed to be true.” Officer Gonzalez stated he does not remember where he was when Ms. told him she called the police department making the complaint against him, or by what means she 18 E-File # 2019-012 told him. He did believe she made the complaint because she was really angry and ‘adamant, He claimed he only continued contact to minimize further complaints. (Officer Gonzalez was informed the Intemal Affairs Investigators had contacted his wife, an interview was scheduled, and she failed to attend. He was then asked if this was due to his ditection and he responded “no.” It was brought to Officer Gonzalez’ attention that on the date of Jume 25, 2019, the Hartford Police Department received the initial complaint from the unidentified caller regarding his relationship with Ms. was the same date that he reported the threatening messages began. He was asked if this was the date he found out her actual age. Officer Gonzalez responded “that may be the date I found out her age.” Officer Gonzalez. would allow Ms. to take his personal vehicle from the police station parking lot. She would be allowed to use it if she had a specific reason to do so. Officer Gonzalez would allow her to drive unlicensed in order to deter her from calling in further complaints. Officer Gonzalez stated he remembers letting her use his vehicle at least four times. Officer Gonzalez would leave the keys in the cat for her to pick it up. At times, he would have her wait for him after his shift in his vehicle and drop her off wherever she was going. Officer Gonzalez acknowledged knowing she doesn’t have a valid license or even an identification card. He stated he “thought it was a bad idea every ‘time but just thought it would be even worse if she called the job and say I did something I didn’t do.” His main concern was Ms. complaining he sexually assaulted her, as he claimed she threatened to do in the past. Officer Gonzalez was asked about the threatening incident that occured on August 11, 2019, that Mrs. hhad informed me of on the phone. This incident occurred two days before his first interview with the Internal Affairs Division. He was specifically asked how many times police contact had been made. Officer Gonzalez slated “It doesn’t sound familiar that the police were at my home.” I quoted the statement he gave to the Windsor Police Department on August 11, 2019, and inquired on what he meant by saying his wife was “responsible for the contact” because she “was messing with the bees nest.” He then stated “okay, yeah I remember, I remember them being at my home now.” He further stated his wife and Ms. had a conversation on the phone and she reported it. He was describing Ms. behavior when he made the comment to the officer. Officer Gonzalez, further stated he had forgotten about the incident becanse “they weren’t there for me and I completely forgot about it, I’m being one hundred percent honest with you.” Officer Gonzalez stated he did not remember the incident the first time when asked and did not intentionally fail to report it 3 When asked, Officer Gonzalez acknowledged when looking at the totality of the circumstances; arresting Ms. and then engaging in a sexual relationship with her; consistent contact with her after learning she was a juvenile and after attempting to assault his wifes the negative media attention, and allowing her to drive his vehicle unlicensed has brought discredit upon the Hartford Police Department. Officer Gonzalez. further added he “brought discredit to him, his family, his decision making, his credibly, his moral standards 19 E-File # 2019-012 and codes.” Officer Gonzalez also acknowledged his behavior has not assisted with gaining ‘the trust of the citizens of the Hartford Police Department. 30, Footage was obtained from Officer Gonzalez” assigned Axon Body Camera, Serial Number 81326416, through evidence.com. The video records a transport on June 24, 2019 at 2144 hours. The video is four minutes and six seconds in length. The video is possibly the instance where Officer Gonzalez provided transportation to Ms. ‘The first minute is muted due to Axon factory defaults, and all that can be seen is Officer Gonzalez’ portable radio held in his left hand while sitting in the operator seat of his police vehicle. When the audio begins, a female voice is heard, but it's unclear what she is saying. Officer Gonzalez, immediately mutes the camera for the remainder of the transport. Officer Gonzalez then exits the cruiser and a female with a red shirt and white shorts is briefly seen in the camera view before Officer Gonzalez stops it. The video is poor quality and difficult to confirm if'it is Ms. ‘The dispatch recording of the transport was also obtained, At 2144 hours, Officer Gonzalez notifies dispatch he is conducting a community service transport from Enfield Street at Mather Street, and give a starting millage of 88116, At 2146 hours, he notifies dispatch he arrived to the final destination of Vine Street at Vineland Terrace. At 2150 hours, Officer Gonzalez clears the call. No other pertinent information was heard on the recording, 31. During this investigation, Officer Gonzalez acknowledged he attends the after-hour clubs in the north end of Hartford. He also confitmed he would transport Ms. to the clubs as well as pick her up from the clubs. These establishments are illegal and contribute to the violence and deterioration within the City of Hartford. Numerous calls for service are received fiom citizens requesting assistance and those reports include gun violence and setious assaults, 32. In Connecticut, Age of Consent is 16 yeats old. The age of consent is the minimum age at which and individual is considered legally old enough to consent to participation in sexual activity. Even though Ms. identified herself as a legal adult and it was ultimately confirmed she was sixteen years-old when Officer Gonzalez first met her she was legally able to consent to a sexual relationship. Therefore, there does not appear to be any violation of the Connecticut General Statue pertaining to sexual assault. 20 File # 2019-012 33, Hartford Police Department Policy and Procedure General Order 3-11, Off-Duty Incidents, was obtained. This order clearly states any off-duty department employee who becomes involved in an incident outside of the City of Hartford that requires police action, response or investigation shall immediately report it to the headquarters lieutenant, 34, Hartford Police Department Policy and Procedure General Order 5.35, Body-Worn Cameras was obtained. Officer Gonzalez received his Body Worn Camera on March 19, 2019. According to the order officers assigned body wom cameras have a 90-day grace period allowing them to become accustomed to the new equipment. Officer Gonzalez could not give a reason why he muted his body camera on all occasions throughout the arrest but was issued his body worn camera less than 90-days prior to the incident, Investigation Summary and Findings: On July 25, 2019, at 1507 hours, a complaint was received against Officer Joven Gonzalez alleging sexual misconduct involving a juvenile, The caller identified herself as Ms. ‘the mother of Ms. On this same day, contact was made with Ms. who confirmed the complaint was not made by her. Ms. further stated she did hear Ms. had a boyfriend, who was a police officer, but was unsure if it was a rumor. Ms, vwio was a friend of Ms. made contact with Ms. to inform her that they were no longer friends because Ms. had stolen from her. Ms. farther informed her that Ms. was in a relationship with an Officer Gonzalez that she was having sex with multiple men at the same time, and making bad choices. Ms. reported Ms, is a habitual runaway with mental health issues, and she often lies. On Inly 1, 2019, Mrs. contacted the Windsor Police Department to reported two incidents that occurred at their residence in Windsor, Connecticut. The Windsor Police Department responded and conducted two separate investigations. Mrs. reported that while walking outside near her residence, she was almost struck by a vehicle Ms, ‘was in. Mrs. reported having to jump ont the way to avoid contact. Mis. immediately called the Windsor Police Department. According to the police report, Officer Gonzalez was not home at the time but responded to speak with the officer: ‘When interviewed by the Windsor Police Department, Officer Gonzalez, reported a message Ms. sent him the week prior on June 25, 2019, in which she threatens to come to his home to kill his wife and children. He did not provide an excuse as to why he didn’t report the threats sooner. Officer Gonzalez provided a verbal and written statement to the ‘Windsor Police Department. In the statement, he claimed Ms. identified herself as twenty years-old and after a short two-week relationship, it was discovered she was in fact seventeen years-old, Officer Gonzalez reported he immediately terminated the relationship 21 Fite # 2019-012 and the threats to him and hhis family began. An arrest warrant was later issued for Ms On July 2, 2019 at 2030 hours, Officer Gonzalez then made contact with Hartford Police Sergeant Hunyadi reporting both incidents, An unrelated Domestic incident was reported by @ concerned citizen on July 29, 2019, in Bloomfield, Connecticut. This incident occured with Ms. and Officer Gonzalez, while he wes on-duty. The Bloomfield Department Police responded and assume the investigation documenting the incident under case number 1900022979. An administrative investigation was initiated and also assigned to me further investigation the incident, documented under I-File Number 2019-014, While assisting the Bloomfield Police Department in this investigation, contact was made with Ms. Ms. agreed to respond to the Hartford Police Department for an interview. During an interview, Ms. confirmed she first met Officer Gonzalez when he ‘arested her in April 2019 for larceny. That when she was in the rear of his police cruiser, he “friended” her on social media and shortly after they started in a sexual relationship. Ms, repoited Officer Gonzalez has never forced her to have sex and hes never had sex with him while on-duty. She further accused him of being a “dirty cop,” providing her with stolen drugs and also attending and working the after-hours clubs, providing armed security for the owners. Officer Gonzalez allowed her to drive his personal vehicle, often picking it up at the police station parking lot. The only allegation that could be proven at this time was ‘meeting her through the arrest and allowing Ms. to operate his personal vehicle unlicensed. Ms. ‘made numerous allegations that could not be verified. Officer Gonzalez has not had any prior complaints submitted to the Intemal Affairs Division alleging stealing drugs or any other type of serious misconduct. During the Windsor Police Department investigation and the Internal Affairs Investigation, Officer Gonzalez also confirmed meeting Ms. when he arrested her in April. ‘Approximately two weeks later, she fiiended him on social media resulting in an intimate relationship. Officer Gonzalez provided a written statement to Windsor Police Department stating she identified herself to him as twenty years-old, Officer Gonzalez failed to report her real name and date of birth to the Hartford Police Department to correct the false adult criminal justice records. ‘Three to four months later, he discovered she was seventeen years-old and ‘terminated the relationship. Ms. did not take this well and began to threaten Officer Gonzalez and his family. When she went to his home and attempted to have his wife mmm over, Officer Gonzalez, provided a verbal and written statement to the Windsor Police Department and notified the Hartford Police Department. Officer Gonzalez was given ample opportunity to. explain each reported and unreported incident, His statements were not consistent with the two provided to the Windsor Police Department. Officer Gonzalez provided written and verbal statements to Windsor Police stating Ms. identified herself twenty years-old, but it is captured on body camera she identified herself as eighteen ‘years-old twice. However the birthdate she provided end was booked under made her nineteen years-old. She never identified herself as a twenty year-old. 2 Efile # 2019-012 Officer Gonzalez also provided statements to the Windsor Police Department indicating that he had discovered her real age after two weeks, but reported three to four months when interviewed by the Internal Affairs Division. Documented in the Windsor Police report is that he was not home when his wife reported almost being struck by the vehicle. He reported in the Internal A\fairs Interview he was home in the shower and advised his wife to make contact with police. Officer Gonzalez. was specifically asked to give the number of incidents that had occurred, reported and not reported in the Internal Affairs interview. Officer Gonzalez failed to do s0. Officer Gonzalez. further admitted that he allowed Ms. to borrow his personal vehicle, knowing she was an unlicensed driver. Officer Gonzalez acknowledge the vehicle belongs to his wife and Ms. ‘was allowed to operate it after she attempted to run his wife over. Officer Gonzalez attributed this to being a deterrent, 80 that Ms. would not make further false complaints, Based on the preponderance of evidence this investigation recommends Officer Joven Gonzalez be charged with violation of the following Hartford Police Department Code of Conduct as listed below: Article I, Section 1.00, Conduet Unbecoming of an Officer- Any violation of the rules and regulations, published order, directives, memoranda, or any lawful order, or any act which lends to undermine the good order, efficiency and discipline of the Department, or which reflects discredit upon the Department or any member thereof, shall constitute conduct unbecoming and employee. Officer Gonzalez. arrested Ms. and two weeks later, entered into a sexual relationship with her. He continued to keep contact with her after she threatened to hurt his children and attempted to assault his wife. He continued to allow Ms. to operate his vehicle unlicensed after the complaints to the Windsor Police Department and the Internal Affairs Division were made. As a result of his behavior, the Hartford Courant released an article on August 20, 2019, regarding another incident between Officer Gonzalez and Ms. ‘The article captions “Hartford Police Officer under internal investigation after on- duty incident involving juvenile ex-girlfriend.” In addition, Officer Gonzalez had multiple negative interactions with the Windsor Police Department based on his decision to be sexually involved with someone he attested. This publicity discredits the department and creates distrust within the citizens of the community. Article I, Section 2.10-Knowingly or willfully making a false entry in any Department or other official report or record. Officer Gonzalez submitted a sworn written statement to the Windsor Police Department, stating Ms. identified herself as a twenty year-old, This statement is untrue as on Officer Gonzalez’s body camera she identified herself as an eighteen year-old. Officer Gonzalez also wrote in a sworn waitten statement to the Windsor Police Department he was in a relationship with Ms. for two weeks, when he discovered her correct name and age. Officer Gonzalez. reported in the Internal Affairs interview it was approximately three months when he discovered her name and age. When asked to clarify which statement was 23 Fite # 2019-012 in fact true, he reported it wes three months. Officer Gonzalez, ultimately lied in his sworn ‘wtitten statement to the Windsor Police Department, © Article V, Section 5.04 ~ Negligently failing to take appropriate action when necessary and/or failure to make written report of the same appropriate Bureau, Division, or Commanding Officer at the conclusion of the employee's tour of duty unless specifically ‘waived by the commander. Officer Gonzalez. failed to make notification, reporting Ms. correct name and date of birth, Her information needed to be redacted from the adult system and entered into the Juvenile system, in order to protect her identity as a juvenile, Officer Gonzalez acknowledged notification should have been made, although he did not do so. Ms. fingerprints, photo, and personel information were redacted fiom the adult system and placed in #h= tvewnita mmtare antavinn hoe =oe-set information as mandated by state law. ° Article VI, Section 6,09-Intentional and willful failure to comply with any legal order, procedure, directives or regulations, oral or written. (3 Counts) In Officer Gonzalez’ recorded Internal Affairs interview, he stated that three separate off duty incidents had occurred. Officer Gonzalez reports. Ms. came to his home uninvited, knocked on his door and started a verbal argument with his family. He reported the incident did not tum physical and could not provide a date and time further stating he was home but did not witness the interection, The second incident occurred on July 25, 2019, when Ms. threatened to kill Officer Gonzalez’ wife and children. Officer Gonzalez did not report this to the Hartford Police Department or the Windsor Police Department until the third incident. This incident occurred on July 1, 2019 at 2241 hours, when Ms, attempted to run over his wife, Officer Gonzalez did not report this incident to the Hartford Police Department until July 2, 2019, at 2033 hours, approximately ‘twenty hours after the incident. Per HPD General Order 3-11, off-duty incidents are to immediately be reported to the Headquarters Lieutenant. © Article X, Section 10.04 - A member of the Department, except in the discharge of offtelal duties or with the permission of the Chief of Police, shall not knowingly associate with racketeers, gamblers or persons engaged in unlawful activities, nor shall an employee knowingly enter or remain in the place where frequent violations of the law are suspected or Innown to occur. (2 Counts) Officer Gonzalez allowed Ms, to operate his wife’s vehicle, knowing she does not, have a license issued to her with the Department of Motor Vehicle, Officer Gonzalez assisted Ms, in violating Connecticut Motor Vehicle Law, placing her and the general public at zisk by giving her a motor vehicle to operate without be issued a valid license, Although Officer Gonzalez denied attending the after-hour clubs with Ms. he did admit to attending them on his own, Officer Gonzalez. has firsthand knowledge of the criminal activity associated with these clubs and he himself, when interviewed, described ‘them as “It’s the after-hour club, things get dangerous, There are shootings and stabbings.” Officer Gonzalez, also admitted to dropping off and picking up Ms. at these establishments, knowing she is underage with complete disregard for her safety. 24 HP # 2019-012
