Introduction

In Australia, a diversified social assembly is noticed which is associated with the new as well as
aboriginal people. Maintaining value, ethics and cultural diversity is necessary as per the need of
diversity and people. The unconscious regulatory of human expression can sometimes cause a
huge impact on moral ground and people's emotion value and ethics can be easily affected. In the
current essay, with the help of underpinning theories and practices, the issue of unethical portrayal
in Bill Leak Cartoon is systematically analysed.

Description of post-structuralism

The unconscious regulatory of human expression is known as structuralism which is rule

grounded, regular and nor arbitrary. This structuralism helps to detect the common structure among
various diversified cultural and social forms. In this ground, the concept of Post Structuralism is
depicted which is connected with ‘reality' and ‘truth' of a social context. In the case of Bill Leak
controversy, the Poststructuralism can be used to understand discourse, subjectivity, power and
deconstruction (Rabl et al. 2018). In this scenario, the issue rises when the aboriginal people are
racially, morally, ethically and culturally stigmatised for not being a good parent. This is also
showcasing the lack of sensibility or cultural mood as a specific doctrine which is affecting all the
understand discourse, subjectivity, power and deconstruction of Aboriginal people. In accordance
with Reguera-Alvarado et al. (2017), the new social movement and global capitalism is showing
cultural conflicts instead of unity which is necessary to construct ethical and value integrity. In
this scenario, the cartoon by Bill Leak is showing without knowing the cultural integrity and
responsibility of the aboriginal people towards their offspring they have morally distress the
ethnicity (abc.net.au, 2019). In order to shape concentrate and perception reality, poststructuralism
helps to identify the power of discourse. Along with this, the subjectivity lies in analysing the fact
of discourse and internal coherence rules.

Description of concepts of social justice, fairness and equality and their way to underpinning
with the philosophical base of social work

In this scenario, the voice of the minority is completely ignored and unacknowledged by the Bill
Leak cartoon depiction. As per the social norm and post-structuralism theory, the aboriginal
cultural norms are different and has its value. Respecting and valuing their culture is a necessary

3
aspect for the aboriginal society like others (Msoroka and Amundsen, 2018). In this context, the
social justice is violated by this disgraceful stereotyping by cheap cartoon portrayal. Apart from
this, this has also distressed the act of fairness by only stereotyping people indigenous and they
have not focused on the similar practice of the majority race. Similarly, the equal rights have been
violated as the cartoon is established as a discriminatory and racist which is mentioned by the
Australian Press Council as well as Green Leader. As per the code of ethics, Professional Integrity
is necessary to apply personal knowledge and understating for prioritising other’s needs beyond
personal achievements (aasw.asn.au, 2019). Along with this, professional decision-making
capacity is also lacking in the professionals which are ethically accountable and they can behave
with responsibility and dignity.

Articulation of ethics and social work and description of factors that shape culture, value
and ethical practices

As per the Critical Social Work Theory, the community-based issue is the result of oppression and
injustice which has affected the moral foundation of people. This might create the emergence of
neoliberal governance which is necessary in the context of Bill Leak cartoon. This has initiated the
emergence of Critical Race Theory (CRT) which is showing legal, economic, and social
differences can lead to racial inequalities (Ben-Amar et al. 2017). On the contrary, in this scenario,
the social state of Aboriginal people can be noticed for which they are bounded with different
malicious behaviour such as alcohol and drug addiction. Apart from this, argued that Rao, K. and
Tilt (2016) the economic condition is also not good in most of the people and they are deprived of
education and good job opportunities. This has led to the other majority people thinking about
aboriginal discrimination. However, Sparrow (2015) opposed that this must be subjected by the
article but, this is the wrong way to justify the issue. As per the ethical codes of practice, practising
professional judgement and discretion is necessary in order to create freedom from victimisation
and unjust repercussions (Kılıç and Kuzey, 2016). This is also showcasing the lack of sensibility
or cultural mood as a specific doctrine which is affecting all the understand discourse, subjectivity,
power and deconstruction of Aboriginal people. The new social movement and global capitalism
is showing cultural conflicts instead of unity which is necessary to construct ethical and value
integrity. Apart from this, this has also distressed the act of fairness by only stereotyping people
indigenous and they have not focused on the similar practice of the majority race.

Reflection

Form this above discussion, I can state that, establishing moral behaviours by valuing culture,
ethics, diversity of people is necessary. My findings suggest that the social message of education
about Aboriginal people could have been done by conducting community-based programme.
Otherwise, the Bill Leak cartoon has no role but only spread controversy, misled information,
racial discrimination and stigmatisation. Along with this, I have found that the poststructuralist
theory has focused on understanding discourse, subjectivity, power and deconstruction. In this
scenario, the issue rises when the aboriginal people are racially, morally, ethically and culturally
stigmatised for not being a good parent. I have found that, inclusion of ethical codes and practice
along with establishing responsibilities, rights, individuality and dignity.

Conclusion

Henceforth, it can be concluded, structuralism helps to detect the common structure among various
diversified cultural and social forms. the cartoon by Bill Leak is showing without knowing the
cultural integrity and responsibility of the aboriginal people towards their offspring they have
morally distress the ethnicity. In order to shape concentrate and perception reality,
poststructuralism helps to identify the power of discourse. Thus, in this way, the ethic, value and
cultural diversity can be established and any discriminatory practices can be eradicated.
