Chapter 4 - Laws and Relevant to Tourism Planning
1. According to the Republic Act 1586: National Integrated Protection Areas System Act of 1992.
Research about the Protection Program/Initiatives of the following:
1.1 Apo Island Protected Landscape and Seascape
°The marine habitat around the island is a marine reserve, protected by the National Integrated
Protected Area Act (NIPA) and under the jurisdiction of the Protected Area Management Board
(PAMB). It has become a popular dive site and snorkeling destination with tourists. There are two
resorts on Apo Island, each with a dive center: Apo Island Beach Resort and Liberty's Lodge.
There is also a ranger station and a lighthouse.
°The Protection and Management of the Marine environment is central focus. CCEF strives
to conserve and manage coral reefs and other ecosystems, including its resources, while promoting
sustainable uses for the benefit of the people throughout time.
°CMEMP- The Costal and Marine Ecosystems Management Program (CMEMP), is known as
Agos ng Buhay is a national program of the Department of Environment and Natural resources
under the Biodiversity Management Bureau (DENR-BMB). The program aims to
comprehensively manage, Address and effectively reduce the drivers and threats of degradation of
the costal and marine ecosystems in order to achieve and promote sustainability of ecosystem
services, food security, and climate change, resiliency for the benefit of the present and future
generations.
°Marine Protected Areas of Network Establishment and Strenghtening- Protection and Restoration
of degraded coastal and marine habitats essential to ecological processes, survival of depleted,
threatened, rare, or endangered species and population.

1.2 Bantayan Island Wilderness Area

°DENR- The Department of Environment and Natural Resources is the executive department of
the Philippine government responsible for governing and supervising the exploration,
development, utilization, and conservation of the country's of the natural resources.
° PDC- Provincial Development Council the initiative to make portions of Bantayan, Island
available for private ownership took another step forward yesterday with the approval of the
island’s general land management plan by the Cebu Provincial Development Council (PDC).
°The Expanded National Integrated Protected Areas System (ENIPAS) law provides a guide in
formulating individual plans for each of the protected areas and mandates the creation of a
Protected Area Management Plan for each of the 97 areas, which will be executed by a Protected
Area Management Board composed of local government units, environment officials, indigenous
peoples representatives, academe, and civil society.

1.3 Chocolate Hills National Movement

°National Ecotourism Program the goal of the NES is: “Environmentally and socially responsible
ecotourism development that safeguards the integrity and diversity of its natural resources,
provides education and enjoyment to visitors and delivers larger and more widely distributed
income and employment opportunities to the local communities.
°Protected Areas and Wildlife Bureau (PAWB), a bureau of the Department of the Environment
and Natural Resources of the Republic of the Republic of the Philippines is the conservation of the
country's biological diversity Through:
-Establishment, Management and Development of the National Integrated Protected Areas
System (NIPAS).
-Conservation of Wildlife Resources
- Information and Education for Nature Conservation.

1.4 Underground River Puerto Princesa Palawan

Effective site protection is provided at a local rather than a national level through agreements that
place legal ownership with the City Government of Puerto Princesa. This arrangement for local
ownership ensures the property’s national values are maintained even after changes in local
management perspectives. The property is also covered by the National Integrated Protected Area
System (NIPAS) Act of 1992 which ensures legal protection and conservation of protected areas
in the Philippines. It decrees that all management decisions for the property are made in
consultation with the Protected Areas Management Board (PAMB). Multilateral agreement
provisions between national government agencies and local stakeholders have been considered
throughout the planning and management of the site to ensure protection and conservation of its
natural values. Management of the park is conducted within the boundary as two zones: a core
comprising the Park and a surrounding buffer. The Management Plan for the park sets out relevant
objectives and programs and provides zoning within the park’s boundaries wherein different
management regimes apply. Management of the property is very effective, reflecting strong local
political support and enabling the provision of reasonable funding and staffing. Its key directive is
to conserve the underground river and the forest ecosystem in their most natural state possible.
Management of the buffer is covered by guidelines that seek to regulate activities that may impact
on the property. They also provide for the establishment of sustainable protective measures for
agricultural lands within the buffer. Thus, not only conserving the natural resources of the area,
but also improving the quality of life of its residents. However, more resources are required for the
full implementation of the management plan and guidelines.
Tourism, identified as a potential threat, adversely impacting the natural values of the property, is
being addressed through tourism management objectives set out in the Management Plan. But as
tourist visits are increasing, more staff training in park planning and management is required to
ensure effective management of tourism activities. The property’s tourism program aims to
enhance visitor’s experience with nature while protecting the natural values. The threats posed by
uncontrolled access from outside developments are being addressed through the implementation
of a limit of 600 visitors per day. Wildlife population surveys are conducted annually to monitor
the effects of tourism on wildlife.
Threats from activities such as forest clearing and agriculture also need to be addressed in the
Management Plan. Water quality in the underground river, invariably affected by upstream
activities in the catchment area, as well as concerns about pollution inputs to the river, need to be
addressed in the management guidelines. Regular awareness campaigns at the level of the
barangays are needed to ensure natural values of the property are conserved within their
jurisdictions and the establishment of an integrated land use plan is required to ensure long term
conservation of the natural values of the property.
1.5 Tubbataha Reef National Marine Park
Tubbataha Reefs Natural Park is legally protected through national protected areas legislation and
a range of other environmental legislation which enable action to be taken against a wide range of
threats. The implementation of the legislation is assisted by clear delegation to the management
authority for the property. This is a remote property and its management is therefore a significant
logistical challenge, requiring a well-equipped team with operational boats, well trained and well
equipped staff and a sufficient operating budget for fuel, maintenance and accommodation to
ensure a strong and responsive presence on the water. Tourism visitation requires careful planning
and management to ensure the values of the property are maintained, and to respect the capacity
of the property, as well as visitor safety and to ensure income is returned to both site management
and local communities. There are threats to the property from shipping, marine litter, fishing,
marine pollution and oil exploration. Thus effective buffer zone arrangements are needed, and
internationally supported legislation to protect the property from shipping threats, and greater
enforcement of marine litter regulation on the High Seas by the appropriate international
organizations would be a significant benefit to the property.

2. Why is the need to have a special law for Palawan?

Palawan is the last ecological frontier of the Philippines and probably one
of the world last as well. Home of hundreds of plant and animal species some of which are rarest
and biggest of their kind. Palawan also has some of the largest/widest rainforest in the Philippines.
These are more than enough reason on why need to have special

3. Do you think the law has been effective? Explain thoroughly.

Yes, the law has been effective because Palawan now is one of the most visited tourist spots in
World. The law declares that it is the policy of the State to protect, develop and conserve the
country’s natural resources by supporting the implementation of plans, programs and projects
formulated to preserve and enhance the environment while pursuing socio-economic goals. The
policy, as declared, implies the inclusion of areas other than Palawan which can be subjected to
the sustainable development activities appropriate for the people and the natural environment in
which they live

4.1 Describe first what is Greenhouse Gas?

- a gas that contributes to the greenhouse effect by absorbing infrared radiation, e.g.,
carbon dioxide and chlorofluorocarbons.

4.2 Cite the importance of Greenhouse Gas and how it can help the atmosphere or the
environment in mitigating climate change?

Importance of Greenhouse Gas

The greenhouse effect is important, because it contributes to the survival of life on Earth.
Without the greenhouse effect, the temperature of the planet would be similar to conditions
experienced on the moon. On the lunar surface, with no atmosphere to mediate temperature
swings, the surface can reach 134 degrees Celsius (273 degrees Fahrenheit) during the day and -
153 degrees Celsius (-244 degrees Fahrenheit) at night. This dramatic temperature change
required NASA to develop specialized gear to protect astronauts from both extremes for the
moon landings. A similar temperature swing on Earth would have produced an environment
hostile to most living things.

It can help Scientists attribute the global warming trend observed since the mid-20th century to
the human expansion of the "greenhouse effect"1 — warming that results when the atmosphere
traps heat radiating from Earth toward space. Certain gases in the atmosphere block heat from
escaping.

Chapter 6- FORMS OF TOURISM
1.1 Family
Answer: The best tourist destination for a family is Beaches & Resorts where kids and all the
members of the family can enjoy since swimming is one of the best activity for a family to enjoy
and bond and do some fun activities together. Another is amusement parks like Disneyland
where kids can really enjoy.

1.2 Senior
Answer: Traveling with a senior parent is completely different. Their physical condition calls for
a plan that is different from when I’m traveling alone or with friends. Our Grandparents, for
example, although still in good shape doesn’t have that much stamina required for walking long
hours. Although it can still get a bit tiring, it isn’t that physical.

1.3 Adventurer
Answer: For adventurous travelers, they will always seek for fun and highly active activities. An
activity that will surely fit is Surfing, one popular surfing destination here in the Philippines is
Siargao. Another is Scuba Diving, popular Dive sites here in the Philippines are Amos Rock in
Tubbataha Reefs Natural Park.
