Globalisation has changed the business environment and, today, organisations are facing a
global socio-economic context through increased competition and constant change. The
complex and dynamic operating environment have influenced management control systems
because of changes in structure, size and processes in the organisation (Chetty, Johanson
and
Martin, 2014). Moreover, Fletcher, Harris and Richey (2013) added that company
administrative complexities increase with the internationalisation of its operations and the
new geographical scope demands new-sophisticated control systems. Internationalisation
prompts the need to expand the scope of financial and human resources control system at
home as well as in the subsidiary.
Hitt, Ireland and Hoskisson (2012) stated that the internationaization of a company affects
its
management control systems (MCS). In a globalised context, organisation’s operating
challenges and complexities increases and thus, new systems are required to deal with the
new scope of business. To achieve the objectives of the company and success in the foreign
market, it is imperative for the international company to manage control systems and
respond
to a global strategy. The effect of internationalisation makes it difficult for an organisation
to
forecast the future accurately and therefore, the role of MCS is to evaluate the outcome of
alternatives and develop the capacity to manage the consequences of changes (Hitt, Ireland,
& Hoskisson, 2012)
Au sens anglo-saxon du terme, le contrôle doit être entendu comme étant l’action de
maîtriser, de piloter, c’est-à-dire comme le fait de dominer ou à tout le moins,
d’avoir
une certaine emprise sur un système2. Le mot contrôle a donc deux sens :
Vérifier : pourquoi les coûts ont-ils augmenté ? Pourquoi le budget prévu pour la
publicité d’un nouveau produit n’a-t-il pas été encore dépensé ?
Maîtriser : des actions correctives permettant de revenir vers la situation désirée
(lorsque la surveillance montre des écarts entre situation réelle et situation
désirée).
Les débats sur le contrôle de gestion, la gouvernance et la performance sont en vogue dans le
secteur public avec l’apparition des courants de la nouvelle gestion publique (New public
management) et de la nouvelle gouvernance publique.
Le contrôle de gestion et la performance sont des concepts intimement liés. En effet , le contrôle
de gestion a pour objectif ultime la recherche de la performance à tel point que les chercheurs
comme Orley (1999) et Lebas (1995) ont « étendu ses limites » et l’ont défini comme le «
pilotage ou management de la performance ».
