EXCERPT FROM THE MINUTES OF THE REGULAR MEETING OF THE MUNICIPAL

SANGGUNIANG BAYAN OF PANGIL, LAGUNA, HELD AT THE SESSION HALL ON
FEBRUARY 26, 1984, AT TWO O’CLOCK IN THE AFTERNOON.

MUNICIPAL RESOLUTION NO. 9-A

SERIES OF 1984

WHEREAS, the high cost of oil and its by-product had gone up very sharply, thereby resulting
to the necessity of using other forms of energy for daily home cooking purposes;

WHEREAS, waste logs or left-over logs abounds abundantly within the mountain areas of the
municipality of Pangil, Laguna which could easily be turned into wood charcoal
usabe for home-cooking to avoid to expensive energy costs coming from oil
products;

WHEREAS, what is needed is the regulatory measures and procedures to overcome

destruction of Public Forest and limit charcoal manufacture to licensed
manufactures and charcoal dealers;

WHEREAS, manufacture of charcoal should be or shall be allowed only in areas already

covered by homesteads, kaingin and logged over by the “INTERWOOD
LOGGING FIRM”.

WHEREFORE: on motion of S.B. Councilor Josias G. Pajarillo, seconded by S.B. Councilor,

Benjamin M. Edra, the Sangguniang Bayan RESOLVED TO ENACT, As It
Hereby Enacts an Ordinance to regulate charcoal-making industry including the
wholeselling of the commodity.

MUNICIPAL ORDINANCE NO. 3-A

SERIES OF 1984

(AN ORDINANCE WHICH REGULATES OR CONTROLS THE CHARCOAL-MAKING

INDUSTRY AND WHOLESELLING.)

Section 1. Any person who desires to engage in the wholeselling or buy and sale of wood
charcoal shall secure a Mayor’s Permit by paying the amount of P 10,00 good
for one (1) year.

Section 2. The application for a Mayor’s Permit shall contain the following information;

a) Name of the applicant for Mayor’s Permit;

b) Place where the business will be located;
c) Name of Barangay in whose jurisdiction the place is situated.

Section 3. Every charcoal Business Dealer (Buying and Selling in Bulk) shall pay a
License fee of P 300.00 payable to the Municipal Treasurer Per Annum;

Section 4. Whoever violates the pertinent provisions of this Municipal Ordinance shall
pay a fine of a P 500.00 or suffer imprisonment of two (3) monts or both in the
discretion of the proper court;

Section 5. This ordinanc shall take effect upon approval by the Sangguniang
Panlalawigan.

ORDER : That S.B. Secretary is hereby ordered to prepare the text of this Resolution
and Ordinance and transmit to the Sangguniang Panlalawigan, Sta. Cruz,
Laguna, for their immediate approval, to all barangay Capt. Of the
Municipality of Pangil, Laguna, Sub-Station Commander, Pangil Police Force,
Sgt. Apolinario A. Sarmiento, Pangil, Laguna for their information and
appropriate action regarding this matter.
