Ano ba ang isang PWD?

Ang Persons with disabilities (PWDs), ay isang mamamayan na may pisikal na kapinsalaan o kasiraan
sa anumang bahagi ng kaniyang katawan. Kasama rito ang mga mamamayang may long-term
physical, mental, intellectual or sensory impairments kung saan maraming barriers na
nakakapaghinder sa kanilang full and effective participation sa society on an equal basis with others.
Ito ang nagiging sanhi ng pagiging kaiba niya sa ibang mga tao. May mga likas na kapansanan at
mga kapansanang dahil din sa mga karanasang katulad ng mga sakuna.

Ano ang qualifications para matawag kang isang PWD?

Visual impairment – as far as we in PWDPhil know, there is no set grade that is considered to be the
threshold that separates the disabled from the non-disabled. However, DOH specialists in the PDAO
(persons with disabilities affairs office) in your town or city hall have a set protocol for determining
who is visually impaired and who can qualify for a PWD ID based on visual acuity, or the lack of it. If
the applicant’s eyes are discernible to be blind, then the applicant need not bring a clinical abstract to
prove the disability.

Hearing loss – anyone who cannot hear is considered to be disabled. However, there are various
degrees of hearing impairment depending on the cause of the hearing loss. If you think that you are
beginning to lose your hearing, it is best to try to have it treated right away. There are many
occupations that depends on one’s ability to hear.

Orthopedic disability – this category includes all those who have had amputations done to any of the
extremities. This also includes those who have stunted growth because of dwarfism, a medical
condition where the patient’s height and extremities did not grow to full mature size.

Learning disability – for students who cannot adjust to mainstream regular classes, they will need to
go through the special education class program found in every public school. A learning disability is
something that hampers or interferes with a student’s ability to learn basic concepts in math and
science, knowledge that will help the student cope with everyday life. Without a basic education, the
student will be unable to buy groceries, pay bills, earn a living or do any activity that requires critical
thinking and stock knowledge.

Psychosocial disability – this is a category that includes those who have psychological and social
problems that can leave them the sufferer unable to do what he/she normally does. These disabilities
are not apparent and may not be easy to understand or to explain to health center workers who do
not have a science background, thus the need for a clinical abstract to present to the PDAO, health
center or DSWD regional office workers.
Chronic illness – There are illnesses that may not inherently lead to a disability but have been known
to cause disability when a complication sets in. One such case is diabetes. Inherently diabetes does
not cause disability.

Mental disability – Sufferers of mental illness are automatically considered to be disabled and are
sometimes automatically granted a PWD ID, as some mental illnesses can be apparent. Those with
mental disabilities will usually need medical attention, constant supervision and assisted living
arrangements as they are mostly unable to take care of themselves. Included in this category are
children with Down syndrome, bi-polar disorder, post-traumatic stress disorder and schizophrenia.
Ano ano ang mga benefits ang nakukuha ng isang PWD?

20% na discount sa:

 Room accommodations in lodging establishments, including dormitories for students


 Restaurants, Fastfoods, Cinemas, theaters, and other recreational centers
 Medicines and food for special medical purposes
 Medical and dental services, including professional fees, diagnostic, and laboratory fees
 Fares for domestic air and sea travel
 Fares for land transportation, including jeeps, buses, taxis, trains, and TNVS/ride-hailing
services
 Funeral and burial services for the death of a PWD

Note that PWDs can’t get double discounts. If a particular service is on a promotional discount, PWDs
can avail of either the 20% PWD discount or the establishment’s offered discount, whichever is higher.

5% na discount sa:

 Basic Necessities (kanin, mais, tinapay, sariwa at tuyong isda at at iba pang mga produkto
mula sa dagat, sariwang karne ng baboy, karne ng baka at karne ng manok, sariwang itlog,
sariwa at processed milk, mga formula milk ng sanggol, sariwang gulay, mga ugat pananim,
kape, asukal, mantika, asin, sabong panglaba, detergents, kahoy na panggatong, uling, kandila
at iba pang mga kalakal na maaaring inuri ng Department of Trade and Industry at ng
Department of Agriculture);
 Prime commodities (sariwang prutas, dinaing, naproseso at naka-delatang karne ng baboy,
karne ng baka at karne ng manok, mga dairy products na hindi kabilang sa basic necessities,
mga noodles, sibuyas, bawang, diapers, herbicides, patuka sa manok, pakain sa baboy at baka,
veterinary products para sa manok, baboy at baka, papel, school supplies, nipa shingle,
plyboard, mga pako na gamit sa konstruksiyon, mga baterya, electrical supplies, light bulbs,
steel wire, at iba pang mga kalakal na maaaring mauri ng DTI at DA).

Lahat ng mga ahensya, korporasyon o korporasyon ng pamahalaan ay dapat magreserba ng hindi


bababa sa 1% ng lahat ng mga posisyon para sa mga PWD.

Gayundin, ang mga pribadong korporasyon na may higit sa 100 empleyado ay hinihimok na
magreserba ng hindi bababa sa 1% ng lahat ng mga posisyon para sa mga PWD

Express lane sa lahat ng mga komersyal at establisimento ng pamahalaan;

Educational assistance para makapag-aral mula elementary hanggang college, pati na rin ang
vocational at technical na edukasyon sa parehong pampubliko at pribadong paaralan;
Proteksyon laban sa berbal o di-berbal na pang-aalipusta at paninirang-puri;

P15,000 na halaga ng mga benepisyo sa mga qualified member ng PhilHealth o mga dependent na
nangangailangan ng prosthesis sa paa;

Pagtatatag ng isang Persons with Disability Affairs Office (PDAO) sa bawat lalawigan, lungsod at
munisipalidad; at

Accessible na website ng lahat ng mga ahensya ng gobyerno.

PWD ID card

Ang PWD ID ay ang standard identification card for persons with disability (PWDs) sa Pilipinas. Ito ang
ginagamait upang makaavail ng PWD benefits as mandated by the law.

Ang ID card na ito ay valid for three years and free of charge pag ginamit for the first time. Meron
lamang minimal fee para sa mga PWD ID na kailangan i-renew dahil sa expiration, nagkaroon ng
damage, or pagkawala card.

Ito ay maaring makuha sa pamamagitan ng pagpasa ng requirements sa PWD ID application na


ipapasa sa PDAO (Persons with Disability Affairs Office) or sa City hall kung saan sila nakatira.
