TECHNICAL SPECIFICATIONS

FOR CONSTRUCTION

FIRE PROTECTION SYSTEM

PART I : GENERAL CONDITIONS

A. The General Conditions form a part of these specifications and contract.

B. The sub-contractor for the Fire Protection Works is designated as the Contractor in this division.

PART II : SCOPE OF WORK

A. Furnishing of all materials, labor, tools, equipment and accessories for the complete installation, testing
and adjustment, ready for use of the proposed automatic fire sprinkler system.

The work essentially shall include, but shall not necessarily be limited to the following items:

a. The work throughout shall be executed in the best and most thorough manner under the direction of
and to the satisfaction of the Owner & the Owner's duly authorized representative and based on strict
conformance with the contract plans and document.

b. This Contractor shall be responsible for his work until its completion and final acceptance and shall be
replace any of the same which may be damaged, lost or stolen without additional cost to the Owner.
He shall guard the building and its contents against damage by him, his employees or sub-contractor
and shall make good any damage free of charge. The Contractor shall indemnify and save harmless
the Owner, Architect, and Engineering consultant from and against all liabilities for damage arising
from injuries or disabilities to persons or damage property occasioned by any act or omission of this
Contractor or any of his subcontractor, including any all expenses, legal or otherwise, which may be
incurred by the Owner, the Architect or the Consulting Engineering in the defense of any claim, action
or suit.

c. A fixed sequence of operations is required to properly install the complete system. It shall be
responsibility of this Contractor to closely schedule his works in such a way that it shall be installed at
the proper time and without delaying the completion of the entire project. This Contractor shall
carefully check space requirements with other subcontractor to insure that his equipment, pipes and
ducts can be installed in the space allotted for them

d. This Contractor, before commencing work, shall examine all adjoining work, and on which works in
such a way dependent for perfect workmanship according to the intent of specification, and shall
report to the Project Manager any condition which prevent this Contractor from performing first-class
work, no “waiver of responsibility” for defected adjoining work will be considered unless notice has
been filled before this Contractor submit his proposal. This Contractor shall thoroughly acquaint
himself with the work involved, and verify at the fire protection all measurement necessary for the
proper installation of his work, obtaining the same when necessary from the Project Manager or other
sub-contractor. He shall also be prepared to promptly furnish to this contractor any information
relating to his work necessary for the proper installation of their contracts and shall cooperate with
them to secure the best progress of and harmony between the works of the different trades, in the
interest of the building as a whole. This Contractor shall confer with other Contractor of the other
trades for finish adjacent in his work ( such as grilles, escutcheons, etc.) fit in and harmonized with
the finish, in a manner satisfactory to the Owner.

e. It is specifically intended that all materials and labor which is necessary for the proper completion and
best operation of the system shall be furnished as part of this contract without additional cost whether
or not shown in details on the drawing or described in detail in the specifications. The provision is in
consideration of the fact that, in many cases, the use of apparatus of different makes may be
considered, with defer in detail from the described, although intended to fulfill the same functions.

f. All equipment, piping arrangements shown on the drawing shall be provided with adequate and
acceptable clearance for entry, servicing, and maintenance. Access panels shall be provided.
g. This Contractor shall guarantee all work performed and materials installed by him to be free from
inherent defect, and shall keep same in repair and replace any defective materials or workmanship free
of cost to the Owner, for period of one (1) year, from date of acceptance upon notice from the
Architect or the Owner's representation.

h. This Contractor shall guarantee that the equipment, material, accessories, methods of installation and
workmanship supplied under these specification will be of the best class, that it will be erected in a
practical and first-class manner, that it will be complete in operation. Nothing omitted in the way of
labor and shown or mentioned herein, and that it will be delivered in a good working order, complete
and perfect in every respect.

i. This Contractor shall supervise the installation of his apparatus and equipment test or adjust them in
repair for a stated period or render other similar services. This Contractor will be held responsible for
the performance of the specified services under the actual conditions of installation. The same shall be
apply to cases where special adjustment or other services are necessary to insure the proper and
efficient functioning of apparatus even though not specifically hereinafter called for.

j. The Contractor shall coordinate with others involved in other parts of the Work / Project, for the
proper location of sprinkler heads, piping, outlets, fire hose-cabinets and other equipment before
installation of same. Examine the drawings and specifications in connection with other parts of the
Work / Project and inform the Owner’s Representatives and Architect of anticipated conflicts. Failure
to notify the Owner’s Representative of anticipated conflicts, prior to installation of materials and
equipment, shall not relieve this contractor of the responsibility of correcting conflicting works at no
additional cost to the Owner. .

B. OTHER

a. The Contractor shall coordinate for their temporary facilities such as, delivery, storage, and handling
requirement of the materials.

b. The Contractor shall provide 3 sets minimum operation and maintenance manual both the hard copy
and E-files.

c. The Contractor shall submit of three (3) sets of as-built plans both hard copy and E-files.

d. The Contractor shall be furnishing of written, one (1) year warranty on the Fire Protection system
upon issuance of certificate of completion.

e. The Contractor shall provide the projects record submittals/ document such as record actual location,
etc as required by the engineers and owners representatives.

f. The Contractor shall provide the block-out provision requirement and subsequent sealing.

g. The Contractor shall complete testing of all the Fire Protection System in accordance with NFPA-13
(Standard of Installation of Fire Sprinkler), NFPA 20 (Standard of Installation of Stationary Fire
Pump), NFPA 101 (Life Safety Code), and NFPA 14 (Standard of Installation of Stand-Pipe and Hose
System).

h. The Contractor shall ensure that all openings through which fire may spread from one floor to the
other, such as holes through floors made for the passage of plumbing pipes, and electrical conduits
shall be sealed with fire resistant materials.

i. The Contractor shall be in charge of installation and supply of floor control valves and water flow
switches including connection of electrical wiring up to the fire alarm box or electrical panel.

j. The Contractor shall be in charge in securing and payment of permits, licenses for construction
purposes, including approval from Fire Department having jurisdictions.
PART III : APPLICABLE SPECIFICATION CODES, ORDINANCES, PERMITS AND FEES

A. The work covered in this contract is to be installed according to the specification, codes, ordinances, and
requirements of the following:

a. Fire Code of the Philippine

k. All construction permit and fees required for the work shall be obtained by and at the expenses of the
Contractor. The Contractor shall furnish the Architect, the Engineer and the Owner final certificate of
inspection and approval from the proper government authorities after the completion of the work.
l. The Contractor shall obtain all necessary allowances, pay royalties, etc. in connection with the use of
any patented device or system and shall save the Owner harmless from any claim or lawsuit arising
from such use.

PART IV : SHOP DRAWING, SAMPLES, AND OTHER SUBMITTALS

A. The Contractor shall prepare and submit for approval the following:

a. Dimensional layout of all piping system including hose cabinet connections, etc. as required and
show in plan.

b. Manufacturer's catalog, sheets, marked as necessary to indicate materials or equipment being


furnished for the following items.

1. Pump and Motor


2. Controls, pump controller, electrical component, wiring and circuit breakers,
3. Pressure relief and reducing valves
4. Mechanical grooved coupling and flexible connector
5. Fire department connections (inlet /outlets), hose valves, hose headers and hose cabinets
6. Sprinkler heads
7. Riser supports and sleeves
8. Fire hose cabinets

c. List of miscellaneous materials proposed, including pipe, fittings, valves, etc. and manhole accessories,
identifying manufacturer and type.
d. Field test reports (Testing and Commissioning) including Hydraulic Test Report,
e. Such other similar information the Engineer, Owner's Representative may require.
f. Shop drawing scale shall be 1 1:00 minimum but blow-out detail shall be 1:20 minimum.
g. Detailed shop drawing and all penetration through beams shall comply with structural requirements.
PART V : ACCEPTANCE TEST

A. Acceptable of the work shall be conditioned on such successful tests of the entire system.

B. Test requirement laid out in the standards for the installation of sprinkler system NFPA -13
shall be
performed prior to the approval of the work.

C. Isolated leaks tests of partials tests of areas may be performed prior to installation of ceiling
materials in
the area to preclude any damage there during total system final tests.

D. The Contractor shall furnish the Owner a written statement to the effect that the work
covered by the Contract has been completed and tested, before requesting for final approval of
the installation by the Fire Protection Authority.

PART VI : WORKMANSHIP AND COORDINANCE OF WORK WITH OTHERS

A. The Contractor shall be held full responsible for the work of any manufacturer or subcontractor
supplying Materials to or performing work for, as it is intended that entire Fire Protection System
shall be ready in Every respect for satisfactory and efficient operation when finally delivered to
the owners.

B. The Contractor shall assume full responsibility and shall provide the services of a qualified Engineer
to Supervise the complete installation of equipment and to conduct the final acceptance tests.

C. Isolated leak tests or partial tests of areas may be performed prior to installation of ceiling materials in
the area to preclude any damage there at during total system final tests.

PART VII : IDENTIFICATION AND APPROVAL OF MATERIALS (ICC/PNS MARKED)

A. Each length of pipe, fittings, valves, and device used in the Fire Protection System shall have cast,
tamped or marked on it, the manufacturer trade mark or name, weight, type and classes of conduct when
required by the Standard.

B. Within thirty (30) days after award of the contract, the Contractor shall submit for the Architect, Fire
Consultant and Owner’s Representative’s approval of the names of suppliers and list of sample material
proposed including trade names and physical samples of the materials.

C. Brand names mentioned in this Specification are only for the purposes of indicating the desired quality
and design.

PART VIII : SUBSTITUITION AND TESTING OF MATERIALS

A. Intended material substituted for those originally specified shall be accepted only (subject to the final
approval by the Owners’ Representatives) after a formal request for substitution accompanied by:

a. Reason for Substitution

b. Certificate of test indicating quality, compared to those originally specified.

c. Cost comparison with material originally specified. Request shall be submitted to the Owner
Representative and Fire Protection Consultant for evaluation at least 15 working days before
installation of subject materials is due.

PART IX : PIPING- GENERAL


a. Where American Standards are Specified, other approved national or local standards may be
acceptable, provided copies of these standard Specification are forwarded to the Engineer for this
written approval.

b. Black Steel/Iron Pipe (B.I.), in accordance with ASTM A53, for pipe sizes above 150mm Dia. to use
“Seamless” schedule 80; while 150 mm Dia. and below to use ERW (Electro-Seamed Welded) (wet
dry) schedule 40. Pipes as manufactured by “Supreme”, “Superior”, “Southern Pipe” brand or
approved equal. Black Steel Pipes shall bear Philippines PNS/ICC markings as per DTI/BPS Memo
(issued on August 2012).

c. All inside piping shall be installed by means of screwed fittings for 50 mm Dia. and below; and by
flanged fittings for 65 mm Dia. and above. Flanged joint shall be used at all sprinkler risers and
provided with 1.6 mm. thick long fiber asbestos, cross laminated gasket “cranite”

1.1.1.1 For 50mm and below threaded type:

a. Threaded Fitting shall be ANSI Class 150 for horizontal pipe and cross-main, and ANSI Class 300 for
the risers.
b. Pipe shall be reamed after cutting to remove all burrs and fins.
c. Joint compound or tape shall be applied to the threads of the pipe and not in the fitting

1.1.1.2 For 65mm. & above welded type:

a. Sections of branch lines and cross main or riser may be shop welded.
b. Section of welded piping shall joined by means of screwed flanged or flexible other approved fittings.
c. Torch cutting not be permitted as means of modify or repairing sprinkler
d. All welding shall be “shop welding” only and shall be done by electric arc welding. e. Welder shall be
certified
f. When welded fitting are used to form outlets
f.1. Holes in piping shall be cut to full diameter of the fitting
f.2. Disc shall be retrieved
f.3. Opening in piping shall be made smooth
f.4. All slag and other welding reside will be removed

PART X : FITTINGS GENERAL

a. Sprinkler system fitting shall be extra heavy pattern. Whenever a change in pipe size is made, one piece
of reducing / increase fitting shall be used. Provide mechanical grooved couplings at each main feed line
of every floor just after the riser and along the ceiling line.

b. All fittings shall be of malleable iron fittings class 150 for horizontal pipe and cross main, and class 300
for risers and pump. “SMITH-COOPER”, “MECH” or approved equal.

c. Steel pipe flanger mating with steel equipment flanger shall have the same facing as mating flange.

d. Screwed union shall not be used on pipes larger than 50 mm (2"). Couplings and unions of pipes other
than Screwed type shall be of types approved specifically for sprinkler used.

PART XI : SWAY BRACES HANGER AND SUPPORTS

a. Sway Bracing: Steel flat bars, structural grade 7 mm minimum thickness, with corrosion protection;
shape / type as shown on plans. Shall conform to the minimum requirement of the latest edition of NFPA
#13 (Standard of Installation of Fire Sprinkler)
b. Pipe Hangers: Steel flat bars, structural grade 7 mm minimum thickness, with corrosion protection, as
shown on plans and 13 mm dia. bars with corrosion protection as shown on plans, manufacturer such as
”Fischer”or approved equal. Shall conform to the minimum requirement of the latest edition of NFPA
#13 (Standard of Installation of Fire Sprinkler)

c. Sway Bracing Installation

1. Adequate sway bracing shall be provided to oppose longitudinal or transverse pipe movements.

2. Feed and cross-mains shall withstand a force under tension or compression equal to 50% of the weight
of the water contained in piping, valve and fittings; utilizing a two-way sway brace in 65 mm dia. and
larger pipe. Top of risers shall be secured against drifting in any direction utilizing a four-way sway
brace.

3. Piping anchorages shall not be secured on two (2) dissimilar parts of the building which will move
differently.

4. Where “U” hook hangers are used on branch lines, the pipe shall be secured to the end hanger by a
wrap-around type “U” hook.

5. U-type hangers used to support a system will satisfy most of the requirements for sway bracing except
that, in general, a longitudinal hanger shall also be required for 65 mm Dia. and larger piping.

6. When feed and cross-mains are hung with single rods longer than 6 inch., sway bracing shall be
provided. Sway bracing shall be attached directly to the feed and cross-mains only.

d. Hangers Installation

1. Approved inserts may be used for the support of hangers, anchorages in concrete. Expansion shield
should be used in a horizontal position on the sides of concrete beams and shall be above the bottom
reinforcements.

2. Increaser couplings shall be attached immediately adjacent to the expansion shields.


3. When pipes 100 mm dia. and larger are supported in the vertical position, the supports shall be at a
minimum spacing of 3.0 meters (10') on center. Holes in concrete for expansion shield shall be made
of the proper size and depth, as specified for the type of shield used, to provide a uniform contact with
the shield its entire length and circumference.

4. Maximum distance between hangers shall be 3.65 meters (12') for size 25 mm (1"). Provide at least
one hanger for each length of branch line, one between each two cross main branches, one hanger for
each 4.75 meters (15') length of feed mains. The distance between the hanger and the center line of
upright sprinkler shall be not less than 76 mm

5. Hangers shall be designed to support 5 times the weight of the water filled pipe plus 250 Ibs (114 kgs)
at each point of piping support. These points of support are enough to support the sprinkler system.
Sprinkler piping shall be supported independently of the ceiling sheathing.

e. Supports on Risers

Risers shall be adequately supported either by attachments directly to the riser or by hangers located on
the horizontals connections close to the risers. Supports shall be provided at the ground level and at each
third level and at the top most level of the riser. ’Fischer’, or approved equal.

PART XII : PIPE SLEEVES IN GENERAL SHALL BE SCHEDULE 20

a. MATERIALS:

1. through footing - black steel / iron (Schedule 20) with anti-corrosion paint,
2. Below Grade - black steel / iron (Schedule 20) with anti-corrosion paint,
3. Above Grade - black steel / iron (Schedule 20) with anti-corrosion paint,
4. Pipe spool - black steel / iron (Schedule 20) with anti-corrosion paint,
5. Pipe sleeves and pipe spool submerged in water – shall be G.I. material

b. INSTALLATION:

1. Minimum clearance between the pipe and sleeve shall not be less than 25 mm. (1") for pipes, 25 mm.
(1") to 89 mm. (3-1/2") and 50 mm. (2") clearance for pipes 100 mm. (4") and larger. The clearance
between pipes and sleeves shall be filled with non-combustible flexible materials and furnished with
semi-hardening mastic flush “HILTI”, “SPEC SEAL” or approved equal.

2. Floor sleeves shall extend at least 50 mm. (2") above the top of the wearing surface.

3. Drains, fire department connections, test manifolds and other auxiliary piping connected to risers shall
not be cemented into walls or floors.

4. Pipe sleeves shall be Black Iron (B.I.) pipes schedule 20 in general.

PART XIII : SPRINKLER HEADS

a. Type: Automatic standard 15mm diameter orifice, solder fillet type or valve type, upright, pendent and sidewall
heads.

b. Pendent sprinkler heads shall be provided with aluminum escutcheon, chrome finish or approved equivalent to
fit into ceiling boards or ceiling runners. Flush or concealed type pendent units shall be accepted as substitute at
no additional cost to the Owner. All types of sprinkler heads shall be UL Inc. listed & FM approved, of one
brand all throughout and shall be standard product of a reputable manufacturer such as
“ASCOA”, “GLOBE”, “VIKINGS”, “VICTAULIC”, “TYCO” or approved equal.

c. Upright sprinkler heads “plain brass” (Quick Response type for Residential Floors, and Standard Response type
for General Parking Floor).

d. Sidewall sprinkler shall be horizontal sidewall, quick response and extended coverage with chrome plated
finished and matching escutcheon rated at temperature of 155 degree F (68 deg. Celcius), UL listed and FM
Approved.

e. Head Rating & Type:

Kitchen - 212 degree F


Seating Areas - 135 degree F, Chrome Plate

- use standard response type or as required by code


f. Pipe thread & Valve Seat - 15mm dia. Nominal

g. Sprinkler Cabinet:
Provide a wall mounted cabinet for the purpose of storing on the premises, a stock of spare sprinkler
heads. The cabinet shall contain the following:

1. Pendent Type - minimum of 24 pcs. spare and / or as required under the code,
2. Upright Type - minimum of 24 pcs. spare and / or as required under the code,
3. Flushed Type - minimum of 24 pcs. spare and / or as required under the code,
4. Sidewall Type - minimum of 24 pcs. spare and / or as required under the code,
5. Sprinkler Tongs - 3 pcs. required and / or as required under the code,
6. Sprinkler Wrench - 3 pcs. Required and / or as required under the code,
h. Furnished spare heads as required in the code and maintenance service part list for a period of at least one
(1) year reckoned from the date after termination of warranty.

PART XX : PORTABLE FIRE EXTINGUISHER

a. Furnish and install as indicated on the drawings units shall be approved by the Fire Department having
Jurisdiction and UL listed or FM Approved
.
b. PRODUCTS

1. Dry Chemical Fire Extinguisher – Shall be tri-class dry chemical or multi - purpose (primarily
monoamonium phospate) or equivalent which is non-toxic agent which extinguishes flames in seconds
and inhibits reflash. It shall effective against Class A, B, and C fires. Contents shall be 10 lbs (4.5 kg.),
the unit shall be mounted inside the fire hose cabinet or thru the fire hose cabinet. Shall be manufactured
by “AMEREX” or approved equal.

2. K Type Fire Extinguisher for Kitchen Spaces

PART XXI : VALVES-GENERAL

a. All valves shall be of the same manufacture for each class of piping and as such as possible, for the entire
project. Valves shall permanently bear affixed stamp or tag indicating manufacturer, catalog number,
Pressure and temperature ratings of gate valve, angle valves, check valves, pressure relief with all cast iron
body with bronze trim.’Kennedy”,”Stockham”,”Cow”,or approved equal.

b. Furnish all valves and accessories material necessary for piping whether or not shown on drawings as
Follows:

1. Vents and drains for equipment to which piping connections are made.
2. Connections to metering instruments and controls including pressure gauges, thermometer, controllers,
Traps and appurtenances required for proper functioning on instruments in controls.

3. Temporary valves and accessories required for placing equipment into initial service.

4. Piping 50 mm (2") and smaller required for proper operation of piping system and equipment, including
drain valves required to drain all low points in piping.

c. Valve seats shall be renewable except for forged steel and high pressure cast steel valves where
Manufacturer’s standard is integral seats

d. All valves shall be approved by Factory Manual (FM) and Underwriters Laboratories, Inc. (UL).

e. Where required and not noted, provided chain-wheel operators, extending chain for chain operated valves
to which 1.2 meters of nearest floor or operating platform of valves.

f. Provide floor stand with flanged faces for bolting to floor or platforms and other special devices where
specified or noted on drawings.

g. Provide extension stems, universal joints stem guide bearings and other accessories required to locate floor
stands in convenient location with interference with other equipment, piping or building parts.

h. Floor control valves within the buildings shall be approved indicating wedge gate with electrical contact and
which will open when valve is partially or totally put in close position.

PART XXII : PIPE PAINTING


A. Sprinkler heads, valve stems and the like shall not be painted.

B. After installation and test and before the installation of ceiling fixtures or boards, all piping shall be
prime painted and coated with coats of gloss red quick drying enamel.

PART XXVII : ACCEPTANCE TESTS

A. The Contractor shall conduct tests in the presence of inspector or authority having jurisdiction (The
Philippine Fire Protection Association of Fire Protection Associates and related NFPA).

B. To remove foreign materials which may have entered the piping during installation of same flushing
or underground connection is required before sprinkler piping is connected.

C. Hydrostatic Test:

1. Test pressure not less than 200 psi on system pressure plus 50 psig for six (6) hours / or 1.5 times of the
working pressure for six (6) hours.

2. No visible leakage for inside sprinkler piping will be allowed. For underground mains and lead-ins,
exceeding the permissible leakage or joints necessary repair shall be made.

3. All control valve water pressure to insure proper operating tests. Use clean, non-corrosive water.

4. Fire connection shall be tested.

D. Testing of drainage facilities shall be made by opening the main drain valve while the control valve
is wide operations.

E. Test certificate shall be filled out and signed by the Owner's and Contractor's representative. System
operations and maintenance chart shall be submitted to the Owners upon completion of the Contract.
This shall include, among others, the locations of the control valves and care of the new equipment.

PART XXVII : MINOR MODIFICATIONS & TIME COMPLETION

A. The plans as drawn show conditions as accurately as it is possible to indicate them in scale. The plan
are diagrammatical, not precisely and do not necessarily show all fittings, etc. necessary to fit the
building conditions. The locations of valves, fittings and the fixture shown on the plans are
approximately. The Contractor shall be responsible for the proper location in order to make them fit
with architectural details and instructions, without any conflict with other trades of Works.

B. The Contractor shall complete the work herein described in accordance with the specific schedules set
by the Owners in accordance with General Contractor's Schedule of Work.

PART XXVIII: GUARANTEE

The Contractor shall guarantee that the installed sprinkler system complies with the requirements of the
authorities and free from all defective workmanship and materials and will remain so, for a period of
one (1) year from the date to final inspection and acceptance of the work and/or issuance of Certificate
of Completion. Any defect appearing within one year shall be corrected by the Contractor at no
additional cost to the Owner.
PART XXIX : OTHERS MISCELLANEOUS

A. The Contractor shall provide temporary fire protection system during the construction period for his
own works. This shall be of sufficient capacity to put any fire that may break out at any floors due to
construction operations. This is in addition to temporary fire extinguisher required.

B. The Contractor shall save the Owner, the Architect and the Consulting Engineer harmless from and
against all liabilities for damage to property occasioned by any or omission of this Contractor on any
of this Sub-contractors including any and all expenses, legal or otherwise which may be insured by
the Owner, the Architect or the Consulting Engineer, in the defense of any claims, action or suits.
