CHAPTER 1
Department of Education Mission, Vision, and Core Values Statement C

One with DepEd, Libo Elementary School envisions developing individual who are A
holistically equipped with the knowledge and skills that make them better in helping build a P
strong nation, with this, the school as well strives to improve its physical facilities and keep
teachers updated with the new teaching styles and techniques. Libo Elementary School in its T
quest to produce life-long learning sees to it that the learning environment is pleasant and very E
conducive to a smooth and effective teaching-learning process. Teachers and Staff are very
much capable in attending to diverse learners’ needs and can immediately cope up with the

demands of time and the community. Libo Elementary School envisions of being a school
which will help uphold the child’s moral, spiritual and wholesome well-being and to inculcate in 1
their minds the natural inclination towards godliness and respect for others.

Our school develops the values of being humane as integrated in the teachers’ daily
lesson wherein pupils are sensitive to each learner’s individual differences in terms of culture,
religion, economic status and demonstrate contributions to being a “one community”. Our
school molds an individual who is socially-aware and knows all his duties and responsibilities to
himself, to others and to his country Exercise it to the fullest and become an effective Filipino
citizen of the country.

School’s Current Situation A
Libo Elementary School is located in Libo, Catolohan, Dalaguete, Cebu. It is one of the
satellite schools of Catolohan Elementary School. The place can be reached thru a four- P
wheeled vehicle but the common means of transportation here is a motorcycle, locally known T
as “habal-habal’. It is situated by the hillside, near the waterway. It is approximately 20
kilometers from the District Office, from Poblacion, from the nearest private secondary and

private elementary school. It is about three kilometers from the nearest public elementary R
school and about four kilometers from the nearest public secondary school. Libo Elementary
School runs 109 kilometers from the Division Office.
Libo Elementary School has a two-room DepEd building. One room is used for 2
combination classes, grade 1 and 2 the other room is used for the kindergarten class. It has
also three makeshift classrooms. One is for the combination classes, grades three and four and
the other two is for five and six classes respectively. Libo Elementary School’s total number of
seats is 75 with a population of 68 pupils. The learner to seat ratio is approximately 1:1. Since
the school has water supply, we are equipped with sanitation and hygiene facilities as it has a
handwashing and toothbrushing are, especially designed for pupils’use.
The school has three functional toilets. Two of these toilets stand inside the makeshift
room, for grades 3 – 6. The other one is inside the DepEd Building, for Kindergarten and Grade
1-2 pupils.

Based on the data below, in SY 2017-2018 the number of enrollees increased from the
previous SY 2016-2017. However, for the SY 2018-2019 the number of enrollees fluctuated.

Children Health and Safety
Children Health and Safety is one of the top concerns of the school to ensure quality
and smooth teaching learning process. From the current school year, no child from
kindergarten to grade six was recorded malnourished. Project and intervention such as
cleanliness awareness and the request of medicines from MOOE to address the needs of
children with other health problems were implemented in the previous school year.

The data above shows that the level of Literacy in English and Filipino are not that
good because most of the pupils are instructional readers which needs more attention in
reading and comprehension.

GAP Analysis
The school needs to ponder the Low of Participation Rate, Poor Reading
Comprehension, Poor Numeracy Skills, Enhancement of School Building,Construction of
Perimeter Fence and Enhancement of Gulayan sa Paaralan.
Priority Improvement Areas

The table shows the result of the 5 –points scale ranking conducted and will be utilized
to bring attention to the stakeholders and eventually make improvements in school
management, operations and service, delivery to effect change and to improve key
result areas in basic education, access, quality, and governance

Root Causes
