Ways to Measure Economic Performance

Back to the content analysis process, measurement of CSR performance carried out through annual
reports requires information guidelines (information guidelines). The reference to the CSR report that
currently dominates is the Sustainability Reporting Guidelines (SRG), issued by the Global Reporting
Initiative (GRI), although there are other references developed by several academics through literature
review. In the SRG, there are 79 items spread over 6 performance indicators. With this SRG the disclosure
of CSR information on the company's annual report is measured through scoring.
The simplest way to give a score is to put the number '1' on the item in the SRG for the information
disclosed. Or, give a score of '0' for undisclosed information. This method of scoring is known as
dichotomous (number 1 for 'yes' and 0 for 'no'), although there are other ways to score more complex. By
summing all numbers 1, the number of numbers obtained is the total CSR information reported in the annual
report.
After the total number is obtained, other variables can be added. Some variables that are quite often
found to be positively related to the amount of CSR information in annual reports are total assets, total sales,
profitability, capitalization, return on assets (ROA), return on equity (ROE), earnings pershare (EPS), and
type and age company. This is where statistical tests play a role to see whether the CSR information in the
annual report has a significant relationship with these variables. Or, does this variable affect the amount of
CSR information disclosed. Or, whether a company that has a higher asset size will provide more CSR
information.

Sustainable Economic Performance of PT. Bukit Asam (Persero) Tbk in 2015

In 2015, the average price of coal in Indonesia was US $ 60.13 / ton, lower than in 2014, which
reached US $ 72.62 / ton. In such conditions, PTBA's profit reached Rp2.04 trillion, growing 9% compared to
the previous year. In line with this achievement, PTBA continues to increase investment, including for
infrastructure needs, in order to encourage economic growth in the area around where the Company
operates.

To maintain profit margins amid falling coal prices, PTBA seeks to increase production and sales compared
to the previous year, the effort was successfully realized.

The current year's profit in 2015 was recorded at Rp2.04 trillion, up 9% compared to 2014, which reached
Rp1.86 trillion, while operating expenses (general and administrative expenses; sales and marketing
expenses; (expenses) / other income, net) amounting to Rp1.73 trillion, up 1.2% compared to 2014, which
was recorded at Rp1.71 trillion.

· EC2 Indicator─ Financial Implications, Risks and Opportunities Due to Climate Change

Not an easy matter to achieve business growth in the coal field amid the decline in commodity prices,
moreover, coupled with the weakening of the economy in Indonesia and the global economy, according to
the Central Bureau of Statistics data, Indonesia's economic growth in 2015 was 4.79%, far from the basic
assumptions macroeconomics in the 2015 APBN which pegged economic growth of 5.8%, achievement was
also smaller when compared to 2014, which reached 5.1%, while the average coal price in 2015 was US $
60.13 / ton, lower compared to 2014, which was recorded at US $ 72.62 / ton.

PTBA has observed the downward trend in coal prices and continues to make various anticipatory and
proactive efforts towards these conditions. Because the conditions in general are still the same as in 2014,
the Company's main strategy in 2015 is no different, namely controlling production costs, mining operational
efficiency, and increasing high-calorie coal production and sales to obtain higher sales prices.

· Indicator EC3─ Company Obligations for a Defined Rewards Program

The Company has implemented the "Old Age Guarantee" (JHT) program, Bukit Asam Pension Fund, "Old
Age Savings" Pension Program and Defined Contribution Pension Program in collaboration with competent
institutions as part of fulfilling employee welfare. The company also provides health service guarantees
through the Bukit Asam Hospital (RSBA) and the Inhealth Health Insurance program for employees and
retired employees.

· EC4─ Indicators Financial Assistance Received from the Government

After the Dutch colonial rule ended in 1950, the Indonesian Government ratified the establishment of the
Arang Bukit Asam State Mining Company (PN TABA). Subsequently, in 1981, PN TABA changed its status
to a Limited Liability Company under the name PT Tambang Batubara Bukit Asam (Persero) Tbk, hereinafter
referred to as the Company. On December 23, 2002, the Company listed itself as a public company on the
Indonesia Stock Exchange with the code "PTBA".

In accordance with the Articles of Association of Article 3, the Company strives in the field of developing
mineral materials, especially coal mining in accordance with the provisions in the applicable laws and
regulations by applying the principles of Limited Liability Companies, the Company does not receive financial
assistance from the government.

· Indicator EC5─ New Employee Wage Standard Ratio with Minimum Wage

In terms of wages, the Company has fulfilled the Provincial / City Minimum Wages determined by the
Ministry of Manpower and Transmigration of the Republic of Indonesia. In addition to meeting the Provincial /
City Minimum Wages, the Company also pays attention to the welfare of its employees. The company
provides the following facilities to increase motivation and work productivity, including:

Remuneration Strategy
For the Remuneration strategy, the Company has implemented payroll standards based on employee
ratings and position levels. To provide competitive remuneration, the Company follows a remuneration
system in similar industries by observing and complying with labor laws and provincial minimum wage
regulations (UMP). G4-EC5 Standardization of the compensation and compensation system of the Company
aims to improven motivation of employees to improve their competence and performance. There is no
remuneration policy that distinguishes the treatment of male and female employees at all levels of office.

The Company's Remuneration System is built by considering the 3P principle, namely Performance,
Position and Person as illustrated in the following diagram:

Employee Recruitment

In carrying out its business processes, the Company requires employees who have the ability and
characteristics in accordance with the specifications of their work. This can be achieved by implementing
Employee Recruitment and Selection.

In recruitment and selection, PTBA treats all prospective employees equally, there is no discrimination or
difference in treatment based on ethnicity, religion, race and inter-group (SARA). In this case, the Company
respects that working at PTBA is a human right: anyone has the right to enter and be accepted as an
employee as long as it meets the required qualifications. The company also opens equal opportunities for
local residents to fill various positions needed, including at the senior manager level.

c. Aspects of Indirect Economic Impact

· Indicator EC7─ Development and impact of infrastructure investment and services provided

The Company carries out business activities as follows:

1. Undertake mining which includes general investigation, exploration, exploitation, processing, refining,
transporting and trading of excavated materials, especially coal.

2. Strive for further processing of the production of minerals, especially coal.

3. Trade in production in connection with the above business, both its own results and the products of other
parties, both at home and abroad.

4. Cultivate and operate coal ports and piers for both their own needs and those of other parties.

5. Work and operate a steam power plant, both for its own needs and for the needs of other parties.

6. Providing consulting and engineering services in fields related to coal mining along with their processed
products.

· EC8 Indicator─The Significant Impact of Indirect Economy

The increase in tax and royalty payments, automatically moves the local economy increasingly, especially in
the Company's main operational areas, namely in Muara Enim Regency, South Sumatra Province, economic
activities in the region also grow by investments made by the Company in areas of operations, including
infrastructure, employee housing, PTBA Hospital, and social and public facilities for PTBA employees.

· EC9 Indicators - Comparison of Purchases from Local Suppliers at Significant Operational Locations

During 2015, PTBA as a community business partner has used community products and services
which are PTBA's Foster Partners, namely services, purchasing parts and manufacturing.

In addition, PTBA also continues to develop suppliers around the operating area with the
establishment of small industrial centers that are able to support the fulfillment of supporting materials for
daily operations. The initiative was carried out within the CSR framework in the Industrial Cluster program in
Tanjung Enim.

PROS AND CONS

Based on the description and research / case of several companies that Go Public above in
economic aspects there are at least 9 indicators (EC1-EC9), environmental aspects there are 30 indicators
(EN1-EN30), and social there are 14 indicators (labor practice, human rights , society, and product
responsibility). According to the GRI index Continuous reports must include company profiles, management
approaches, and performance indicators. Company profile includes strategy and analysis, organizational
profile, report parameters, corporate governance, management approach and performance indicators. From
the example of some research / cases above, we can see the suitability of company company reports with
the GRI index. Of course, not every indicator contained in the GRI index can be applied by all companies.
For example, the Danamon Company only applies 4 GRI indicators from 9 Indicators namely EC1, EC5,
EC7, and EC8.
