SUBJECT : INVENTORY OF CURRENT COMMUNICATION SYSTEM

CAPABILITIES OF THE LOCAL GOVER.NMENT UNITS

This refers to the attached Memorandum from the Office of the

Undersecretary for Local Government Marivel C. Sacendoncillo, CESO III, this
Department, relative to the meeting presided by President Rodrigo Roa Duterte on
July 28, 2019 with his Cabinet Members and Local Chief Executives of Batanes
concerning the magnitude 5.4 and 5.9 earthquakes that affected Itbayat, Batanes.

Corollary thereto, the National Disaster Risk Reduction and Management

Council (NDRRMC) was directed to utilize a communications system that is
independent from the private telecommunications networks during calamities and
other emergencies, and to implement a project on the same by the end of 2019,
given the available resources, and subject to relevant laws, rules and regulations.

In this connection, all DILG Field Officers are hereby directed to cause the
dissemination of the attached and prescribed NDRRMC form within their respective
areas of jurisdiction, and coordinate with the concerned LGU personnel to
accomplish and submit the same on or before October 7,4,2Ot9 for this will
serve as a reference and baseline data for planning purposes.
