EXECUTIVE ORDER NO. 2019-27

CREATING THE MUNICIPAL AFRICAN SWINE FEVER TASK FORCE IN THE
MUNICIPALITY OF NAGUILIAN, LA UNION

WHEREAS, Section 16, Chapter II of RA 7160, also known as the Local

Government Code of 1991 under the General Welfare clause, local government units
are directed to ensure and support, among other things, the preservation and
enrichment of culture, promote health and safety, enhance the right of the people to a
balanced ecology, encourage and support the development of appropriate and self-
reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their residents,
maintain peace and order, and preserve the comfort and convenience of their
inhabitants;

WHEREAS, the Department of Agriculture has created a Crisis Management

Task Force (CMTF) on Swine for overseeing the vigorous implementation of appropriate
measures – notably the “1-7-10 Protocol” – to effectively manage, contain and control
the situation, as well provide timely and accurate information for all stakeholders and
the general public and has activated and mobilized respective Quick Response Teams
(QRTs) at DA Regional Field Offices to implement complementary measures;

WHEREAS, the Department of Agriculture has issued three Administrative

Orders to complement measures to prevent the entry and spread of African Swine
Fever, to wit:

1. Guidelines in securing certificate of farm disease-free status in disease

outbreak areas. This enables owners to get needed certification from DA-BAI,
declaring their farm is disease-free, and not affected by current swine disease in
subject area;
2. Revised guidelines on the local movement of swine, pork, pork products
and pork by-products outside disease outbreak areas. This policy
strengthens current procedures on said subject; and
3. Veterinary quarantine movement protocol during animal disease
outbreaks/emergencies. This ensures a protocol is in place and to manage,
contain and control a suspected swine disease.

NOW THEREFORE, I, NIERI T. FLORES, Municipal Mayor of the municipality of

Naguilian, La Union by virtue of the powers vested upon me by law do hereby order the
creation of the Municipal African Swine Fever Task Force:

SECTION 1. The Municipal African Swine Fever Task Force shall be composed
of the following:

SECTION 2. Functions and Duties of the Municipal African Swine Fever Task
Force:

1. Formulate policy recommendations and plans of the LGU to prevent the influx
of swine afflicted with the dreaded African Swine Fever.
2. Establish the policies and directions for the implementation of the task force
at the local level.
3. In charge of information dissemination of this order through various media
platforms
4. Prohibit the entry of live hogs without the proper and legal documents
including the veterinary shipping permit, health certificate, and other pertinent

documents. Once the papers are inadequate, the hogs will be re-shipped to
its origin.
5. Order swine resellers to secure a certificate of meat inspection from the
National Meat Inspection Service.
6. Require swine sellers to get a certification from the Barangay Captain that the
swine they are selling were raised within their respective barangays.
7. Set-up swine inspection and surveillance checkpoints in all barangays of
Naguilian.
8. Prohibit the slaughtering of all swine in all barangays within the territorial
jurisdiction of Naguilian.
9. Confiscate or condemn live swine and meat by-products entered to the
municipality without the required health certificates.

SECTION 3. EFFECTIVITY. This Order shall take effect immediately.
