MUNICIPAL ANTI-DRUG ABUSE COUNCIL
MINUTES OF THE JOINT MUNICIPAL PEACE AND ORDER COUNCIL AND
MUNICIPAL ANTI-DRUG ABUSE COUNCIL MONTHLY MEETING HELD AT THE
ECCD CENTER, KAGAWASAN, DIMATALING, ZAMBOANGA DEL SUR ON
JANUARY 8, 2019.

1. Call to Order
Presiding Officer Maria Dolores A. Baya called the meeting to
order at exactly 9:36 in the morning. The meeting started with a
Pambansang Awit conducted by MMO Staff, Rezielou Baya followed
with a prayer led by Punong Barangay Natividad Quirante of
Buburay.

2. Welcome Remarks
SB Member Wilfredo Deocampo, Chairman of the Peace and
Order Committee welcomed all members to the first joint MPOC and
MADAC Meeting for the year 2019. He was thankful for everyone for
attending the said meeting. He also gave thanks to all Punong
Barangays for their full support.

3. Roll Call

MPOC secretariat called the roll based on the attendance sheet.


There were sufficient members for a quorum.

4. Review and Approval of the Minutes

After the Roll Call, MPOC secretary read the minutes of the
previous MPOC and MADAC Meeting last November 11, 2018.

Punong Barangay Pinke Bonga motioned that the minutes of


the November 11, 2018 meeting be accepted, Punong Barangay
Felipe Juele seconded. Motion passed.

5. Review of Agenda: Chairperson

Presiding Officer read the agenda as follows: (1) Peace and


Order and Public Safety (POPS) Plan Accomplishment Report by POPS
Encoder Evelyn Lagutin; (2) Dimataling Municipal Police Station
(MPS) Updates on Drug Clearing by SPO4 Romanillos; (3) AFP
Updates by Bacayawan, Saloagan, and Mahayag Detachment; (4)
Community Based Rehabilitation Program (CBRP) by Dra. April
Suzette Gladys Rose S. Exile; (5) Barangay Updates by respective
Punong Barangays; and (6) Other Matters: Issues and Concerns.

Punong Barangay Pinke Bonga moved to adopt the agenda


being presented, seconded by Punong Barangay Rowe Rengquijo.
6. NEW BUSINESS

A. POPS PLAN ACCOMPLISHMENT


POPS Plan Encoder, Evelyn Lagutin reported about the fund
utilization and activities conducted with regards to the Peace and
Order. The following is the allocated budget for the following
Programs, Projects, Services, and Activities (PPSA) under POPS:

A. Conduct Mobile Patrol/BEAT: PhP 40,000.00


B. Repair and Maintenance of PNP Vehicle: PhP 50,000.00
C. Rewards: PhP 50,000.00
D. Assistance/Allowances for AFP/PNP: PhP 220,000.00
E. Support to PPOC Activities: PhP 20,000.00

B. PNP UPDATES ON DRUG CLEARING

SPO4 Romanillos reported that under the Dangerous Drugs Board


Regulation 3, Series of 2017, barangays Mercedes, Sumbato, and
Bacayawan are declared as drug-cleared barangays and barangays Grap
and Josefina declared as drug-free barangays in the Municipality of
Dimataling. The said barangays have complied with the parameters on
barangay drug-clearing set forth by DDB and certified by the Region IX
Oversight Committee on Barangay Drug-Clearing Operation.

The barangays listed below lack the following documents:

1. BINUAY: No BADAC Action Plan, No Result of the First and Second Drug
Test, and No CBRP Certificate of Completion of all Drug Personalities.
2. LIBERTAD: No List of cluster leader for the BADAC Rehabilitation Desk,
irst and Second Drug Test Result not completed, CBRP Certificate of
Completion not completed.
3. BALANAGAN: No List of cluster leader for the BADAC Rehabilitation
Desk, irst and Second Drug Test Result not completed, CBRP Certificate of
Completion not completed.
4. BAHA: Old Resolution of BADAC activation submitted, No Resolution on
BADAC Rehabilitation Desk, Old BADAC Action Plan submitted, First and
Second Drug Test Result not completed, CBRP Certificate of Completion not
completed.
5. TINGGABULONG: Lacks list of cluster leader, First and Second Drug Test

C. AFP UPDATES

Sgt. Paul Longgakit of Bacayawan Detachment reported that they


conduct seaborne and foot patrol three times a week.

Hamido Elidji of Mahayag Detachment reported that they


continuously conduct foot patrol in their area of responsibility.

D. COMMUNITY BASED REHABILITATION PROGRAM (CBRP)


UPDATES BY DRA. APRIL SUZETTE EXILE

Dra. April Suzette Gladys Rose Exile reported that almost all drug
personalities in all barangays have undergone Community Based
Rehabilitation Program (CBRP). She reminded all Punong Barangays that
the Regional Oversight Committee on Barangay Anti-Drug Clearing
requires two drug test result of all drug personalities.

PB Narciso inquired if it is still possible to conduct CBRP to those


drug personalities who failed to attend the CBRP. Dra. Exile replied that
PB Narciso just need to go to Municipal Health Office so that they can
set a schedule.

E. UPDATES OF EACH PUNONG BARANGAY

PB Nestor Cabuga reported that there are still stores in his


barangay who continue to sell cigarettes secretly. As such, he has not
issued business renewal to the said business establishments.
PB Cesar J. Betet reported that in his barangay, he doesn’t allow
business establishments to sell junk foods and any food product that do
not bear the Sangkap Pinoy seal and/or did not pass FDA. This is his
way of ascertaining that foods and drinks being provided by the school
canteen and food vendors for consumption of school children are
healthy and nutritious.

PB Roque Carpio reported that there are still business


establishments in his barangay who sell cigarettes and liquors despite
several warnings. In order to teach them a lesson, he did not sign all
their business permits.

F. OTHER MATTERS: ISSUES AND CONCERNS

Licensing Officer Artchie Dalagon relayed to the Punong


Barangays that the Municipal Treasury’s Office will conduct Business
One Stop Shop (BOSS) on January 17-18, 2019 at the Municipal
Gymnasium. As such, all business owners in each respective barangay
will have to secure business permit for the year 2019. Business owners
are required to bring Barangay Clearance and DTI Certificate. Failure to
obtain the necessary business permit will incur fines, penalties, or
closure of the said business.

Municipal Environment and Natural Resources Officer (MENRO)


Eufemio Bital informed all Punong Barangays that they are directed to
conduct evaluation in every household in their respective barangay
starting from January 7-18, 2019. Each household must have the
following: waste segregator, backyard garden, sanitary toilet, compost
pit, and clean household & backyard. After their initial evaluation, they
must pick one household winner per Purok. All results must be
submitted to the Office of the Municipal Environment and Natural
Resources (MENRO) on or before January 18, 2019.

7. ADJOURNMENT:

Given that there is no more business to be treated, on motion


of Punong Barangay Napoleon Casocot, seconded by Punong
Barangay Alex Bagundol, the meeting was adjourned at exactly
11:00 o’clock in the morning.
