2. SCOPE
1.1 This specification describes the delivery point of the PV projects at Benban site and the
responsibilities of each party towards this point.
1.2 This documents specifies the requirements necessary to furnish and install medium-
voltage (MV), indoor, equipped with vacuum circuit breakers with rated maximum voltage
of [24] kV.
1.3 This Documents describes the design, manufacture, testing and field service assistance
during on site installation and commissioning of the switchgear and associated equipment
1.4 The medium voltage switchgear shall be designed for ease of field installation and
maintenance without any gas handling on site on site (in case of GIS type). It shall be void
of safety hazards to authorized operating personnel

3. GENERAL INFORMATION
1.5 The delivery point will be Inside each plot of each PV power plant, it will include the electrical
switchgear panels (the electrical parts that will be connected to the EETC Network).
1.6 Each switchgear will form a line-up of sections consisting of arc-resistant, free standing, dead-
front, vertical steel structures containing power bus, ground bus, power circuit breaker,
Voltage transformers, current transformers, auxiliary control and protective devices in
accordance with the (SLD) in Figure 1&2.
The delivery point (represented by the symbol " ") should be located in each plot as per the
following map according to the direction of MV power cable corridor between each delivery
point and Benban Substations:

The dimensions of each delivery point is the developer's responsibility taking into
consideration the switchgear dimensions and communications requirements (item no. 17
in this documents).
The dimensions of each delivery point to be submitted by the developer to EETC as soon
as possible to continue the MV power cable length calculations.

5. APPLICABLE STANDARDS
The equipment shall be designed, fabricated and tested in accordance with the standards mentioned in
the Grid code and solar code (or otherwise mentioned in the clause 22 of this documents - TECHNICAL
DATA SHEET)
6. SITE CONDITIONS

7. APPROVAL
All Proposals and Designs shall be approved by EETC for all Delivery points before installation
on sites, according to this specification and applicable codes.
8. APPROVAL REQUIREMENTS
8.1 Each switchgear to be installed in air conditioned room metal enclosed, type tested
switchgear according IEC 62271-200
8.2 The switchgear manufacturer shall have past experience base of medium voltage for a
minimum period of 10 years.
8.3 The switchgear that which supplied and installed should have a strong reference list in similar
projects in Egypt., Preference for equipment which installed to be approved previously by
EETC (List of projects to be submitted).
8.4 The switchgear shall be completely assembled, wired, and adjusted at the factory in separate
sections. After assembly, the complete switchgear shall be tested to assure the accuracy of the
wiring and the functioning of all equipment.
8.5 EETC shall have the right to witness tests at the factory and shall be notified at least 20
working days in advance of any tests to allow a representative to be present.
8.7 Switchgear assemblies designed to ensure personnel safety during all normal and abnormal
conditions and be suitable for installation in the site conditions.
8.8 The operator shall be protected against direct contact with any live parts. Supervision and
operation of the switchgear shall be possible with all front doors closed.

8.9 The switchgear shall be arc resistant IAC (Internal Arc Classification) for accessibility degree A,
Front Lateral and Rear (AFLR), [40] kA, 1s, in accordance with IEC 62271-200 standard.
Accessibility degree A stands for an installation in an enclosed electrical operating area and
only accessible to authorized staff. Successful test evidence shall be submitted.
8.10.1 The switchgear assembly must ensure that during the entire lifetime of this
switchgear, no gas handling is necessary on site, neither during installation,
maintenance, extension, disassembly, nor for replacing a section in the line-
up.
8.10.2 The design leakage rate of the equipment shall not exceed 0.1% per year. No
topping of gas shall be required for life-time of the equipment (minimum of
30 years).
8.10.4 Arc containment device housing shall be designed to contain the arcing within
the device and vent gases through ducted plenums located on the back of the
switchgear.
9. ASSEMBLY
9.1 The switchgear shall be three-phase encapsulated with stainless steel housing.
9.2 To ensure maximum safety for personnel, all operations, service procedures, and cable
connections shall be performed from the front side of the switchgear.
9.3.2 The sections shall be filled with the SF6 gas at the rated minimum operating
pressure, tested and sealed in the factory.
9.3.4 All gas compartments shall be equipped with a gas pressure monitoring
system. It must provide two limit values (pre- and basic-warning) and a visual
indicator located on the front of the section shall display the status of each
compartment. Auxiliary contacts should be provided for remote indication of
the warning levels. The device shall be self monitoring.
9.3.5 Circuit breaker and bus bar compartments shall be separate gas-filled
compartments electrically connected with gas-tight bushings. Each gas filled
compartment is independent of the others.
9.3.6 Each gas compartment shall be provided with a pressure relief device to limit
pressure in the event of an internal fault. The pressure relief device shall be
designed such that discharges resulting from internal faults shall be directed
away from locations where personnel may be present.

9.3.7 Lifting eyebolts shall be provided at each corner of every shipping assembly
to facilitate handling during installation.
9.3.8 All metal parts including any relays, instruments, etc., mounted on the GIS,
shall be connected to a copper grounding bus.

10.2 Breaker shall be fixed mounted, vacuum type located inside an inaccessible circuit breaker
compartment. All three (3) vacuum interrupters shall be actuated together via one (1) shaft
from the circuit breaker drive.
10.3 The circuit breakers shall be three-pole, vacuum and have a minimum life of 10,000 close-
open mechanical operations, 10,000 operations at nominal current and 100 operations at
short circuit breaking current.
10.4 There shall be no maintenance required to the life parts of the breaker during the life-time of
the section.
10.5 Circuit breakers shall have an electrically controlled, stored energy type (motor charged
spring) operating mechanism capable of being charged electrically or manually with open-
close-open capability and will all the necessary auxiliary switches
10.6 The operating mechanism for the circuit breaker shall be located in a separate compartment
behind the operator interface section allowing access from the front of the switchgear while
the primary equipment is in service.
10.7 The operating mechanism and all moving parts associated shall be serviceable from the front
of the section.
10.8 Each circuit breaker shall have a close and trip control push button mounted on the associated
control panel. A visual indicator on the control panel shall display when the spring is fully
charged.
10.9 Operations counter shall be connected to the mechanism and a display mounted on the
control panel to indicate the number of operations.
10.10 Anti-pumping protection shall be provided.

10.11 The operating crank switch can only be inserted or removed, when the defined end positions
have been reached. Furthermore, the circuit breaker cannot be actuated with the crank
inserted for the disconnection or grounding procedure.
10.12 Setting of the three-position isolator must be as follows:
On: The connection between the bus bar and circuit breaker is closed.
Off: The connection between the bus bar and circuit breaker is open.
Grounded: The contacts are linked with the grounding contact. The line side is grounded
automatically by closing the circuit breaker.
10.13 Vacuum Interrupter design should limit the chopping current to below 5A to eliminate the
need for surge protection against switching transients. Chopping current shall be measured,
noted and referenced for engineering purposes.
10.14 Provision for padlocks on the mechanical push button of the circuit breaker shall be supplied.
11. BUSBARS
11.1 The switchgear shall be equipped with a [Single] bus bar configuration.
11.4 The bus bar compartment shall contain the bus bar system and a three position switch. Three
position switches shall be Branch circuit “on-off” and “prepared for grounding.”
11.5.1 For section replacement the connection links shall be easily removable
without moving the adjacent section and shall not require any gas handling
on-site.
11.5.2 Switchgear shall be extendable without intervening with adjacent gas filled
compartments and sections and shall not require any gas handling on-site.
11.5.3 Bus bars shall be installed in a separate gas-filled bus bar compartment.
11.6 The isolation and ground switch shall be rated for a minimum of 1000 mechanical operations
(acc. IEC62271-102)
11.7 Switch shall be externally operated with provisions for locking in all three position
11.8 The visual confirmation of the switch open contact position shall be performed within the arc-
resistance protected perimeter of the switchgear in order to protect the operator from the
effects of any internal arc which may occur while they are performing the inspection
operation.
11.9 Dedicated connection port system shall be used. Each connection port on each section shall be
clearly marked with the switch designation or function
11.10 The three (3) position switch shall be equipped with auxiliary switches as required for
interlocking and remote indication.
11.11 Provision for padlocks on the mechanical push button of the three (3) position switch shall be
supplied.

12. POWER CABLE AND TERMINATION
12.1 The number of cables, size, and type for each section shall be shown on the drawings or
provided as Figure 1&2.
12.2 Each outgoing Feeder to the Main EETC Switchgear will be 3 x 1C x 630mm2 CU
12.3 Special clamp/cable supports shall be provided by the Developer to avoid undue strain on the
cable termination.
12.4 Cable compartment shall be adequately sized to permit easy termination from the front of the
switchgear.
12.5 Space shall be adequate to accommodate a zero sequence current transformer inside the
cable compartment without the need for pit or vault under the equipment.
12.6 Provision for cable testing in front of the switchgear without disconnection of the cable shall
be included.
12.7 Separate termination compartments for high voltage and low voltage connections shall be
provided
12.8 It shall be possible to equip the cable termination with grounding stud for visual grounding.
12.9 Grounding bus shall be provided along the full length of the equipment structure with
provisions for grounding cables connections at each end.
13. INTERLOCKS
13.1 To ensure maximum safety for operating personnel, the switchgear must have complete
mechanical interlocking system. The system must ensure by internal interlocks, that no
incorrect action can be initiated to the switching devices due to an operator error.
13.2 It shall not be possible to ground the complete bus bar unless all three (3) position switches
are in the open stage. It shall not be possible to close any one of three (3) position switches
when the complete bus bar assembly is grounded
13.3 Interlocks shall be provided to prevent grounding with any incoming feeder in the service
position; back feeding via cable transformers feeders and/or voltage transformers.
13.4 Reacting interlock between the cable compartment door cover and outgoing grounding switch
ON OFF must be supplied.
13.5 If the three (3) position switch is motorized: An additional cylinder lock-type shall be installed
to release either manual or electrical actuation of the drives. The other one has to remain
locked in each case.
13.6 Direct switching from GROUNDED to CLOSED position shall not be possible.
13.7 Actuating levers shall not be removable when disconnecting and/or grounding switches are
between the On or Off positions.
13.9 In no case shall it be possible to apply a force that could damage the drive mechanisms. This is
to be realized by an interrogative interlocking system.

13.10 A manual mode should be available in the event of auxiliary supply failure.
13.11 The insertion of manual levers and cranks shall automatically disconnect the auxiliary voltage
for motor drives.
13.12 The circuit breaker shall not be operable if the three (3) positions disconnecting/grounding
switch is in an intermediate position.
13.13 The circuit breaker shall automatically close and open via a mechanical link when the
grounding switch is going to be actuated.
13.14 Electrical interlock over various section interlocks should be electromagnetic types using
blocking coils to block or release operations.
14.1 The current transformer must be suitable for all commercially available digital protective
relays.
14.2 The switchgear shall be equipped with dry type low voltage ring core transformers for
outgoing current measurement, accessible in the cable connection.
14.3 They shall be installed on adoption bushings. It must be possible to replace the transformer,
without intervention into the gas compartment (in case of GIS type) as far as possible.
14.4 The transformer must be placed between the circuit breaker and the cable connection
(needed for switchgear interlocking).

15.1 Zero sequence current transformers shall be of IEC or ANSI relay class, window type
construction, available for [Feeder]
16.1 Metal enclosed single-pole insulated dry type, voltage transformers are to be used.
16.3 The voltage transformers shall be designed conform the relevant IEC standard, to appropriate
rating and ratio and be able to withstand the basic impulse level of the switchgear.
16.4 Voltage transformers shall to be flanged directly on the switchboard and shall be disconnect
able with an upstream disconnector / grounding device, among others for a voltage test.
16.5 Equivalent voltage transformers on the busbar, installed in a separate measuring cubicle are
allowed.
16.6 The MCB’s, 1- 3 pole for the Voltage transformer protection and a 1pole for the da - dn
winding shall be installed in the LV cabinet.
16.7 All VT shall have primary fuse protection to avoid a bus shutdown resulting from a VT failure.
Primary fuses, HRC type, shall be provided.
16.8 A stabilization resistor shall be supplied with each VT set to prevent ferro resonance.
16.9 Equivalent voltage transformers on the bus bar or installed in a separate measuring section,
are permitted.

17.1 Surge arrester shall be mounted on [bus side] of the [incoming] section

17.2 Bus bar side connected surge arrestors shall be plug-in type for direct connection to the bus
bar.
b) The BCU should include interlocking logic control for its relevant bay and horizontal
interlocking with other BCUs.
18.3 Protection Requirements for cable between the delivery Point (Benban) 22/22/220 KV GIS
Substation and the Solar plants according to following:-
1. Communication room with area not less than 3X3 m2 air conditioned.
2. Battery room suitable for 48 VDC & 220 VDC systems.
3. All PV power plants should work with automation as specified in solar code.
4. 48 VDC system (batteries and chargers) with enough capacity to guarantee the working of
communication equipment for at least 8 hours. 48 V DC system, this system consists of one
battery set (-48 V positive grounded ) Nickel Cadmium type with racks , two (2) battery
chargers , four(4) bus breakers , one low voltage disconnect device , AC and DC Distribution
panels as specified in technical specs.

5. Each PV power plant should have two Gateways which complies with IEC-60870-5-
101/104 standard according to solar code.

4.Technical Specs :-
4.1. 48VDC System:
The system should be designed to provide normal auxiliary power supply to the
communication system in Attaka KV S/S and for at least 8 hours after loss of AC
auxiliary power supply.
The system should consist of:
1. Two battery chargers.
2. A station battery bank.
3. Four bus breakers.
4. A low voltage disconnect device.
5. DC distribution panel.
• The two chargers should operate in a parallel mode and, each should be able to
supply power to feed the total system load, (i.e. equipment load + 25% future loads
+ fully discharged battery bank at recharging mode)
• The rated current 40 amp.
• Nominal input voltage should be 220 V single phases and 380 V three phase [+
10%, (+15% to -20% functional)].
• Input frequency is 50 Hz + 5%.
• Nominal output voltage is 48 VDC (stabilized).
• Output voltage range shall be adjustable from 80% to 135% approx. of
the nominal O/P voltage for floating charge and boost (high rate charge).
• Ripple should conform to IEC and/or IEEE standards.
• Meter reading should be accurate to + 1% of the scale value (DC voltage and DC
current meters).
• Overload protection is required.

• Free potential contacts are required for remote indication alarms for
AC & DC conditions.
• Ambient temperature range is( -10 oC to 55 oC).
4.3. Battery:
• 48 volt battery bank with enough capacity to supply all supplied equipment and
25% for future loads and for at least 8 hours of service after loss of AC charging
power.
• Nickel cadmium type is required.
• Battery rack for battery bank with earthquake resistance should be supplied.
• The required battery is of low maintenance type.
• The tenderer should submit the sizing calculation for approval.
• The charging time is not more than 10 hours.
• Capacity of battery equal to 100 AH

EETC before and after the successful commissioning.
