Yes, but we have to consider following points -
1)- Workability - It is defined as the ease with which
we can work with concrete. So when we use quarry sand in concrete, due to its heavy weight it reduces the workability of concrete.
2)- Mixing - Due to its heavy weight and large
particles, it doesn’t mix properly in concrete.
3)- Price- Price of quarry sand is lower than price of
river sand. Availability of quarry sand is easy in compare than river sand especially in UP.
4)- Strength - Use of quarry sand in place of river
sand will not decrease the strength of concrete.

You have two good answers. I would just like to point
out that “quarry dust” is not specific- what is being quarried? Some materials may be quite unsuitable for use in concrete. Granite dust might be fine (no pun intended) but marble dust, probably not. Reactive aggregates could result in weak concrete or cause long-term deterioration. Concrete mix design is a complex subject and is a specialty; usually ready-mix suppliers have standard mix designs. Deviation from known sources of aggregates and fines should be tested through test cylinders and the fines (the dust) checked for reactivity. On the bright side, addition of fines such as pozzolans or blast furnace slag can form a denser matrix and thus more water-resistant concrete.
