Institute had its origin at Calcutta where it initially started functioning in the 1920 as Telecom
Training Centre (TTC), during the Second World War, it was however, decided to locate it at
Jabalpur where it commenced activities from 22nd April 1942. In the beginning the Training
Centre was set up in the Telecom Factory compound at Wright Town, Jabalpur, since this did not
provide adequate space for conducting the training activities effectively, the TTC was shifted to a
new building at Ridge Road, Jabalpur and the training activities started functioning in its new
campus from 1956, since then, BRBRAITT has made a continued effort to cater to the training
needs of the Indian Telecommunication Department, other allied organisations and foreign
participants. The Training Centre has a campus of 35 acres with administrative building of 11,792
square metres in area. It has also got 207 staff quarters and four hostels with a capacity to
accommodate about 400 trainees. Abhishek Kadyan with Mrs. Suman Kadyan along with Mrs.

The Training Centre was renamed as "Bharat Ratna Bhimrao Ambedkar Institute of Telecom
Training” on 30th May 1992, which is unconstitutional, contempt of Hon’ble Supreme Court of
India as per judgment passed in transfer case, Civil No. 9 of 1994 & No. 1 of 1995 held that:

“The National award don’t amount to titles within the meaning of article 18 (1) and they
should not be used as suffixes or prefixes, if this is done, the defaulter should forfeit the
National award conferred on him or her by following the procedure laid in Regulation 10 of
each of the four Notifications creating these National awards”

Objections:

1. Name of the Bharat Ratna Bhimrao Ambedkar Institute of Telecom Training with logo.
2. All Recognitions - affiliation, Websites, Bank accounts, Stamps, Publicity materials, Degree,
Diploma, Certificates, MoU - agreements etc being Bharat Ratna Bhimrao Ambedkar
Institute of Telecom Training, holding accountable, ISO 9001: 2008, Sign Boards etc.
3. Stop execution of all tenders etc, prefixing Bharat Ratna as title.

Hence, Scouts & Guides for Animals & Birds serve a Legal Notice upon you to remove all above
said objectionable & unconstitutional materials to avoid contempt of court proceedings against you
by name, under intimation to us within 7 working days, tomorrow onwards.

Reply vide this Ministry letter No.19/10/2014-Public dated 04.08.2014 on
MINHA/E/2014/00748 against recall Padma awards but intimated action taken but final
order still awaited, likewise another criminal awardee was exposed in
CABST/R/2019/50366 but hushed up, so if you won’t do then PIL be moved.
I am not satisfied with reply, when title are abolished then Bharat Ratna Bhimrao
Ambedkar Institute of Telecom Training at Jabalpur claims third can prefix Bharat Ratna,
hence appeal be treated, direct to CPIO supply point wise reply with noting sheets, as
required Abolition of title as per article 18 of the Indian Constitution, besides it condition
10 of decoration agreement of Padma awards, whereas Supreme Court also prohibit title as
per these, hence supply me the following information along with noting sheets:
1. Padma awards and Bharat Ratna prefixed as title by self and family members is legal,
please clarify.
2. Padma awards and Bharat Ratna prefixed as title by third party is legal, please clarify.
3. Title as SATTI, SIR, NAWAB, RANI, RAJA can be legally prefixed with the name,
please clarifies as Rani Laxmibai University and Sir Ganga Ram Hospital in Delhi on
allotted land.
4. List of complaints received about abolition of title since last five years along with orders
passed.
5. Padma awardee Sant Singh Chatwal convicted by American Courts of law, complaint
lodged, hence all communication made and received with noting sheets be supplied.
6. Copy of guidelines related to ban on eligibility for National awards to convicted persons.
7. Sant Singh Chatwal convicted as 3 years probation by American Courts of law also
decorated with National Rajiv Gandhi awards, he is entitled to keep said award being
convicted please clarify.
8. Bharat Ratna Bhim Rao Ambedkar Institute of Telecom Training Jabalpur is legal,
please clarify along with status of complaint lodged related to pre-fixation of Bharat Ratna
as title.
9. Status of degree, diploma, MoU, marks sheets, agreement decorated by Bharat Ratna
Dr. B. R. Ambedkar University being pre-fixation of National awards as title.
