Corruption, has it become a culture that has been preserved in Indonesia?

My name is Restriana Hadi Oktalasa from State of Islamic University Syarif

Hidayatullah Jakarta Departement of Information System Faculty Science and
Technology. Culture in Indonesia is very diverse due to the condition of Indonesia which
has many islands, many tribes, and many languages according to their respective regions.
Often this culture wants to be recognized by neighboring countries. But there is a culture
that will not be recognized by any country because it is an act of shame. Corruption has
become a culture in Indonesia, something very bad but not strange for Indonesia. The
culprit is not only from ordinary civilians, but the perpetrators of corruption are state
officials who have an important role in the progress and development of Indonesia.

Corruption is something that is very embarrassing and is never expected to

happen. According to Poerwadarminta, corruption is a bad act such as embezzlement of
money and so on illegitimate receipts of money (Hamzah, 2008). In an effort to counter
this, the government certainly pays more attention to addressing it. Corruption also causes
enormous losses to all fields and can damage the values and morals of the nation. Even
this criminal act can make people who are innocent difficult and violate the economic
rules of society (Alkostar, 2015).

According to (Hiarej, 2012) there are four reasons that corruption is said to be an
extraordinary crime. First, corruption is a crime that has been systematically organized.
Second, corruption is done with a mode that is difficult to find. Third, corruption is always
associated with position and power in a country. Fourth, corruption is a crime that relates
to many people because the state money used for things that are not true is the right of all
people so that social welfare is guaranteed. (Harlina, 2008) added that corruption also
violates the Principle of the rule of law and can damage the ideals of the state law adopted
by Indonesia.

(Diansyah, 2009) said the problem of corruptors was that corruption was used as
economic decay, collective political failure, and extraordinary crimes that could not be
seen in plain view. The rise of corruption in Indonesia is caused because corruption is not
a crime that has been broken and once completed. But corruption is the dark side that is
built by the political system, power that is centered on just a few people, and business
that is carried out by using power facilities to get a big profit. But in this case, the people
are sacrificed.

As a result of fraud committed by the authorities in this country, the innocent

people actually get a huge impact from the corruptors. (Suherry, 2017) in his journal
entitled "The Politics of Eradicating Corruption in Indonesia" that corruption can be
caused by several factors including economic demands, environmental influences, weak
law enforcement, and lack of anti-corruption socialization in society. From these factors,
the most influencing factors are weak law enforcement and lack of anti-corruption
socialization in the community. Actually, in this problem, the government has tried to
overcome it. However, the efforts made are still not able to counter corruption in
Indonesia (Kurniawan, 2011).

It is well known that the impact of corruption is very broad, can harm individuals
and many people. In individuals, this level of society is certainly different. In middle and
lower society like me, corruption is certainly very detrimental. Funds used for the
personal interests of corruptors, of course are funds aimed at welfare of the social that can
minimize poverty. Especially my compliance with paying taxes. Even though I am a
middle to lower class, we always pay taxes on time. With this compliance, I hope for
improvements that should be carried out in my area. However, because the actions of
corruptors make regional development hampered, so that people do not get the rights that
should be obtained.

In many people and the wider community, corruption also has a serious impact.
Of course, in developing the nation corruptors may not think how important the money
they take for the needs of the country. Because of the money they take, all the interests of
the state are hampered. One of them is when making a resident card. All Indonesian
people must have a resident card so that all levels of society will make it. Now the identity
card has been required with an identity card electronically. This is caused the
transmigration of ordinary cards to electronic cards.

The funds that have been prepared and allocated for this program should run
smoothly and all citizens can change or make new cards easily. But in reality, the
manufacture of electronic cards had been hampered for quite a long time. When residents
want to change or make a new electronic card, the officer says if the registration form has
run out and there is no supply back from the local government. For people who have
registered before are in the process stage, they admit that their electronic cards have never
been completed. They were only given a statement paper to temporarily replace the
identity card. Making their electronic cards can be completed in months or even years.

In an effort to quarantine corruption, the government is constantly stopping it. To

provide lessons for other communities, the government provides penalties so that
corruption perpetrators are deterred from carrying out their actions. With the punishment
given so that it can be used as a lesson for other people not to do the same thing. As a
community we also participate in preventing corruption. One example is reporting if there
is strange behavior and leading to acts of corruption. Understanding corruption and
learning more about corruption is one example of efforts to prevent corruption from an
early age.
