FIRST 100 DAYS CHECKLIST &

The checklist highlights the recommended actions to be
taken by a Municipal Mayor in the Handbook: Critical
Steps for the First 100 Days: A Guide for Municipal
Mayors. This is to guide you to prioritize tasks in your
first 100 days in office.

Formulating your
EXECUTIVE AGENDA
for Effective Local Governance

• An Executive Agenda is not a plan. It is the desired collective


output of you and your leadership team (Department Heads)
based on your LGU-experience.

• The Executive Agenda basically sets the overall


organizational strategy which defines the direction in which
your LGU and your community will head towards in the
future.

Instructional Guide for
Implementing the EA in the LGU
• The EA for Effective Local Governance should be communicated and consulted with
the various departments of the LGU

• The LCE requires the Department Heads and their offices to contribute to the
Executive Agenda, especially towards key governance areas that fall under their
respective mandates

• Set a meeting with the Sanggunian in order to advocate and seek policy support for
your Executive Agenda. This meeting will jumpstart the crafting of your ELA.

• The LCE, together with the Planning Officer and a representative from the
Sanggunian, must revisit and review the CDP and CLUP. One of the important things
to analyze is if the key governance areas in the EA are reflected in the CDP. The
CDP can be then amended when the these key governance areas are absent.

• The AIP and LDIP are then crafted following their respective guidelines, making sure
that the EA is supported and funded

THE M&E SYSTEM OF THE PROGRAM FOR NEO

• Monitoring of the status of implementation of your First


100 Days and Executive Agenda will be done through
the DILG Field Offices.

• On-site monitoring of activities will be conducted by


LGA to assess the factors that might affect the
successful attainment of your target objectives; and,

• Random sampling of the LGUs will be done to assess


the effectiveness of your First 100 Days.
