INFORMATION SHEET 1.

1 Competency Based Training


 Is a training delivery mode where trainees are given opportunities to learn in their own pace
with the trainer as an integral part of the instruction.
 Emphasizes most on what the learner can actually do.

Competency involves applying knowledge, skills and attitudes to perform work activities to the standard
expected in the workplace.
 Competencies are gained through:
o Life experiences
o Formal education
o Apprenticeship
o on-the-job experiences
o self-help programs
o training and development programs.

10 Principles of the CBT Delivery System


1. The training is based on curriculum developed from the competency standards.
o Learning is based on the curriculum modules
o All training activities are done towards the attainment of the assessment criteria set in
the competency based curriculum and standards.
o These standards are identified by industry practitioners and are promulgated by TESDA
in the TRs.
2. Learning is competency- based or modular in structure.
o Learning can be achieved by modules/competency
o Since learning is modular in instruction, you should be competent in the module
currently being trained before going to the other competency.
3. Training delivery is individualized and self-paced.
o As trainer, you should provide activities that will allow each trainee to advance on his
own without waiting for the other trainees in his class to finish.
o Learning productively when you are ready to learn so it is self-paced.
o Individualized in the sense that training is done to meet the different learning styles/
characteristics of our trainees.
o However, trainees’ outputs must be done within the specified training duration.
4. Training is based on work that must be performed
o Learning is based on the actual workplace practice
5. Training materials are directly related to the competency standards and the curriculum
o Training materials are self-paced and experiential
o Experiential because learners are required to perform the task /job/operation.
6. Assessment of learners is based in the collection of evidence of the performance of work to
the industry or organizational required standards
o Students are not judged against each other
o Assessment is done to test whether you are able to perform the job based on the
require criteria in the competency standards. This should be done before you can
advance to another competency.
o You are judge against your own and the standards.
7. Training is based both on and off the job components
o Better learning with industry and school partnership.
8. Workers and students can have prior skills recognized towards awards
o Current competencies acquired through training or work experience are recognized
before training, validated and recognized, a Certificate of Achievement is given for
competencies previously acquired.
o Trainees can now advance to the next competency.
9. The system allows for learners to enter and exit programs at different times and levels and to
receive an award for modules (competencies) attained at any point (Multiple Entry)
o There is flexibility for entry and exit from programs
o Trainees do not need to wait for others to be competent he can exit either a
competency or the qualification.
o Fast learners may graduate faster than the others.
10. Approved training programs are nationally accredited
o Learners and providers of training are recognized in a national system
o Training programs are registered within UTPRAS (Unified TVET Program Registration and
Accreditation System)
o Certificate of TVET Program Registration (CTPR) a legal document issued to provide
training

The mandate
Technical Education and skills Development Act of 1994 (Republic Act No. 7796)
Section 22, “Establishment and Administration of the National Trade Skills Standards” of the RA
7796 known as the TESDA Act mandates TESDA to establish national occupational skills standards.
The Authority shall develop and implement a certification and accreditation program in which
private industry group and trade association are accredited to conduct approved trade tests, and
the local government units to promote such trade testing activities in their respective areas in
accordance with the guidelines to be set by the authority.

Training Regulations is a document that serves as a basis in the formulation of competency assessment
and the development of curriculum and instructional materials for competency-based technical
educations and skills development (TESD).
The TR serve as basis for the:
 Competency assessment and certification
 Registration and delivery of training programs
 Development of curriculum and assessment instruments
INFORMATION SHEET 1.3. COMPETENCY STANDARDS
Competency Standards is the written specification of the knowledge, skills and attitudes and
values required for the performance of the job, occupation or trade and the corresponding standard of
performance required for these in the workplace.
INFORMATION SHEET 1.4. COMPETENCY-BASED CURRICULUM

Competency-Based Curriculum (CBC) is a plan for structured series of learning experiences


toward achieving of competencies identified by the industry; it details training methodologies,
resources, facilities, infrastructure and other materials required both for training and
assessment strategies. It is a specification of the course a trainee will undertake to attain
workplace competencies. It is developed based on the Training Regulations.
