CONSTRUCTION: It’s Now or Never”

INTRODUCTION

Engineer Romeo Estabillo finished his Civil engineering course at MAPUA institute of

technology took his bored examination in 1981 and passed it. He went back to his hometown

Santiago City to get his own construction firm.

He hired 2 assistant to help him, one of his assistants Mr. Silvino Santiago, who is a 3rd

year civil engineering student who had stop because of financial difficulties. He is a drafts man,
his duty was to produce all documents retailing to the physical requirements of the various

contracts also assisting engineer Estabillo in supervising workers on various construction site.

The second assistant Mr. Ramulo Mamaril was assigned to coordinate purchasing and

other administrative activities.

At the third year of operations, Engineer Estabillo he operates his newly constructed

office on his residential compound 2 more female employees was hired. In 1994 Engineer

Estabillo reviewed his company’s payroll he has six full-time civil engineers 2 draftsmen, 10

administrative personnel 1 messenger and 1 security guard.

By June 1996 Engineer Estabillo felt that business was continuously growing also he

feels that he may not be able to perform his functions effectively if he will push through with the

plan, he thinks operations are now more complex that decision making is a must.

TIME CONTEXT

He started his company right after passing the board exams on 1981 in their hometown.

He was supposed to make an executive decision for his company on June 1996, whether to hire

additional personnel would be beneficial for the company or not.

PERSPECTIVE AND VIEWPOINT

Engineer Estabillo is a seasoned professional and is known for his skills as an engineer.

The usual problem of engineers who are very skilled in their field is that they often lack the skills

for other things related to engineering like clerical work and administrative work. Skills that are

also essential for engineers as they move up and expand their horizons and become engineer
managers themselves. Engineer Estabillo , though hesitant, seems to have grasped the idea of

thinking and rethinking your move before executing it and is very cautious in every decision he

makes that may affect the company in the long run.

STATEMENT OF THE PROBLEM

 Does Engineer Estabillo have to secure the services of four additional civil engineers on a

full-time basis?

 If he decided to push through with the plan of adding four full-time civil engineers, will

he be able to perform his functions effectively?

AREAS OF CONSIDERATION

1. DEMAND

• External – the number of clients who demand and avail of the services of

Engineer Estabillo’s construction firm

• Internal – the demand for more manpower to perform all the tasks and

operations in the firm to serve all the needs of the clients

2. COMPETITION

• External – all other construction firms especially those that are located in

his hometown

• Internal – all of his employees who are striving for higher position and

salary

3. CURRENT STATUS
• External – the company’s prominence in the construction industry

• Internal – Engineer Estabillo’s current status as the owner of a

construction firm particularly his competence in his work

4. POSSIBLE EARNING

• External – the money that the company will possibly gain if he decided to

add four full-time civil engineers

• Internal – the effect of adding four full-time civil engineers in the wage of

other employees

ALTERNATIVE COURSE OF ACTION

• Make a decision whether to employ four full-time civil engineers or not.

• After making a decision, strive more to be able to perform his functions

effectively.

ANALYSIS OF THE ALTERNATIVE COURSE OF ACTION

After analyzing the situation of Engineer Romeo Estabillo, we suggest that he, being the

owner of his own construction firm, should first enhance his decision-making skill in order to

make his business more efficiently operational. As the head of a continuously growing company,

he should be competent enough to know what action to take in any circumstances.


To help Engineer Estabillo in the process of decision making, the analysis mentioned

above of this case analysis provides different areas of consideration where he can focus himself

to know what courses of action to do in the future. Also, creating a system where the workflow

of the company will be arranged in a manner where there would be a chief engineer who would

sign the plans only after reviewing it carefully and making sure it passes the quality the company

should meet in producing outputs.

CONCLUSION

In order to make sure that his company will be able to keep up with the demand and the

quality expected of their customers from them, Engineer Estabillo should consider adding

manpower in his firm because his firm is aggressively growing as more clients will be asking for

their service for the time being.

In addition, Engineer Estabillo should also consider taking up a managerial course or a

Master’s Degree in Civil Engineering to make sure that he will be able to function and perform

effectively and efficiently for his company.

RECOMMENDATIONS

• Engineer Estabillo should hire the additional civil engineers for his firm to

accommodate the growing number of demand for their service.

• Engineer Estabillo should take into consideration expanding his horizons with

management related programs and courses or even taking up a Master’s Degree in

Civil Engineering to gain new knowledge for his company’s growth.


ACTION PLAN

1. Engineer Estabillo takes up a Master’s Degree in Civil Engineering while also

taking up management courses if necessary

2. Engineer Estabillo will hire the additional engineers to cope up with the demand

for their service.

3. Engineer Estabillo should make sure that he will appoint a chief engineer that will

help him assure the quality of each project while he is taking up the program or

course necessary for the betterment of the company or firm.
